Abstract: The article considers the essence of organization of money circulation as a state institution function. It is concluded that organization of money circulation is the basic function of a state institution and it helps to carry out various social processes. Abstract: At the present time special attention is paid at the problems of international collaboration of state institutions including their cross border territories. One of the most important forms of cross border collaboration is a cross border trading. The article analyzes the current world experience of cross border collaboration between countries, describes the main problems of cross border trading relations in Russia and suggests approaches to solving them by using the existing legislation and implementing the Conception of Development of Cross Border Trading.

Abstract: Nowadays there is very little chance that you can actually find a great number of appraisers who strictly follow federal appraisal standards. However, we still neither accept new standards, nor renew the old ones. Due to that Russian experts have been appealing to international experience of appraisal standardization from the very beginning of development of a professional appraisal in Russia. In its turn, international experience is mostly represented by the several basic standards: USPAP American appraisal standards, ASA standards of the American Standards Association, international standards (IVS) developed by the International Valuation Standards Committee (IVSC) and appraisal standards of the Royal Institution of Chartered Surveyors (RICS).

Gadjiev, K. G. - Land Properties Necessary for Development of Municipal Units as a Legal Concept pp. 13-20
Abstract: The article is devoted to the problem of studying the land resources institution necessary for developing municipal units. Based on the analysis of modern concepts about this institution and applicable law on its legal regulation, the author of the article suggests to define the definition of ‘lands for developing settlements’. In particular, it is suggested to introduce the term ‘lands necessary for developing municipal units’ which would better correspond to the goals of development of local self-government and would allow to fully define the source of land resources for formation of land properties necessary for developing municipal units.

Abstract: The article gives a detailed analysis of the post-reform condition and development of local self-government in Russia as an important social institution of the Russian society. Special attention is focused on concrete experience of performing certain functions by representative authorities. The ideas discussed by the article are quite topical because the authors suggest concrete recommendations on how to improve activities of the mentioned above institution both in Russia in general and the the Ulyanovsk Region in particular.

Abstract: Law enforcement activities of psychological services of the penal enforcement system is viewed as a form of psychological activity performed with the purpose to provide law and order for persons serving the sentence or remaining in custody as well as to protect the personnel. Due to the increasing level of education of criminals the author of the article suggests to use new psychological techniques when performing law enforcement functions and organizing this activity together with the other organization units.
