It is also quite important to consider the inclusion of the region into the system of trans-regional ethnic and political relations. The dynamics of these relations influence both regional and Russian political situation. And therefore it needs more attention.

Abstract: The author analyzes the international experience in the sphere of formation and functioning of capital centers. Related risks and barriers have to do with the problems of financial and economical stability of Russia, lack of stability of its financial market, and state-managed economy. The author shows, that if the exporters’ capital “leaks” abroad, and Russia enters WTO, the state and regional budgets shall diminish. The author analyzes the need for formation of Russian center of capital at the conditions of world crisis has to do with formation of intellectual enterprises for scientific activities with much perspective.
