Filippova V.V. - Geoinformation analysis of the spatial location of settlements in Yakutia that are subject to flooding pp. 16-23

Abstract: The subject of the study is the structure and content of the GIS developed by the author "Settlements subject to flooding and flooding on the territory of the Republic of Sakha (Yakutia)". The object of the study is 128 flooded settlements included in the List of established flood zones on the territory of the Republic of Sakha (Yakutia), their analytical processing and cartographic interpretation. The sources for the creation of GIS were published sources, statistical data, data of departmental organizations, passports of socio-economic development of municipalities and archival documents. The author conducted various types of geoinformation analysis (analysis of the geography of settlements by river basins, the dynamics of the number of floods of settlements (since 1929-2017), the density of flooded settlements) in ArcGIS. It was revealed that most of the flooded and flooded settlements are located in the middle reaches of the Lena River and along its major tributaries – the Aldan, Amga, Olekma; in the northeastern part of Yakutia, flooded settlements are located mainly in the upper reaches of the Yana, Indigirka, Alazeya rivers, as well as in the lower and middle reaches of the river.Kolyma and their tributaries. It was found that in some localities the number of floods from 1930 to 2017 ranged from 30 to 40. It is shown that the highest density of settlements subject to flooding and flooding is observed in Central Yakutia in the places of the greatest concentration of the population of the republic. The developed GIS of settlements exposed to flooding can be used to make recommendations to ensure the protection of settlements from flooding and flooding.

Abstract: The problem of ensuring psychological health in the process of building a career and professional growth is a significant task of scientific and practical work. Automation of business processes dictates the restructuring of not only the structure and data flows, but also imposes increased requirements on the security and stability of the employee's working condition. A person as a member of a team or an independent unit in different periods of the life cycle may experience adverse effects of sociodynamics. A feature of scientific analysis is the consideration of the problem within the framework of career growth, that is, dynamically deploying the labor process in an organization with a lot of incoming and outgoing data. The concept of "restraining mechanisms" is proposed as a way to protect the individual from the destructive phenomena of modern business on the psychological health of a person. Deterrent mechanisms are socio–psychological states, properties and processes of ensuring psychological, social, financial, mental and other security. These include the transition from one social class to another or reaching a new socio-professional and material-economic level as a result of changing jobs, the accumulation of a "critical mass" of experience that allows you to make transitions to new places of work, the acquisition of new experience of social interaction, a new level of opportunities in overcoming geographical distances, the ability to form a balance in terms of time and effort for work activities and personal time, reflection on oneself and the ongoing social processes, finding new contacts with the old former circle of communication, finding a new picture of the world, etc. Thus, the aspects of psychological security of the individual in the processes of career development are shown and the directions of its formation are proposed.

Abstract: The subject of this research is the legal norms and scientific sources that characterize the ideological grounds of ensuring traffic safety. The object of this research is the social relations that determine the framework for ensuring traffic safety. Examination of the normative legal acts and scientific literature, allows conducting a comprehensive analysis of ideological grounds of ensuring traffic safety. The author indicates certain scientific problems of legislative regulation of the sphere under review, and resumes that the presence of state ideology within the system of legal norms is inevitable. The conclusion is formulated that the ideological grounds of ensuring traffic safety are based on the system of views, ideas, and value orientations from the perspective of personal, social, and state levels. The author claims that the state uses law as the official ideology. The ideological grounds of ensuring traffic safety, associated with implementation of state policy in indicated field of research, represent legal forms of ensuring traffic safety, which contribute to the perception of law by personal and public legal awareness, which positively impacts legal mentality of the society, reducing the risk of traffic accidents and their negative consequences. The novelty of this work consists in the comprehensive analysis of theoretical legal and organizational aspects that characterize the ideological grounds of ensuring traffic safety, determine controversial issues in legislative regulation of the system of views, ideas, and value orientations for ensuring traffic safety from the perspective of personal, social, and state levels.

