Abstract: This article examines the modern scientific policy in Turkey. The subject of the research is the entire system of government institutions on regulation of scientific activity in the country. Relevance of the indicated problematic is exceptional due to the constantly growing role of education and science in modern international relations. The author also considers the interpenetration between the intentions of non-state actors and state foreign policy course. In particular, the article analyzes the questions of realization of national interests of the Republic of Turkey on the post-Soviet space using the instruments of “soft power”. The largest of the structures that affect the implementation of the state’s scientific course are subjected to separate analysis. For example, the author meticulously reviews the activity of the Turkish “think tanks” and their impact upon the process of adopting the foreign policy decisions in the Republic. Particular attention is given to the role and place of a scholar in scientific policy of modern Turkey.

Abstract: The object of this research is the conceptual grounds of the formation of clusters of rational environmental management. The subject of this research is the methodological tools of economic development modeling based on the formation of clusters of rational environmental management within the framework of regional territory. The goal of the work lies in formulation of the economic and mathematical model of the formation of clusters of rational environmental management that expands the methodological potential of forecasting and planning of territorial development. Special attention is given to peculiarities of the process of multi-cluster development in the area of rational environmental management, which determine the initial conditions of articulation of the considered scientific problem. The author presents the approach towards solution of the tasks of economic development and modernization of economic systems of the Russian regions on the basis of the model of prospect development of the clusters; as well as suggests separating multi-clusters of environmental management as an adequate mode of economic modernization for majority of the old industrial regions of Russia. The article identifies the specificities of economic and mathematical model of the formation of multi-cluster of rational environmental management; and formulated articulation of the task for optimization of economic development of the territory based on the formation of multi-cluster of rational environmental management, as well as limitation of indexes of the desired variables.

Abstract: The subject of this research is the administrational relations between an organization and its groups of interested parties. The authors explore the characteristics of relations between the organizations and stakeholders in networks with multiple centers of power. The work offers conceptual model of cause and effect relationship between characteristics of relations of the network interested parties with multiple centers of power. Possible situations of interaction of the parties of the network are described (in situations of strategic partnership (alliance) between organizations, and without it). Research is conducted on strategic alliances for characteristics of relations between organizations and stakeholders. The work also offers a new calculation method for quantitative indexes of characteristics of relations between organizations and their groups of stakeholders within the framework of the developed conceptual cause and effect model. The main distinction of the proposed model from the previous ones lies in the fact that the relations of stakeholders with multiple organizations are being examined within the model, while also considering the relations between organizations, i.e. examining the network of the interacting subjects (organization and their stakeholders) where organizations are viewed as power centers. The proposed model allows for a different look at the current characteristics of relations within the network, making this model very important in choosing the types of strategies of interaction between organizations and the groups of stakeholders.

Tikhanychev O.V. - On transformation of the system of “citizen-government” relations in the context of information society pp. 15-24

Abstract: One of the trends in development of human society is characterized by consistent improvements to the system of relation between an individual (citizen) and the government. There are currently three known key types of such systems, described by formal models: defined by priority of government over individual; defined by the importance of human values; based on solidary and subsidiary relations. There are certain issues associated with application of all of these models. Therefore, the object of this research is the system of governing, and the subject is the structure of the model of “citizen-government” relations. Based on the conducted analysis, it is determined that one of the sources of existing problems lies in the fixed nature of the system of relations, when interaction between the government and all its citizens is structured by practically same principles. A conclusion is made that such situation can lead to emergence of internal conflicts; but this situation cannot be resolved at this time due to absence of corresponding segregation mechanisms. With the arrival of the era of information revolution, such mechanism have emerged, and some of them were even successfully tested, providing the opportunity to structure a new model of “citizen-government” relations that is based on the individual consideration of needs and abilities of each. The author concludes that implementation of the proposed model will have practical effect consisting in increased efficiency of the functionality of the system of governing.

Abstract: This study is conducted within the framework of a relevant scientific research objective consisting in the accumulation and development of regional human capital. In the conditions of uncertainty, risks and resource scarcity, the regional authorities are facing the task of optimal distribution of the budget between strategic projects, which exert direct or indirect influence upon the development of regional human capital. On the example of Primorksy Krai, the goal of this research consists in structuring and approbation of a dynamic optimization model for formation of an optimal portfolio of regional strategic projects form maximally efficient development of human capital in the region. The authors develop a dynamic model in form of a task of a mathematical programming and describing the impact of regional strategic projects upon the human capital indexes in the region. As the target function, the work uses weighted average of the degree of meeting the objective value of regional human capital development indexes on the examined horizon of planning. The functional dependence of human capital indexes upon the volume and structure of investments, forming from the regional budgetary and private spending on the implementation of the projects and ensuring procedural activity on the regional level, serve as lagged econometric models. Variables for conducting optimization are represented by the Boolean variables of inclusion of the project by one or another vector of investing into the project portfolio in a particular moment in time. The optimal portfolio of strategic projects is proposed in annual dynamics, based on the results of the modeling and quantitative calculations made on the example of Primorsky Krai. Such portfolio provides for maximal efficiency in reaching objective values of development of the regional human capital indexes.

