Abstract: The object of the study is the possibility of using innovative methods in the training of law enforcement officers in the era of digitalization. The subject of the study is the foreign experience of using innovative methods in training law enforcement officers. In the course of the conducted research, general scientific methods of dialectics, analysis, generalization, as well as special scientific methods of summary and grouping were used. All this allows us to consider in detail such aspects of the topic as the change of the traditional approach in the educational process, which is replaced by an innovative and technological way of information exchange along with analytical, normative and axiological study of the humanities and natural sciences. The article focuses on the fact that in modern conditions, the training of law enforcement officers of departmental higher educational institutions is gradually acquiring digital prospects in the development of professional potential and high technology. The main conclusions of the study are the formulated main components of general cultural, professional competencies that allow law enforcement officers to develop special abilities in the process of studying at higher school. A special contribution of the authors to the study of the topic is to consider it from the point of view of various training technologies and methods of training law enforcement officers used in police agencies of foreign countries. Conducting research, the authors come to the conclusion that in the law enforcement sphere, during the period of total digitalization, there is a need for technologically savvy specialists with a legal education who have interdisciplinary skills in various scientific fields. The novelty of the research lies in the extrapolation of foreign experience and technologies of training law enforcement officers in foreign countries to the educational activities of law enforcement officers of the Russian Federation.

Abstract: The author describes particular theoretical aspects of psychophysiological research with the help of a lie detector, and their role in the investigation of crimes. The research object is the current condition of the theory and practice of using a polygraph. The research subject is the problems of using the results of lie detector testing, their interpretation and role in criminal investigation. The purpose of the research is to study the principles of using, and the options of a lie detector and polygraph examiners, and to define the importance of such a type of research for the investigation of crimes. The research methodology is based on general scientific research methods including analysis and generalization, and specific methods: observation and analysis of psychodiagnostic research. The scientific novelty of the research consists in the comprehensive analysis of the theory and practice of using a polygraph based on the case studies of particular investigations. The author arrives at the conclusion about a further analysis of legal, technical and practical problems of using a polygraph in criminal proceedings, for the purpose of the consideration of the idea about the legislative consolidation of such a research as a proof, which determines the importance of the topic of the research. The practical importance consists in the possibility to use the research results during the evaluation of the polygraph testing and the consideration of the examiner’s report as a proof in the criminal investigation.

Abstract: The research object is the system of social and legal relations in the field of road traffic safety protection. The research subject is the set of legal provisions regulating the administrative and legal status of cadets and attendees during all types of traineeship.   The purpose of the research is to analyze the normative base regulating the recruitment of students during the traineeship, and the legal status of students. The research methodology is based on the fundamental provisions of the theory of law; the generalization of practical experience; the usage of methods of logical, monographical and system analysis. The field of application of the research results: the law-making process of the government organizations, the law-enforcement activity of law-enforcement bodies; the educational process of educational institutions; the research work of road traffic safety protection specialists; the improvement of the branches of Russia’s legal system. The scientific novelty of the research is determined by the practical and scientific importance of the problems of law-enforcement activities of law-enforcement agencies in the field of road traffic safety protection, and by the necessity to improve the legal fundamentals regulating the powers of students during the traineeship. The author analyzes federal legislation, subordinate and sectoral laws to find out whether they describe the legal status of a student during the traineeship at road traffic safety units, or not. The author formulates the proposals about the improvement of the administrative and legal status of students of higher education institutions of the State Road Traffic Safety Authority in regard to specifying their rights and duties during the traineeship at the units of the State Road Traffic Safety Authority.

