Nikonova S.B. - Policy of an aesthetic individual pp. 1443-1451

Abstract: The subject of this research is the possibility of political influence upon the situation of crisis of metaphysical foundations of the political order. In order to analyze the new foundations of the political action, we use the notion of the “aesthetic individual” as an expresser of the metaphysical paradigm, which has been formed due to the critical change taking place within the Kantian system. The author demonstrates that despite the antinomicity of the political position of the aesthetic individual, the critical analysis itself can become the foundation for political action ans overcome the relativistic crisis of the modern political thought. The concepts of Leo Strauss, Hannah Arendt,Slavoj Žižek, and Alain Badiou are used as the basis of this research. The conclusion consists in the ability to analyze the processes that take place in the modern political philosophy by the virtue of aesthetics; it is namely the aesthetics that can thoroughly describe the foundations of the world outlook crisis within the modern culture. It is also demonstrated, how the aesthetic position can serve as the foundation for the new type of political action.

Abstract: The subject of this research is the prevention, alleviation, and reduction of poverty realized within the framework of state strategies. Kurenkov I. - Socio-economic aspects of the political process in Ukraine during the period of 1991-2004

Abstract: The subject of this research is the political process in Ukraine during the period of 1991-2014 in the context of democratic transformation. A special attention is given to the analysis of the nuances of the establishment of new social and economic relations in the country, notably to the formation and strengthening of the influence of the elite groups. It was necessary to follow the prerequisites of how the financial and industrial groups started to transform into the category of political actors and achieve dominant position in the Ukrainian political life. One of the main goals of this work was to find out by what method the various socio-economic factors determined the development of the political system of Ukraine from the perspective of strengthening or weakening of the democratic institutions. The author reviews the level of dependency of the electoral preferences of the population from the influence of the socio-economic factors in the countries with developed democracy and the countries that within the process of democratic transit. The processes of economic development that affected the establishment of the modern social structure of the population of Ukraine are being examined. The author also reviews the peculiarities of the formation of the private sector of the Ukrainian economy and gives characteristic to the lobbyism by business elites, aimed at the development of certain political preferences among the voters.

Derkach M.A. - Integration of the populist parties into the political system: experience of the Western European countries

Abstract: The subject of this research is the modern experience of a number of Western European countries on integration of populist parties into the national political systems. The article thoroughly examines the experience of the states, in which populist parties have comprised a part of their ruling coalitions during the XXI century (Austria, Netherlands in 2002, Norway and Finland) or cooperated with the executive power, while formally remaining outside (Denmark, Netherlands 2010-2012), as well as those where the populist parties are subjected to obstruction from the political establishment (Sweden). The author come to the conclusion that success of the integration of populist party into the political system is only possible if the interest is shown from both parties involved into the process - populists and the establishment. The author's contribution into this topic was also conclusion that presence of the populist party in the executive power negatively reflects on its electoral popularity.

Karpovich O.G. - The role of the Internet technologies in realization of scenarios of the color revolutions of "Arab Spring" (on the example of Egypt)

Abstract:   This article is dedicated to the study of the role of information technology and services in the realization of scenario of the 2011 color revolution in Egypt, which carried the name of "Twitter Revolution." The object of study is the color revolution of 2011 in Egypt that led to the coup and the overthrow of the President Hosni Mubarak. The subject of this research is the forms and methods of the use of Internet technologies and services in the mechanisms of conflict management to mobilize citizens and political protest in the Egyptian Color Revolution of 2011.The author draws attention to the fact that the color revolution of "Arab Spring" threw Egypt a few steps back – deprived of its independence in making foreign policy decisions, deprived the region of stability, and encouraged the activity of terrorist organizations. The Internet technology played a crucial role in mobilization of the Egyptian youth and their involvement into the protest movement; it is the namely the youth who gave the Cairo protest movement its massiveness. The Internet, compared to the other sources of information, which represent the potential instruments of the color revolution, had more freedom in Egypt, than television, newspapers, etc. If the main emphasis in promoting and preparing the revolution was made through telecommunication, most likely the failure of the "Twitter" revolution would be inevitable.

Shipovalova L.V. - Practices of the search for consensus: between terror and contention

Abstract: The subject of this research is the conditions for the practices of the search for public consensus. The practices themselves are defined by the Aristotle’s concept of golden mean, which proposes moving away from extremes. As extreme types of public consensus we introduce terror or totalitarian society (where appearance of a consensus is achieved by elimination of those who disagree) on one hand, and “contention” as the state of socio-political and cultural practices (for which it is characteristic to have heterogeneity of participants) on the other. The conditions defined in the article carry an empirical, transcendental, existential and epistemological character. The methodological course substantiates these clear practices of the search for consensus. This substantiation includes description of the extremes, demonstration of the need to avoid them, as well as definition of the conditions of this avoidance. The author’s idea of defining the practices of search for consensus, not through the positive movement towards some form of a clear consensus, but as a negative movement from extremes, can contribute to avoidance of problems of relativism of the multiculturalism, as well as the dictation of universalism.