Abstract: This article is dedicated to the peculiarities of formation, as well as the analysis of the current state of Indian model of federalism. The present research is the Indian federalism, which is understood as a form of government of modern India, and the political and historical trends and patterns in the formation of India's special (private) model of federal state. The subject of this study is the forms, methods and tools of formation of federal relations in modern India. The goal of this study is to identify the features of the formation and characteristics of the modern model of Indian federalism. The methodological basis for the research is the systemic, structural, functional, comparative political approaches, methods of analysis, synthesis, induction, deduction, observation. The author draws attention to the fact that the India’s model of federal state is currently one of the most successful implementations of the principles of federalism within the highly organized, ethnically and religiously diverse complexly structured societies. Federalism provides the peace and prosperity of the country with nearly half billion population. The Indian model of federalism is asymmetrical and has a cooperative nature; it is based on cooperation between the center and the regions, as well as on building vertical and horizontal linkages and finding compromises. All these features of Indian federalism ensure that India progressively moves forward.

Abstract: The subject of this research is the management relations between the organization and its groups of interested parties. The work provides a modified fuzzy model of choice of strategies of cooperation of organization with the stakeholders, which allows selecting the best type of strategy for interaction with each group of interested parties. The model is described on the example of cooperation of a regional university with the business environment. In this regard, the work discusses possible scenarios of changes in relations between the university and real sector of economy. At the same time, the characteristics of relations are assessed fuzzily. The decision on the choice of one or another type of strategy is based upon fuzzy weight coefficients of the reasonableness of application of types of strategies considered as random variables for most probable scenarios using fuzzy generalized criterion that combines mathematic expectation with the standard deviation. The key difference of this model from the models previously developed by the authors consists in the fact that the weight coefficients of reasonableness of application of the types of strategies are not calculated by the set formulas, but defined on the basis of set framework of rules of fuzzy logical conclusion. At the same time, in calculating the mathematical expectation and standard deviation, the weight coefficients of reasonableness of application of types of strategies are not priorly defuzzified. Correspondingly, the fuzzy factor are the private criteria, generalized criterion, and the degree of risk appetite of the decision-maker. Moreover, the ranking of the multiplicity of the types of strategies takes place on the basis of centroid method comparison of fuzzy numbers.

Abstract: The subject of this research is the processes of formation of the subsystem of controlling within the system of corporate management. The authors highlight three stages of evolution of the controlling system, which allows systematizing its various concepts in accordance with orientation towards management accounting, planning and control, and management system. Further research of the essence of controlling allowed determining the systematized list of the tasks and functions it executes. Special attention is given to the application of controlling in the work of industrial enterprises with consideration of sectoral peculiarities. The authors determine the specific features of industrial enterprises, which became the foundation for the conclusion on the need to apply controlling at all stages of operational and investment cycles, as well as efficient installation thereof into the management system. The article offers original classification of controlling based on the specificity of industrial enterprises, as well as the model of controlling system with consideration of factors of its formation which define the goals and tasks of this system and highlight the prerequisites for structuring an efficient controlling system in an industrial company. The results of this research can be used in the education process and have management applicability in industrial enterprises.

Klencova M.O. - Features of delegation of authority in the process of developing a balanced system of indexes in implementation of development strategy

Abstract: The subject of this research is the peculiarities of the authority delegation in implementing development strategies, which include activities that change the culture and code of conduct of company personnel. The formed algorithm of the authority delegation in the process of implementation of the strategy of enterprise development should consider hosting a number of events: creation of teams and ad hoc groups; establishing and strengthening feedback; major intervention. It was determined that the adopted structure of the balanced scorecard for each company is unique in its kind, but the chain of value creation of the company will include the same basic and auxiliary business processes.  Among the conclusions made are the author’s definition of the desired future status of the company; the planning and development process for implementing change should take into account the principle of planning; implementation of development strategies is carried out via delegation of authority to "agents of change". The novelty of this work consists in the general model and conceptual algorithm for authority delegation in the process of implementing the development strategy of the enterprise.

Abstract:   This article is written based on the position that states are functionally similar to commercial organizations. It is argued that the main function of a state consists in production and "sale" of services for security of specific working conditions. These conditions are provided by various subsystems of states and are a response to the elements of states (citizens) for their invested labor. This interaction is the basis of stability of state systems.   Based on the above economic model the algorithms of establishment of monopolies or oligopolies concluded. Such situations match unipolar or multipolar world. The model allows a better understanding of the international political structure, as well as making assumptions about its prospects.   The natural algorithms of the monopolization of the international market are shown. These algorithms are based on distribution of regulating competitive environment and increase of attractiveness of the conditions of the market leader state. These conditions are characterized by high, but unlikely profit. There is also simultaneous distribution of "symbolic capital" of the economic center, which matches the popularity of its products and brands. These algorithms lead to inclusion of other countries’ residents into subsystems of the market leader state.   Furthermore, it is shown that a fairly high level of monopolization of international system will bring about prerequisites for emergence of a second oligopolist. Transition from a monopoly to a duopoly is possible due to the high cost terms dictated by the leader-state. Competitive advantage of a second competitor is the high predictability of the profit, but not its value. Equilibrium in this duopoly is only possible if the second duopolist agrees on the position of the follower, rather than a leader.   The author demonstrates the impossibility of a stable system with more than two oligopolists. Thence a multipolar world case is not attainable, except the in a bipolar world. In the conclusion, the author describes the algorithms of loss of the monopoly power by the market leader state and emergence of a new leader. Substantiation of claims is based on the limitation of resources of the state systems.
