Abstract: The Eastern Partnership (EAP) program of the European Union is one of the key instruments of the EU's foreign policy for building relations with six post-Soviet states of Eastern Europe and the South Caucasus, namely Azerbaijan, Armenia, Belarus, Georgia, Moldova and Ukraine. This initiative contributes to the intensification of political, trade and economic ties between the Union and the above-mentioned countries. In this regard, for a more in-depth analysis of the dynamics of relations between the EU and the member states of the Eastern Partnership, both at the bilateral and multilateral levels, it seems necessary to conduct a study. Subject of research: trade and economic cooperation between the EU and post-Soviet states in the context of the Eastern Partnership program: the case of Azerbaijan and Georgia. The object of the study: the foreign economic policy of the European Union in the eastern direction in the XXI century. The purpose of the study is to identify the consequences of the foreign economic policy of the European Union within the framework of the Eastern Partnership on the economies of Azerbaijan and Georgia, taking into account their interaction with the Russian Federation.The relevance of this work is due to the close trade and economic cooperation and interaction of the post-Soviet states of the South Caucasus of Azerbaijan and Georgia with the European Union and the Russian Federation at the present stage. The scientific novelty of the work is explained by the fact that Russian historiography has not yet sufficiently studied the latest trends related to the EU Eastern Partnership program against the background of the current geopolitical situation in the world. If the ultimate goal of the Eastern Partnership program is transformed into EU membership, this region will turn into a zone of rivalry between the EU and the Russian Federation, which will create not only economic, but also political risks for the participating countries.

Delakhova A.M. - Methodical Approach to Assessing the Transport Accessibility in the Northern Regions pp. 11-27

Abstract: The subject of the research is the theory and practice of assessing the level of transport accessibility of the territories of the northern regions. The existing generally accepted methods for assessing transport accessibility are considered, which do not fully take into account the features of the transport system available in the regions of the North - the widespread use of temporary roads (winter roads). The article proposes a methodological toolkit for assessing the level of transport accessibility for the northern regions, consisting of the calculation of three main indicators that affect the rise in the cost of transport costs for the delivery of goods to hard-to-reach areas. The proposed methodological tools take into account the complexity and multilink of deliveries, the seasonality of the functioning of transport systems and the possibility of changing transport schemes. The novelty of the study lies in the development of the author's methodology for assessing the transport accessibility of the territories of the northern regions, taking into account the system of indicators that reflect the features of the formation and functioning of transport systems. The developed methodology makes it possible to obtain a coefficient that is proposed to be used as the main indicator when planning financial measures to support local economic systems.The author proposes to apply this methodology in the distribution of regulatory measures, including: budget loans and regional subsidies aimed at covering transportation costs within the framework of the "northern delivery" of goods. When developing this methodology, the main condition was met, under which the price of delivery is not taken into account, which makes it possible to use the result of the assessment in planning the volume of financial support and not depend on fluctuations in prices for transport services.

Abstract: During the period of restrictions and prohibitions imposed as a result of the coronavirus pandemic, the possibility of promoting goods and services on the Internet has become particularly relevant. The use of Internet marketing tools not only allows organizations to successfully interact with the target audience in an online environment, but it is often cheaper than promotion through traditional media channels. The object of the study is Internet marketing, the subject of the study is Internet marketing tools and their effectiveness for the promotion of educational services in higher educational institutions. The purpose of this study is to identify effective ways of Internet promotion of educational services of higher educational institutions. The methodological basis of the research is the results of: monitoring and analysis of domestic and foreign publications on the identified issues; analysis of the report of the analytical organization "Levada Center"; analysis of the effectiveness of Internet promotion of the Department of Marketing and Trade of Vladivostok State University of Economics and Service, including analysis of statistical data of the Facebook advertising cabinet; as well as a survey of consumers of educational services.    The article analyzes the effectiveness of an advertising campaign to promote educational services using various Internet marketing tools, identifies the most effective of the tools used. The authors' special contribution to the research of the topic is: differentiation of Internet marketing tools depending on the purpose of promoting educational services, as well as evaluation of the effectiveness of an advertising campaign to promote educational services during the admission campaign. The results of the study can be used by the heads of universities and its structural divisions in order to improve the promotion of educational services, as well as by researchers for further research in this area.

Abstract: The subject of the study is the content of the energy efficiency management process of the enterprise. In accordance with the proposed approach, energy efficiency management is a complex of consistently implemented functions of analysis, planning, organization, motivation, control and evaluation of the actual effectiveness of measures to reduce the level of energy intensity of production and other activities, formed taking into account the requirements and capabilities determined by formal institutions, and focused on ensuring stable growth of financial and economic and social efficiency of the enterprise. The object of the study is the classification of types of energy efficiency management of the company. The research methods are a critical analysis of the specialized literature on energy efficiency, the synthesis of various scientific and methodological approaches, the study of time series. The scientific novelty consists in the fact that the author supplemented the classification of types of energy efficiency management of the enterprise according to such criteria as the time factor, the degree of centralization of management, sources of financing, the involvement of external practices and third-party consultants, the degree of validity of management activities. The classification supplemented by us allows us to determine the type of energy saving management depending on the goals and objectives of the long-term financial, economic and social development of the enterprise itself, the available resource base, the available human resources of the engineering and energy profile, the state and likely trends of changes in the fuel and energy market, primarily individual tariffs for energy resources and other factors. All other things being equal, the most potentially financial and socially effective is the management of the energy efficiency of the enterprise, which is justified on the basis of a set of modern econometric models, is centralized, carried out at the expense of its own sources of financing, is appropriately balanced in strategic, tactical and operational management sections.

Abstract: The subject of the study is approaches to conducting a comparative assessment of the activities of senior officials and executive authorities of the subjects of the Russian Federation. The object of the study is the regions (subjects of the Russian Federation). The author analyzes the main approaches to conducting such a comparative assessment, including those used in the Government Methodology for evaluating the activities of senior officials and executive authorities of the subjects of the Russian Federation. Based on the identified shortcomings of existing approaches, the author suggests a new approach to conducting a comparative assessment of the activities of senior officials and executive authorities of the subjects of the Russian Federation, based on the use of a minimum set of objective indicators characterizing the level and quality of life of the population of the subjects of the Russian Federation. The author's approach is based on the comparison of the level and quality of life of the population of the subjects of the Russian Federation as the main results of the activities of senior officials and executive authorities of the subjects of the Russian Federation. To assess the standard of living of the population of the region, it is proposed to use the indicator "the size of the real per capita income of the population", and to assess the quality of life of the population - the indicator "life expectancy at birth". For a visual comparison of regions in statics and dynamics, it is proposed to track the place and trajectory of the image of the region in the space of two coordinates corresponding to the level and quality of life of the population of the region. To differentiate regions in accordance with the results achieved, it is proposed to use a quantitative measure of the distance between the indifference curves in the specified coordinate space. Thus, the proposed approach has a number of advantages, and can be used both by the executive authorities of the subjects of the Russian Federation and by researchers to conduct a comparative assessment and choose ways to improve the level and quality of life of the population of the regions.
