Abstract: The article reviews the most famous tendencies of the feministic movement in the West. This movement formed the social knowledge studying the experience of social relations as well as social institutions directly related to women. Abstract: This article examines the questions associated with the problems of social inequality. The scientific progress alongside the advancement of information and communication technologies is currently accompanied by the emergence of the new virtual social environments, which in many cases encourage the levelling of the existing types of social inequality. At the same time, different access opportunities to such technologies for various social groups is the source of appearance of the new types of social inequality. The work analyzes the most common factors: limits of physical assess to the information and communication technologies; differences of information and communication competencies of the users; physiological nuances of a person; information threats. Methodological foundation includes the system-structural method that represents a sequence of actions of establishing the structural links between the variables or elements of the explored system. For conducting the analysis were applied the secondary data of the results of the national and foreign sociological research, official documents of the state programs of the Russian Federation. The authors proposed the mechanisms for levelling the factors that lead to emergence of the new types of social inequality, as well as analyze the actions of the Russian Federation in this regard.

Abstract: The subject of this research is modelling of a number of demographic parameters using the method of fuzzy autoregression as a tool of sociological studies. The object of this research is the dynamics of incidence rate of diabetes, blood circulatory system diseases and malignant tumors over the recent 15-25 years. This work determines the parameters of mathematical models or time sequences of the number of newly registered cases of diverse nosology. The conclusion is made on the need for development of targeted healthcare programs at the federal and regional levels. The main instrument of analysis is the structuring of forecasting mathematical models of changes in the incidence rate of diseases using the method of fuzzy autoregression and algorithm of MatLab system language. The methods of fuzzy nonlinear regression and autoregression have been applied in technical and natural sciences for over 40 years. In the area of social sciences, similar methods have not been used until recently, therefore their application in forecasting of demographic parameters, including the distribution of diseases is innovative.

Abstract: Currently, the majority of universities in Russia are at the stage of preparing for the inclusive strategy of education development, as well as experience the difficulties of its implementation. The subject of this article is the educational, spatial and socio-psychological components of adaptation of students with disabilities to the conditions of higher education facilities in the Sakha Republic (Yakutia). The authors examine such aspects of the topic as the structure of disablement in the region, difficulties of implementation of inclusive education, problems in creation of accessible environment in the Northern and Arctic regions, shortage of qualified personnel with regards to inclusive education. Using the statistical, sociological and psychological methods, the author determines the peculiarities and problems associated with social adaptation of university students with health limitations and disabilitirs. Based on the data of sociological survey, the authors conclude that overall people with disabilities have low level of professional-qualification status, which results in the fact that they represent one of the most vulnerable social groups at the job market. The psychological tests conducted among the students with disabilities demonstrate that they experience severe barriers and obstacles in the course of their university education.

Abstract:   The subject of this research is the method of fuzzy linear regression as a tool of sociological modelling of a number of demographic indicators. The work applies the method of fuzzy linear regression based on the fuzzy triangle numbers. The object of this research is the various elements of demographic behavior of population that is implemented in the article for analyzing and forecasting the matrimonial behavior and birth rate coefficient in the Altai Region. The fuzzy linear regression is considered as alternative to the standard statistical linear regression in case of the brief time series and the unknown law of distribution. With the help of the framed algorithm based on the simplex method, are detected the coefficients of fuzzy linear regression for the time series of demographic indicators of Altai Region for the period of 2000-2016 that characterize the trends in dynamics of demographic processes. The method of fuzzy linear regression was originally proposed in 1980’s, but has not been largely implemented in scientific research, as well as never used in the socio-demographic research. The author makes a conclusion on the prospects of such method for the sociological and demographic studies.

Abstract:   The modern social and humanities research use evaluation information, therefore the key task of the scientific-methodological culture of a researchers is to philosophically substantiate the veracity of research results of the object (conducted by the subject), which represents evaluation information on properties of the objects. This determines the undeniable relevance of this work. The subject of philosophical study is the evaluation-value problematic. The goal consists in formation of socio-philosophical representation on the problems of application of evaluation information in the culture of social and humanities research. The scientific novelty consists in philosophical analysis of the evaluation-value problems within the culture of social and humanities cognition. The objectivity of cognition is to subjectively (this is the only way) reveal all properties of the object. Moreover, in not only actual science, but also social life, objectivity is defined subjectively by the means of evaluation. The ideas contained in this article may become the conceptual framework for social and humanities theories, as well as practical activity of the institutions of government regulation of social relations.

Abstract: The subject of this research is the issues and contradictions emerging in the process of independent evaluation of service quality rendered by the social organization. As most relevant is regarded the problem of methodical support of the system of independent evaluation, problem of methodological indisposition of community boards on which behalf is conducted the independent inspection, but also the social organizations themselves towards the procedure of evaluating the quality of rendered services. A pressing issue is the need for arranging the social organizations of different types of services and varying funding levels. The author makes emphasis on the questions of “independence” of evaluation of the quality of social services, as well as formal approach to its realization. The scientific novelty lies in identification of the issues related to implementation of the independent evaluation of social services into a widescale practice. The discussion of issues alongside the settlement of contradictions will allow improving the system of independent evaluation and its performance, as well as contribute to the effective use of independent evaluation of service quality for the purpose of realization of the state’s social policy.

Abstract: The given article contains the analysis of the Humboldt colloquium held in Moscow on May 31 – June 2, 2012 and devoted to one of the most topical issues – what science has to offer to the society and in what way the society needs to use achievements of modern science (the Colloquium was organized by the Alexander von Humboldt Fund). The article casts lights on speeches made by the President of the Russian Academy of Sciences Y. Osipov, President of the Alexander von Humboldt Fund Kh. Shvartz, German Ambassador U. Brandenburg, President of the Alexander von Humboldt Moscow Club V. Zadkov, Doctor Feist, the Bundestag deputy and a member of the Committee on Education, Science and Technological Evaluation and Sub-Committee on Foreign Culture and Educational Policy. The article also provides the review of the two offi cial opening speeches describing the role of fundamental researches in the society taking into account perspectives of the scientifi c cooperation between Russia and Germany. The fi rst speech was devoted to the role of social sciences and the second speech talked about natural sciences. The second day of the Colloquium was devoted to social sciences, language studies and linguistics, chemistry and geology and physics and the fi nal, the third, day was devoted to the plenary reports concerning the issues of linguistics, molecular biology and infl uence of climate changes on the Siberian forests as well as discussed the problems of cooperation and competition in the global scientifi c society. The results of the Colloquium were summed up by the President of the Alexander von Humboldt Fund, Professor Kh. Shvartz.

The article is dedicated to examination of sociology of the Internet in China; reviews the question of age and gender stratification, preferences in using separate apps, software and services using the Internet; economic preferences of Chinese Internet users. The author comes to the conclusion the over the recent years the Internet in China took a quantum leap at the level of infiltration into society, as well as technical support means. Taking into account the emergence of 5G technologies, there is high potential for development. The author underlines that the government policy in the area of Internet formed a particular behavior pattern of Chinese users – they are presented as responsible and disciplined, eager to pay for the content, actively use subscription services, and demonstrate increase in Internet usage. A conclusion is made that the potential for development of digital economy in the country is especially high.

Abstract: The period of time, which is the subject to this study includes into itself two opposite tendencies. One of these tendencies, embodied in Art. 544 of the Civil Code of France of 1804, is that “Property is a right to use and dispose of things in a most absolute way”. In other words, this tendency presupposes that any owner can satisfy any interest, flowing from his ownership of a thing. The nature of the second tendency can be shown on an example of Art. 153 of the Constitution of the German Empire of August 11, 1919. “The ownership implies obligations. Use of property should at the same time serve the common good”. Thus, the owner has to facilitate the common good. How was the compromise found between these two tendencies?

Abstract: The subject of this research is the methods of assessing performance of the local authorities and consideration of public opinion in terms of implementing such method. The authors examine the indexes of assessment of performance of the local authorities and their correlation to the criteria of population content with the organization of activity of the population of municipal formation. The article observes the experience of Nizhny Novgorod Region in the area of assessment of performance of the local authorities and organization of the population opinion poll with regards to their content with the work of the authorities. The materials of the contemporary authors on this matter are being examined. During the course of this research has been determined the discrepancy between the calculated rate of the performance of local authorities and the population content. Thus, the district of Navashino and Tonshaevsky hold the leading position, while the urban districts of Shakhunya holds the outsider position upon two indexes. The urban district Sarov and Volodarsky district have the completely  opposite rating upon the indexes under consideration. The work identifies the possible reasons of discrepancy of the analyzed indexes.

