Abstract: The article uncovers Slavophiles’ views on the meaning of power in specifically Russian way of perceiving the world. Orthodox nature of Russian people suggests that we all seek spiritual life but not political struggle or participation in the governing of the country. Thus, Slavophiles’ viewed state power mostly as a spiritual and moral sacrifice.

Abstract: The end of the 20th century created favorable conditions for speeding up the process of the economic integration. The questions of economic sovereignty of a government moved to the forefront. The doctrine of the international law contains the basic principles of realization of the state sovereignty. Thus, sovereignty is both a principle, status, particular feature of a government and type of relationships with the other subjects of the international law. According to the author of the article, the supranationality conception of international organizations contradicts to the main idea of the international law because there can’t be any ‘supreme power’ controlling the initial subjects of the law, — countries’ governments. Not a single international organization has ever issued a consistent act (convention or a deed of foundation) which would even hint at its supranationality nature.

Sergeeva, S.L. - National Sovereign State — Modern Conception pp. 0-0
Abstract: The article considers the conceptions of a new state management and new Weberian state as well as particularities of their realization in the European countries. The author analyzed how well the conceptions have been realized so far in Russia, in particular, in the sphere of professional retraining, advanced training of federal civil officers according to the federal law N 94 from July 21, 2005 ‘Concerning the Placing of Orders for Supplies of Goods, the Performance of Work and the Rendering of Services for State and Municipal Requirements’. The article also contains related opinions of the President of the Russian Federation D. A. Medvedev, politicians of a few foreign states and famous researchers declared at the international conference ‘Modern State and Global Security’ held on Septemer 14, 2009 in Yaroslavl. It was underlined that there was a need to free the important spheres of effective functioning of a state society from the force of the 94 federal law and to maintain a substantial supervisory process. It was pointed out that the ‘strong government was coming back’, its role was growing up in the world and such terms as ‘national state’ and sovereignty had to be treated with much respect.

The author defined the main objects of regional parliamentarian supervision, described the problems existing in this sphere and made his own suggestions on how to realize every task of those powers.

Abstract: The article is devoted to the legal responsibility of municipalities and their supervision in the countries with the Anglo-Saxon model of municipal government. The author studied not only the ‘local’ responsibility of self-government but also paid attention at related phenomena such as: the problem of discretionary powers and the so-called immunity conception. When necessary, the author gave examples of actual cases to illustrate the analysis of foreign legislation.

Abstract: According to the general rules of Russian copyright law, it is permitted to use literary works by other persons only if the author grants his permission and receives his compensation. However, in order to provide access to knowledge and information about current events, there is the law allowing so called ‘free use’ of literary works. Such examples are well known all over the world and permitted by the international conventions on copyright law.
