Ursul A.D. - Synergistic approach to the study of security pp. 1-47
Abstract: The growing interest to the phenomenon of security makes the researchers face the fundamental problem of searching for the bases of the security, uncovering its nature for the humanity and other material systems.  It leads to deeper understanding  of nature of the problem and the general concept of security may be formed in the nearest future.  The article concerns general scientific methodology of security problem from the standpoint of synergy approach. The author discusses the possibilities for using synergy as a general scientific approach to security research, being primarily informative for social systems , if the information is to be treated as a universal property of matter. The security associated with the preservation of a cybernetic system in conditions of negative internal and external factors and influences. It is shown that the most efficient way to guarantee security is via self-organization, greater complexity and the increase the information content of the social system, and not through its protection and insulation.

Abstract: The article is devoted to the problem of the spread of fraud and theft in the international economic community. Corporate fraud is a term, which includes a whole range of serious offences, such as misappropriation, bribery, falsification, extortion, etc.  In order to fight fraud there is a new profession: of an auditor working against fraud and theft, including a wide range of competences. An internal investigation of fraud has the only goal - to uncover objective facts. When starting fraud investigation, the auditor first forms a theory of possible guilt or lack of guilt in a person, and then he attempts to gather evidence in order to gain factual proof of what really had happened.  Fraud investigation requires collective efforts of specialists in various spheres. Recommendations on fighting fraud, which were developed based upon the practical activities of auditors in many states, are being analyzed, generalized and provided as recommendation manual. Some of its key elements shall be evaluated in this article.

Abstract: The subject of this research is the risks generated by multiplicative processes that accompany private and public investment projects in the sphere of ensuring economic security of the country. The author examines the inflationary component of multiplicative processes, which can cause rise in the cost of the investment projects implemented in the sphere of economic security, up to their cancellation. Particular attention is given to multiplicative transfer of income gains from purposefully developed industries to adjacent or loosely related industries. Such a transfer boost the competition for resources between the industries and complicates the implementation of projects in the sphere of ensuring economic security. The following conclusions were made:   - The structure of the process of interaction between the investment multiplier and investment accelerator is self-similar, which simplifies its modeling;   - Multiplicative processes may generate risks in sphere of ensuring economic security of the country;   - In order to substantiate the need for implementing large investment projects, the consideration of generated multiplicative processes is required;   - Modeling and taking into account the multiplicative processes allows transforming them from a risk generator into an instrument that amplifies the steps of the government and private investors on ensuring economic security of the country.   The novelty of this research consists in the approach towards analyzing multiplicative process as a risk generator, which complicates the implementation of investment projects by shifting the impact upon the trajectory of their development.

Abstract: The Republic of Karelia has a number of positive features compared with other northern regions of the Russian Federation, since it has a rather lengthy border with Finland, and accordingly it has connections with the markets of the European Union.  Usually such a factor may facilitate diffusion of innovative and investment activities into the Republic from the developed states.  Additionally, the Republic has a developed scientific and educational basis. However, the level of innovative and investment activities in Karelia is among the lowest in the North-Western Federal District, and in Russia in general.  The article includes analysis of innovative and investment activities in the region and the limitations precluding innovative development.  The authors reflect the tendencies of social and economic development in the region, taking into account various factors, such as progressive structural  moves in the economy, changes in the values and attitudes, investor motivation, etc.  Having evaluated innovative potential of development of the regional economy, the authors come to a conclusion that its greater involvement into the market turnover shall facilitate the improvement of the economic positions of the region, making it more competitive, and it shall also provide for stability in the labor market and demographic processes.  However, if a inertia scenario is followed without the direction towards innovative economic development, the destructive tendencies in production mobility, human capital mobility shall be strengthened, which is evidenced by the negative migrant flow.

Abstract: Due to the development of the processes of public management informatization, public servants become involved in the system of information legal relationship, thus it is practically impossible to imagine their activities of control, supervision, licencing, and jurisdiction without acquisition and use of the respective information. Taking it into account, the working out of a new model of administrative and legal regulation of information relations in the system of public service seems to be of a big importance. This system could take into consideration the fundamentally new problems of global informatization of a modern society.

Abstract: The subject of the research is the general concepts of BRICS member-states on security and security means. The author of the article examines the grounds for cooperation between BRICS member-states in the field of security, describes common interests and goals of BRICS countries, current experience in cooperation between BRICS states in the field of security and recommendations on how to increase their efficiency, cooperation of BRICS with other internatinal organizations in the field of security to raise their potential, bilateral cooperation between BRICS member-states in the process of accomplishment of security objectives. The methodology of the research is based on the findings of the English School of International Relations. These findings allow to define not only positions and interests of particular states but also their status within interstate unions at several levels. The key concept in these findings is the concept of the regional security complex which is a union of states that have a similar idea of security and thus are able to cooperate in order to accomplish their security objectives. The conclusions of the research are the following: being a new actor of international relations, BRICS have proved its readiness to set not only local (regional) goals but also those of the global nature; initially, BRICS was created as an international structure based on the compromise and equal partnership which necessarily implies conclusion of a treaty that would satisfy all parties; solving security issues at different levels and in different regions, BRICS paves the way for a multipolar world. The author's contribution to the topic is that the author studies BRICS from the point of view of the English School of International Relations approach. The novelty of the research is caused by the author's choice of a research approach to analyzing BRICS, in particular, from the point of view of the principles of states and regional security complexes positioning.