Abstract: The subject of this article is the dynamics of protest activity of citizens in the regions of Russia following the results of the I-III quarters of 2019, the typology of protests, their causes and prospects, forms and mass character, as well as the impact of such protests on the formation of public demand and the policy of the federal authorities in 2020. There are such categories of protests as political, social, environmental and urban planning, as well as labor protest. The most typical examples of protests in each category are given. The research methodology is based on a qualitative and quantitative analysis of sources, primarily publications in federal and regional mass media. The main conclusions of the article are the constructive reaction of the federal authorities to the public request expressed in the civil protests of 2019, while previously such requests usually remained unanswered. In particular, the President stated the need for fundamental changes to the Constitution of the country, primarily related to the system and procedure for the formation of state authorities.

Abstract: The subject of this research is the dynamics and structure of training academic staff in the context of priorities of Russia’s socioeconomic development. As a hypothesis, is provided a thesis on the deficit of academic staff and weak coupling between the science and the branches of an actual production sector, which impedes the modernization and innovatization of the country’s economy. The goal of this work is the determination of the cause of shortage of academic staff, as well as low efficiency of their engagement in the development and promotion of innovations in the various economic branches. The theoretical-methodological base of research lies in the set of regulations that consider scientific capital as the key concept for analyzing the relations in academic sphere. A conclusion is made that the influx of highly-qualifies personnel encourages the growth of labor productivity in economic branches. The author underlines the importance of ensuring conditions for gradual development and realization of academic competencies and academic capital throughout the entire education period, professional training and further professional activity.

Abstract: This article using a comparative aspect provides the results of prospect analysis of development of the institutions of political dialogue in Russian and Nigeria, which are the countries known for their ethnocultural diversity. In this context, from the sociopolitical perspective, the author examines the categories of “ethnocultural diversity” and “multicomponent society”, analyzes certain ethnopolitical peculiarities of the indicated countries, as well as suggests an original interpretation of the concept of political dialogue. The results of the conducted empirical research using the method of expert interview are provided. The methodology leans of the authorial questionnaire “Prospect of political dialogue in societies with ethnocultural diversity” (S. P. Potseluyev, D. A. Timuk). The experts from Russian and Nigeria – reputable scholars, state, religious, and public figures, took part in the research. Based on the acquired results, the author proposed the recommendations aimed at efficient development of cooperative institutions of political dialogue in the multicomponent societies and constructive collaboration of various ethnocultural groups.

Abstract: The subject of this research is the career strategies of university students in the field of “State and Municipal Administration”, and how they transform in the course of studying. The author analyzes the research works dedicated to building a career by the university graduates during their education and after the graduation, noting down the possible scenarios of transformation of the career strategies. Using the sociological methods (questionnaire) and comparative analysis, the author describes the causes of transformations of career strategies of the indicated group of student youth. The conducted sociological survey allows determining that in process of receiving higher education, the students are affected by the various factors, which later play a pivotal role in formation of their career strategies. Therefore, the specified scenarios of transformation of career strategies allow structuring the education process in such way that the risks of negative influence upon the establishment of the aforementioned strategies will be minimized.

Abstract: This article demonstrates the process of evolution of social work in the Sakha Republic (Yakutia). The content of social work is revealed through the main development trends of the system of social services of population in the Sakha Republic (Yakutia). The author conducts a theoretical overview of social work applicable to a separate region with its territorial peculiarities – low population density, isolation of rural localities from the center of the republic, which influences the extent of exercising the social rights of the citizens residing in remote districts of the republic. The author reviews the role of social policy of the government in advancement of social work and nongovernmental forms of social services. The theoretical-methodological foundation includes the institutional and systemic approaches; the empirical base is the results pf questionnaire survey and statistical analysis. The analysis of development trends of social work in the northern region is presented within the framework of the course of government social policy, particularly, the involvement of nongovernmental organizations into rendering social services. The research materials may be practically valuable for the specialist and educators in the area of social policy and social work.

Abstract: This article discusses the peculiarities of the response of youth audience to coverage of relevant social problems in popular video blogs. The characteristic trend in the development of video blogs of recent years is the content that addresses socially significant problems, rather than carries entertaining connotation. The emergence of such trend raises the question of how the audience that is accustomed to view video blogs as the source of entertainment responds to such serious content. The author seeks the answer to this question by referring to the analysis of a specific case of reflecting the socially significant problem in a video blog – release of the film “HIV in Russia” on YouTube channel “Vdud”. The main results consists in revealing the specific features of the response of youth audience to the reflection of important social problems in video blogs. The analysis demonstrates that the reflection of such topics in video blogs may cause numerous curiosity among youth, which encourages young people to watch the corresponding video. Moreover, watching such video may form not only the basic representation of social problems, but also a desire of young people to learn more about such problems. The analysis also indicates that the effects of watching such content can be local and short-term: interest in new information vanishes quickly, rather than leads to serious changes in assessments and behavioral patterns of young people.

Abstract: Left-handedness is associated with asymmetry of paired organs. Due to the principle of biological safety are endowed with many organs, duplicates of themselves. But the complete duplication of nature, apparently, considered a luxury. As shown by observations and experiments, paired organs in humans are developed differently. One of the two paired organs is always dominant. The prevalence of left over right and left-handedness is called. Right-handed world of people - the mirror opposite of the world left-handers. Left-handers is not easy to adapt to a world in which everything is created only for right-handers. Thus, we assume that because the cat family Felidae, and the people… relate to the animal kingdom, the class of higher vertebrates - mammals, it is possible that there is a general and specifi c in levolaposti left-handedness in cats and humans. Which should manifest itself in the psychodynamics of behavior.

Abstract: This article attempts to comprehend the risks produced by consumer society. The research interest is  focused on analysis of the phenomenon of excessive consuming  that overwhelmed the social space, as well as the field of human feelings. The author examines the principles of consumer society, their totality and omnitude, and functionality as a social and moral norm. All things are viewed as the symbolic entities, materialized images and desires, illusions and simulacrums. It is demonstrated how the imperatives of consumer society, ideology of materialism create the world of value preferences. The scientific novelty lies in substantiation of a thesis that the consumer society creates circumstances that encourage the emergence of risks of different content and effect. The risks grasp the entire area of social relations, transform the nature of social connection and relationships, and impart negative features onto the moral-ethical norms and value orientations.

Abstract: The purpose of the article is to analyze social representations and expert evaluation of security risks and threats based on the research findings in the Altai and Stavropol Territories. Theoretical and methodological background to the research consists of the modern risk theories according to which the modern society produces not only material and nonmaterial benefits but also risks that create threats to the nature and humanity. In their article the authors provide the results of the sociological survey of the population and expert social representations of security threats in the two regions of the Russian Federation. Based on the data obtained, the security situation and therefore the social risk of this or that regional community are caused by the existing threats to Russian public security in general and the unique structure of the threats to public security of a particular region as a result of its geopolitical and socioeconomic situation. At the end of the article the authors conclude that there is a need to develop the mechanism of social risk management and this mechanism should be based on objective standards of personal and public security and take into account the risk behavior model.

Abstract: The subject of this research is the political orientations of Moscow student youth, which manifest as the factors of inclusion of young people into the sociopolitical processes. The object is the student youth of the capital – those, who most likely will join the ranks of the political, economic and cultural elite of the country. The author describes in detail the key theoretical approaches towards studying the political orientations and social attitudes of the youth in foreign and national literature. Special attention is given to the research results of political activeness and social landmarks of the young people in various countries: United Kingdom, United States, China, and Russia. The dependence of the political views and activeness of the youth from their social environment is determined. The empirical base for this work served the online survey conducted among the university students of Moscow (n=384); methodological foundation includes the approaches of G. Almond and S. Verba: the identification of cognitive, affective and value levels of political orientations of the youth. The scientific novelty lies in the empirical proof that the capital students are characterized by the low interests in politics, weak political activeness, loyalty to the government, and low level of protest moods. Among the ideological-political orientations prevails the adherence to the principles of social justice, while the free market principles share less than a quarter of the respondents.

