Abstract: The article includes analysis of problems of legal regulation of relations on reorganization of state foundations and unitary enterprises. Much attention is paid to changes in non-owner juridical persons as a legal phenomenon lacking systemic regulation, and the author also studies the possibilities of correlation of reorganization and change of type.
