Abstract: The author examines and outlines priority vectors of migration collaboration between Russia and the E.U and analyzes their political dialogue on the topic of visa-free regime. Exploring the basic traits of migration processes the author outlines the specifics of the general vector, volume and substance of collaboration in the area of migration. Prospective collaboration initiatives of E.U. and Russia are justified by the threats that illegal migration poses for vital interests of the individual, society as a whole, as well as the government.

Abstract: Implementation of modern state policies is not efficient. One of the main reasons for that is the factual abandonment of agricultural planning by the state and excessive reliance on open market forms of regulation. Up to this day, the Russian government does not have a centralized system of planning, including planning for agriculture and agro-industrial complexes. Planning, however, could become a reliable tool for increasing the efficiency of government regulation in the agricultural sector. The characteristic traits of agricultural production objectively substantiate the necessity for reinforcing the state’s authority in the agricultural sector, which correlates with the concept of “strong state”. The article focuses on analyzing topical issues of increasing the efficiency of agricultural policies and its transition to plan-based implementation schemes. Agricultural policies should be included into the list of top priorities of the government. To solve this problem, the Federal Assembly needs to pass a “Government planning of the Economy”, which would include a chapter on agricultural industry.

Abstract: The article explores the sources, preconditions and the substance of political and legal concepts of Erich Fromm. According to him, evolution of legal and social characteristics of the individual result in thought reaching its pinnacle – revolution. Fromm states that a revolutionary is not a mere rebel, who is always displeased with authority, but rather an individuality, which, basing on radical and humanitarian legal values, is striving to reform society.

Abstract: This work analyzes the challenges which encourage the viewing of administration from a philosophical and methodological standpoint (such challenges include the loss of controllability in the country, excessive adoption of Western methods of administration. The necessity of abandoning social engineering administration schemes, and the lack of an accurate notion by the administrators of their mission and their place in the societal division of labour). The authors point out three ideas which they used during their study of administration: first, they began viewing administration within the scope of a broader whole – on one hand, in the context of globalization, and on the other hand, within the scope of processes and transformations which occur in our country. They tried to implement the principles of culturology and humanitarian (historical) knowledge in the study of administration, analyzing it from the viewpoint of goals of preservation and development of Russian culture. This work outlines a new theoretical understanding of administration, which is viewed as a part of social organism which exists in a different social environment. The analysis of administration implies the emergence of four key factors: 1) methodology and technology of management, 2) communities of administrators interacting with other professional communities in various ways, 3) interaction of business organizations (enterprises, companies, institutions and social structures 4) external social environment. The authors introduce the definition of administration as a mechanism of development, administration within administration, various forms of practice in administration, values and pragmatic approach to administration.

Abstract: This research is based on the analysis of the works of English-speaking authors and explores the ideological foundations of American foreign policy regarding Iraq and the practical steps of its realization in 2000-s. The multivectoral nature and the multi-variant approach to U’S influence on the Near East situation is demonstrated on the example of Iraq. Attention is drawn to the main landmarks of U.S foreign policy, which are being pushed forward at every available opportunity and are directed at enforcing the values of democracy and human rights. The exact interpretation of these values, however, varies, depending on the goals that are set before the U.S, as well as the exact situation in the target region. The author demonstrates that excessive force in matters of peacekeeping becomes prevailing and most effective approach in the process of realization of U.S. foreign policy doctrine.

Abstract: The article identifies and analyzes the systemic characteristics and main components which constitute the cases of structural conflicts, the drivers and triggers for potential disintegration of the Russian social system. The author demonstrates that the “institutionalized standards” of Russian society’s normative and conflictological culture emerge from the background of a deeply rooted “conflictological consciousness” of Russian people, which determines the “toxic and conflictological” form of Russia’s development. The author draws attention to the analysis of the configuration of Russian conflict containment system and its characteristics.

Abstract: This article explores the functional specifics of one of the key social and structural elements of Russia as a state – public servants. The author outlines the possible security risks which are associated with public service work and defines five main factors which have the most effect on public service efficiency: Legal status of civil servants, and their work as one of the structural elements of Russian society, responsible for making political and administrative authority work; the public servant’s desire to reinforce their position and status through receiving an unsupported high academic status, and the lack of motivation to support and develop national innovation; their intention to reduce the estimates of any social interactions to numerical and economic indicators – their gross simplification, vulgarization, demonstration of indifference towards national culture, the dignity and identity of their country. The author also addresses the issues of professional competence of public servants.

Abstract: This research is dedicated to the issues of demographic, ethnic and cultural security in high-migration conditions. The author shows prospective opportunities for inter-government and inter-regional collaboration in ensuring such security. Foreign experience is very indicative as far as respect for human rights goes. Russia is developing its own style of legal regulation of foreigner ’s legal status, taking into account the globally-accepted standards. In the early XXI-th century, CIS countries have set on the path to develop their unique approach to human rights enforcement, and their work is yet to be completed.

Abstract: This work offers several propositions, intended for the optimization of criminal procedure Law at the preliminary investigation stage from the point of view of the legal representative in terms of evidence-gathering. Analyzing scientific points of view on the issue at hand, effective Laws and current legal practice, and using analogy and historical experience, the author concludes that the creation of a new institute of criminal procedure Law – the institute of procedure-related actions of the legal representative; and the implementation of which into Criminal procedure Law, is a necessity. This construct will allow to regulate the new institute in Russian Criminal Procedure code, and to regulate the conditions and forms of the legal representative’s procedure in information-gathering. This article offers a scientific approach, which would allow the legal representative takes part in evidence-gathering, while assisting the investigator, or the Court by gathering, its procedural consolidation and its presentation to proper personnel. Using this approach in criminal procedure will allow for a broad and objective research of the crime scene and ensure due process in modern criminal procedure.