Abstract: This article considers the problem of assessing effectiveness of the national healthcare systems. The author notes that the assessment of healthcare system as a complicated scientific-practical task must carry holistic character. Reference to the materials of sociological surveys allows significantly complementing the statistical dada with information on population’s perception of affordability and quality of healthcare. It is underlined that in examining social effectiveness of healthcare it is important to consider differentiation of assessment of the various population groups. The author reviews the statistical indexes of development of healthcare system of the European countries; points at specificity of situation in Russia, where the relatively high indexes correspond with the most pessimistic assessments of the population. The results of the eight wave of the comparative cross-country research “The European Social Survey” is analyzed. It was conducted in 2016 in the European countries in accordance with the population representative sample. It is stated that the European countries are differentiated based on the population’s assessment of the national healthcare system. It is determines, that the Russian demonstrate most pessimistic attitude with regards to assessment of healthcare if compared to residents of other countries that participate in the project. The author highlights that the Russians show strong, by European standards, differentiation in assessments depending on the income, age, retiree status, self-evaluation of health condition. In the context of affordability and quality of medical services it testifies to the existence of vulnerable population categories. It is revealed that the respondents’ overall assessment of healthcare depends on the scale of its funding. The author examines the causes of negativism in assessments of the Russians, including the low quality of medical services, facts of corruption in healthcare system, low affordability of medical services. A conclusion is made that the existing system of healthcare does not fully meet the needs and requirements of the Russians.

Abstract: The author of the article shows that social studies and therefore social philosophy are the datives of Western European Christian civilization and this is why have such features as rationalism, sociocentricism and a class structure of a society. Many speakers at the Third Russian Philosophical Congress held in 2002 talked about the drawbacks of sociocentricism and mental manipulation and appealed to ethnocentricism. Abstract: This article examines the results of sociological survey of the problem of xenophobia and migrant-phobia within the youth environment. The object of this research is the students of Naberezhnye Chelny Institute of Kazan Federal University, while subject is their ethnic and migration tolerance. The survey helped to determine the following: students’ attitude towards the ethnic diversity of the region; level of social distance with the representatives of other nationalities; students’ opinion about the facts of ethic discrimination and their evaluation of the status of cross-national relations; as well as establish the main sources of information about the cross-national relations. The author was able to clarify the students’ perception regarding the content of the notion “foreign migrant workers”, their assessment of the importance of foreign work migration and risks of migration, as well as general correlation between the religious, ethnic, local, regional, and national identity of the students, including relation to the concept of “Russians” and characteristics of the Russian Federation as the state.

Abstract: The subject of this article is the examination of risk factors of the social exclusion of elderly population of the Russian Federation based on the integral estimation of the index components of social exclusion. The authors suggest the model for assessing the factors of social exclusion of the elderly people considering the economic-structural and sociocultural aspects. The article offers and tests the specific indicators of evaluation of the social exclusion of elderly people leaning on the assessment of socio-economic (financial) deprivation, deprivation of social rights (access to social institutions and services), deprivation of security, deprivation of social engagement, cultural (normative) disintegration and social autism. The authors highlight a number of micro-level risk factors of exclusion, a part of which is nonadjustable, while another part is adjustable. The nonadjustable (independent) risk factors of social exclusion contain: gender; age (for females above 55, for males above 60); single living; status (working/non-working retiree); size of pension; marital status; religion; independent living skills; type of settlement (city/village). The adjustable (dependent) risk factors contain: physical activity; health condition; absence owned property; low level of education; coping-strategies; evaluation of financial status; unadapted after retirement.  The estimation of exclusion of the elderly population in three regions of the Russian Federation was conducted based on the results of sociological survey, which took place in Altai Krai, Zabaykalsky Krai, and Kemerovo Oblast in 2016, and involved 779 respondents in the above 55 (female) and 60 (male). Conclusion is made that the status of being socially excluded does not imply experiencing deprivation in all aspects of exclusion; the loss of physical abilities, health and mobility restrictions do increase the risk of social exclusion; practically each of the examines risk factors by increasing the contribution of some components of the overall social exclusion, inevitably reduces the contribution of other components of the exclusion.

Abstract: This article examines the results of sociological survey of the problem of xenophobia and migrant-phobia within the youth environment. The object of this research is the students of Naberezhnye Chelny Institute of Kazan Federal University, while subject is their ethnic and migration tolerance. The survey helped to determine the following: students’ attitude towards the ethnic diversity of the region; level of social distance with the representatives of other nationalities; students’ opinion about the facts of ethic discrimination and their evaluation of the status of cross-national relations; as well as establish the main sources of information about the cross-national relations. The author was able to clarify the students’ perception regarding the content of the notion “foreign migrant workers”, their assessment of the importance of foreign work migration and risks of migration, as well as general correlation between the religious, ethnic, local, regional, and national identity of the students, including relation to the concept of “Russians” and characteristics of the Russian Federation as the state.

Abstract: The article reveals the socio-cultural codes infl uencing the formation of cultural environment under conditions of municipal development. Popov, E. A. - Efficiency of the Quality Assurance Process in Russian Higher Education at a Current Stage of Modernization from the Point of View of the Teaching Staff pp. 76-87
Abstract: Efficiency of quality assurance of today’s education in social and humanitarian disciplines is closely assoiated with actual achievement of teaching and education goals. This causes a considerable tendency towards regulatory solution of the problem. However, the article reveals quite a different situation: based on the study of different opinions of the teachign staff at a university the author concludes that tehre is a need in establishing a very important criteria of education quality – axiological orientation of education. Some experts even talk about poorness of the current quality assurance model in general because this model puts achievement of education goals in the first place. The author of the article also analyzes different opinions expressed by the experts concerning efficiency of education quality and makes a conclusion about the need in changing the main criteria for evaluating efficiency of education quality.

Abstract: The question of the role of morality and ethics in social interactions within the modern Russian society carries a special importance due to specificity of socio-territorial development of the country, including the length of the borders, scales of the territory, and diversity of its separate parts. Examination of this topic allows determining the results of a distinct adjustment of various types of territorial communities towards changes that take place in the moral-ethnical sphere. Based on the results of representative sociological survey, the article analyzes the attitude of the residents of various types of settlements towards the norms of morality in the area of social interactions, as well as readiness to comply with them or violate them. The theoretical-methodological base lies in the complex of positions that argue the high importance of the moral-ethical component in social interactions. It is demonstrated that the moral-ethical orientations with regards to social interactions within the present Russian society are rather controversial. The Russians note the worsening of the quality of social interactions, but demonstrate tolerance towards the violation of social norms. The conclusion is made about the growing conflict between the culture and environment, which have different dynamics of development and suggest different responses to the challenges of time. To a lesser degree, this conflict touches the medium and small cities of Russia, which can be considered as a more adequate model of functionality of public morality that provides social cohesion of the Russian society.

Abstract: The main cause of a crisis in a social sphere is either the absence of comprehensive programs of reformation (which often happens in science and culture, for instance) or their failure (such as in health care, education, housing and communal services). The fi rst cause is rather obvious, but the second one (i.e. reformation principles) is still the topic of fi erce discussions. The problems of ‘insuffi cient’ budget and poor fi nancing of the social sphere depends on the institutional structure of the ‘real sector’ and its effi ciency in the long run. As for the problem of reformation of social sphere, here establishment of effi cient programs depends on understanding of specifi cs of social and economic institutions in this sphere. This is the main distinction between institutions in these two spheres which requires a differentiated approach to their reformation.

Abstract: This article analyzes the role of textbooks on sociology in development of the professional sociological education. The author determines certain scientific and pedagogical peculiarities in creation of the textbooks on sociology, as well as demonstrates its impact upon the formation of necessary competencies of the future sociologists. The article establishes the conceptual approaches that affect not only the distinctness of the textbooks on sociology, but also the achievement of the key goals of sociological education. It is underlined that the textbooks of the late XX – beginning of the XXI centuries introduce their own concepts that reflect the dynamics of sociological science, distinct style of presentation of the material, as well answer the established by the federal standard of higher education purpose regarding the training of future sociologist. Popov, E. V. - The Problem of Integration of Knowledge in a Modern Sociology of Education pp. 88-92
Abstract: Modern sociology of education raises a question about its involvement into a wider context of sociohumanitarian researches conducted in various branches of knowledge such as anthropology, history, psychology, philosophy and others. Previously, sociology of education was aimed at institutional characteristics of its basic subject but today ontological characteristics become very important, too. The main conclusion is that sociology of education must not only ‘coordinate’ theory and practice, but also define transformations of values and norms in a modern society which eventually resulted in the need in changing the entire system of Russian education. Moreover, it is empathized that the society-centered approach of sociology of education is not quite enough for describing the surrounding world. The main point is that the vector of development of social studies in general and sociology of education in particular is a culture-centered approach which actualizes traditions, values and knowledge connected with the mentality of the culture carrier. The results of this study can be used in practice of sociological researches based on the culture approach. This is one of the key aspects this article is devoted to.

