Abstract:
The Russian legislation fails to provide a definition for endowing municipal bodies with certain
state powers. In addition to the term “lodgement”
the terms of “transfer” and “delegation” are used. Comparative analysis of the European Charter for Municipal Government, Constitutions of foreign states, legislation of the Russian Federation, definitions
of these terms, allows us to make a conclusion that “lodgement” should be substituted for “delegation”.
