Abstract: This article is devoted to the key principles of guaranteeing the strategy of national security. The top priority in this sphere is the principle of lawfulness. Ispravnikova, N.R. - Effi cient direction of development of the reform: institutional abilities and corruption limitations. pp. 0-0
Abstract: “Institutional” modernization is aimed at the institutional reforms, which are aimed to improve the quality of institutions, to suppress the corruption, to avoid administrative barriers, to improve the human capital, etc. The developed institutions allow to form positive conditions for economic growth and limit the ability of the politicians to extract corruption rent, requiring them to improve the institutions further. However, improvement of institutions and creation of new institutions is not always possible. For example, such a situation may take place if the system, which has insuffi ciently developed political culture, gets into the institutional trap. In such a trap, the reform turns to the ineffi cient direction, and its further development depends on how fast shall it fi nd the way out of the institutional trap.

Abstract: The subject of this research is the process of strategic development of the Eurasian Economic Union (EEU) and the joint innovative systems on the example of Russia and a number of other countries. The object of this research is the innovative systems of the EEU and European Community. The tasks solved in article consist in identification of interrelation between development of the joint innovative system and a strategic development of Russia and a number of other countries. Novelty of this work consists in the need for justification of creation of the joint innovative system of EEU as the long-term interest, making the EEU stable and attractive to its member-countries and other countries in the block with Russia for the accelerated transition of these countries to innovative type of development. The research demonstrates direct interrelation between development of the joint innovative system of EEU and intensive and effective development of its member-countries. Importance of creation of the joint innovative system of EEU for ensuring the accelerated transition of these countries to innovative type of development is proved in this article. The main conclusions of the conducted research is that creation of the joint innovative system of EEU will provide more fast-forming innovative-economy in its member-countries than if they performed this transition independently, and will promote their participation in the world innovative process as equal partners. The main contribution of the author to the research of this topic is the recommendation that Russia in case of concentration of resources on critical technologies and latest technological advancements can provide the accelerated high-technology development, and become the leader in the sphere of high technologies for which the joint approach of member-countries of the EEU to the solution of strategic tasks within their transition to innovative type of development by means of forming joint innovative system of EEU is necessary.

Abstract: This article examines the key institutional subjects and process of decision-making regarding the questions of strategic planning and national security of the Islamic Republic of Iran, as well as carries out the analysis of structure, procedures, and actors of decision-making. In particular, the authors analyze the work of the Supreme National Security Council, which formalizes the process of decision-making, and Army of the Guardians of the Islamic Revolution. Special accent is made on the role of the Supreme Leader of Iran, whose authority have supremacy with regards to the entire mechanism of the state power. The authors conclude that the existing within the country process of decision-making is justified historically and institutionally, and manifests as the key factor of sustainability of political system of the Islamic Republic of Iran. The examined practice of Iran in the process of decision-making complies with the so-called “Eastern” model of strategic planning.

Abstract:   The object of this research is the bases of strategic planning in the area of Japan’s national security in the context of comparative analysis of the existing issues of ensuring national security in Russia. The subject of this research is the long-term threats to national security of the Russian Federation, verified through the developed by the authors expert analytical approach. The subject of the work meets the scientific and methodological task stipulated by the Position of Scientific Council under the Security Council of the Russian Federation. The article is called to make contribution into the further development of theoretical positions and practical applications of the comparative method for the purpose of determination and establishment within the law enforcement practice alongside the system of long-term planning and update of the lists of threats to national security. The authors provide a formalized structure of the National Security Strategy of Japan, as well as approach towards its decomposition onto the key signs and structural elements. The positive and negative aspects of such models are being demonstrated. On one hand, the simplicity of organization and strategic planning and basing upon the century-long spiritual and national traditions, and on the other, the strong dependence on the doctrinal religious and party ideologies, including the high persistence and weal level of reaction upon the changes in the surrounding world. The authors believe that the successful determination of trends of the sustainable development of state and society in the modern conditions of geopolitical instability and complication of the transnational relations fully depends on the accuracy and precision of identification of threats to national security, as well as forecasting of the strategic risks of socioeconomic development.