Abstract: The subject of this research is the institutional transformations of educational space associated with the global processes of digitalization of social relations, as well as internal factors in cooperation between society and the state with regards to determination of the criteria of security for their development. Using the general methodology of institutional analysis, methods of analogy and summary, as well as interdisciplinary approach towards studying the educational space, the author considers the questions of implementation of digital education technologies under the conditions of current sociocultural transformations. Special attention is turned to the balance between rational and immaterial factors that affect the formation of modern educational space, and thereby, specification of the new institutional challenges to the security of social development. The conducted analysis of the problems of implementation of such technologies in the system of higher education leads to the conclusion on the need for assessing the effectiveness of implementation of digital technologies in accordance with the institutional criteria that imply not only the impact of both, rational and immaterial factors of social development. The institutional nature of these factors is insufficiently studied, however determines the possibility of application of cognitive models in solution of the tasks aimed at ensuring national security in the conditions of digitalization of sociocultural processes. Therefore, the crucial institutional criterion that defines the effectiveness of implementation of digital technologies in the educational space consists in its security in all regards. The proposed institutional-criteria approach allows the state and society to focus on ensuring security of the educational space in the context of solution of relevant tasks of ensuring national security of the Russian Federation.

Volokh, V.A. - Migration policy: readmission as an efficient instrument against illegal migration. pp. 96-102
Abstract: Over the past few years the problem of migration has become a familiar and stable priority on the agenda of the international community. Illegal immigration is one of the serious problems nowadays, that is, entry and stay of foreigners in the state in violation of the established order. By the degree of danger to society at the present time illegal migration comes to one of the first places among the new challenges and threats. Obviously it is not possible to cope with this phenomenon, using the old approaches. The article highlighted new and effective methods of intergovernmental cooperation in the sphere of returning of illegal migrants, outlines basic mechanisms for readmission, analyzed and assessed the current state of the Institute of readmission in the Russian Federation, noted the key factors required for the realization of readmission obligations, and suggested further ways of development of this institution. The author thinks that readmission is a very effective tool for combating illegal migration, which helps to ensure national security.

Nazarov, M.M. - Conflict potential for the secession (based on the studies in the regions). pp. 103-111
Abstract: The author discusses the factors, which have the potential of negative influence on the territorial stability of the state. The author studies the modern theories of secession, as well as the topical Russian context, then the author points out the factors, which have secession potential. It is shown that secession can be facilitated not only by social and economic factors, but aqlso by the popular principles regarding the structure of the former USSR, which are reflected in the mass consciousness. The empirical basis for the article is formed by the comparative empirical studies in the regions of the Russian Federation, when the attitude of people towards a number of ideological elements of federation. The author also views the relations between the ideological positions and orientation and the conflict participation in the interests of national groups. The results of the studies show that ideological constants of the past translate through time and they create negative bases from the point of view of the stability of the Russian Federation. It is shown that negative ideological potential mostly relates to the conflict participation in the interests of the national group to which respondents belong.

Abstract: The article is devoted to topical issues related to the establishment of a national system of citation indexes in Russia. The authors consider such system as one of the most important factors to ensure intellectual security of the Russian Federation. Analysis of the existing system of scientific citation, the authors come to a fundamental conclusion, according to which the relevant Russian legislation contains all of the legitimate grounds for the formation of the national system of citation indexes at the national library Fund of the Russian Federation. The scientific novelty of the conducted research consists in formulation of a question regarding the improvement of the national bibliographical qualification systems in accordance with the new realities of development of the knowledge on world and human, as well as social practice for the most extensive revelation of the content of the information resource for maximal satisfaction of the requests of Russian society and establishment of the national self-consciousness.

Abstract: The entire history of Russian state is endless fi ght for independence against the attacks of powerful enemies, dreaming of overcoming it. From the XIII century on Russia was a subject to devastating attacks in every century, and in XX century one can see a number of intervention and ruinous wars. In many confl icts Russia was on the verge of fall, but every time it was victorious and national understanding and self-consciousness of the people were supported by it. In the XV century the Russians destroyed the Mongolian Tatar yoke, in the XVII century the yoke of the Polish occupants, who dreamt of making the Moscow Kremlin the residence of the Polish kings. At later times the Western haters of Russia in envy to its riches used any case to attack Russia. At the time of Mongol-Tatar yoke the Western aggressors, such as Poland, Lithuania, Sweden, supported by Vatican and using the diffi cult situation in Russia attempted to take away Western and North-Western territories from Russia and to introduce Catholicism there. Wise commander Great Prince Alexander Nevsky overcame innumerable diffi culties and managed to keep Russia, however ruined, within its traditional boundaries. In 1812 the French Emperor Napoleon decided to achieve great glory by taking Russia, however him and his armies were kicked out of Russia, and his place in history became not one of great leader, but one of a military adventurist.

