Nosikov A.A. - Interfaces of interactions between policy networks and political reality: the boundaries of opportunities pp. 1-8

Abstract: The author examines in detail the changes that take place in the political space under the influence of "communicative abundance", which makes it possible to initialize policy networks in real time and with minimal costs. The purpose of this research is to identify the main interfaces for the interaction of political networks and political reality, as well as the limits of the possibilities of the networks influence on political reality. The object of this research is the political networks operating in the Web 2.0 space. The subject is interfaces, through which political networks are able to interact with political reality. Highlighting the main points of the transition of virtual to real, the author concludes that there are three main interfaces. The first interface is a public political space, using which the networks are capable of transforming the political culture of society, changing perceptions of political values and vectors of development. The second interface is the institutional outputs, through which networks are able to interact with political reality and at times incorporate into the political system. The third interface is actions of direct action as a demonstration that there are real citizens, political actors and political demands behind the networks.

Abstract: This article analyzes the economic factors that affect the market of engineering, development, and construction of nuclear power plants. The author provides forecast of the key possible trends in this field in the course of technological reforms, which can significantly influence the market overall, as well as the decisions made by corporations. The work examines the feasible criteria for choosing the type of power generation, as well as analyzes the economic components of nuclear engineering from the perspective of the electrical grid into which it is integrated in the context of regional economy. The author provides the main macroeconomic parameters, which affect or affected by nuclear engineering, alongside the consequences of their transformation in presence of a nuclear component in overall generation. The work also presents the examples of secondary economic benefits received from installation of nuclear power plants, and the level of their importance in decision-making regarding the construction of new power plants. The conducted research represents the most extensive analysis of factors that have direct impact upon the market of nuclear power plants.

Brovkin A.V. - System of assessment of chief executives activity efficiency in state-owned enterprises of the Russian Federation pp. 26-34

Abstract:   This article is dedicated to the question of assessing the activity efficiency of top management in the Russian state-owned enterprises (SOE). The author examines the motivational aspects of the executives in proprietary’s interest and application of the just system of material incentives. The focus on state-owned enterprises is substantiated by their significant weight in economic sector of the Russian Federation. Special interest present the universal for all SOE methodological guidelines provided by the Federal Agency for State Property Management aimed at establishment of the system of assessment and motivation of the chief executives. Special attention is given to the principal – agent problem. Leaning on the analysis of the existing methodological guidelines alongside the study and systematization of recommendation of the Russian and foreign specialist on the problem of assessment and motivation, the author makes suggestions on amendments and improvements of such provided by the Federal Agency for State Property Management. The importance of the acquired results consists in possibility of their implementation for increasing efficiency of the system of assessment and motivation of the executives at the level of a singular SOE as a whole, and its separate projects in particular. Special relevance is presented by the author’s propositions on implementation of various schemes of financial incentives depending on a project run by an executive: creation of new business, support and development of the already existing commercial project, realization of cash-consuming projects necessary for achieving certain goal of a corporation.

Abstract: The subject of this study is the features of introducing marketing innovations in the process of managing regional development. The object of the study is the socioeconomic environment. The peculiarity of the study of regions and their foreign economic policy is the specificity of the state federal system, according to which each region has the right to represent its interests in foreign trade independently and not depending on the directions of the federal center. At the same time, it correlates with the fact that the budget policy, as well as the marketing strategies of the region, are aimed at forming a unity of state perception on foreign markets. The author tries to eliminate these contradictions. The methodology of the research is based on the analysis of the information base of the main provisions of the regional policy, as well as the statistical analysis in which the results of foreign economic activity of the regions of Russia are presented. The novelty of this study consists in the developed macroeconomic planning, taking into account the regions, which is also the author's proposal for a block of marketing communications and adapted instruments for positioning individual regions as independent units. For projecting the marketing strategy, information on changes in the competitive potential of the region and the state of the environment in the process of implementing the positioning strategy is presented. The article shows that the regions of the Russian Federation have a specific resource potential and the level of social development and infrastructure that has a significant impact on the formation of foreign economic relations. The question of the degree of independence of the regions in the implementation of foreign economic activity remains quite controversial, since developing the external economic activity of individual regions remains very important task of preserving the integrity of the country's economic space.

Abstract: In the modern and rapidly developing world, under the conditions of advancement of the information and communication technologies (ICT), crowdsourcing gradually encompasses one sphere after another. Increasingly frequently, such instrument is applied not only in business and social projects, but also the public administration system. Thus, in terms of social and political transformations, crowdsourcing takes over a sizeable place among the well-known methods, technologies, and instruments of control, conducing the integration of efforts of the state, business, and society in resolving the socioeconomic issues, which defines the reasonableness of examining the possibilities and forms of development of the aforementioned technology in the work of government bodies of all levels. Methodological foundation of this research leans on the analysis of the Russian practice of realization of the crowdsourcing projects, which allowed identifying the critical spots in theory and practice of their implementation into the system of public administration. Relevance of the topic at hand is substantiated by the insufficient methodological elaboration regarding the introduction of crowdsourcing into the work of government bodies on the background of rapid development of ICT and growing number of the Russian crowdsourcing projects, which possess great potential for development of the system of relations between society, business, and government agencies.