Abstract: The article describes forms of electorate behavior of youth in modern Russia. Special attention is paid at the role of Internet as a factor which forms the willingness to participate in elections. The author of the article also studies the role of St. Petersburg youth organizations in forming political activitiy of the youth during elections in 2011-2012. Morever, the author analyzes the election campaigns of candidates for a president in 2012 within the framework of developing youth policy in the country. Abstract: The object of this research is the state policy that is aimed at modernization of the healthcare system. The subject is the process of informatization and automatization of medical facilities in Russia. The authors of the article thoroughly examine such aspects of the topic as the attitude of medical professionals towards the informatization and automatization of healthcare system, technical readiness of healthcare workers for the implementation of the new system of electronic health records and document flow, positives and negatives of cooperation with such system. A special attention is given to the general assessment of state policy in this direction. The article underlines the satisfactory technical readiness of medical personnel towards the implementation of new innovative forms of work; lists a number of organizational, technical, and legal problems pertaining to the launch of the new system of electronic health records and document flow. The authors conclude that healthcare personnel have neutral-positive attitude towards the idea of implementation of electronic health records and document flow in general, and to the state policy in this sphere in particular.

Abstract: During the second half of XVIII-XIX centuries there were certain geoeconomic and geopolitical reasons for activating trading relations between Russia and Kazakhstan. Socio-cultural identity of Volga region Tatars and Kazakhs has allowed the Russian government to mobilize Tatars for development of the trading relations between Russia and Kazakhstan. The most widespread forms of trade of Tatars in steppe was exchange which was carried out during karavanno-transit, on exchange court yard, and also in a kind of setting up. Barter was carried out by Tatars both on Orenburg, and on Siberian lines as well as in steppe villages.

Abstract: The subject of this research is the politico-psychological analysis of mass consciousness, focused on comprehension of the political leaders, whose ruling period is marked as a pinnacle of the Russian State. The object of the analysis lies in opinion of the Russian citizens involved in the survey. The goal of the work implies the examination of political preferences of the respondents mediated in representations about the leaders of the Russian State. The survey was conducted by the department of Sociology and Psychology of Politics of M. V. Lomonosov Moscow State University over the period from March to September of 2013. The study involved 868 people and balanced in accordance with the gender, age, education, and region of residence of the respondents. The following politicians became the leaders of public opinion: Peter the Great (35.8%); Catherine the Great (27.9%); V. V. Putin (25.5%); Alexander II (15.7%). The scientific novelty consists in the newly introduced data into the scientific discourse. The acquired results allow making a conclusion about the public request upon the strong state and authority. In addition, the preference for the aforementioned leaders indirectly underlines the positive perception by mass consciousness of the factors of power and military might. The results of this survey can be implemented in politological and sociological research and forecasts.

Abstract: This article is dedicated to the analysis of various components of the identity of population of modern Russia. The problem of correlation of separate types of identities, as well as the search for the explaining mechanisms of their formation and manifestation is one of the central discussions of the socio-humanitarian knowledge at the present stage. The goal of this article consists in examination of the specificities of identification culture of the population of Russia’s bordering regions. Special attention is given to the interrelation of ethnic, civil, and religious components of the identity of personality, as well as the impact of actualized ethnic identity upon the formation of other types of identification. The article provides the results of empirical research of population of the nine regions of Russia conducted in 2015 through the method of survey. The results testify to the high level of importance for the residents of these regions of social differentiation by various grounds. The authors note that currently that the identification of population with the citizens of the country and local community gains crucial importance for the dwellers of the examined regions. At the same time, the actual ethnic identification of population does not impede the establishment of the Russian national civil identity. It is underlined that at present stage the religious factor is a less important ground of identification than the ethnic or civil affiliation. The conclusion is made that the diverse types of identity are not competitive or mutually exclusive, but rather manifest as the foundation for integration of a person into the multiple social groups formed in accordance with various grounds.

Abstract: The article discusses the social portrait of the young participants of the public movement "Hizmet", one of the most authoritative and influential movements in Turkey. The authors of the article examine attitudes of young people towards family life, happiness, future, business, choice of profession, etc. This article presents the results of the opinion survey that was conducted in the second half of May, 2013 and involved a group of Belarusian and Turkish scientists working and studying in the Belarusian State University. 1500 followers of the social movement 'Hizmet' participated in the survey which allowed to create a fairly complete social portrait of the young participants. The survey used by the Turkish Statistics Institute offers only one option to choose while in this study the authors apply a more liberal approach and offer participants to choose out of several variants of the survey responses. This, in their opinion, will give a more detailed picture of the value orientations of the study group of young people. The novelty of the research is to establish a social portrait of modern Turkish youth on the basis of summarizing the results of concrete opinion surveys conducted in Turkey as well as the inclusion of these results in the scientific research of Russian scientists that provides a reasonable basis for future comparative studies in this sphere.

Abstract: This article is dedicated to the examination of possible risks in development of the modern Russian sociology. Focus is made on the analysis of situations associated with the risks that are substantiated by the specificity of scientific development as a whole, and sociology in particular. Among these risks are the following: the dilution of the scientific status, flaws in the research culture, substitution of the very principles of scientificity, tip in the balance towards scientific technologies, and others. The attention is also given to the risks of the pseudoscientific character, for example the politicization of sociology or economism of the research results. The author poses a question on the correlation between the appearance of the stated risks and the emergence of the sociological margin of error in conduction of certain applied researches or occurrence of the flaws in the style of social thinking of sociologists. The main conclusions consist in the following statements: consideration of the detected risks for the development of sociology can affect preservation of values of such science as sociology; the peculiarities of manipulation of these applied researches, the low professional culture of sociologists, and their separation from the professional community can be attributed to such risks.

Abstract: Scientific, axiological and historical approaches have been used to consider the model of national (public) security, which reflects the dualism of the values of development and preservation, taking into account the following factors: population of the state, area, the level of technological development and its convertation to actions, diversity of population. The parameters are evaluated by the example of participation of a range of countries in the First and Second World wars, as well as the military campaign of the USA in Iraq. The parameters characterising the diversity of population are based on the statistical data of the regions and ethnicities of Russia (USSR). The demonstrated model meaningfully characterises the potentials of states and societies. The convertations of these potentials to real developments depends on multiple factors studied by humanities. The study involves mathematical and statistical methods of analysis of social processes and phenomena. The parameters have been evaluated using the least squares method. Having used the suggested model, the author concludes that the European Union has probably reached the limits of its enlargement, and it is possible that some states may withdraw their membership. Also, function values of sovereignty, preservation and security have been calculated for the countries of G7 (USA, Great Britain, Germany, Japan, France, Canada and Italy) and E7 (China, India, Brazil, Russia, Mexico, Indonesia and Turkey). Total function value of sovereignty for the E7 countries is 1.7, whereas for the G7 states it is 4.6.

Abstract: The article is devoted to the problem of influence of a territorial community on the social development of youth. Territorial communities are viewed as the social institutional environment which specifics are defined by the structure, content of the environment and internal and external interactions. Special attention is paid to the problem of the social and territorial inequality as the factor of social disadvantages of youth, negative socialization and distribution of deviant forms of behavior in their environment. As the main reason of social inequality of youth, the author views the reduction of the social institutional capacities of territorial communities which is typical for low-resource territories. Analyzing the problem, the author of the article takes into account the main provisions of the theory of influence of the local community and the theory of social disorganization. These theories allow to conceptualize the role of the territorial community as the critical element in creation of social disadvantages of youth. The author concludes that the development of the youth is dependent on peculiarities of the surrounding social and institutional environment and therefore the main element of work with the youth should be arrangement of both everyday and planned activities on development of the social cohesion of territorial communities. One of the most important conditions for defining the priorities of social policy and planning social service programs should be the solution of the problems of youth from the point of view of their social and territorial inequality.