Abstract: Subject of research - the cultural and psychological factors of the national security of modern Russia. Creating a positive cultural identity, national and civic identity in the Russian state will demand special practices of political management. The authors suggest that effective management practices that contribute to the design of the all-Russian national identity in a positive aspect, should be based on scientific studies, expert-analytical monitoring of the processes taking place in the collective consciousness and the collective unconscious of important social groups. In this paper, as a representative of a social group serves students. The main method of research is associative experiment by the method of A. Nazarov and R. Sokolov "Series of thematic associations." The study used a critical analysis of the existing scientific literature, as well as interpretation of the association experiment. The results of the association experiment show that the idea of ​​ "the Russian" the current youth of Siberian Federal University, is ambiguous, fractional, lacks integrity. This is evidenced by a wide variety of associations and received a small number of words that were mentioned in the questionnaire several times. It should be noted that th "The Russian" is perceived by respondents are mainly in a positive way.

Abstract: The object of study is social anomia. The goal of the study is to understand and present the mechanism of social anomia from the multiaspect standpoint. It shall allow to manage various forms of anomia and regulate socialization of a person. While the deviant behavior to an extent provides for evolutionary development of a society, still it needs to be corrected in order to keep it within certain limits. The studies of the works of renowned scholars, various approaches, definitions and classifications allowed the author to present the mechanism of social anomia formation as a linear structural — logical schemes with some commentary. The sphere of application of the results of the study include relations in any group of persons (from small to large groups, including the state-large scale), where the conflicts among persons, groups, etc. inevitably appear. It also may be of use for the specialists dealing with various internal personal conflicts. As a conclusion, one may state that the process of formation and manifestation of the social anomia should be regulated. Taking into account the multi-aspect character of this matter, the linear scheme of mechanism for its formation may serve as the basis for the structure in several dimensions. Formation of a dimensional form of social anomia structure shall allow to develop the types of anomia behavior in any specific aspect.

Abstract: This article presents a brief critical analysis of the current state of activity aimed at formation of the Russian World. The need for application of project approach towards its organization and promotion is substantiated. The object of this research is the Russian World as a global project, while the subject is the system of relations between the participants of the project “Russian World”. Considering the problems of development of the “Russian World” as a global project, the authors attempt answering the objective questions: which purpose does this project pursue; what are the crucial requirements to its formulation? Thus, the article invites the entire concerned audience of readers to take part in the open discussion, the goal of which lies in the search for answers to the questions at hand. Methodological and information foundation of this research consist in analysis of study of the Pew Research Center in the context of assessing the efficiency and productivity of work of the Russian World Fund, Rossotrudnichestvo, and information TV network Russia Today, aimed at realization of the state policy of international humanitarian cooperation and establishment of the objective and favorable perception about the modern Russia abroad. The conclusion is made that Russian World is not the purpose within itself, but rather designed by the state communication environment that contributes unto implementation of the foreign policy strategy. At the same time, the gaining justified popularity within the system of public administration project approach, is capable of ensuring the formation of effective structure and functional parameters of the Russian World global project, attaching an instrumental value to it.

Abstract: This article is dedicated to the analysis of legal means in counteracting extremism (extremist activity) in the period of uncodified criminal legislation of the Soviet power. The subject of the research is the positions of legislative acts of the Soviet power that regulate to one or another extent the responsibility for actions, which in accordance with the current legislation, fall under the notion of extremist (extremist activity). The author claims that the rejection of the achievements of the former legislation is practically equal to the rejection of apprehension of the positive experience that existed in the pre-revolutionary legislation. A complex analysis of the positions of the 1917 Declaration of the Rights of the Peoples of Russia, Constitution of the Russian Soviet Federated Socialistic Republic, as well as a number of the Soviet Decrees that regulate relations in the area of functioning of the various religious confessions, is being conducted. The conclusion is made that the first legislative acts of the Soviet Power that determine the character of the state-church relations, corresponded with the international legal norms and established the conditions for the equal functioning of the various religious confessions. In addition to that, the author examined a number of the normative legal acts that codify the responsibility for the counterrevolutionary crimes. This work allows making a conclusion that under the counterrevolutionary activity we should understand any threat to the Soviet power; this notion was defined in the legislation similarly to the currently existing notion of extremism. During the first years of the Soviet government, the legislation in the area of counteracting extremism, gained a principally new form; this is explained by the change in the socio-political structure of the country, and the beginning of the process of establishing the new socialistic law and the normative legal base of the state.