Abstract: The subject of this research is the question of negative impact of the illegal migration upon the expansion of illicit trafficking and non-medical consume of narcotic drugs and psychotropic substances. The authors examine the influence of illegal migration on the criminal and drug situation in Russia. The article provides evidence of the UN and law enforcement agencies about the coincidence of transportation threads of "heavy" drug trafficking with routs of illegal migration, displacement of the supply of opiates and cocaine to the East, which increases the severity of the criminogenic environment in the Russian Federation. The authors examine the efficiency of previously adopted measures on improving the drug situation in the country, and make a conclusion on their insufficiency. The study applies the methods of system-structural analysis, comparison of dynamic and statistical approaches for exploration of legal documents. Relevance of the work lies in the fact that special attention is given to the lack of effective methods for determining the actual level of illegal migration alongside the level of narcotization of population; the influence of these factors on the state of national security is being considered. The article analyzes the question of attributing the illegal migration, trafficking of narcotic drugs and psychotropic substances to the list of unmanageable risks. The conclusion is made about the possibility of reducing the risk to partially manageable through implementing the proposed by the authors measures of legal and organizational nature.

Abstract: The goal of this article lies in examination of the national project “Ecology” within the framework of national security of the Russian Federation. The subject of this work is the system of relations associated with implementation of the national project “Ecology” in the context of ensuring national security of Russia. The research is focused on the federal projects in the fields of waste management, improvement of air and water quality, preservation of biological diversity, and development of technologies. Attention is turned to funding arrangement of the national project elements, as well as its role in ensuring national economic interests of the Russian Federation. The SWOT analysis became the principle research method. The author also applied the general methods of scientific cognition such as analysis, synthesis, and comparison. The novelty of this work consists in determination of the strong and weak aspects, capabilities and risks of the national project, and formulation of recommendations on enhancing its effects with regards to improvement of the environment. The conclusion is made that implementation of the national project “Ecology” may significantly contribute to ensuring of national security of the Russian Federation.

Moskalev G.L. - Crimes of terrorist and extremist nature: statistical results of implementation of the National Security Strategy of the Russian Federation pp. 1-10

Abstract: The subject of this research is the rate of recorded crimes of terrorist and extremist nature in their dynamics for the period of implementation of the National Security Strategy of the Russian Federation until 2020. For the purpose of discovering the impact of criminalization and decriminalization processes upon the changes of this index, the author explores s the norms on responsibility for extremist and terrorist crimes, which also comprise the subject of this research. Attention is given to corrections in method of accounting of such crimes in the examined period, as well as their impact upon the changes of the index. In the course of study it was discovered that compared to 2009, the number of recorded crimes of extremist nature during the period of 2014-2018 increased by 2.5-3 times, but in 2019 this index has returned to the initial numbers, which is explained by partial decriminalization of acts stipulated by the Article 28 of the Criminal Code of the Russian Federation. The number of recorded crimes of terrorist nature by 2019 superseded the 2009 index by almost 3 times, caused by criminalization of various accompanying manifestations of terrorist activity. The growth in the indexes of both cases relates to expansion of the list of actions attributable to the aforementioned categories of crimes in formation of statics. In the end, implementation of the Strategy cannot be assessed negatively due to growth in crime rate, since it is caused by the socially justified amendments to the Criminal Code of the Russian Federation and changes in statistical calculation.

Abstract: Ensuring environmental safety is an integral component of the stable development of each country, and every year there is an increase in the amount of funding for environmental protection. In Russia, the implementation of measures to improve the environmental situation is one of the key tasks, since the annual damage to the economy, according to experts, is up to 4% of GDP. The purpose of the study was to evaluate the implementation of the national project “Ecology” and analyze the effectiveness of the formed measures to stimulate the enterprise to switch to green technologies within the framework of the federal “Introduction of the best available technologies". Dialectical, comparative, and static research methods were used to identify key results.   In recent years, the level of emissions in relation to the capacity for their disposal has been growing, which in turn reflects high environmental risks. The key industries that have a negative impact on the environment are coal and iron ore mining. There is an increase in waste from these industries, which is a significant threat. In the course of the study, it was revealed that the proposed measures do not fully allow companies to dynamically switch to green technologies, which in turn will not significantly change the environmental situation in the country until 2024.