Abstract: This article explores the socioeconomic development of the bordering regions (on the example of Russia and Finland). Within the framework of this work, the author considers a number of economic and social indexes, which will allow assessing the level of regional development and the level of regional differentiation. The article conducts a comparative analysis of the bordering regions and detects the factors that define the differences in dynamics of its fundamental indexes. The object of the research is the economy of the bordering regions of Russia and Finland, while the subject is the process of differentiation of economic development of the regions. The work is based on the works of Russian and foreign scholars in the field of dynamics of the processes of spatial development and regional economy. Scientific novelty consists in the following: The peculiarities of economic development of the bordering regions of Russia and Finland are being determined; A comparative analysis of a number of economic and social factors, which significantly affect the level of economic development of the bordering regions, is being conducted; It is determined that that the factors affecting the economy of the bordering regions of Russia noticeably differ from those of Finland; The interregional differentiation of the bordering regions is being detected on both, the federal level, as well as the international level. The author concludes that the specificity of differentiation of the bordering regions of the Russian Federation is the strengthening of inequality of the territories associated with the differences in the production structure, and the trends of differentiation of the Finnish territories to the most extent are characterized by the concentration of the resources.

Abstract: The article draws attention to an issue that affects all branches of academic science – the integration of science. There are several viewpoints on this topic – some support the notion of self-sufficient spheres of social and humanitarian thought, others stress the necessity of close interaction of such spheres. This article provides a breakdown of positive and negative aspects of interdisciplinary interaction, drawing our attention to the special role of Sociology in the processes of integration of knowledge. The main research method implies representative sociological survey of the inhabitants of the Komi Republic, as well as the methods of analysis of the social context of construction and deconstruction of social issues. The conducted research demonstrates the need for the employment of the services provided by the multifunctional centres, and the dynamics of the demand for public and municipal services in general, as well as for their certain kinds. Abstract: The author of the article provides a sociological analysis of the problem of social cohesion, describes methodology of the empiric research of the problem and modern scientifi c understanding of the problem in the form of a whole complex of ideas and theories revealing peculiarities of social compliance and social trust, social integration and inclusion, social solidarity and social distance which content depends on the social and political regime, stability and practical state policy. As a central factor of social cohesion in a post-industrial society, the author views cultural pluralism and variety of styles. The reason for this is that encouragement of individual consumption and fi nancial success leads to polarization of the population, estrangement and formation of social groups, social relations and models of social perception of people depending on their material prosperity. Based on the results of the analysis of theoretical sources and data obtained during the interregional sociological research, for the fi rst time in scientifi c literature the researcher defi nes conditions infl uencing the cohesion of the Russian society, proves the relation between the size of the community and the level of trust in the community. The researcher also proves that atomistic tendencies prevail in the modern society. This is important not only for expansion of the theoretical social knowledge but this also serves as the grounds for practical recommendations on improving state policy aimed at achievement of social cohesion at the national level.

Abstract: The subject of this research is the issues of medical social research on the correlation between the quality of life of a human with regards to health, and the professional health and professional longevity. The questions about the need of the expanded practical implementation of the medical social monitoring as an effective instrument of the personified (personalized) adaptive medicine is being examined in the course of this work. Based on the example of a flight crew with the digestive system illnesses, the authors demonstrate the practical importance of the medical social monitoring as an instrument for preservation and strengthening of health by the means of development and implementation of a complex of personified preventive care measures. The methodology of this research is based on the methods of medical sociology, aviation medicine, work hygiene, gastroenterology, qualimetry of life, and risks of health. The scientific novelty consists in the establishment of the importance of the life quality monitoring for the timely decision-making aimed at decreasing of the professionally diagnosed diseases of a flight crew. The article illustrates the applied possibilities of realization of such monitoring in order to preserve and strengthen the health of a flight crews, as well as increase their working efficiency and professional longevity.

Abstract: The article discusses three main topics: history and particular traits of social engineering, the example of the “Donor” social project, as well as methodology of typological research and development. The author accents that the two main flaws of social projects are yet to be overcome. One of such flaws is low project-conformity: social projects are often either utopical, or are substituted with social manifests, concepts, programs, their social parameters being misinterpreted and dropped out. The probability of a social project’s success is significantly increased, if following conditions are met: administrative support of the social project is provided; the project is well-funded; an able team is assembled, including methodologists who can optimize the project’s realization. The “Donor” project exemplifies this. The second half of the article analyzes a contemporary situation, which dictates a necessity for developing new concepts for architecture and construction typology.The author debates the definition of type and its transformation in the current period of time, as well as strategy for constructing a new typology. The author formulates a dilemma – building a typology of objects of architecture, or a typology of forms of human behavior in urban environment – with which the author’s preferences lie.

The work discusses the issues connected with social integration and adaptation of visually impaired people. The emphasis is made on the process of the integration of the disabled persons into the society by the means of opportunities provided by the Internet. The experience of the Russian Federation in this field is analysed. In particular, the attention is paid to the Russian Federation Government Programme "Accessible Environment". The article provides the examples of existing virtual social networks for the visually impaired people. The statistics of the World Health Prganisation has been used. The methodological basis of the research is comprised of classical and modern theoretical provisions of social and humanitarian fields of scientific knowledge, allowing to consider the basic regulation of the social processes involving visually impaired citizens. The research conducted by the authors significantly filled the gaps in the scientific knowledge regarding the processes of adaptation of the disabled persons into the society using the opportunities offered by the virtual social networks. Abstract: The author of the article analyzes the infl uence of the socio-cultural factor and the factor of settlements in terms of opportunities and prospects of modernizing the activity of territorial communities. The importance of the topic is caused by the differences and contradictions in the values of the Russian society as well as a deep social inequality, territorial disparity and inter-settlement differentiation. Special attention is paid to the analysis of peculiarities of traditional and modernistic values and behavioral stereotypes of Russians depending on a type of settlement. The author also views contradictory effects of modernization regarding the territorial development of the country in general. Analyzing the problem, the author takes into account the main provisions of the theory of modernization regarding transformations of socio-cultural grounds of a modern society which allows to conceptualize integrated infl uence of the socio-cultural factor and the factor of settlements on the development of territorial communities. A territorial community is viewed as a complex self-development system which performance and development depend on many factors. The integral infl uence of the socio-cultural factor and the factor of settlements causes the difference in values of Russian people which, fi nally, defi nes creates special features of the social and economic development of independent territorial communities and territorial development of the country in general.

Abstract: The article gives assessment to the role of “social justice” as a political factor which composes a system of social, political, and economic relations in the region. The role of conflict potential, formed by the differences in assessments of social justice among the groups of local community, is being analyzed as an instrument of sociopolitical development of local communities. The author pursues correlation between self-identification of the residents according to social, political, and economic status, as well as between dominant political practices. The role of sociopolitical monitoring in the political management system is revealed on the regional level. The main conclusions of the conducted research consist in the ability to analyze the following correlations: a) between the views on the social justice and dynamic of political ideas amongst the members of local and/or regional community; b) competition/rivalry of opinions and ideas about the social justice; c) connection between political moods dominating in the society, and the views and ideas of marginal communities that are able to affect the existing social dynamics, and  as a result, lead to political and social conflicts.

Abstract: The object of this research is the state policy aimed at solution of the issue of personnel deficit in the healthcare system. The subject of this research is the targeted admission into the medical higher education facilities in Russia. The author carefully examines such aspects of the topic as sources of distribution of information related to targeted admission:  attitude of the respondents to the conditions of agreement; causes that instigate breaking of a contract; factors that can remedy the situation. Special attention is given to the general assessment of state policy in this direction, as well as to the development of recommendations. The author made the following conclusions: firstly, we can observe a clear conscious decision of the choice of doctor profession, and a huge influence of the relatives engaged in the medical sphere towards making this decision; secondly, the variety of source of acquiring information about the targeted admission; thirdly, a low admission score as a main reason of choosing a targeted form of education; fourthly, presence of correlation between the desire to break an agreement and the region on employment, whether it was an independent decision or a reason to choose a targeted form of education; and fifthly, a low level of state policy efficiency in this direction. Besides the obvious factors that are capable of changing the situation, such as increasing salaries, creating conditions for professional growth, solution to the housing issue, the author suggests to consider the new recommendations: give an opportunity for free tuition in residency or post-graduate school; revision of the terms of contracts towards reduction; ability to choose a place of employment, etc.

