Abstract: The article is devoted to the analysis of the systems of management for the evolution of the state, as well as their role in formation of national elite, as well as elite of the global capital center. The fall of the liberal ideology in Russia shows the need to change the liberal selfconscience of the Russian elite. Economic and political security of Russia are related to the modernization of its management, formation of the system of state planning. Engineers and scientists should become a new moving force of Russia. The possibility of transfer to the sixth technological stage in Russia requires a network of intellectual enterprises, their competitiveness should be based on the results of fundamental scientific studies.

Abstract: The article is devoted to a set of methodological and applied problems regarding efficiency of information support of the state policy of the Russian Federation in Arctic region. Abstract: The gas crisis of 2009 caused discussions in some EU member states regarding the raw material dependency of the EU and the need to diversify the supply of energy feedstock from the point of view of directions of its transformation in order to increase energy security of European customers. Abstract: The article includes analysis of role of system of cadastre of immovable property for protection of positive environmental conditions, based on the presumption of ecological danger.