Abramychev, A.I. - Strong, effi cient and competitive state: the basis for the security of Russia. pp. 4-14
Abstract: In Russia the new Strategy of National Security of the Russian Federation till 2020 and the Military Doctrine of the Russian Federation of 2010 are now in force. With their implementation the plans of defense construction in Russia were changed, and they infl uenced the direction of military reform. The author shows the reasons for the unacceptable losses of the Russian military air forces in August of 2008 in the sky of the Transcaucasia region, as well as the problems regarding placement of the ballistic missile defense of the USA in Europe. The author then makes a conclusion that nuclear weapons are of limited effi ciency for the low-intensity confl icts. The author points out the need to raise the role of the “non-contact fi ght”. Then he offers to establish the sequence of solutions in the new conditions, to hold complex studies with the participation of the institutions of the military forces of the Russian Federation, industry, the Minstry o Foreign Affairs, the Russian Academy of Sciences, the Military Academy of the General Staff of the Russian Federation and the AVN in order to fi nd out the means of activity, including non-military and non-traditional.

Abstract: This article contains detailed analysis of key subjects, which guarantee the state security of the Russian Federation. The goal of this article is to analyze their main functions and their activities in the sphere of national security. The article also includes description of the interaction of these bodies within the system of state power of Russia. Based on the results of this study, the author concludes that efficiency of practical interaction depends upon many factors, some of which are subjective. In practice this cooperation rarely reaches an efficient level. The general experience of work of state bodies in the sphere of operative investigation shows that the necessary level of their cooperation may be reached when all of the relevant factors are taken into consideration. The interaction should include all of the bodies, which are involved in security guarantees.

Abstract: This article substantiates the need for digitalization of the Russian economy and society, which would contribute to strengthening of national security due to increase of global competitiveness of the country on the international markets. The author explores the qualitative (changes within the system of industrial relations) and quantitative (development indicators of “digital” sector of the economy) parameters of transformations taking place in modern Russian society influenced by widespread of digital technologies. The conducted analysis allowed determining limitations in the application of digital technologies and potential “growth milestones”, as well as identifying the strategic priorities of digital development in modern Russia. The main conclusion consists in the proof that the current public production continues to retain market content, as it functions on the basis of market interactions, mediated by the use of digital technologies. However, the application of digital technologies significantly affects the economic growth rates and social progress in the country. Therefore, the analysis of digital parameters of the Russian economy allows ascertaining the priorities of social development, as well as appropriately coordinate state policy measures aimed at ensuring national security of the Russian Federation via implementation of digital technologies.

Abstract: Advances in communication technologies have made communication between people more accessible. In the era of information technology, information exchange has become very simple and fast. However, personal and confidential information may be available on the Internet. For example, voice phishing is actively used by intruders. The harm from phishing is a serious problem all over the world, and its frequency is growing. Communication systems are vulnerable and can be easily hacked by attackers using social engineering attacks. These attacks are aimed at tricking people or businesses into performing actions that benefit attackers, or providing them with confidential data. This article explores the usefulness of applying various approaches to training to solve the problem of fraud detection in telecommunications. A person's voice contains various parameters that convey information such as emotions, gender, attitude, health and personality. Speaker recognition technologies have wide areas of application, in particular countering telephone fraud. Emotion recognition is becoming an increasingly relevant technology as well with the development of voice assistant systems. One of the goals of the study is to determine the user model that best identifies fraud cases. Machine learning provides effective technologies for fraud detection and is successfully used to detect such actions as phishing, cyberbullying, and telecommunications fraud.