Abstract: The article discusses the features of the socio-economic situation of Russians living in different types of settlements. The relevance of the study is justified by the growing importance of the issue of inequality, both between different strata of population, as well as between territorial communities. Particular attention is paid to the analysis of social well-being dynamics under the 2014-2015 crisis. The author examines the impact of the crisis on the public perception of the situation in the country, the situation in certain areas of life, personal prospects of citizens, potential risks and ways to adapt to them. Theoretical and methodological basis of the study is a set of provisions, reasoning the interconnection between socio-economic and territorial settlement aspects of the organisation and development of society. The main conclusion of the study is the identification of significant differences in the dynamics of socio-economic status of Russians living in different types of settlements. The negative impact of the 2014-2015 crisis to a larger extent affected people living in small and medium-sized cities, as well as in the industrial settlements, and to a lesser degree - the inhabitants of megalopolices and villages. Aligning the level of socio-economic development of territories and improving the life quality of citizens, regardless of their place of residence, is a strategic objective of public policy.

Abstract: The subject of this research is the interdisciplinary connections between sociology and other sciences that affect the formation and development of social thinking. The accent is made on the assessment of an empirical and theoretical-methodological potential of sociology made by the representatives of the “related” disciplines on human and society. Based on the analysis of publications on economics, political science, demography, culturology, and other spheres of socio-humanitarian knowledge, it is demonstrated that the colleagues-humanitarians highly appreciate the applied nature of sociological science and lean towards the use of sociological methods of the empirical research; however, theoretical, and especially methodological potential of sociology in the context of interdisciplinary cooperation remains in low demand. The authors made the following conclusions: 1) the establishment of borders of the interdisciplinary cooperation between various sciences often carries a formal character; at the same time, the role of one or another area of knowledge in such cooperation is being stated, however, this problem should be examined in a deeper level, focusing attention on the assessment of the systemic character of such connection; 2) sociology often refers to the potentials of other science, while other sciences are willing to borrows from sociology just the methodical support, therefore it is necessary to explore this problem.

Abstract: The subject of this research is the cultural interaction in the society and correlation with the identity of an individual. The author conducted the search of the modern models of multicultural environment which are proposed by the Russian and foreign researchers. The models reflect the influence of the cultural environment upon the choice and formation of identity in accord with the conscious identification with the certain cultural values, behavior, ideology, and traditions. Within the diverse society there can be various strategies of identity; the multicultural identity suggests the presence of strong ties to two or more different cultures. The scientific novelty consists in determination of the analytical value of the model of multicultural environment for the cultural identification of an individual, as well as which guidelines and strategies he can apply while choosing his personal and group identity within the environment of multiple competitive cultures. The author also attempts to find the model for harmonious interaction between the co-existing cultures.

Abstract: The subject of the research is the adaptation of the first-year students of B. Yeltsin Ural Federal University to the conditions of a higher education institution. The author considers such aspects of the topic as the preparedness of applicants, now students, to the conditions of a higher education institution, and the willingness of the higher education institution to provide a socially comfortable environment. Special attention is paid to such issues as: difficulties emerging under the new studying conditions, effectiveness of adaptation regarding the acceptance of norms and requirements of student life and the traditions of the institution. The significance of social and psychological adaptation of the students is justified by the fact that this process implies transition from the level of national tasks to the level of real life activity of a person. The research is of interdisciplinary nature. The main conclusions of the conducted study consist of identifying the reasons for difficulties in the process of social and psychological adaptation of the first-year students: absence of the usual social circle, inconvenient timetable, overload by studies, insufficient level of pre-university preparation, living conditions in the halls of residence. Friends that also entered a higher education institution, classmates and senior students also provide great help during the social and psychological adaptation. According to the students, the least help is provided by the student course supervisors. The research discovered no socially maladjusted first-year students, there is only an insufficient level of adaptation of first-year students according to certain parameters. This allows to draw a conclusion that in Ural Federal University there are all necessary conditions to improve the social and psychological adaptation of students.

Abstract: The goal of this work is to assess the work efficiency of the public nongovernmental organizations (NGO) in Russia: search of criteria and vectors of their development. The subject of the research includes 25 essential characteristics of work efficiency on NGO, the examination of which based on the mathematical modeling allowed evaluating the quality of their work from the perspective of various social aspects, as well as their work in general. The material for this article consists of the analysis of theoretical research along with the sociological data acquired by the author through the survey among the residents of Krasnogorsk district of Moscow Oblast in the amount of 100 people. The positions of mathematical statistics, probability theory, and design experiment theory are also being implemented during the course of this work. Using such approach, the author was able to determine the weighted values of characteristics that describe NGO and compare them, which will allow objectivize the data acquired in empirical research. By understanding the “strong” and the “weak” criteria of efficiency and concretization of the controversial moments discovered in the course of this research, it becomes possible to determine the most problematic among them, as well as to affect the vector of the work of a public organization.

Abstract: This article examines the investment policy of the corporate pension funds, which have emerged for the purpose of ensuring the employees of corporation alongside the ordinary citizens with the additional income as they reach the pension qualification age. The author determines the two main strategies used by corporate pension funds in the financial market: a financial strategy aimed at profit maximization; and a socially responsible strategy that suggests not only investments into the social projects, but also integration with the investors, consideration of their values and interests. As the main theoretical-methodological approach, the author chose the sociology of conventions; in March-April of 2016 he conducted an original empirical research in one of the northwestern branches of “Gazprom”. The subject of this study consisted in the question, whether or not the values of the corporation employees reflect the directions of the investment policy conducted by the Non-Governmental Pension Fund “Gazfond”. The acquired data reveals the attitude of the corporation employees, who are the real or potential investors into the work of the corporate pension fund. An essential part of the research became the examination of the spheres of social life that require the most investments. It is underlined that the institution of expertise of the investment projects within the corporate pension funds is in need of modernization. The author also defines the main criteria, which according to the employees’ opinion, should be considered by the management in selection of the socially responsible investment projects.

Abstract: The justices of peace deal with most of the judicial cases and their influence upon the political cognition of the people is large-scale. However, political aspects of this institution are not sufficiently studied. In order to find out the opinions on the role and perspectives of the justices of peace within the political system of Russia, the author held a poll among the justices of peace and the civil state servants from their staff in the Komi Republic and Perm region. The results of the sociological study showed the underestimation of the political role of the justices of peace by the very representatives of this institution, the vision of its perspective of development as a lowest branch of the judicial system. The topical scientific problem of dual status of a justice of peace was not supported as topical among the judges, working in current political and legal conditions. Among the factors influencing the independence of justices of peace the assignment of judges by the legislative bodies of the constituent subjects of the Russian Federation was pointed out. It is not accidental, that the assignment of justices of peace by the highest judicial body of the constituent subject of the Russian Federation is supported. The results of the poll may be used for political and legal studies.

Abstract: The object of this research is the state policy aimed at solution of the problem of staff shortage in the sphere of healthcare. The subject of this research is the attitude of the medical personnel towards this policy. The author carefully examines such aspects of the topic as the reasons of choosing a medical profession, attitude of the medical personnel towards the problem of staff shortage, state policy aimed at solution of this issue, correlation between the employment conditions and place of employment (regional policy). This work used the method of sociological survey based on the 20 medical facilities of Perm Krai, Khanty-Mansi Autonomous Okrug, Sverdlovsk Oblast, the Republic of Bashkortostan, Tatarstan, and Udmurtia. The author makes the following conclusions: firstly, the main reason of choosing a medical profession is the “voice of heart”, which does not however  remove the financial interest of medics; secondly, in the problem of staff shortage the medics usually blame the government; thirdly, the medics admit the presence of correlation between the conditions and the place of employment, in other words the regional policy; and fourthly, the medics have different opinions  about the measures taken by the government. Thus, the medical personnel speak against the policy of optimization and implementation of an effective contract management system. On the other hand, they welcome the targeted reception, intensification of disease prevention, and various programs. According to the medical personnel opinion, in order to solve a problem of staff shortage, the government must pay attention to the financial incentives, social guarantees, and improvement of the status of medical profession in public eyes.

