Abstract: The subject of this research is the dichotomous approach towards assessment of the impact of poverty and education level of the society upon the growth in the number of terrorist acts in modern world. The author sets a goal based on the results of study of two counterpoising views on the role of the poverty and education levels in the efficiency casting future recruits of terrorist organizations, determine and substantiate the key factors that produce destructive consequence for members of society, including possibility of involvement into terrorist activity. The theoretical base consists of accumulation of scientific works on analysis of the interconnection between the socioeconomic trends and terrorist activity, as well as result of social polling and statistical data. Methodological frameworks Is based on a complex of method, heuristically and gnoseologically justified by the goal and tasks of this work. The article primarily employs comparative and systemic methods, which allowed discovering and comparing the dichotomy of modern scientific studies on this topic. The gnoseological potential of statistical and sociological methods of quantitative and qualitative research allowed to adequately interpret the multi-vector results of scientific research on the same subject of analysis. The results acquired in this research lead to the conclusion that the socioeconomic roots of future terrorists of XXI century play a substantial role in the activity of recruiters of modern terrorist organizations. Poverty, absence of education and subsequent alienation from the society represent the basic catalysts of terrorism, and provide endless supply of young people for modern terrorist organizations.

Iroshnikov D.V. - Theoretical problems of legal definition of transport safety and adjacent categories pp. 17-29

Abstract:  This article carries out an in-depth scientific analysis of such legal concepts as “transport safety” and “safety of the transport system”, as well as sectoral concepts by type of transport “road-traffic safety”, “navigational safety” and “aviation safety”. The indicated types of safety are viewed based on such criteria and an object of protection, source of threat, as well as cross-system ties with other types of safety. The research demonstrates the vast differences between the objects of protection and sources of threats in these concepts. The methodology of this work consists in the method of formal logics, which allowed determining logical contradictions in the conceptual-categorical apparatus of transport safety, as well as systemic method for conducting systemic analysis of these types of safeties. The author makes a conclusion that the Federal Law “On Transport Safety” underlies anti-terrorism legislation, and is aimed only at combating acts of illegal intrusion into functionality of the transport system. Therefore, the legal definition of transport safety is also severely narrowed and includes one aspect from the multifaceted transport safety.

Tikhanychev O.V. - Hybrid warfare: a new word in military art or the well forgotten new? pp. 30-43

Abstract: The author examines the aspect of one of the military strategies – the so-called “hybrid warfare”. Analysis is conducted on the key components of “hybrid” actions. Examination of historical allows concluding that these approaches have deep historical roots. This refers not to the classical mercenary, but namely to “hybrid” actions, when the contractor and purpose of mercenaries are hidden, and military actions are accompanied by economic confrontation and mass cyber-attacks. The author carries out component-wise analysis for understanding the nature of emergence and waging of “hybrid” warfare at different historical stages. Based on the experience of conducting warfare and armed conflicts, the conclusion is made that the threat of “hybrid” actions is extremely relevant currently and in the foreseeable future. Moreover, the author determines that other previously existing but modified with consideration of new factors of civilizational development “hybrid” approaches towards organization of inter-state confrontation may be implemented. The need to ensure readiness of the Russian Federation to parrying such threats is underlined.

Abstract: The object of this research is the process of intergovernmental opposition based on the methods and techniques of “soft power”. The subject of this research is the modeling of personal risks of the participants of sociopolitical processes that ensure counteraction to social destabilization technologies. The article is dedicated to counteraction of destructive technologies implemented in intergovernmental opposition within the framework of “soft power”. For quantitative substantiation of the content of counteraction methods, it is proposed to apply geometrical interpretation of probability-value risk model used in technology and economics, as well as in decision-making on the subconscious level by each individual. The conducted formalization of subject area allowed describing the risk model of making decisions by a specific individual regarding the participation in protect actions. Using the methods of analysis and synthesis, the author examines the behavioral components of the model, as well as its possible effect on the behavior of potential participants of protests through modification of these components. The conclusions are made on possibility of realization of some variations of such effect. Thus, the article targets the development of model of addressing the risks to evaluate the methods of countering “soft power” techniques.

Abstract: This article presents the results of the 5th Siberian Anti-Corruption Forum “Anti-corruption security: determination of threats and strategy for counteraction, held in Krasnoyarsk on December 19-20, 2019. The dialogue was organized by the Center for Combating Corruption and Legal Expertise, Law Institute of the Siberian Federal University, Governor’s Office of Krasnoyarsk Krai, Procesutor’s Office of Krasnoyarsk Krai, Administration of the Ministry of Justice of the Russian Federation for Krasnoyarsk Krai, Krasnoyarsk Regional Office of the Association of Lawyers of Russia, and the Union of Criminalists and Criminologist. The rich program of the event allowed representatives of the scientific-practical community to discuss the phenomenon of security within the applied anti-corruption aspect. The following were key topics of the scientific-practical dialogue: the concept and content of anti-corruption security as a scientific category; determination and classification of the threats to anti-corruptions security; system of ensuring anti-corruption security; improvement of federal anti-corruption policy for ensuring anti-corruption security; state and trends of corruption crimes; subjective and objective determinants of corruption crimes; anti-corruption behavioral standards as the main rules of anti-corruption security; reserves of civil society in ensuring anti-corruption security; identification and overcoming corruption stereotypes in mass consciousness; stimulation of anti-corruption behavior as an alternative to legal responsibility for commission of acts of corruption.
