Abstract: The author examines immigration control and international cooperation in regulating migration. This work points out the importance of all directions in migration politics and demonstrates their defining traits and differences. Migration control manifests in both, legal documentation and the work of public authorities. This article examines the powers that authorities exercise, as well as the volume of said power in Russian Federation. International cooperation in migration control is also a valuable study subject, as a numerical increase of external challenges for national security becomes evident. The heart of the migration policy area that is being studied in this work is defined by a high degree of cooperation between public authorities: the Federal Migration Service, Ministry of Internal Affairs, Federal Security Service, Federal Bailiff Service, Federal Tax Service, Federal Employment Service. To fully understand the specifics of their work, it is necessary to address the main vectors of migration control in Russia. The scientific basis of this work is founded on comprehensive analysis of the Federal Migration Service practice, and the problems that it faces as it exercises its powers in migration control and international cooperation. This work presents the political and legal angle of the issue, which allows to view the migration issues in Russia more broadly.

Abstract: This article is devoted to the studies of possible application of the global experience in the sphere of formation of consociative democracy in Russia. Currently, there are 22 states with the federal political and territorial structure, and many of them are formed based on consociative principle. The geography of federalism is rather widespread, it is present in all five inhabited continents. The issue of an ideal model for the fragmented societies is still one of the most important political science problems. In 1960s quite a break-through in this sphere was a classification of segmented sustainable polities of Arend d’Angremond Lijphart. The methodology of studies includes systemic and structural-functional, comparativehistorical and comparative political approaches, methods of analysis, synthesis and generalization, induction an deduction, observation and text analysis. The scientific problem of this study calls for establishing the possibility for transferring the experience of foreign democracies based on consociative principles to the Russian soil. The object of studies involve specific features of implementation of consociation in the Russian Federation. The immediate object of studies involves possibility and efficiency of consocialism in the Russian Federation. Achievement of the said goal presupposes resolving the following matters: studies of the theory of consociative democracy by A. Lijphart, evaluation of the foreign experience in consociative democracy, establishing the possibilities for the formation of consociative democracy model in Russia.

Abstract: Achievement of the pre-set economic goals is a characteristic feature of successful enterprise management. However, a large number of enterprises become insolvent, and their insolvency is not accidental. The author views a whole set of factors, which influence the financial state of enterprise, then she offers a systematic financial analysis in order to evaluate position and dynamical development of an enterprise.

Abstract: The subject of this research is the possible ways of creating competitive benefits for the philanthropists. The object of this research is the economic justification of philanthropy in Russia. The authors propose the methods of increasing economic justification of philanthropy for businesses. Particular attention is given to the Federal Law “On the contract system of the federal and municipal procurement of goods, works and services” that provides benefits to the procurement participants who donate to charity. The goal of this article lies in the examination of possibility, economic purposefulness and methods to encourage philanthropy in the Russian Federation. The authors applied the methods of generalization, comparison, as well as logical systematization of the various types of incentives for business structures that make charitable donations. The authors conclude on the potential ramp up of donations if the charitable act becomes economically justified for business structures. The authors formulate the original mechanism for creating competitive benefits for the philanthropists within the framework of the state contract system in the area of procurement. The authors’ special contribution lies in the development of mechanism for encouraging charitable activity without negative impact on Russia’s budget.

Abstract: This article is devoted to the meeting of the President of the Russian Federation Vladimir Putin and his Ukrainian colleague Petr Poroshenko, and the author provides results of the analysis of this meeting, the events which took place before it, the key statements after this meeting and evaluation of events after this meeting. It is noted that this meeting caused misunderstanding and the feeling of “surrendering Novorossia”, which is not quite true. It is proven by the latter developments of the situation within the framework of acute development of political conflict in Ukraine. Comparative and historical analysis of diplomatic practice allows one to draw some conclusions from the recent political events, and to make forecasts for the further development of the events in the international arena. As a result of the analysis the author makes a conclusion that the meeting in Normandy is a preliminarily planned act of the Russian leaders, and its aim is to show the international community that the Russian Federation is ready for the dialogue with the political forces in Ukraine, and to provide economic support for Ukraine. This maneuver is aimed at breaking through the monolith position of the USA and the EU on the Ukrainian problems and introduction of sanctions against Russia.

Abstract: The subject of this article is the method of management, control and diagnostics of competence, based on the financial result of an innovation project. The object of research is the innovation personnel of an organization. The goal of this article is to develop a method of innovation personnel management on the basis of control and diagnostic of the level fompetence of innovation on the global market, taking into account the complexity of the innovation projects and the risks that they carry. Under "innovation party competence", the article understands the presence of a competence as a system of knowledge and practical experience that are required for an innovation team for a competitive innovation product, or service. The authors studied the defining traits of personnel management in the innovation industry, gave the definition of competency control and diagnostics for the innovation industry, structurized the external and internal risks of an innovation project, and formulated the requirements for the innovation party's level of competence. The authors narrow down the definition of personnel management in the innovation industry, define and provide criteria for innovation party 's competence, based on the analysis of the specifics of their work, provide a method of control and diagnostics for competence levels in the innovation industry, and formulate the method for competence evaluation, based on the final result of the innovation project.

Abstract: Ethnical discrimination is currently a topical problem in the multinational states of Europe and Northern America. It is one of serious global problems in the development of global political system and the global human civilization in general. Ethnical discrimination manifests itself most acutely in the USA, where there was historically ethnically non-homogenous population, which was divided by the paradigm of North and South. According to the latest studies the Latin Americans form 15 percent of the workforce in the state. The methodological basis for the studies involves systemic, systemic structural, geopolitical and cultural civilization approach, methods of analysis, synthesis, induction, deduction, modeling, observation. It can be easily established that the Latin American Diaspora holds large economic resources. However, in spite of the fact that the USA is a democratic country, where all of the citizens have equal rights, the employers do not rush to take Latin American people to highly qualified positions, even if they have experience and relevant education.

Abstract: This article is focused to the issue of the creation of Russian import-substituting technology solutions, an important factor which gives the opportunity to save capital in Russia that was previously expended on the purchase of foreign technology. The purpose of this research is to determine the basic principles and directions of import-substitution policy realization on the level of singular maghine engineering enterprises. The object of study is import substitution in Russian Federation, the subject of research are the forms, methods, tools and technologies of Russian import-substitution in the engineering industry.The methodological basis of this research includes systemic, structural and functional, comparative political approaches, methods of analysis, synthesis, induction, deduction, observation.The author notes the relevance of import substitution in the modern Russia's realities, especially relevant for machine-building enterprises or enterprises that work with complex engineering. However, the lack of personnel that is capable of providing quality engineering and consulting services on the Russian market is apparent. The author gives specific recommendations on this issue. This article, however, supports the following provision: import substitution should not mean lowering the quality requirements or refusal to compete with global producers.
