Abstract: The article is devoted to the role of English military ministry in Ireland at the XVI century. The author of the article describes the problems of forming and allocating military forces throughout the island, weapon and food supply and paying salaries to soldiers. The author also pays attention at the military role of the chiefs of Ireland clans and provides examples of conflicts as well as the strategies used by both parties.

Abstract: The purpose of this article is to study music as one of the forms of political ideology. The article is aimed at solving the problems related to the role of music and musical art in the society and political process. It is well know that music has always played an important ideological role in the society and that role has been defined by the supreme power. For a long time music has been used as a method of influencing human emotions and feelings. This is why the most important goal of any political elite has always been to include music into relevant ideological discourses and therefore, to form a social order or, in some authoritarian state, a state social order to create new music.

Abstract: The article is devoted to the constitutional aspects of the Russian federalism from the point of view of theory and methodology. Methodological grounds for studying federalism all over the world are the famous ideas of politicians and scientists such as Derrick Jefferson, Alexander Hamilton, John Jay, D. Madison, V. Ostrom, Alexis Tocqueville who developed the theory of federalism based on the example of the USA and Switzerland. However, we do have our own ‘stars’ of federalism science in the Russian Federation.

Subbotina, G. V. - Innovation Activity of Big Business: Prospects and Limitations pp. 37-48
Abstract: The article is devoted to the innovative activity of large businesses. The most important task facing Russia in the present conditions, is seeking strategic directions of innovative development. Established in Russia large economic complexes, many of which are natural monopolies, as well as multinational companies play an important and decisive role in many respects in the innovative development of the country, and therefore the problems at their best have a special place in determining the longterm development of the Russian economy . Under these circumstances, considerable interest the large Russian companies, which can be viewed from the perspective of the evolution of a transnational framework. It should be noted that, despite the presence of a large number of fundamental research on the functioning of large economic systems and their role in the development of the innovation of the national economy, the problem of the development of theory, methodology and mechanisms of interaction of large economic systems, government and society, strategies for such interaction in conditions of the development of the national economy at the present stage of its dynamics are far from exhausted.

Popov, E. A. - Efficiency of the Quality Assurance Process in Russian Higher Education at a Current Stage of Modernization from the Point of View of the Teaching Staff pp. 76-87
Abstract: Efficiency of quality assurance of today’s education in social and humanitarian disciplines is closely assoiated with actual achievement of teaching and education goals. This causes a considerable tendency towards regulatory solution of the problem. However, the article reveals quite a different situation: based on the study of different opinions of the teachign staff at a university the author concludes that tehre is a need in establishing a very important criteria of education quality – axiological orientation of education. Some experts even talk about poorness of the current quality assurance model in general because this model puts achievement of education goals in the first place. The author of the article also analyzes different opinions expressed by the experts concerning efficiency of education quality and makes a conclusion about the need in changing the main criteria for evaluating efficiency of education quality.

Safonova, A. S. - Political Consciousness of Youth During Elections (Based on the Example of St. Petersburg) pp. 88-99
Abstract: The article describes forms of electorate behavior of youth in modern Russia. Special attention is paid at the role of Internet as a factor which forms the willingness to participate in elections. The author of the article also studies the role of St. Petersburg youth organizations in forming political activitiy of the youth during elections in 2011-2012. Morever, the author analyzes the election campaigns of candidates for a president in 2012 within the framework of developing youth policy in the country. Based on the analysis of the level of the youth political culture, the author concludes that there is a certain need in creation and development of institutions which would teach youth about politics and the country’s policy.

Abstract: The article studies the relation between such terms as the social feeling and social capital as well as the influence of regional TV news on the social feeling of population in the region. Based on the mass survey in the Republic of Khakassia, the author makes a hypothesis about regional news facilitating inequality between people with positive and negative social feeling which even aggravates the negative consequences of this phenomena.

Abstract: Today the institution of bankruptcy is an essential attribute of market economy. From the point of view of the economic theory, the institute of bankruptcy is a part of the system of determinatin and defense of the property rights within the framework of market ecnomy. It regulates the system of industrial relations through establishing the procedure for disosing and creating the property rights for industrial facilities. Bankruptcy is some kind of an indicator of inefficient distribution of property rights. It shows inability of a particular owner to perform its economic function in the general system of economic relations. The process of elimination of such an inefficient owner and replacing it with a better and moer successful one is a part of the successive evolution of open market economy. Therefore, the institution of bankruptcy ensures marketability and economic growth of national economy and stabilizes economic relations. Morever, the institution of bankruptcy is some kind of a legal economic mechansim of a company’s reformatno and a mechanism of development of a more efficient distribution of property. Constant opportunity to get bankrupt is a powerful motivation for a more efficient work of all enterpreneurial structurs and substructures. It is the warranty for both creditors and a state institution as a market regulator.

Parkhomenko, R. N. - Nikolai Berdyaev About Cultural and Political Peculiarities of Russia and Europe pp. 66-75
Abstract: The article is devoted to Nikolai Berdyaev’s ideas and thoughts about cultural and political peculiarities of Russia and Europe. Berdyaev showed his interst on the matter already in his early work ‘Fate of Russia’ which he wrote when Bolsheviks had come to power. Tragic events in Russian history which had long-term consequences not only for our country but also for the whole world made Berdyaev start thinking about the Russian people’s psychology, national identity and psychology of war and politics. Berdyaev makes an attemp to define what the soul of Russia is. The soul of Russia is contradictory and antinomic which is reflected both in the Slavophiles ’ ideology and Russian classical literature. In his works Berdyaev compared differences and similarities between the Russian mentality and European way of thinking and underlined rationailsm of a Westerner unlike spontaneous and chaotic Russian soul. Based on Berdyaev, the Western way of thinking is ‘weakened by rationailsm’ and focused on details while Russians are more interested in the nature of the problem in general. Russians try not only to describe and to set a problem but also to solve it no matter how difficult and abstract it is. This particular article is based on the study of a great number of Nikolai Berdyaev’s works as well as Russian and Western philosophers found both in Russia (at Lomonosov Moscow State University) and Germany (at Humboldt University of Berlin, University of Karlsruhe and University of Tubingen). The results of the study can be used in lectures on history of philosophy and political studies as well as in researches of Russian philosophy and history in Russia and Europe.