Abstract: The purpose of the article is to touch upon a very topical and timely issue at the present stage of the development of Sakhalin society. This is the need to analyze bipolar factors based on which we can form a position and defi ne the situational level of ethnic tolerance of the receiving society towards migrants. So called ‘migration hysteria’ fueled by mass media decreases the level of tolerance and political correctness of the local community towards migrant workers. This triggers the reverse mechanism of adaptation and assimilation of migrants and leads to their isolation. The fi eld stage of the sociological survey was carried out since May till July of 2014. 350 respondents participated in the survey based on the use of structured interviews. Respondents were chosen by random selection. Those were people living in the Sakhalin Region which includes the Kuril Islands and the Sakhalin Island. The analysis carried out within the framework of the present research has allowed to defi ne the most painful points of interaction between migrants and the Sakhalin society. The researcher has defi ned and described the most typical causes of xenophobia and migrantophobia of the local community. According to the researcher, discovery and adoption of scientifi c practical solutions based on the results of the present research will allow to stabilize interethnic relations, decrease the risk of confl icts and therefore develop friendly interethnic relations and the atmosphere of peace and mutual respect.

In the article the author analyses the interconnection between the competitiveness of the organisation and staff engagement in the formation of an organisational offer. The author also considers the mechanisms of satisfaction, loyalty and engagement, as well as the interconnection of those with the employee incentive programme. The article considers particular cases that show that the system of material and non-material stimulation built on fair resource exchanges can serve as a base to increase loyalty and engagement, while the violation of such fairness lead to a decrease of those. The article considers the expedience of using non-material stimulation in an organisation as a tool of providing engagement. The author studies the efficiency of various non-material stimulation tools to form and promote satisfaction, loyalty and engagement. Methodologically and theoretically the present study is based on complex analysis and systems approach. Empirical analysis is conducted based on statistical data of secondary research published or presented on the web-sites of companies, as well as the materials of applied sociological research conducted under the author's guidance. The complex research correlates and collates the notions of satisfaction, loyalty and engagement, and also demonstrates characteristic features of the resource contributions of the employees. It has been determined that the efficiency of the organisational structure is increasing progressively as the employee transits from satisfaction to loyalty and engagement. The conclusion is drawn regarding the need to preserve and increase the engagement of employees to enhance the competitiveness of the organisation. The author states the importance of non-material stimulation for the promotion of staff engagement. The article proves the importance of fair resource exchanges in the organisation as a correspondence of the employee's contribution to the volume of material and non-material stimulation to promote the staff engagement. The article discloses the patterns of the negative influence of the fair resource exchanges on the degree of staff engagement.

Abstract: The article is dedicated to the analysis of social capital of the youth in form of institutional trust and social networks of support as factor of participation in sociopolitical life of society. Based on the statistical data and surveys, the author determines the level and peculiarities of formalization of social capital of the youth, level of their involvement into politics, etc. The empirical foundation of this research consists in the data of sociological survey, performed by the members of Altai State University in the six regions bordering Russia. In order to build the forecasting models of behavior based on the hierarchical regression analysis, the author uses the simple and summary indexes of institutional and public trust, as well as civil and political participation. The results acquired during the course of this research allow claiming that the lack of importance of the traditional informal connections in establishment of potential of civil participation of the youth is characteristic to the current state of regional society. A determining factor for the youth is trust towards institutions of civil society (especially charitable), as well as environmental-oriented and legal organizations. The opportunity to actively participate in the decision-making process through the civil unions and initiatives, respect for the freedom of speech alongside the cultural and political multiplicity, are the most appealing values for youth in the modern world.

Abstract: The article considers different aspects of state educational policy regarding managerial degrees in higher education institutions and its influence on the economic development of the country. It is illustrated by the example of the study programme "Public administration". Special attention is paid to such issues as the connection between the rules of admission and an effect they have on a career choice, the students' vision of academic planning, graduates' self-fulfilment in a certain professional field. The author emphasises the problem of the students' unwillingness to return to their regions from the capital as a factor of regional development gap. In order to make his arguments more persuasive, the author not only used theoretical methods of research (analytical, synthetic, comparative, abstract methods), but also conducted an anonymous survey of first-, second- and third-year students specialising in "Public administration". In the survey the students expressed their points of view on a number of aspects of the modern educational system and organisation of study in the University, and also told about their career and academic plans after graduation. The main scientific result of the research is elaboration of a system of measures aimed at improving of the efficiency of managerial training and modernisation of education in Russia in general. The article shows the opportunities of using foreign experience to improve the admission rules, and describes the economic effect of such reforms. The necessity to introduce state education programmes related to job placement based on the place of residence and its importance for the narrowing of regional development gap are also justified by the author.

Abstract: The subject of this research is the educational plans and the ways of their realization by the high school students of Karelia. Peculiar attention is given to the questions of the informative components of educational strategies of high schoolers, types of educational strategies, and factors justifying the choice of strategies. Based on the determined types and factors of educational strategies, the authors examine the aspects that limit the expanded reproduction of the human capital in the region, as well as suggest the implementation into the educational system of the forecast-oriented career guidance using the advanced modern technologies, which are based on the best Russian and foreign experience. During the course of this research, 864 high school students have been surveyed. The results of the survey demonstrated that approximately quarter of the students support the dysfunctional for the regional job market educational strategies. The factors affecting the choice of the educational strategy consist in the status value of the chosen profession by a high schooler, level of education of their parents, and reputation of the reference groups.  The career guidance specialists, teachers, government authorities, and researchers can consider the results of this research in organization of professional activity.

Abstract: The author of the article describes different types of collective memory and triggers of historical memory. Axiological and functional meaning of collective memory is described based on the example of attitudes to the Caucasian war. The author analyzes the relationship between history, memory and knowledge and provides a terminological discourse regarding the Caucasian war as well as shows the influence of the ideology on preservation and development of memory. The author discovers different degrees of influence of historical knowledge, legends and myths on the development of emotional and psychological attitudes and stereotypes as well as the correlation between historical knowledge and memory. The author proves the need for distancing of historiography from events and memory. To author has applied the socio-cultural approach to studying the axiological aspect of social-historical memory. This approach allows to define the role of cultural life and social-political self-organization in the support and development of individual and collective memory. In his research Yusupov has also applied the methods and principles of historicism, objectivism, comparison and analysis of survey data. The scientific novelty and importance of the research is in using a set of methods and discovering the importance of social-historical memory as a powerful factor of influence on the social life. Based on the example of collective memory of a regional community, the author shows the role of emotionally experienced events of the past presented by social moods and public actions at the moment of a socialpolitical crisis in the country and the region at the turn of the 90s of the 20th century. The author also offers a definition of the memory on the Caucasian war and concludes that it would be useful to build the policy of memory, the culture of memory and to support organic connections in the process of the development of ethnic, regional and Russian national memory.

Abstract: The subject of the research is the culture of scientific work in the field of modern social and humanitarian knowledge, and, in particular, sociological science. It is worth mentioning that the research culture is connected not only with methodical security and professionalism of the scientists, but also with such categories as the researcher’s responsibility for the results, as well as search for the truth. The last factor is of great significant for the system of knowledge in general, and moreover, it impacts the justification of the results of the research. The main research method is theoretical analysis of the issue of scientist’s responsibility for the results of his/her study in the field of sociology. The main conclusions of the conducted research is the determination of the consequences of poverty and reasons for its emergence. A particular contribution of the author into the study of the topic is the determination of the reasons for the worldwide eradication of poverty, as well as the reasons for emergence and intensification of the issue of poverty.

The article focuses on the analysis of the most popular Internet memes that have arisen during this period.  The study is built with the help of an electronic social media monitoring service IQBuzz that collects information from more than 10,000 Internet resources, such as Facebook, Twitter, VKontakte, My World, LiveJournal, LiveInternet, Google+ and others. The novelty of the research lies in the formulation of the research problem and the choice of the tools of its implementation. The main conclusion of the study is the cyclical nature and expressed antiphase of the increase of the activity of thematic discussions between the representatives of Russia and Ukraine, as well as their linking to the most important information occasions.