Abstract: The European integration processes in the sphere of security and defense were always especially complicated, especially regarding uniting the resources and technology transfer. The general security and defense policy of the European Union lacks trust, and it cannot develop efficiently without further integration in the sphere of general standards for the military products, technology transfer and liberalization of the military industrial complex. The article is devoted to the European Defense Agency, which aims to become the main structural element for the formation of the common market for the military products in the EU. The article includes analysis of the prerequisites for the formation of the European Defense Agency, its main achievements and problems, forming obstacles in the way of its goals. The methodological and theoretical basis for this study was formed by the complex analysis and systemic approach towards the studies of primary sources and scientific works of the specialists in the sphere of European security.  The scientific novelty of the study is due to the complex analysis of the EDA and its activities as an institution of the European Union, which was formed for coordination of the military industrial policy of the EU  Member States. As a result of the study the following conclusions were made: 1) In 10 years of its existence the European Defense Agency has managed to achieve a small portion of its goals. Having implemented a number of pan-European projects, it did not manage to guarantee the transition to the united standards for the military products and formation of the new market. 2) Achieving the goals of the Common Defense and Securty Policy is possible only via the integration in the sphere of security and defense. Liberalization of the national military industrial complex markets is a necessary condition for achieving these goals. 3) Active cooperation between the NATO and the EU shall have a significant impact upon the Common Defense and Security Policy in general and on the activities of the European Defense Agency in particular.

Abstract: The main barrier hindering efficient interaction of innovation activity actors is the high level of transaction costs of innovation activity. The growth of interaction between innovation system actors is the mechanism of the development of innovation activity at different stages of the innovation process, from the moment when the idea appears till the moment when innovation is commercialized. The subject of the research is the organisation of secure interaction between innovation activity actors in economic regional systems. The article also covers the issues of creating the mechanism of safe and reliable interaction of regional innovation system actors on the basis of smart contracts created in teh blockchain system. The research methods include scientific inquiry, axiomatization, analysis, blockchain, object-oriented approach, algorithmization, planning and construction of hypotheses. The technology developed by the authors allows to reduce the probability of deception from the side of dishonest participants as well as to eliminate the need in the third party by transferring functions of the third party to the smart contract. This is important for ensuring trustworthy and clear relationship between innovation project participants and concerned actors of socio-economic activity in the region. Smart contracts are created using the blockchain platform Ethereum. Based on that platform, the authors develop transaction components to be used during conclusion of treaties, creation and implementation of innovations, cession of intellectual property rights, use of rights and licences for innovation activity, etc. The main component of the system is the distributed registry of transactions with digital copies of innovation objects.

Abstract: The article provides an approach towards the problem of security in a society, allowing for two types of organization and understanding of security. Security is understood as  a sustainable social order in the conditions of growing number of various deviations. On one hand, the traditional society forms a view of security, which is based upon sustainable system of values, traditional institutions and state power.  On the other hand, the security should be guaranteed within the framework of open modern society, where a growing number of social deviations and innovations forms a complicated highly organized security system, including rule of law state, private property, market, and civil society.  The author discusses the problem of sustainable social order in the conditions of approved and non-approved deviation, where an approved deviation is regarded as an innovation. Then the author points out the further growth of deviations/innovations (variable communications in accordance with   N.Luhmann in the modern state as a key problem in the sphere of public security guarantees.

Abstract: The subject of the study is organizational and managerial relations arising from the interaction of public authorities in the field of strategic planning. The object of the study is the strategic planning system of Russia. The article uses methods of analysis and synthesis, a systematic and integrated approach. The author examines in detail the aspects of the emergence of a new concept of "public authority" in modern Russian legislation. Special attention is paid to the structure of the unified system of public power and the interaction of public authorities with each other in the process of strategic planning. The article shows that the activities of public authorities, as participants in strategic planning, are aimed at solving the problems of socio-economic development and ensuring the national security of Russia. The novelty of the research lies in the formation of a system of interaction between public authorities capable of increasing the effectiveness of the strategic planning participants in addressing issues of socio-economic development and ensuring the economic and national security of Russia. The article shows that currently the interaction of public authorities in the field of strategic planning is extremely relevant and should be aimed at their mobilization for the implementation of the fundamental documents of strategic planning - the Strategy of Economic Security of the Russian Federation and the Strategy of National Security of the Russian Federation. The main conclusions. The use of the results of the conducted research allows: - to increase the mobilization level and the effectiveness of the activities of public authorities; -optimize (reduce) the number of strategic planning documents being developed; -ensure consistency of strategic and budget planning; -increase the level of information and analytical support to support management decision-making processes; -ensure effective control and monitoring in the field of strategic planning; -increase efficiency in the adjustment of plans and programs; -to increase the responsibility of officials of public authorities in the field of strategic planning.