Abstract: This article is devoted to the studies of the relations between Russia and the NATO within the framework of European security. The topicality of the study is due to the fact that the object and immediate object of studies are regarded within the context of changing geopolitical situation in Europe from the moment of the break-up of the bipolar world and the fall of the USSR. Moreover, the cooperation between Russia and the NATO in the sphere of security influences the transformation of the NATO in the modern conditions of international order. Much attention is paid to cooperation between Russia and the NATO in the sphere of the NATO-Russia Council. Based on the article, the author makes a conclusion that currently the novel strategic nuances of the Western politics are modernized instruments regulating the distance of the USA, the NATO, and the EU from Russia. At the right moment these instruments tune the relations with Russia as being closer, in some cases more distance is provided. The meaning of this geopolitical game is to establish the secure distance between Russia and Europe and guarantee safety from Russian claims. It is also noted in the article that the raw material economy, dysfunctional state apparatus, and a great burden of social problems prevent Russia from efficient efforts necessary to change the attitude to it from the Western world. That is why it is hard for Russia to have equal partnerships with the Euro-Atlantic community in the sphere of security at the post-confrontation period.

Abstract: This article examines the approached towards studying the phenomenon of sustainability present in various branches of scientific knowledge, which result in an attempt to justify the possibility of using the phenomenon of sustainability as a macroscopic parameter of national security of the Russian Federation. The object of this research is the manifestations of the phenomenon of sustainability in all forms within the systems of diverse nature. The subject of this research is the regulations of Russian Federation National Security Strategy alongside the works of the scholars that explore various aspects of the phenomenon of sustainability. Having generalized the results of the analysis of approaches towards studying the phenomenon of sustainability, the author determines the universal, as well as contradictory positions regarding the parameters of sustainability within the systems of diverse nature. The universal parameters that substantiate the sustainability of the systems include the capacity of the system, speed of the afflux of the substance-energy, versatility of the inner structure and environment, measure of concordance of the managing subsystem to the managed that can be used in structuring the model of sustainability of the social state system. The most contradictory position that results from the content of the analyzed approaches lies in the link between sustainability and balance. A conclusion is made that examination of the phenomenon of sustainability  as a macroscopic parameter of national security of the Russian Federation has certain heuristic and practical potential.

Abstract: The subject of this research is the concept of national security as a continuing maintenance of the historical strategy for development of the nation, which is a self-reproducing autopoietic system. Such systems are characterized by self-reproduction of their own elements. Special attention is turned to the national culture (a set of knowledge, ideologies, and values) that is an ideological part of the integral socioeconomic system. The author substantiates the holistic nature of nation, in which ideological part must intrinsically correspond to materialistic part, ensuring its functionality in its ecological niche. The article examines the dilemma between the requirement to preserve culture as a part of national security policy, and the requirement of its continuous development for maintaining competitiveness of the nation in the context of development of the global. Research methodology is based on the concept of ideomaterial polysystems – the systems, part of which is ideological, and part materialistic. The holistic character of these systems is emphasized. The main conclusion lies in the thesis on the role of ideological part of national state (culture) in its maintenance and development; as well as about ideomaterial essence of nation, polysystematicity of the national state, need to create a subsystem for managing cultural development, possibility of pilot testing of the ideological innovations at the regional level.

Abstract: The authors examine the economic sanctions introduced nu the U.S., EU and their allies against the Russian Federation, as well as the legal mechanism of retaliatory measures taken by Russia on the nationwide scale. The changes in the international legal regulation derailed the vector of global development, which was bringing real freedom of economic activity. Establishment of the sanction regime by the aforementioned parties signifies a struggle for own influence, weakening of the positive trade and economic ties, as well as an attempt to institute a regime of protectionism within the international trade turnover exclusively for their own benefit. Based on the analysis of the normative-legal documents, an assessment is made on the legal legitimacy of the introduced discriminatory measures of the allies from the perspective of the norms of international law. This article presents the analysis of the positions of federal laws and other legislative bills of the Russian Federation, establishing gradual constraining countermeasures for foreign subjects in various spheres of activity. The authors substantiate the fact that introduction of retaliatory economic sanctions by the Russian Federation with regards to the United States, European Union, and their allies is directly related to the implementation of the principle of reciprocity, currently existing within private international law. It is noted that all these actions on protection from illegitimate sanctions are realized by Russia practically without participation of UN, WTO and other reputable international organizations in regulation of the “sanctions” issue. The extraterritorial measures introduced by the United States and the European Union justifies the movement of Russian into a new stage of evolution of legal regulation of the foreign economic activity, and in foreign trade – establishment of new markets in Asia, Africa and Latin America.

