Rogach O.V. - Social construction of tourism attractiveness of the Russian cities pp. 37-47

Abstract: The subject of this research is the Russian experience of social construction of tourism attractiveness of the territories. The object of this research is the practices of participation of the local residents in designing tourist destinations; advantages and consequences of the conversion of social capital of the local society into job opportunities, urban infrastructure, new social relations and symbolic goods. The author meticulously examines the multiplicative effect of involvement of the local population in creating formation of tourism attractiveness of the territory; reveals the advantages and risks of initiating the process of social construction. Particular attention is given to the analysis of interdependent relations of the local citizens that ensure holistic positioning of the territory as attractive for tourists. The empirical foundation for this research includes the following cities: Moscow, Veliky Ustyug, Myshkin, and Dzhubga. The leading research method is the traditional document analysis. For verification of research results, the author applies the methods of observation and questionnaire-based online survey on the Google platform. The main conclusions consist in the theses on multiplicative effect of the involvement of local population in social construction (formation and content of the professional-structural network, development of entrepreneurship, creative clusters, etc.). The author’s main contribution into this study lies in determining the need for structuring the conceptual row (symbolic status of the city), around which would develop social interactions between the local residents. Such approach allows creating the range of interrelated tourist products or services functioning in conceptual connection with each other.

Abstract: The subject of this research is the analysis of implementation of the program “Safe City”. The author analyzes the conditions and objectives of introduction and development of this program in the various cities of Russia. Special attention is given to the analysis of implementation of the “Safe City” sub-programs in Irkutsk. “Safe City” is one of the strategic programs of municipal administration and can become the foundation for strategic planning of the future in the cities of Russia. Therefore, an important factor is the account of positive and negative effects of realization of this program for adjustment and modeling of future development. The research methodology is structured on the systemic analysis, use of SWOT-analysis of the apparatus and program complex “Safe City” that allows comprehensively determining the merits and flaws of the program. The main conclusion of implementation of the program consists in the development of the investment climate and attractiveness of cities for manufacturers and tourism, as well as the arrangement of information environment for the residents. Therefor, “Safe City” is the foundation for sustainable development of the cities as a complex component of the unified information-resource space of cities of the future.

Abstract: The author analyzes the features of urbanization processes in Indonesia. The purpose of the article is to analyze the problems of transferring the capital of modern Indonesia. The author examines in detail the features of the urbanization process in Indonesia. Special attention is paid to the role of Jakarta, the capital of Indonesia, as the main factor of urbanization processes in the context of uneven development of urban areas. The social and economic imbalances that have arisen as a result of uneven urbanization are shown. The article presents an attempt to analyze the transfer of the capital of Indonesia in modern Russian historiography. The author analyzes in detail the perception of the problems of urbanization in the intellectual discourse of Indonesia. The article presents an overview of the structure and activities of the Metropolitan Administration of the Archipelago – the governing body of Nusantara – the new proposed capital of Indonesia.   The novelty of the study consists in the analysis of the Indonesian experience of urbanization and attempts to solve the problems of its unevenness. The article analyzes 1) the social problems of the Indonesian model of urbanization, 2) the features of Jakarta as the capital in the context of urbanization, 3) the prospects for the transfer of the capital and development projects of Nusantara as the new proposed capital of Indonesia. The contribution of the Indonesian intellectual community to the discussions on urbanization and the transfer of the capital is shown. The results of the study suggest that 1) modern Indonesian society is fragmented in the perception of the transfer of the capital, 2) political elites decided to move the capital to Nusantary, ignoring the opinions of opponents, 3) vectors and trajectories of the subsequent development of urbanized regions and the new capital remain uncertain.

Abstract: The subject of this article is the existing system of inequality in housing sphere, which can cause serious social issues that can be prevented or mitigated with the help of the balanced and efficient housing policy. Examination of the problems of housing stratification become more relevant under the conditions of instable socioeconomic situation and decrease in financially solvent demand. The goal of this work consists in sociological analysis of the issues of current housing policy, which emerge based on social inequality in housing sphere, and originated by it housing stratification. The object of the analysis is housing stratification of metropolis of St. Petersburg. The research leans on the interdisciplinary scientific discourse that established on the basis of examination of housing stratification of the metropolis, as well as place and role of its residents in resolution of housing issues. The scientific novelty lies in substantiation of the thesis on cyclicity of the housing stratification. Particularly, the dynamics of stratification in St. Petersburg is demonstrated. The author analyzes the results and problems of implementation of the government project of ensuring the affordable and comfortable housing to the Russian citizens, as well as compares the approaches of the reals estate developers towards further advancement of housing policy.
