Abstract: The article includes analysis of the conceptual program documents, regarding the policy of the Russian Federation in the sphere of international scientifi c technical and innovation cooperation. The author reviews their normative legal status and regulative force, then he comes to a conclusion on the need to further improve the state policy in this sphere, based on development, clarifi cation and in-detail provisions on conceptual strategic documents and mechanisms of their implementation.

Abstract: In this article based on the concept of social construction the author views bases and mechanism of inclusion of constitutionalism into the structure of political regime. In his opinion spread of political and ideological knowledge, which are formed by the regime based on correlation of goals and aims of regime and political - ideological situation, forms the basis for understanding the ideology of regime.

Abstract: Democratic theory and practice are under infl uence of complicated and contradictory processes, there’s lack of clarity of understanding of key values of democracy: freedom, equality, brotherhood. Social democracy is aimed to take into account the interests of wider spectrum of social groups and civil groups. The ideas of social democracy become part of state social policy, they are taken by other political movements, including both liberal and conservative ones.

Abstract: The author discusses the issue of application of amnesty to the category of persons, as defi ned in Art. 97 of the Criminal Code of the Russian Federation, to whom compulsory medicinal measure may be applied. The author analyzes criminal law and criminal procedural law on the issue, and then establishes the position that it is not reasonable to apply amnesty to such persons.