Abstract: The article concerns the military element of the Arctic strategy of Russia. The author describes the basic instruments regarding the strategy and actions of Russia in the Arctic region. The author also analyzes the statements of the Russian officials and experts regarding the military policy in the Arctic region, noting some discrepancies between statements and acts of the Russian government in this region. In particular, he notes that while Russia has always been in favor of non-militarization of the region, its military presence in the region is growing. At the same time there is general growth of military presence in the Arctic region. The author makes a conclusion that in order to stabilize the situation in the Arctic region the states need to follow military parity, and to resolve any problems in the region solely by diplomatic means. The article may be of interest to the researchers in the sphere of Arctic policy of Russia and geopolitical situation in the Arctic region, as well as to those studying the military aspect of the Northern policy.

Abstract: Attention of the research dealing with the questions of security and defense for a long time was focused on the two traditional criteria of security – political and military. Security of an individual, group or community was usually neglected within the public discourse on security. However, in the 1990s, attention was riveted on other factors, which shifted the research interests from classical criteria (political and military) to the ones that have not been previously on the agenda of scientific debates. On of such criteria is the discussed in this article public security, which was virtually absent in the scientific research until the end of the XX century. The fall of the Berlin Wall, opening of the “Iron Curtain”, and disintegration of the bipolar world aroused broader interest to personal security – problems, opportunities, and dangers of humanity’s existence. The goal of this work consists in the attempt to describe and clarify the stance of Polish researchers on public security. Abstract:   This article describes that the information security gains importance with the expansion of Internet access, since the countries and businesses spent more and more time and resources to combat cyber-attacks. The goal of this research consists in the review of foreign literature related to the problems of information and cybersecurity. The author summarizes the empirical studies on various types of cyber-attacks, contributing factors associated with safe behavior within the information space, as well as state and private strategies of increasing the effectiveness of information security. The content analysis of the existing foreign scientific literature for the period from 2005 to 2017 became the key research method.  The most developed train of research in this area was focused on the strategies of improving human behavior for the creation of safe information environment. Abstract: The subject of the research is the method of expert assessments for ranking threats to the national security of the Russian Federation. The object of research is the process of ensuring the national security of the Russian Federation. The following expert methods are considered in the article: direct placement method; method of analysis of hierarchies; method of expert ranking of factors influencing the result. In this study, the existing approaches to the activities of expert groups based on the method of ranking factors are considered in more detail. Within the framework of this method, factors are ordered according to the degree of manifestation of their properties and influence on the ultimate goal (national security) in ascending or descending order. The method is used when it is impossible to quantify the factors that determine the course of processes in socio-economic systems. The scientific novelty of the use of expert approaches is substantiated by the authors by the lack of necessary statistical information on the quantitative characteristics of the relationship between threats to the national security of the Russian Federation and the factors that form them, as well as by the possibility of filling this gap by expert means. The article presents the results of a survey of 23 experts - specialists in the field of national and economic security on the ranking of threats identified in the National Security Strategy of the Russian Federation. The authors conclude that the use of the method of expert assessments for ranking threats on a point scale makes it possible to determine the most significant and urgent threats to national security based on the experience and knowledge of highly professional experts. The method is simple, understandable and convenient for decision makers, and gives them the opportunity to quickly take measures to minimize and neutralize threats to national security in order to further strengthen it. The technology of forming an expert group and conducting an online survey of experts can be widely used in Russian practice in solving problems to ensure the national security of the country.

