Abstract: The article studies the legal definition of the term ‘money’. It is concluded that ‘money’ in the Russian Federation is the currency in cash of the Russian Federation. The author explains the difference between money and money substitutes in accordance with the functions they perform.

Abstract: It is only lately that Russia has started to pay attention at the issues of protection of rights of under-ages who were victims of crime. It is partially due to the global tendency to reinforce the rights of victims, and it is also caused by the reinforcement of guaranteed rights of under-ages as the least protected social group which Russia cannot ignore any more because the country is getting more and more involved in the world community. It lays certain obligations no Russia and it has to follow certain international standards in the sphere of human rights protection.

Abstract: The article is devoted to the definition and forms of the consistency principle in the process of creation of the administrative law groundwork for reformation. The author of the article describes numerous forms of manifestation of the consistency principle in the process of creation of the administrative law groundwork for reformation. It is proved that the Russian legislation and law enforcement practice must fully realize the consistency principle, the latter being the guarantee of determination of reformation patters at the level of a personality, society and a state institution, also taking into account the constitutional provisions, international environment and global trends.