Abstract: The subject of this research is the ideas about the role of youth in the sociocultural development of the Russian regions, which are reflected in the socioeconomic development strategies of the Russian Federation and its constituents. Considering the importance of youth as a socio-demographic group for the prospects of the regional sociocultural development, the constituents of the Russian Federation, based on the peculiarities of the established structures of industrial production and resource potential, formulate the concepts regarding the participation of the young generation in building of the innovation models of the regional development. The authors based on the example of socioeconomic development strategies of Novosibirsk Oblast, Tomsk Oblast, and Krasnoyarsk Krai, thoroughly examine such aspects of the topic as the specificities of the sociocultural development of these regions, their initial capabilities and potential, youth policy programs planned for implementation before 2030. Generalization and interpretation of the acquired data were realized depending on the universal scientific principles of the research – objectivity, historicism, and systematicity. The methodological foundation consists in the modernization theory, as well as preliminary studies of the structural-functional analysis and institutional approach. The conducted research allows making the conclusion the all three of the examined strategies form the primary directions of the innovation development of the regions, as well as define the youth as the object, which influenced by the system of formulated measures, leads to the projected results – sustainable economic development,  and support of the competitive ability of a region on international and domestic markets. Special accent in the strategies is made on the active participation of youth in scientific-educational and entrepreneurial activity. At the same time, the task of the government authorities consists in encouraging the development of social sphere and establishment of conditions for creation of an attractive image of the region as the convenient place of residence and work.

Abstract:   The goal and subject of this article is the substantiation of the scientific necessity for the emergence of the new field (section) of elitological research – the juvenile elitology. It comprises the area of scientific research of various youth elites, specification of its research capabilities and prospects, as well as development of the scientific methodology that is justified by the particularity and context of the previously mentioned subject of the study. On the example of the phenomenon of “gilded youth” as the most socially ambiguous and difficult for studying the varieties of social and youth elites, the author formulates the possible methodological strategy of conceptualization and design of the research in juvenile elitology. The author analyzes the origins, object field, and possible informative-methodological approaches of juvenile elitology, which are based on the interdisciplinary approach. The formulation and articulation of this scientific problematic comprised the scientific novelty of this work. The conclusion is made that within the juvenile elitological studies there is no implementation for the pure scientific and sociological research instruments that are based on the empirical information, as well as socio-philosophical and actual philosophical approaches, such as axiology, metaphysics, hermeneutics, and reflection.

Abstract:   The subject of this research is the insight of the factors that determine commission of crime among the first and second time juvenile offenders, who are currently at the stage of pre-trial support. The object of the research is the pre-trial support of the minors, who violated the law in the Arkhangelsk Region. The article thoroughly examines the cognitive, emotional, and behavioral components of the ideas about the factors defining the commission of crimes among first and second time juvenile offenders. The study was conducted during the period of October of 2014 until April of 2015. The experimental selection was consisted the 60 minors who committed crime, and with regards to whom the procedure of pre-trial social accompaniment is being implemented. The statistical processing was carried out with the help of the package of programs “SPSS Statistica 20”. In the conclusion, the authors claim that the teenagers who commit crimes for the first time are driven by the following causes: aggressive behavior of the victims, susceptibility to suggestions, influence of the third parties, and individual interest. The perception of the first time offenders are characterized by the lack of understanding of the importance, admitting the guilt, they are also emotional regarding the committed crime, and reflect the low capability of showing initiative and independence in commission of a criminal act. The scientific novelty consists in determination of the differences in perception among the teenagers who committed crime for the first time, and those who have done it repeatedly, as well as correlation between the understanding of the committed crimes by the minors and measures of re-socialization applied to them.

Abstract: The author of the article analyzes the status of Russian youth in terms of social inequality which has become even worse under the conditions of global financing and economic crisis. The author views the structure of factors contributing to the development of youth including education, job placement, economic stability and healthy life style and provides comparative data about the role of youth in some foreign states. Special attention is paid to the problem of regionalization and localization of social distress as the main factor of ‘poor transit’ limiting opportunities for self-realization of youth in low-resourceful regional and local communities. By studying statistical data obtained from several international, Russian and foreign organizations as well as data about human development, the author of the article has managed to define common patterns and specific features of youth development in regions of the Russian Federation and abroad. The results of this research show that the structure of factors contributing to the development of Russian youth is very similar to the same factors in other countries. The main negative factor is the growing social inequality and territorial disparity between regions. Decrease of the social inequality and territorial disparity among youth must correlate with the overall targets of social development and be realized through implementation of associated policies and practices.

Abstract: This day the Russian economy faces very important strategic objectives — acceleration of economic growth and poverty alleviation. To reduce the level of poverty, it is necessary to analyze poverty trend data over the last decades as well as opportunities for reducing it. This is the subject of research being analyzed in the present article. Poverty alleviation directly relates to the existing national social policy that involves different programs, “relief aid” and “poverty reduction”. The latter is aimed at reducing the number of poor people and preventing from their growth. This is the social “vector” of the economic policy. Theoretical and methodological bases of the present research involve researches of scientists, authors and experts in poverty. In the course of her research Yudanova has also applied the interdisciplinary approach based on the combination of systems, comparative and historical analysis. Yudanova proves that today’s poverty has micro-level causes in the Russian Federation. In Russia the poverty is caused by a certain life style or personal qualities of the poor, or misfortunes that have been experienced by families but haven’t been duly compensated by means of national social policy. At the same time the researcher shows that in the long term the question about reduction or growth of the level of poverty deals with the macroeconomic indicators, first of all, the economic growth. Considering that in Russia poor people are mostly employed people, it will be possible to reduce the level of poverty through direct changes in the economic structure, incomes, creation of new work positions that fulfill modern requirements, implementation of differentiated taxation policy, consumer policy and etc.

Abstract: In the given article the topic under research is the higher education as a mechanism regulating the status-role differentiation in the society. The author of the article has a purpose to discover whether the higher education is a mean of social mobility (so called “social elevator’) in the modern Russian environment. In addition, Zhirina also explores the topic of prestige and popularity of higher educational establishments as the particular criteria influencing the choice of students seeking for admission to a university. Special attention is paid to the quality of education and its role in the process of establishing the status of a university. Zhirina provides an overall evaluation of the “social mobility” of the younger generation. The main research methods used by Zhirina include review of secondary data and academic literature on the matter. The scientific novelty of the article is caused by the fact that Zhirina describes the filtering function of a higher educational establishment in the modern Russian environment. Zhirina concludes that educational stratification and creation of inequality through education are possible only if there are other aspects besides education, such as a high ascriptive status, useful relations, luck and personal qualities.

Abstract: This article presents the results of the monitoring of public opinion of the Primorsky Krai related to the ongoing economic crisis. The results reveal that the economic crisis affects the social wellness of the population, and majority of the population experience a drop in quality of life, translating into social tension. The article presents the findings of the research on the Krai’s reaction to the changes in the structure of the selection of goods and services in the local market. The author identifies the categories of goods and services that demonstrated the drop in demand as a result of the sanctions against Russia, and conducts the analysis of the data from the monitoring of the social wellness of the population of Primorsky Krai, as well as various assessments of the consumer reactions to the changes in the market that have been gathered from two polls conducted in October of 2014 and October of 2015. A distinguishing factor of the conducted polls consists in the use of a vast number of open questions. A special computer program was used to summarize and categorize the responses. The author concludes that the social wellness of the population is the key component of the success or failure of the reforms conducted by the government and branches of local authority.

In the course of this work, the author substantiates the new feature of the electoral culture – modality; it reflects the support of a certain group for the candidates with the certain political views or ideology. The author also thoroughly describes the five types of electoral culture, and presents data on the number of representatives of each type of the electoral culture within the structure of population of the districts of Moscow of different modality.

Abstract: The increasing cultural heterogeneity of contemporary societies have highlighted the problem of cultural interaction in academic discourse. This study is focused on strategies and development trends of interaction in the cultural space of contemporary multicultural society. The purpose of the study is to determine the strategy of cultural interaction that can be the most effective for the formation of a common space of cultural and social ties. The conceptualization of multiculturalism was provided along with the multidimensional multicultural model and interaction strategy, taking into account the presence of dynamic feedback among cultural minorities and society as a whole.Methods of systematic and comparative analysis were applied to cultural interaction in the culturally diverse society to identify possible communication options and strategies.The scientific novelty of the article consists in identification of the analytical values of interaction simulation in culturally heterogeneous environment and possible strategies in the justification of multiculturalism as a result of socio-communicative interaction of diverse cultures. The harmonization of interaction between coexisting cultures can be promoted through multicultural strategy. In this research it’s argued that the most critical element is multicultural education, which develops the idea about the importance of recognizing a variety of distinctive identities and cultures of the respective minorities, which allows to overcome the border of social communication and create a shared space of cultural and social ties.