The object of research is the sustainable development of the Arctic region. The subject of the study is the theoretical basis of sustainable development in relation to the Arctic region. Special attention is paid to the study of supranational regulatory bodies of states in the Arctic and the legal basis for the use of these territories at the present stage, as well as the shortcomings of current approaches and proof of the need to develop principles of sustainable economic development in the region. The article analyzes modern approaches to sustainable development, characterizes the main interests of the main participants in the development of the region, and also puts forward proposals for the formation of principles of sustainable economic development in the Arctic, aimed at ensuring the economic growth of the region. Abstract: The subject of the study is the statistical data on the state of criminal courts records in Russia in their dynamics for 2017-2021. The relevance of the study is due to the allocation in the National Security Strategy of the Russian Federation from 2021 of an independent section dedicated to information security, as well as an indication in it of the threat in the form of extremist and terrorist activities carried out on the Internet. Achieving the goal of defining and specifying this threat required the fulfillment of tasks in the form of: establishing a list of extremist and terrorist information crimes; detecting trends in the number and age of convicts, as well as their distribution in different years according to these compositions. The study found that after a significant decrease in the number of convicts for extremist and terrorist information crimes in 2019, their number last year again approached the numbers of 2017. The distribution of convicts under articles of the Criminal Code of the Russian Federation has undergone serious changes over the past 5 years. It was found that among those convicted of crimes of extremist and terrorist orientation in 2021, the proportion of those who committed crimes using the Internet increased 5 times compared to 2017, reaching a value of 72.21%. The share of those convicted of such crimes over the age of 29 increased from 28.86% in 2018 to 55.89% in 2021. The share of juvenile convicts, on the contrary, decreased, not reaching 5% in 2021. The results of the study allowed us to confirm the increased threat to information security in the form of extremist and terrorist activities carried out on the Internet. The obtained data on the age of convicts can be used to adjust preventive measures of anti-extremist and anti-terrorist orientation, which today are mainly focused on schoolchildren and students.

Abstract:   The subject of this research is the deprivation of freedom as a phenomenon on the current context of global and regional communities. The relevance is substantiated by the new challenges faced by humanity as a result of pandemic of a new life-threatening disease. The article provides a brief overview of the socio-philosophical concepts of the concept of freedom, as well as reveals historical peculiarities of interrelation between a person and freedom. Based on the analysis of existing concepts, the authors formulate an understanding of the essence of freedom as quality of a person or a larger structural element of the society associated with capability of the social subject to fulfill their willed intentions in different spheres of life. Deprivation of this quality limits a person or community in their actions and relations, which implies deprivation of freedom. The scientific novelty consists in the statement that conceptualization of the phenomenon of deprivation of freedom expands its boundaries, falls beyond the scope of the theory of social exclusion for particular population categories (criminals, prisoners of war, etc.), and may impact the entire society as a result of new bacteriological and sanitary-epidemiological threats. Leaning on the institutional approach, the author concludes that the state should have excessive resources to counter mass threats. The officially recognized institutions of national security (army, police, ministry of emergency situations) should be complemented with such institutional structures as medicine, science and education, which should also have excessive resources, regardless of the direct economic profit.

Abstract: The subject of the study is the problem of legal prevention of the use of computer and telecommunication technologies by intruders in new financial remote services in Russia. An increase in the variety and volume of attacks is inevitable, given the desire of scammers to obtain personal and confidential information. In recent years, Russia has made significant progress in improving its infrastructure responsible for information security. The article is a comprehensive analysis of Russian legislation. The analytical review of various directions of development of the Russian federal legislation in recent years aimed at preventive counteraction, elimination of a number of conditions and prerequisites of cybercrime in the financial sphere is presented. Particular attention is paid to the jurisdictional aspects of Russian legislation. The government needs to make thorough preparations to counter a range of unwanted cyber events, both accidental and intentional. There are significant risks of local attacks and losses as a result of compromising computer and telecommunications services. The conclusions contain final proposals for further improvement of legislation taking into account foreign and international experience. The main conclusions of the study are the productivity of identifying the strategic prevention direction in preventive activities – preventive identification and elimination of gaps in the regulatory framework, as well as technical and organizational vulnerabilities that make possible various types of attacks and "schemes" of cybercriminals in the financial sphere.

