Abstract: The article deals with the economic and normative legal bases for the formation and functioning of the offshore zones in Russia and abroad. The author analyzes the causes for the existence of the offshore zones and the directions of their modern location. The author also studies the reason why the offshore zones in Russia are underdeveloped, and based on the analysis of foreign experience, he offers a new organizational and legal approach to the improvement of the offshore zones in Russia.

Abstract: The subject of this research is the assessment technique of efficiency of the state expenditure on healthcare. In terms of the economics of knowledge, human capital and human value are the key factor of economic growth and prosperity of the state. The qualitative characteristics of human capital are the indexes of public health. The work examines the theoretical and methodological question of comprehensive assessment of the efficiency of state healthcare funding in accordance with the set of criteria characterizing the level of economic and healthcare development in the regions of the Russian Federation. Special attention is given to correlation between the state funding policy in the area of healthcare and the socioeconomic situation in the country. The authors suggest the methodology of comprehensive assessment of the efficiency of state healthcare funding based on the indexes designating the core aspects, leek of socioeconomic development, and demographic background of the regions. The obtained in the course of research complex indicator of the efficiency of state healthcare system is based on the developed by authors system of the financial and non-financial indexes that allow numerically form the assessment of the efficiency of government spending on healthcare, as well as making conclusion on the resource provision, level of development, affordability and quality of the public healthcare. Practical implementation of such technique helps to create the ranking of territories depending on the level of efficiency of the state healthcare funding. The acquired knowledge can be applies in adopting the effective state funding decisions for achieving the affordability and quality of healthcare, focusing attention on the human capital in terms of the economics of knowledge.

Abstract: The subject of this research is the peculiarities of the reflection in accounting of net assets of non-commercial autonomous organizations from the position of efficiency assessment of non-commercial organization within the system of analysis of the public sector. The program of realization of administrative and budget reforms, established in the normative documents, including the Executive Order of the President of the Russian Federation from 06.28.2007 No. 825 “About an Assessment of Efficiency of the Activity of Executive Authorities of the Subjects of Russian Federation” predetermines the need for developing methodological support of the assessment and management of the efficiency of the sector of government administration. Development of the efficiency indexes in this sector is an important stage in achieving the set goals of reform. This article offers the approach towards the assessment of the elements of net assets on the basis of fair value (expense approach) and initial cost in the amount of investments directed into non-commercial organization in form of government sources of financing. This will allow combining various approaches in assessment of assets of a non-commercial organization in the reports on net assets, which will provide users with information on the results of the efficiency of the investment process and investments of government resources, as well as with regards to the dynamics of the cost of a venture as a whole.

Abstract: The subject of this research is the quality of the fixed capital of industrial enterprises and its relation to the financial state of the company. The goal of this research is to devise a methodological toolset for assessment of efficiency of financial management of the fixed capital in the conditions of industrial modernization of the Republic of Belarus. For the purposes of efficient management of the fixed capital in the process of its reproduction it is necessary to justify a complex of indexes, calculation of which will allow objective evaluation of the need for additional investments into the fixed capital, as well as determine the sources of its financing in order to prevent deterioration of the structure of accounting balance, and thus – the financial state. The practical importance of the research results is substantiated by the fact that implementation of the devised methodologies and algorithms in the practice of business administration will help increase efficiency of management of the fixed capital and will contribute to improvement of the financial state. The authors offer a methodology for determining the efficiency in management of the modernization policy based on the comparison of the integral index of the quality of the fixed capital and the integral index of financial state.

Abstract: This article examines the following possible models for financing innovation: linear, cluster and venture. The author demonstrates the most prominent options for utilizing each model for financing innovation, their strengths and weaknesses. The author analyzes the chief factors that impede the abovementioned models of financing for innovation in the Republic of Belarus. The goal of this study is to find out the models that are the most suitable and adequate for the current economic realities of financing innovation in Belarus. Attention is drawn to the mechanism of government regulation and stimulation for innovation in the Republic of Belarus. The author compares the financing models, basing on the existing practice of their implementation in Belarus. Thus, of the three models being examined - the linear, the cluster and the venture - the cluster model turned out to be the most acceptable one. Innovation as a process of realization of the fruits of scientific research demands tight cooperation of scientific organizations, manufacturing organizations and financial institutions. On one hand, this ensures comprehensive examination of ways to stimulate innovation industry, and on the other hand, allows to consider the specifics of each field of work in innovation.
