Abstract: The subject of this research is the process of establishment of the new system of public management in Russia under the current circumstances. Relevance of the problem of inconformity of the systems of public administration to the emerging requests of civil population alongside the challenges and threats to functionality of the systems of public administration as a whole, caused by the corresponding shifts in the social, economic, environmental, cultural, and other spheres of social life, is substantiated by the urgent need for modernizing the system of public administration in order to preserve the integrity of society, stabilize the process of its further development, as well as enhance the efficiency of the work of public management systems. The goal of this study consists in formulation of the parameters of a new model of public management in Russia, considering the priorities of its strategic development, claimed by the country’s leadership, modern level of development of the system of public management in Russia, current orientation of scientific thought, and practical realization of management trainings towards the necessity of increasing effectiveness and productivity of the Russian system of public administration. For achieving of the set goal, during the course of this research the authors completed the following tasks: studied the existing models of functionality of the systems of public management in foreign countries; structured their systemic characteristic; formulated the parameters of a new model of public management system; made recommendations aimed at implementation of the new principles into the system of public management at the current stage of its development. The scientific novelty lies in creation of a new model of public management, which in realization of the suggested recommendation on its implementation into the system of public management is able to ensure greater transparency in the work of the branches of government, include interests of citizens into the process of public decision-making, increase the efficiency and results of the system of public management as a whole, as well as advance the use of information technologies for the purpose of cutting costs of maintenance of the administrative apparatus of the system of public administration.

Abstract: This article examines the problems in the area of procurement by state-owned enterprises (SOE). The subject of this research is the work of the monitoring agencies in the procurement area. The relevance of research in this area is very high due to undisputed interest by the state as the proprietor in increasing the efficiency of procurement by the SOEs. Special attention is given to the analysis of the concepts of “procurement”, “market” and “monitoring” as the basic and necessary aspects for this research. In doing so, the author carefully examines the aspects of development of forms of electronic procurement monitoring. One of the key conclusions made in the course of this research is the possibility of practical application of the algorithm of electronic monitoring of the purchaser registration for prevention of fraudulent activities by legal entities. The scientific novelty consists in the substantiation of the need to transition the mechanism of dispute of procurement to an electronic platform, which would allow cutting costs for the monitoring agency. The results of this research suggest that it is necessary to form a catalogue of products, work and services in order to analyze the procurement by the monitoring and auditing agencies more efficiently.

Abstract: The subject of this research is the combination of socioeconomic relations emerging in the process of use of technologies of public administration in regional practice. The object of this research is the determining factors influencing the process of formation of public administration in Russian regions, as well as resulting factors that reflect the level of its implementation. The author propose a model methodical complex, which allows monitoring the level of formedness of public administration on the regional level and make substantiated decisions with regards to adjustment of the measures of regional policy aimed at improving the quality of life in the region. The result of the conducted research became the development of an original model methodical complex, which allows determining connections between defining factors of public administration and assessing the level of their influence upon the resulting factors. The scientific importance of the proposed model consists in the theoretical and methodological substantiation of the questions of formation of the system of monitoring and adjustment of the development process of public administration in the Russian regions.

Abstract: The object of this article is the competitive ability of a region within the current economic system of the state. The subject of this research is a region as one of the junction centers, which employs territorial state policy, economic interests of the region itself, and large capital. In modern world, the competitive ability of the subjects of the state forms as a result multiple factors, particularly economic, social, and political. Thus, the questions and issues regarding the competitive ability of the regions under the conditions of complicated transformation processes have acquired special relevance in the contemporary economic science. The authors examine the theoretical grounds of development of the competitive ability of a modern region, give analysis to the definitions of the concepts of “competitive ability” and “competition”, suggesting that the latter implies a certain dynamic action of economic subjects, contention between themselves as a competitive process. Competitive ability, in turn, implicates the opportunity for a specific subject to participate in the indicated action, and thus, the possession of certain qualities that provide such opportunity. The analyzed determinants are the basic in determination of the competitive ability given by the authors. The scientific novelty lies in the discovered dependence between the level of competitive ability and availability of the factors of production.

Abstract: The subject of this research is the interrelation of resource potential management of the flagship universities with the development of socioeconomic sphere of the Russian regions. The key goal of this work lies in formulation of the scientifically substantiated recommendation on increasing the efficiency of resource potential usage of the flagship universities. The author analyzes the activity of flagship universities of Kostroma and Omsk Regions, as well as the main indexes of socioeconomic development of these regions. Particular attention is dedicated to the problems of resource potential management of the universities under consideration, as well as the trends and changes in the development of Kostroma and Omsk Regions associated with the emergence of flagship universities in their territory. The author substantiates the role of the higher school in development of socioeconomic sphere of the region; identifies the key issues related to the usage of resource potential of the flagship universities of Kostroma and Omsk Regions – correlation of human resources, reproduction of academic personnel, management of innovation activity; suggests the ways for resolving the aforementioned issues; elaborates the mechanism for improving the system of resource potential management of the flagship university on the basis of procedural and project approaches, as well as the scientifically substantiated principles of its application. It is concluded that the use of procedural and project approaches as a methodological base may contribute to more effective communication between the university and socioeconomic sphere of the region.