Abstract: This article examines the problem of the illegitimate cyber behavior. The growth of juvenile delinquency is observed not only among the marginal population, but also, and what causes the most concern, among the psychically healthy society. The authors explore the psychological aspects of one of the main manifestation of the illegitimate cyber behavior – the intentional cyber-aggression; the classification of the forms of cyber-aggression is being presented. The authors give a hypothetical psychological portrait of a cyber-delinquent, as well as determine the leading motives for conducting the antisocial acts by the juveniles in the social networks. The research was conducted on 40 teenagers, which were divided into two subgroups. The first group consisted of 20 people from the drug rehabilitation center of Orenburg, who have repeatedly convicted of delinquent actions; the second group consisted of 20 conditionally healthy teenagers without clear signs of social dysadaptation. The correlation was determined between the experience in the role of cyber-aggressor and the following personal properties: ostentation, meticulousness, aggressiveness, and affectability. It is illustrated that the conditionally healthy teenagers are more prone to the intentional cyber-aggression. This circumstance encourages to improve the system of legal regulation among the Internet users, as well as to develop measure on prevention of the deviant cyber behavior.

The first group consisted of 20 people from the drug rehabilitation center of Orenburg, who have repeatedly convicted of delinquent actions; the second group consisted of 20 conditionally healthy teenagers without clear signs of social dysadaptation. The correlation was determined between the experience in the role of cyber-aggressor and the following personal properties: ostentation, meticulousness, aggressiveness, and affectability. It is illustrated that the conditionally healthy teenagers are more prone to the intentional cyber-aggression. This circumstance encourages to improve the system of legal regulation among the Internet users, as well as to develop measure on prevention of the deviant cyber behavior.

Abstract: The subject of this article is the research on the effectiveness of the government measures on the birth rate in the Primorsky Krai. Abstract: The object of studies in this article includes factors, tendencies and structure of the multi-dimensional matter of linguistic conflict studies. The article concerns various dimensions of linguistic conflict studies (claims in court against mass media for the protection of honor, dignity and business reputation, fighting linguistic aggression, obscene language, conscience manipulation with hidden insertions, suggestive techniques and NLP-programming in the mass media, expertise in order to establish authors, uncovering dubious interpretations of legislative acts) in their genetic link with the legal hermeneutics and linguistic pragmatics, and also from the standpoint of linguistic security of a person, society and state. Linguistic expertise is regarded as one of the instruments for the guarantees of linguistic security. The authors used dialectic method of studies together with comparative historical method, hermeneutic and methodological approaches. Definition of linguistic security was previously used only in respect of activities of printed and electronic mass media, while in this article its understanding is broadened to the scale of threats to person, society and state, since it is implemented in the diapason from the micro-level of individual conscience influenced by the “propaganda ABC” to the mega-level of inadequate understanding of international legal documents by the mass conscience.

Abstract: The subject of this research is the specificity of extremist thinking, structure and contents of targeting of the extremist oriented individuals. The article examines extremism as a special type of attitude of an individual towards the processes and phenomena taking place in the surrounding world, in other words, in social, cultural, and ethno-confessional environment. The author explores the two types of main sources of the modern extremism (archaic and modern), by the reaction upon which the emotional and value-hued antagonism of the events encouraging individuals to search the way out from the situation in hand, are being determined. The author substantiates the thesis on the insufficient efficiency of classical means and methods of the analysis of specificity of the extremist thinking, such as historical materialism, positivism, and structural functionalism. The article presents two types of social techniques, with the help of which the modern world finds a “solution” of the problem of an individual and a group captured by the extremist attitudes. The author proves that there is a connection of these techniques with the spatial-temporal localization of values that unites the historical-geographical, ethno-confessional and sociocultural determinants of self-identification. The threats of the external interference into this process, as well as the need for the effective countermeasures against its manipulative technologization, are being demonstrated.