Roomi F. - The United States of America and its influence upon the relations between Iran and Russia

Abstract: This article examines the nuances of the Iran-Russia and Russia-United States relations at the modern stage of development. The relations between Iran and Russia carry a global importance in all respects. The geopolitical location and diplomacy of Iran, as well as the close cooperation in the military and nuclear sphere, gave these relations a special international character. In the las two decades, any changes in the relations between Washington and Moscow become one of the most important and influential variable in the Iran-Russia relations. In the aggressive atmosphere between Iran and the United States, Tehran was always concerned that any improvements in the Russia-United States relations will lead to the isolation of Iran and increased pressure against it. This work analyzes the tensions in the international relations and new security threats, such as the spread of nuclear weapons and terrorism. The author concludes that the major negative factor affecting the relations between Moscow and Tehran, were the United States; and they are also the main reason for the overall development of the relations between Russia and Iran, as well as the improvements in the relations between Tehran and Washington. In other words, the positive changes in the relations Iran-United States relations could contribute into the establishment of the long-term relations between Tehran and Moscow.

Siushkin A.E. - To the discussion on the prospects of development of the civil society in Russia

Abstract: This article is dedicated to the aspects of establishment of the civil society in Russia in the context of correlation with the classic Western model. The author notes that the Russian civil society pertains to the category, in which the scientific objectiveness is yet to be reached. This work presents the examples, according to which, the differences between the empirical tendencies observed in Russia and the traditional theory of civil society, force the researchers to draw radical conclusions about the absence of civil institutes in our country. This point of view is considered inappropriate by the author, thus a special attention is given to the unique aspects of the functioning of the Russian civil society, its genesis and established structure. The author emphasizes that the main peculiarities of the Russian civil society are statism and rejection by the majority of the population traditional liberal democratic values.  Therefore, the author forecasts the potential difficulties of the process of inclusion of institutions of the society in question into the actively developing transnational civil structures, the ideological platform of which become the values of neoliberal and libertarian nature.

Martyshenko N.S., Gusev E.G. - Social wellness monitoring in Primorsky Krai under the conditions of economic crisis

Abstract: This article presents the results of the monitoring of public opinion of the Primorsky Krai related to the ongoing economic crisis. The results reveal that the economic crisis affects the social wellness of the population, and majority of the population experience a drop in quality of life, translating into social tension. The article presents the findings of the research on the Krai’s reaction to the changes in the structure of the selection of goods and services in the local market. The author identifies the categories of goods and services that demonstrated the drop in demand as a result of the sanctions against Russia, and conducts the analysis of the data from the monitoring of the social wellness of the population of Primorsky Krai, as well as various assessments of the consumer reactions to the changes in the market that have been gathered from two polls conducted in October of 2014 and October of 2015. A distinguishing factor of the conducted polls consists in the use of a vast number of open questions. A special computer program was used to summarize and categorize the responses. The author concludes that the social wellness of the population is the key component of the success or failure of the reforms conducted by the government and branches of local authority.

Lytkina K.A. - Comprehensive analysis of electoral culture of the population of Moscow: the results of empirical research

Abstract: The subject of this research is the electoral culture of the population of Moscow. The author presents a detailed analysis of the results of empirical research of the electoral culture of the population of Moscow that was conducted in November of 2014 within the three districts of the city. The survey consisted of two parts: examination of the electoral culture itself, and the system of values of the residents of the districts-participants of the research. The article highlights the empirical aspect, but also the attention is given to theoretical grounds of this research. The author introduces the original interpretation of the notion of “electoral culture”, and suggests using a three-component structure of the electoral culture suitable for solutions of applied tasks. The number of the final expanded selection of the research consisted of 720 participants. Each district used the corresponding data of the Federal State Statistics Service on the parent population based on the results of the Russian census of 2010. In the course of this work, the author substantiates the new feature of the electoral culture – modality; it reflects the support of a certain group for the candidates with the certain political views or ideology. The author also thoroughly describes the five types of electoral culture, and presents data on the number of representatives of each type of the electoral culture within the structure of population of the districts of Moscow of different modality.

Sorokin M.A. - Exclusion of state and municipal properties from the specialized real estate market: inequality of rights and opportunities

Abstract: The subject of this research is the procedure of transfer of a residential building of specialized real estate resources into a separate category – social housing. The author demonstrates that despite the formal regulation of such procedure in the legislation of the Russian Federation, for the properties of state-owned real estate it is practically unenforceable. In addition to that, for specialized residential buildings of municipal real estate there are developed mechanisms that successfully perform their duty. This circumstance leads to an inequality of the citizens’ rights in realization of their residential rights set by the Constitution of the Russian Federation. The author analyzes the mechanisms and conditions of a transfer of specialized municipal reals estate into the category of public housing. Referring to the positions of the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation, the author highlights the possible violations of the constitutional rights of the citizens, which result from the inability of the transfer of government housing into public housing. The novelty of this research consists in the proposal of two versions of solution to this issue on both, the executive, as well as legislative levels.  The realization of either of the proposed version is capable of eliminating the issue of lack of mechanism for transferring specialized government housing over to public housing.