Abstract: This article examines the peculiarities of the interregional labor migration in Russia. The authors consider the main sources for searching information on the dynamics of the temporary domestic labor migration, as well as analyze the domestic flows of migrant workers in the federal districts of the Russian Federation. Special attention is given to the Far Eastern regions. The key goal of this work consists in researching the possibilities of increasing the number of population in the remote territories by means of “domestic reserves” of the Russian citizens occasionally come to the region for work. The author point at the existing issues of collecting the initial statistical data necessary for assessment of the scale, directions, and regional specificity of the temporary domestic migration of the Russian citizens. Based on the open sources, the conclusion is made that interregional labor migration is not a significant factor in development of the regional economy of the subjects of the Far Eastern Federal District. Compared to the other regions of the country, the proportions of the temporary domestic labor migration flows into the Far Eastern subjects of the Russian Federation are negligible. Thus, the interregional labor migration does not possess enough potential for the substantial increase in population size of the Far Easter Federal Districts. The results of this research can be valuable for the government authorities, including the subjects of the Russian Federation, within the framework of improving the implementation of the regional socioeconomic policy.

Abstract: It is noted in the article that fighting corruption within the municipal service system is one of anticorruption mechanisms which facilitates implementation of principles of open and public character of government bodies activities. One of the ways to fight corruption in the sphere of municipal service, presupposing openness of information on the activities of municipal officials, and allowing to fight corruption crimes, is limitation of rights of municipal servants. The establishment of limitations of rights of persons working in the sphere of state and municipal service guarantees efficient professional activities within the sphere of competence of state bodies, prevents possible abuse of rights by state and municipal servants, and guarantees the civil rights of servants.

Abstract: The subject of this research is the relevant problem of identification of the essence and content of social responsibility of the modern Russian state. The author analyzes the history of establishment of the concept of social responsibility of business, including various approaches towards understanding of the capacity of social responsibility (internal and external) and the modern approach developed by the United Nations. A comparative analysis in conducted on the approaches towards understanding the social responsibility of the state in national literature and their correlation with the traditional approaches regarding the content of social responsibility of business. The scientific novelty lies in the fact that the author proposes the approaches towards extrapolation of modern understanding of social responsibility of business onto the capacity and forms of manifestation of social responsibility of the state. The main conclusion underlines the need for normative consolidation of the responsibility of government authorities in budget approval, state programs and other normative legal acts to consider the requirements of social responsibility; as well as formulates a proposal on performing expertise of the drafts of normative acts.

Abstract: The object of this research is the public administration, while the subject is the methods and approaches towards the assessment of its efficiency. The author meticulously examines the modern trends in development of the concept of public administration, as well as analyzes the problematic of formation of the new methods for assessing its efficiency. Special attention is given to the international experience and models of complex assessment of the government operating efficiency. Subsequently, it allows achieving the set by the author goal that consist in determination of promising direction in development of methodology of the assessment of public administration efficiency. Methodological foundation of this research contains the critical analysis of integral approach towards the assessment of public administration efficiency reflected in combination of the international indexes (GRICS, CPI, IEF, GCI, FSI, and others), as well as international quality management systems (CAF and IWA 4). The conducted analysis demonstrates that the perspective directions in development of public administration alongside the instruments for assessing its efficiency must form around the philosophy of management based on the results. The tools for its assessment, in turn, will develop in accordance with the integration of interests and efforts of the government, businesses, science and society, taking into account the specificity, as well as the assessment of capabilities and development prospects of the country.

Abstract: When regarding the current Russian reality, it is reasonable to perceive the regional policy through the prism of the formation and evolution of the federal relations. The main actors in the federal relations are the federal center and relatively in dependent (within the limits of the competence provided for them) subjects of the federation, which are constantly interacting among themselves, while being systems of political institutions and political interests. That is why, the relations between the center and the regions involve conflicts. It is almost always that the regions wish to enlarge their political autonomy, while the federal center prefers the limiting strategy. Within the framework of the federal model of territorial state structure there is a possibility for a comprehensive and systematized regional policy, which is defined by the sustainability and balance in the relations between the federal center and the constituent subjects of the federation. At the same time domination of the centralization and decentralization processes makes the choice of a specific regional development strategy topical. It may be selective within a centralized federal model, or it may be generally systemic within the framework of decentralization and high level of financial and political autonomy of the regions. Specific features of choice of strategy are discussed in this article.