Ageeva A.A. - Modern perspectives of the criminal science on the normative regulation of migration processes (the case study of the legislation of the Russian Federation)

Abstract: The research object is the migration processes not only causing problems with law enforcement, connected with the investigation and solution of crimes committed by foreign citizens, but also require legislative and theoretical interpretation of particular provisions of legal acts. The research subject is the modern view of the criminal science on the legal regulation of migration processes (based on the case study of the legislation of the Russian Federation). Special attention is given to the purpose of the research which is the necessity to define and study the collision aspects in the field of migration legislation determining the need for the formation of a forensic technique of the investigation of crimes committed by foreign citizens. The author arrives at the following conclusions: the comprehensive analysis of the legal fundamentals of migration legislation helps to find out that practically each legal source contains the gaps not regulated by the legislation and requiring a detailed approach to the reconsideration, amending, or cancelation of the latter; no legal act contains the definition “illegal migration”; the proven lack of the category “migration safety” in the migration legislation, which is becoming more and more required year by year not only from the viewpoint of law enforcement, but in some collision aspects on the part of a legislator; the study of the sign of illegality in terms of its detection by means of a similar idea of an unresolved case. The special contribution of the author is the attempt to consider the author’s position on the category “crimes committed by foreign citizens” from the viewpoint of the criminal science. The author points at the importance and acceptance of the introduction of a new method - information frame modeling  which consists in in-depth development of particular structures, i.e. information is presented in basic standard processes and actions typical for a particular research subject area. The scientific novelty of the research consists in the author’s interpretation of the definition of “crimes committed by foreign citizens” and formulation of the categories of “migration safety”, “unresolved case” and “organization of illegal residency in the Russian Federation”.

Abstract: The research subject is the evaluation technique of the firearms qualification of a postgraduate of educational institutions of the Ministry of Internal Affairs of Russia. The purpose of the research is to develop and scientifically prove the model of firearms qualification of the postgraduates of educational institutions of the Ministry of Internal Affairs of Russia. The research helps detect the problem of postgraduates’ skills improvement, which could be solved by means of evaluating the firearms qualification of students based on the model characteristics, which would increase the motivation to improve the firearms skills. The authors’ contribution is the development of a model of firearms qualification of postgraduates based on the qualification characteristics of tactical, technical and psychological qualification, since the current evaluation system doesn’t fully comply with the real conditions of using firearms by internal affairs officers. The scientific novelty of the research consists in the development of a model of firearms qualification of postgraduates based on the qualification characteristics of tactical and technical and psychological qualification. The practical importance of the research consists in the fact that the firearms qualification model will allow defining the specific tasks of the educational process and finding the relevant means and methods of training, as well as the size of exercise and mental load. The research results can be used during the firearms training process in educational institutions of the Ministry of Internal Affairs of Russia. The acquired results have helped to develop and substantiate the teaching guidelines to be used by the instructional staff during the firearms training process.

Abstract: The research subject is the peculiarities of using foreign experience in the pedagogical process of educational organizations of the Ministry of Internal Affairs of Russia. The research object is the range of conceptual approaches to the application of the general principles of understanding foreign experience and using it for the creation of pedagogical techniques. The authors study such aspects of the topic as the scientific interpretation of pedagogical techniques of embedding foreign experience into the educational process of educational institutions.  Special attention is given to the consideration of the common principles of interpretation of foreign experience and their usage for the creation of pedagogical techniques. The authors offer the directions of the development of pedagogical techniques with account for the principles of foreign experience interpretation: the usage of foreign experience as an element of education; the usage of foreign experience for the improvement of teaching methods. The main conclusions of the research are the proposed principles of using international experience as an element of education and for the creation of specific teaching methods. The authors’ contribution is the proposed principles of embedding foreign experience into the pedagogical process of educational institutions of the Ministry of Internal Affairs of Russia.  The scientific novelty of the research consists in the usage of foreign experience based on the following principles: principle of equality of goals; principle of the experience system specification; principle of a real limit of experience; principle of variability; principle of “psychological allergy” prevention; principle of the formation of an “image of experience”; principle of information sufficiency; principle of analogies; principle of inevitability of proof; principle of inclusiveness; principle of reasonable non-use of foreign experience.