Abstract:   This article examines the influence of megatrends and generated by them major global tendencies of social development upon the system of education in Russia. The subject of this research is the response of education system of the Russian Federation with all its peculiarities, merits, and flaws to the effect of global megatrends of social development. The authors provide the definitions of the notion of “megatrends”, examine the key tendencies generated by such megatrends, as well as figuratively divide all tendencies onto natural and artificial. The main conclusion of this work consists in highlighting of the crucial megatrends of global social development with further determination of the tendencies resulting from these megatrends. Each megatrend is capable of originating at least one or several tendencies, which in turn, can be conditionally divided onto the tendencies of artificial or natural character. Authors’ special contribution into the research lies in elucidating the response of education system upon the produced by megatrends tendencies.

Abstract: The paper represents the methodological and applied problems of improving the efficiency of information management processes based on scenario approach in the context of significant escalation of the crisis in relations between Western countries and Russia. The work presents the results of the analysis of the basic methods, capabilities and instruments of information aggression of the Western countries headed by the US to destabilize the situation in Russian Federation. It examines the methodology of information management based on the indirect information impact to control the public consciousness. The problems of organizing effective counteraction to negative impacts of the activities of foreign non-governmental and externally funded domestic non-commercial organizations, mass media and social networks are analyzed. In order to solve the applied and practical problems of improving the efficiency of information management and countering external information aggression the methodology of simulation and scenario analysis of the complex information confrontation processes are proposed. The results of the scenario study of the developed basic multi-graph management models of countering information threats using the mathematical technique of functional iconic digraphs are represented. The scenario research carried out by the authors, in particular, showed that the main task of information management in current international situation is to ensure harmonization and consistency of efforts for effective protection of sovereignty of the Russian society and state against external threats, consolidation of civil society and development of its moral and historical values.

Abstract:   Global competition for financial resources and associated with such process challenges to the Russian economy, substantiate the need for comprehensive study of the development of national financial infrastructure for the purpose of ensuring financial security. The object of this article is the financial infrastructure, while the subject is the financial security as a qualitative factor of financial; infrastructure, which reflects its global competitiveness. The goal of the research consists in formation of methodology for assessing the level of country’s financial security under the conditions of global competition, taking into account the state of national financial infrastructure on the basis of indicative system of criteria and indexes. The scientific novelty lies in development of the categorical apparatus of financial security. Within the framework of the research, the author clarifies the definitions of such terms as financial security and threat to financial security, formulates the country’s national interests in the area of financial security, as well as criteria for financial security that ensure such interests, considering the state of financial infrastructure. The article determines the indexes for evaluating the correspondence of financial infrastructure to the criteria of financial security. Leaning on the suggested criteria and indexes of the country, the indicative system of assessment of financial security is being formed.

Abstract: This article reflects the results of examination of the cost of metallurgical factories. First part of the article describes the essence of manufacturing cost, its types and methods of cost accounting. It is demonstrated that one of the main indexes of cost is its structure, the precise manifestation of which is defined by the measures of cost reduction. In such material-intensive productions as metallurgy, the cost strongly depends on the applied technology. The author provides the results of research of the industry indexes – cost effectiveness, technological coefficients, structure of cost. It is determined that on the background of crisis economic phenomena, the efficiency of work of the metallurgical factories has decreased; one of the causes is the high consumption of raw materials, which in its value appreciation led to reduction of profit. Structural analysis of financial report of one of the Russian metallurgical manufacturers – JSC Ural Steel allowed determining the significant portion of the revenue as the cost, the key component of which, in turn, is raw materials, which expenses increase over time. Analysis of costs for raw materials of the manufacturer revealed that its consumption at this particular factory are higher if compared to other, which underlines the suboptimal technological regime of the organization of production, as well as necessitates certain improvements for the purpose of reducing the cost. For resolving such issue, the author suggests using a complex approach with the algorithm for planning modernization of the major manufacturing funds, within the framework of which, the assessment of efficiency of projects is realized in accordance with the two additional criteria: transparent cost accounting and consumption coefficients. Implementation of the algorithm will help directing modernization towards resolving the cost reduction problems, as well as chose and include into the investment program such projects that greatly affect its reduction. The main technical solutions are systematized and assessed from the perspective of need for obtaining additional equipment, as well as impacting the portion of capital and current expenditure.

Abstract: When examining the policy of integration that ensures import substitution and increasing the competitiveness of Russian industry, one can see that the positive dynamics of the development of mergers and acquisitions processes is often accompanied by a negative dynamics of indicators of their effectiveness. This necessitates the development of an integrated approach to the formation of an assessment of integration deals to enhance the competitiveness of Russian industry. Methods for assessing the value of companies should be based on statistical approaches to business valuation, which will increase the validity of management decisions in the field of corporate integration. The presented article developed and tested the methodology of statistical estimation of business value in integration transactions of holding structures, which is based on the generalization of the results of profitable, cost and comparative methods, as well as the method of real options. The methodology provides a preliminary justification for the feasibility of mergers and acquisitions in the implementation of the integration policy, serves as a basis for a qualitative and reliable assessment of the synergistic effect.