Abstract: The relevance of this research is substantiated by the need for prompt from a transition from the consumer model of economic growth towards the investment model for maintaining the long-term economic growth potential even in the conditions of planetary manifestations of large-scale environmental challenges. The authors promote economic investment as the prerequisite and “accelerator” of economic growth, which is adequate to the set goal of sustainable development for the period 2016–2030, “responsible” by nature and “transformative” by its functional role. The article aims to conduct the analytical retrospective assessment of the state of eco-investing in the Russian Federation over the period 2000–2019, determine its restraints, as well as the effective mechanisms for its economic incentive. Research methodology employs a range of procedures and methods that allow acquiring objective conclusions on the matter, namely: form databases of statistical data necessary for the analysis; intellectual data mining with instrumental support of the software package Statistica; and multifactor regression analysis. The author builds the regression models of resource potential of eco-investing, which emphasize the need for creating such normative legal, financial and economic conditions that would encourage the economic entities to invest in reduction of their ecological footprint. Based on examination and summary of the leading world practices in the sphere of state support, and application of the relevant market tools for the development of eco-investing, the article provides recommendations on the development of comprehensive mechanism for its economic motivation in the Russian Federation. Such mechanism successfully combines the methods and tools of both positive and negative motivation, concernment and responsibility measures.

Abstract: The subject of this research is the processes of ensuring national security through the development of inclusive digital economy. The object of this research is the determining factors that indicate readiness of the countries for digitalization and its consequences; as well as the resulting factors that characterize the quantitative meaning of the development of inclusive economy under the influence of digital technologies. The goal lies in methodological substantiation of considering the development of inclusive digital economy as a factor of ensuring national security. The achievement of the set goal required the solution to the following tasks: compare the indicators of quantitative assessment of national security with the indicators used for calculating the index of inclusive development; analyze the impact of digitalization upon establishment of inclusive economy. For solution of the latter problem, the author built the econometric model based on the methods of linear and Bayesian Ridge Regression using the programming language Python. As a result, the author proves that that inclusive digital economy can be viewed as a factor of ensuring national security, because the digitalization processes influence the development of inclusive economy, and the countries with more developed inclusive economy have greater social and economic sustainability and higher level of domestic security. The acquired results can be applied for assessing the development trends of inclusive economy, as well as for elaboration and implementation of the economic policy measures aimed at intensification of economic growth and leveling the threats to national security.

Abstract: The article concerns the main causes and problems regarding prophylactics of extremism. There is a considerable discord regarding a logical definition of extremism due to its multifaceted complicated nature, and it is hard to involve all of its elements within the same definition and not to make its interpretation overbroad. The author analyzes the legislatively provided categorical apparatus, while noting that the legislative definitions of extremism are overbroad, allowing to recognize as extremist activities a large number of state bodies, political parties and social organizations. The main causes of extremist crimes are the absence of tolerance towards other nations and religions in some categories of people, spread of ideas of religious and racial superiority among the youth, as well as Nazi ideas and values, social stratification. The author uses the analysis of statistical data and proves that the further steps in the legislative development require scientifically substantiated methodology for fighting extremism, providing an integral idea of extremism. There is need to develop a systemic evaluation of the real condition of the Russian legislation on the issues of terrorism prophylactics. The novelty of the scientific work is due to the methodological explanation of novel technologies in political management of extremism prophylactics and the need to develop the state system for the management of risks in the sphere of extremism manifestations. Development and introduction of new technologies shall allow to raise the threshold of state administration at a new level of quality of organization. In order to introduce the relevant technologies there is need for a large amount of studies regarding automatizing of the system, clarification and evaluation of the elements of degrees of risk of extremism manifestation, development of methods for the monitoring and evaluation of the risks of appearance of situation, methods for defining the complexes of prophylactic measures for every degree of risk. In addition, there is need for the studies for the approbation of the sub-systems and system as a whole in pilot regions (territories) of the state.

