Yanik A.A. - Digital depersonalization of scientific results as an unaccounted risk of modernization of the system of scientific management in the Russian Federation pp. 17-30

Abstract: This work explores number of unaccounted risks that immerge in the course of modernization of state management of scientific development in Russia, under the influence of a complex of circumstances of various origin. It is demonstrated that stimulation of transfer of scientific results into international citation systems, allowing solution of the current tasks of measurement and assessment of the efficiency of scientific work, is one of the links in the chain of greater process – annexation of countries to the global added value chains in the area of production and use of knowledge. Broader context reveals that digital depersonalization of scientific results in combination with the impossibility of legal protection of the ideas, theories and discoveries contained in the articles, can potentially establish a country in within the less profitable segment of the chain with maximal transaction costs. Objective downside to the multidimensional view of the global context, in which the reform of Russian science is taking place, is that it does not allow forecasting full spectrum of possible consequences at the early stages. It would seem that constant analysis of the multilevel effects, caused by the current management practice, is necessary not only for improving the quality of local solutions, but also for correction of strategies.

Abstract:   This article examines the influence of megatrends and generated by them major global tendencies of social development upon the system of education in Russia. The subject of this research is the response of education system of the Russian Federation with all its peculiarities, merits, and flaws to the effect of global megatrends of social development. The authors provide the definitions of the notion of “megatrends”, examine the key tendencies generated by such megatrends, as well as figuratively divide all tendencies onto natural and artificial. The main conclusion of this work consists in highlighting of the crucial megatrends of global social development with further determination of the tendencies resulting from these megatrends. Each megatrend is capable of originating at least one or several tendencies, which in turn, can be conditionally divided onto the tendencies of artificial or natural character. Authors’ special contribution into the research lies in elucidating the response of education system upon the produced by megatrends tendencies.

Abstract: The object of this article is the McDonaldization, while the subject is the McDonaldization as an attributive characteristic and trend of globalization. The author explores the principles of rationality common to the process of McDonaldization, as well as correspondence of the standardized and unified social practices with the nature of globalization. The general and distinctive aspects of globalization and McDonaldization, as well as the unity and interconditionality of the trends of localism and universalism are being reviewed. The author observes an ethnic aspect of McDonaldization, correspondence of the modern forms of rational practical activity with globalization trends, worldview guidelines of consumer society, and the orientations of mass culture. The scientific novelty consists in proposition of the statement on the dependency of McDonaldization from the specificities of globalization. The author makes the following conclusions: 1) thesis on the necessity for further research of the trend of McDonaldization, its advantages and disadvantages, is being substantiated; 2) special relevance gains the issue of determination of the place and role of McDonaldization within the global processes.

Abstract: This article examines the modern state of the global information state. The authors presuppose that the regularities of the capitalist economy and the currently existing trends towards the transformation of this sector have far ranging sociopolitical consequences, and the assumption about the creation of “network society” or “imperia” in the style of Michael Hardt and Antonio Negri are not yet substantiated. As the result of this, there is an objective need in the research of the relevant aspects of development, as well as in regulation of the information space, including from the perspective of the direct political consequences. As the methodological basis the authors use a systemic approach, in which however, the information space and the media environment are in a close connection with the state policy and the action of the key actors of capitalist economy. Having left the regulation and control, the media markets, from the authors’ point of view, carry an urgent threat for the political stability and form a fundamental challenge for the international relations, as well as the domestic policy of the modern states. The influence of the market mechanisms and neo-liberal practices of the last decades “dilute” the integral understanding and perception of the information environment.
