Druzhinin A.M. - Redistribution of information in the context of digital economy pp. 1-10

Abstract: The object of this research is the communicational practices formed under the influence of the so-called digital economy. The conducted analysis focuses on determining the key characteristics of the centers of redistribution of information and financial flows, as well as causes, according to which various network resources become hubs in the system of digital economy. The article explores data flow management processes and payments for rendering these services; as well as determines the approaches towards revelation of essence of the ongoing social changes, dynamics of which is defined by redistribution of information and financial resources. The author substantiates the thesis that the phenomenon of redistribution represents an intrinsic characteristic of the process of preparation, transmission, and sale of media content that exists within the digital economy. It includes delivery of information to an audience and redistribution of profits gained from proliferation among actors of the market. Redistribution exerts substantial influence upon modern states and civil society. Media practices are in a state of constant search for new ways of influence.

Abstract: The subject of this research is the big data as a combination of modern techniques of working with the extensive database forming in various spheres of social life – from security to online education and healthcare. The authors carefully examine the applied peculiarities of big data presented in the reports of consulting companies McKinsey and Gartner, data accessibility ranking Open Data Barometer, as well as the Russian practice of government regulation of personal data. An essential aspect of the subject of research is the integration of big data sets at the interface of wireless networks, cloud computing, M2M communication, which contribute to improving practice governing a modern state, increase efficiency of city services on the example of “smart city”, as well as promote more rational resource management. The scientific novelty is defined by the fact that using a wide variety of empirical sources, the authors examine the innovative techniques of big data implementation with regards to state governing, including the sphere of security, protection from emergency situations, education, healthcare, transportation, as well as financial and budgetary sphere.

Abstract: The subject of this research is the electronic government and its arriving replacement the digital government, which technologies are aimed at full digitalization of government mechanisms, rendering of public services using the shared infrastructure. Special attention is given to the problems of transition to digital government in the Russian Federation, including the overcoming of interdepartmental disunity in application of digital technologies, increasing transparency of government mechanisms, and their orientation towards the end user. The scientific novelty consists in determination of the innovation practices of establishment of the digital government, including integration of digital platforms of the various departments, implementation of cloud technologies of data exchange and processing, creation of the state cloud infrastructure and development of the government applications of shared use for rendering and optimization of the new digital services.

Abstract: This article examines the major stages of evolution for communications technologies and points out the particular traits of the modern stage of their development. The author conducts analysis of main approaches to defining New media, reviews their main types and offers a unique approach to using new media in information policies of public space actors. Means of communication and their role in information politics already are a subject for research throughout the world for quite some time. All sources indicate that communication itself is one of the key factors that define individual consciousness and the configuration of social and political relations during the given time period. The methodological basis of this research consists of the systemic, structural-functional, comparativehistorical, comparative-political, geopolitical, and cultural-civilizational approaches, as well as methods of analysis, synthesis, induction, deduction, modeling and observation. Communication processes influence the structure of public life, and thus, the methods and tools of information politics in public space on a grand scale: the changes in means and technologies of communication inevitably lead to restructuring of social, political, economic and other areas of social functioning. With all that said, the spread of Internet and the emerging of New media present a plethora of unique opportunities for public space communication, and it is wrong to assume that, information politics is easier now than before. On the contrary, actors of communication that are used to work within classic communication paradigms bring significant harm to their reputation by vigorous, yet incompetent usage of New media, which require a deeper understanding of technological and social particularities of developing online resources.

Abstract: The subject of this research is the synthesis of the basic models of information control of space communication and navigation functioning, which are optimal by the maximum probability of putting the signal through in required time, with required precision of navigation values for recipients, within the required frame of time. The solution of the problem is based on weighted space communication and navigation information control system condition graph, which combines the probabilities of normal function of each engineering system, the probability of normal function of communication, communication and processing lag and command transmission times. The methodology of this research is based on the methods of optimal management theory, system analysis, reliability theory, probability theory, information and logical modeling. The novelty of the results of this research is in the developed complex of mathematical models for employing space communication and navigation, which allows to evaluate potential information possibilities for such systems, within defined variants of their composition, construction and ways of use, as well as substantiated rational variants of the composition, construction and ways of use of mixed space communication and navigation systems for guaranteed completion of objectives within given conditions.

Abstract: The growing value of information component in the sphere of human vital functions is one of the most significant processes, causing the geopolitical transformation. In the process of development of the human civilization the value of information and knowledge (knowledge-decisions) in raising efficiency of the human communities creating institutionally formed subjects of geopolitical relations is ever-growing. Evaluation of the information in the territorial categories regarding geopolitical goals and purposes of the human society may be implemented within the two main aspects: those of nature and civilization (anthropogenic). The methodological basis for the studies was formed with the systemic, structural-functional, comparative political, information-related approaches, methods of analysis, synthesis, induction, deduction, modeling, observation. The natural aspect of existing information in time and space of material world is well-studied in Russian science in particular. According to the attributive concept of perception of an information as a matter, it is a quality of all material objects, that is, it is a material attribute. The modern information studies define information as the fundamental basis and the general quality of the universe, existing independently from us, and being manifested in the 3-dimensional process of interaction of micro- and macro- processes of energy, movement and mass in time and space.

Abstract: The article examines the issues of improving the control systems for military science work, using the modern advancements in information technologies, implemented as automated control systems and allowing to considerably enhance the efficiency of science work conducted, as well as the adaptivity of military science work on all of its stages - from staging scientific research to realizing its results. The goal of such enhancement is the improvement of productivity of the scientific, construction and testing work conducted, increased efficiency and better science, technical and production qualities of their results. The methods of this research are based on the complex system control theory, informatics, qualimetry of information systems, science research management, system analysis. The conclusion of this study shows that a necessary condition for improving the efficiency and responsiveness of a military science control system is the realization of product lifecycle information support technologies, and that the usage of problem-oriented approaches to improving automated systems of military science work control will improve the responsiveness and adaptability of automated information systems in context of uncertainty, as well as its sensitivity to organizational, legal, methodical and other changes in the control system for military science work.

Abstract: The article explores major existing approaches to defining the essence of information policies in various fields of public authority work. The author provides comparison between Russian and foreign experience in this particular area and offers his own approach to defining information policies. Modern science offers a large number of works on information policies, however, a unified approach to the definition and essence of this term is yet to be reached. In light of this, to put together a correct and comprehensive opinion of what information policies are, we must study the most common approaches adopted by scholars and specialists of various fields of science, because the matters of information and communication may be equally important for multiple fields of social life and public space. The methodological basis of this research is built upon the systemic, structural and functional, comparative historical, comparative political, geopolitical, cultural and civilization-based approaches, and the methods of analysis, synthesis, induction, deduction, modeling and observation. This article closely examines the major existing approaches to defining information policies and points out the interdisciplinary differences in their interpretation that can be found in research that belongs to different fields of knowledge. The author offers his own definition that he considers to be broad and comprehensive, reflecting the meaning of information policies to its fullest.