Abstract: Formation of the system of national security administration taking into account both tactical and strategic goals should guarantee more than just protection from appearing (existing) threats, but also forecasting, prevention and prophylactics of internal and external threats for the sake of guaranteeing sustainable development of the society. Accordingly, one of the main principles of strategic planning should be interdependency of the measures of social development and economic security guarantees. That is why it seems unreasonable to depart from consecutive development and reflection in the legislative acts of the issues of strategic planning for the needs of national security. Interdependency of sustainable development and economic security guarantee requires scientific substantiation of strategic decisions, as well as studies of the strategic planning issues. The article defines the need for the formation of the state strategic planning system, defining the interdependency between the measures for social and economic development of the Russian Federation and economic security guarantees, allowing to abolish the defects, which currently lead to disparities among the forces and means for national security guarantee, allowing to concentrate the efforts at the security directions currently reaching and going beyond crisis markers.

Abstract: The article contains analysis of the anti-terrorist strategy as means of guaranteeing political domination of the USA in the context of guaranteeing security of Russia. The author describes specific features and singles out the main stages of its formation: stage of formation of the anti-terrorist strategy of the USA, active implementation stage, stage of unilateral decision-making, the modern period (or defensive-offensive period). The author discusses the main directions of counteractions against Russia and its partner states in the aggressive unipolar strategy of the USA, involving the use of potential of the European Union and specific features of ongoing processes in Ukraine. The methodology of studies is based upon the general scientific cognition methods, as well as special political science methods, sociological and chronological methods of studies, as well psychological, behaviorist, comparative, etc. The scientific novelty of studies is reflected in substantiation of the use of the anti-terrorist strategy b the USA in order to guarantee its own political domination, and in establishment of the connection between the existing activities of some US structures and the terrorist activities in some regions, substantiation the amount and volume of preventive anti-terrorism measures in the Eurasian territory in the context of fighting with the aggressive unipolar policy of the USA.

The current trend of collaboration between Russia and India in the area of foreign policy carries an objective character: both countries have similar (fairly close and even partially or completely aligning) views upon the formation of the new world structure. Russia’s and India’s outlook on the formation of the world structure and world order of the future, which reflects the worldview of both nations, is based upon the principle of polycentricism of the new world structure, and thus expands the possibilities for mutual collaboration in the global arena and in a regional format, in which Russia and India often present a consolidated position on the most diverse issues.

Abstract: This article is dedicated to the analysis of the trilateral relations in format of Russia – India – China “triangle”. Despite certain successes in the relations between the aforementioned nations, there are serious issues of economic and political nature, which hinder the full-fledged cooperation on the trilateral basis. In addition to that, it must be considered that the external actors represented by the European Union and the United States also pursue their own interests. This work makes an attempt to systematize the existing controversies and give them an objective assessment. The author uses the position of the modern school of political neorealism as the foundation of the theoretical-methodological approach. Within the framework of the analysis of relations in Russia – India – China “triangle”, were determined the main approaches of the countries towards bilateral and multilateral collaboration in the context of the “triangle” system, as well as the hidden factors affected the changes in behavior within it. The conclusion is made that the “triangle” is not equilateral, but rather Isosceles with the unstable base in form of the relations between India and China; Russia, India, and China have a number of controversies, which are also expressed in different rates of economic development.

Abstract: The subject of this research is the historically substantiated factors that define the institutional principles of structuring Russia’s national security strategy. Changing the institutional structure of relations between countries, the First World War has significantly influenced the creation of systems for ensuring their own national security. Similar trends are characteristic for the modern development of society. Global economic and political crises give rise to the new institutionalization of criteria of economic security, forming a corresponding system its insurance, thus changing the institutional foundation of economic relation between nations. Therefore, there is a need to analyze the role of the state in the regulation of strategic branches of economy as the basis for efficient system of realization of national development priorities with consideration of historical traditional of formation of geopolitical interests. Use of the method of historical analogies within the framework of general methodology of institutional analysis forms a more optimal structure of the research of “immaterial” factors affecting the economic security of the state. The institutional approach towards research of this issue allows concluding that the solution for the historically identified for Russia paradigm of search for state interest within the “material” and “immaterial” wealth is directly linked with the formation of qualitatively new system of realization of the guarantees of economic security.
