Abstract: The subject of the study is organizational, managerial, socio-economic relations that arise in Russian regions and municipalities during the implementation of investment projects under the conditions of sanctions. The purpose of the study is to analyze and develop recommendations for regional and municipal authorities on attracting investments in the conditions of severe sanctions pressure from “Western” countries on the Russian Federation. The article uses empirical research methods to identify, analyze new trends and best practices in attracting investment to Russian regions and municipalities. The authors examine in detail such aspects of the research topic as the increasing importance of attracting investment to municipalities and regions due to a significant reduction in foreign direct investment due to the imposed sanctions. Particular attention is paid to identifying sources of investment capital in Russia and in “friendly” countries. As well as creating conditions for the implementation of investment projects in Russian regions and municipalities under unprecedented sanctions restrictions. To activate investment processes, it is necessary to ensure: the development and implementation of development strategies for municipalities and regions; identification and use of “unique” natural, industrial and human resources; development of investment infrastructure; creating conditions for the relocation of modern production complexes from large cities; the preferred choice of investors from “friendly” countries and representatives of domestic businesses returning capital from Western offshores; formation of special economic zones in the regions. The novelty of the study lies in the fact that, based on an analysis of the best domestic practices, specific recommendations have been developed for regional and municipal authorities on searching and attracting investment resources to Russian regions and municipalities under the conditions of “strict” sanctions restrictions. The use of research results makes it possible to intensify the processes in regions and municipalities: attracting modern high-tech economic facilities; increasing production and financial potential; improving the quality of life of the population, etc.

Abstract: The subject of the study is organizational and managerial relations arising from the interaction of public authorities in the field of strategic planning. The object of the study is the strategic planning system of Russia. The article uses methods of analysis and synthesis, a systematic and integrated approach. The author examines in detail the aspects of the emergence of a new concept of "public authority" in modern Russian legislation. Special attention is paid to the structure of the unified system of public power and the interaction of public authorities with each other in the process of strategic planning. The article shows that the activities of public authorities, as participants in strategic planning, are aimed at solving the problems of socio-economic development and ensuring the national security of Russia. The novelty of the research lies in the formation of a system of interaction between public authorities capable of increasing the effectiveness of the strategic planning participants in addressing issues of socio-economic development and ensuring the economic and national security of Russia. The article shows that currently the interaction of public authorities in the field of strategic planning is extremely relevant and should be aimed at their mobilization for the implementation of the fundamental documents of strategic planning - the Strategy of Economic Security of the Russian Federation and the Strategy of National Security of the Russian Federation. The main conclusions. The use of the results of the conducted research allows: - to increase the mobilization level and the effectiveness of the activities of public authorities; -optimize (reduce) the number of strategic planning documents being developed; -ensure consistency of strategic and budget planning; -increase the level of information and analytical support to support management decision-making processes; -ensure effective control and monitoring in the field of strategic planning; -increase efficiency in the adjustment of plans and programs; -to increase the responsibility of officials of public authorities in the field of strategic planning.

Abstract: The subject of this research is the situation centers of the Russian Federation. The object of this research is the use of situation centers for improving the quality and effectiveness of managerial decision-making. The article employs the methods of economic analysis, forecasting, modeling, and systemic approach. The author examines the questions of creation and functionality of situation centers in the Russian Federation. It is noted that the Russian Federation has accumulated vast experience in establishment and activity of the situation centers. The research demonstrates that the situation centers allow increasing the competence, efficiency, and reliability of managerial decision-making, as well as ensure construction of a single dynamic vertical structure of decision-making. The novelty of this work lies in outlining the issues in the activity of situational centers at the current stage, the ways for their solution, and recommendation for the development of sitututations centers. The author also describes the feasibility of using situation centers in the conditions of pandemic for countering COVID-19. The conclusion is made that the system of situation centers is one of the crucial mechanisms for improving the effectiveness of public administration in achieving sustainable socioeconomic development and strengthening national security of the Russian Federation. The use of situation centers allows increasing the competence, efficiency, and reliability of managerial decision-making in vital spheres, healthcare in the time of pandemic. The research conducted in recent years prove the need for the transformation of traditional situation centers into the situation development centers.

Abstract: The subject of this research is the best practices of ensuring economic security of municipalities of the Russian Federation. The object of this research is the process of ensuring economic security of the municipalities. The author meticulously examines the state of economic security of municipalities of the Russian Federation. Special attention is given to monotowns, whose economy is dominated by a single industry or company. It is underlined that the critical state of backbone enterprises usually leads to deterioration of economic security and emergence of crisis phenomena in socioeconomic sphere of the municipalities. The article presents practical experience of restoring the role of the Russian textile factory during bankruptcy proceedings. Rendering support to the backbone enterprises in overcoming crisis situations, the municipalities simultaneously address the issues of ensuring their economic security and socioeconomic development. The novelty of this research consists in the statement that restoration of the activity of backbone enterprises and ensuring economic security in the Russian municipalities is possible, even in the conditions of bankruptcy proceedings of the backbone enterprises. Ensuring the economic security of Russian municipalities is achieved by active support of the backbone enterprises by local communities; implementation of modern management methods in assessment of the state of economic objects, initiation of measures for overcoming crisis phenomena in the economy of municipalities; development of constructive principles as the foundation for supporting the backbone enterprises and ensuring economic security of the municipality. Positive experience acquired by the municipality “Kirzhachsky District of Vladimir Region” in ensuring its economic security by supporting and restoring the role of the backbone enterprise of the district remains relevant, and can be implemented by other Russian municipalities in their management practice.
