Abstract: The article describes the formalized methodology of the scenario research of processes of social and economic development of regions. The authors viewed the methods of modeling and scenario analysis of regional social and economic systems by using the functional signed graphs. The article contains the results of the modeling and scenario analysis of the role of small entrepreneurship in social and economic development of regions in Russia