Based on the genesis, correlation, and competition the work defines five main concepts aimed at ensuring security of these facilities. These are: architectural concept, fortification concept, supervision concept, concept of cell/dormitory, as well as concept of universality (hybridity) of the places of isolation in the penal system. The position of the American legislator consists in the adherence to the doctrine of minimal restriction of freedom of speech, which is substantiated by the positions of the First Amendment to the United States Constitution.

The scientific novelty lies in the fact that the author based on the analysis of the processes of provision of national security of the state (society and individual) from the perspective of historical and systemic approaches defines, substantiates, and classifies the elements of the ideological grounds of the process of provision of national security of the Russian Federation, as well as reveals their content aspect. A special attention is given to the description of correlation between the elements of ideological foundations and to the author’s understanding of its structure and content. The functions of ideological foundations and the acquired scientific results detected during the course of research, helped identify the presence of the elements of the system of ideological foundations of certain substance within the structure – national patriotic ideology. In conclusion, the author points out that the ideological foundations are specifically important for Russia due to its historical development, collectivistic consciousness of the citizens that cannot see themselves outside of the state; and the state serves as an intrinsic condition for the stability of the society.

Abstract: The object of this article is the phenomenon of anomie, and the subject of this article is the risks of anomic manifestations. The author reviews the social nature of economic, social and value anomie, as well as reveals the factors that lead to the formation of the space of deprivation and the risks of anomie of diverse social content and influence. A special attention is given to the research of interdependence and interconditionality of various types of anomie, their subordination to the conditions of social practice on both, the individual and the group levels. The author substantiates the conclusion on the need for interdisciplinary study of the problem of anomie. The scientific novelty of this work consists in confirmation of the thesis about the exclusive role of social factors as the cause for appearance of anomie. The problematics of the analyzed issues allows us to make the following conclusions: 1) the position about riskogenic content and the consequences of social anomie is being substantiated; 2) the study of the risks of anomie within modern communities and social processes that affect its functioning is gaining relevance.

Abstract: The subject of this research is the humanitarian aspects of ensuring national security of the Russian Federation with regards to cultural-psychological factors of forming of the concept “modern warfare” within the social group of youth and students based on the material of analysis of the results of the conducted associative experiment. In theoretical examination of the term “modern warfare”, the relevance of the level analysis of the causes of war becomes evident. One of the least researched levels is the national (state) level, where the concept of “modern warfare” forms. The article presents the contents of the concept “modern warfare”, reconstructed upon the empirical interdisciplinary research. The methodology of this inquiry carries an integrative character. The basic method of research is the associative experiment on the methodology of Nazarov and Sokolov, approved in the current Russian research. Also used, were the theoretical methods related to the analytical overview of modern scientific literature on research, and analysis of the concept “modern warfare”. The scientific novelty of this research is pertaining to the implementation of the associative experiment method with regards to the student groups of the Siberian Federal University. The results are systematized; generalized conclusions are drawn about the key contents of the concept “modern warfare” among students. The study reveals certain cultural-psychological factors attributed to the forming of the image of modern warfare among youth.

Abstract: The subject of this research is the development of the concept and structure of the corporate informational culture of the medical facilities within the system of healthcare management. In order to bring this research to life it is necessary to solve a number of problems: 1. Review informational culture as a part of human culture based on informational cooperation. 2. Develop structure of corporate informational culture as a type of corporate culture. 3. Develop the structure of corporate informational culture within medical facilities as a type of activity. 4. Define the notion of the corporate informational culture of the medical facilities. The main methodological approaches that were used in this research were the activity, and structural-functional approaches, as well as the principles of dialectics. The research yielded the following results: informational culture is a part of a human culture, which forms upon the informational correlation and informational socialization of an individual; the structure of the informational corporate culture within the system of the human culture is presented in three main elements — informational, operational and motivational subsystems, which are a product of the corporate medical culture as a social phenomenon; the specificity of the informational corporate culture is evident in the fact that it forms and establishes through the informational activity. As a result, the knowledge, skill and orientation necessary for the creation of the required level of medical corporate culture can be passed on and developed only through the use of modern information technologies; the structure of a corporate informational culture in medical facilities as a type of activity is presented in form of a system, in which all elements carry informational character — subject, object, means, environment, conditions, process, system, and result. Informational corporate culture of medical facilities is a system of generally accepted knowledge institutions, skills and orientation, which form and being transmitted based on the informational cooperation aimed at realization of medical work that creates unique image of the medical facility.