Abstract: The subject of this research is the procedure of transfer of a residential building of specialized real estate resources into a separate category – social housing. The author analyzes the mechanisms and conditions of a transfer of specialized municipal reals estate into the category of public housing. Referring to the positions of the Constitutional Court of the Russian Federation and the Supreme Court of the Russian Federation, the author highlights the possible violations of the constitutional rights of the citizens, which result from the inability of the transfer of government housing into public housing. The novelty of this research consists in the proposal of two versions of solution to this issue on both, the executive, as well as legislative levels.  The realization of either of the proposed version is capable of eliminating the issue of lack of mechanism for transferring specialized government housing over to public housing.

Abstract: The subject of this work is the peculiarities of the political debates within the Soviet literature of the 1960-1980’s. The object of the research is the “reformers” and the “conservators” of the literary segment, who established on the pages of the journals “New World” and “October” the key topics of the political debates: overcome of the “cult of personality”; relations with the West, corruption; political and economic difficulties in construction of socialism, crisis of the socialistic realism; revitalization of national character and Russian culture under the conditions of infiltration by the Western elements; and also the role of Christianity in the Soviet society. In the course of this work, the author conducted a comparative analysis of the Soviet literary sources (including the journals “New World” and October”), historical monographs, and other Soviet and foreign scientific journals. In the conclusion it is stated that these political debates contributed into the formation of the new ideological and theoretical directions, which served as the foundation of the modern Russian culture.

Abstract: Realization of the tasks on modernization of the Russian healthcare system aimed at increasing the affordability and quality of the medical help rendered to the population requires new approaches towards planning, management, and financing. There is currently a problem of the insufficient financing of the healthcare system and the irrational use of the resources of this industry; it particularly refers to the outpatient-clinical activity. The solution to these problems requires the informatization of the management in this area. There is lack of scientific researches that allow assessing the affordability, quality, and effectiveness of the first medical assistance within the outpatient-clinical industry using the information technologies. In the course of this work, it is demonstrated that the level of informatization within the Russian healthcare system is quite low. The major problems that affect the quality of management in the healthcare system consists in the insufficient financing of the development of IT-technologies for healthcare, as well as in the imperfection of the legislative base of the digital healthcare and electronic document management. The author believes that in order to increase the quality of management of the outpatient-clinical activity, it is necessary to implement the analytical and decision-making modules, and conduct the monitoring of the results of informatization to eliminate the emerging issues.

Abstract: Volume 2 of the four-volume compilation of the selected works of the notable Russian criminal law theoretician contains his works dedicated directly to the issues of criminal law. They are connected through the development of methodological aspects of the criminal law theory; firstly, towards the direction of convergence of the sectoral legal science with the general theory of law, and secondly, towards the substantiation and development of the criminal legal science. The author presents such genuinely new theoretical approaches towards the researched problem as: “Formation of the general instrumental targeted theory of criminal law”, “Criminal law as the source of power”, “Criminal law as the resource: problems of modernization”, “Trends and contradictions of the development of criminal law” . In addition to that, especially in giving the characteristic to the level of the Russian criminal legislation in the area of fight against economic crimes and corruption, the author draws attention to the need for “expansion” of the doctrinal “field” of the criminal legal science, and its inclusion into the general theory of criminal law, criminology, criminal procedural law and judicial authority, as well as the economic science, social psychology, and other disciplines.

Abstract: The subject of this research is the initiation of dialogue between the Russian Church and secular society in the course of establishment of the genre of church publicity in the works of notable church leaders of the middle and the second half of the XIX century – Clement (Mozharov), John (Sokolov), Nikanor (Brovkovich), and Ambrose (Klyucharev). Secularization of the social and cultural contributed into the emergence in the periodical literature of Russia of such trend as church publicity. This concept originated from the pastor’s “word”, and developed within the strict rules of the theological homiletics, gradually expanding its frameworks. The works of these renowned representatives of clergy compiles the material that provides the ability to sequentially trace the stages of evolution of the church publicity and preaching. This article demonstrates the review of the emergence of church publicity in Russia during the period of 1830-1840, its formation and peculiarities. At all stages of its development, church publicity within the framework of the Orthodox tradition, was seeking the answer to the problem of secularization of the Orthodox conscience of Russia. This research determines four of these stages, and their interconnection with the historical and cultural evolution in Russia.
