Abstract: This work is dedicated to the search for new mechanisms for the formation and development of leadership qualities of an individual in the area of management. The authors conduct a theoretical analysis of the key leadership qualities from the perspective of various schools, as well as describe approaches towards their formation (leadership is just a manifestation of the inherited talent; leader can be brought up through the corresponding training or creation of certain situations). Sociocultural peculiarities of the phenomenon of leadership in Russia are being discussed. The work introduces the commercial and authorial instruments on the basis of modern information and communication technologies that allow forming and development the leadership qualities. The authors consider the merits and flaws in using the Russian commercial software iSpring Suite, the proprietary information system for creating the virtual social educational environment with the preset characteristics and authorial specialized social network. The created virtual social environments are easily scalable and invariant with regards to the content, which discovers the new opportunities in terms of fast adjustment of the proposed content to the sociocultural features of a particular person, as well as the creation of individual educational trajectories.

Abstract: The subject of this research is the process of establishment of the new system of public management in Russia under the current circumstances. Relevance of the problem of inconformity of the systems of public administration to the emerging requests of civil population alongside the challenges and threats to functionality of the systems of public administration as a whole, caused by the corresponding shifts in the social, economic, environmental, cultural, and other spheres of social life, is substantiated by the urgent need for modernizing the system of public administration in order to preserve the integrity of society, stabilize the process of its further development, as well as enhance the efficiency of the work of public management systems. The goal of this study consists in formulation of the parameters of a new model of public management in Russia, considering the priorities of its strategic development, claimed by the country’s leadership, modern level of development of the system of public management in Russia, current orientation of scientific thought, and practical realization of management trainings towards the necessity of increasing effectiveness and productivity of the Russian system of public administration. For achieving of the set goal, during the course of this research the authors completed the following tasks: studied the existing models of functionality of the systems of public management in foreign countries; structured their systemic characteristic; formulated the parameters of a new model of public management system; made recommendations aimed at implementation of the new principles into the system of public management at the current stage of its development. The scientific novelty lies in creation of a new model of public management, which in realization of the suggested recommendation on its implementation into the system of public management is able to ensure greater transparency in the work of the branches of government, include interests of citizens into the process of public decision-making, increase the efficiency and results of the system of public management as a whole, as well as advance the use of information technologies for the purpose of cutting costs of maintenance of the administrative apparatus of the system of public administration.

Nemova V. - Mechanisms to enhance integrated forest management concept of forest resources use in Russia pp. 33-59

Abstract: The subject of the article is the identification of the mechanisms for improving integrated forest management in Russia at the regional level. A theoretical analysis of the development of the concept of multi-use (integrated forest management) of forest resources in the work of domestic scientists was conducted; features of forest ecosystem services are the latency and diffusion of forest ecosystem benefits, which complicates their economic identification and monetization of benefits. The socio-economic benefits of using forests in the world are discussed and it is shown that, taking into account all ecosystem services of the forest, the value of a tree "in the forest" can be 2-4 times higher than the price of wood obtained from it. This confirms the experience of the development of integrated forest management in Finland, Sweden, Germany, Italy, Spain, where collection and harvesting of food forest resources, medicinal plants, agriculture and economy, and hunting, development of bioenergy, recreational activity in many cases can be more profitable, than logging. Mechanisms for stimulating the development of integrated forest management have been identified, which can be of practical importance for both the state and private business in order to achieve a balance of environmental, economic and social interests. In Russia, the areas of forest lands that provide "non-timber" ecosystem services are beginning to increase and there are successful examples of implementing the concept of multi-purpose forest management in a number of Russian regions (Kirov Region, Primorsky Krai). Excessive timber harvesting threatens the depletion of wild forest resources, so it is important for regional authorities to find an alternative to mono-resource forest management. The article concludes the classification of the Russian regions in terms of the prospects for the application of integrated forest management, and the importance of supporting the development of climate forest projects in Russia in the light of the implementation of the Paris Climate Agreement. Following scientific methods were applied in the article: the theoretical method, the method of systematization and comparative analysis, in order to identify mechanisms, as well as threats and opportunities for forest ecosystems in the implementation of the concept of multiple use of forest resources. The novelty of the study is to identify and systematize the foreign experience of integrated forest management, as well as to consider various mechanisms (regulatory, administrative and information) that would have the greatest positive impact on the improvement of integrated forest management in Russia. It can be seen from the article that thanks to multi-purpose forest management in Russia, one can focus not only on the economic returns from forests, but also not to break the fragile balance of the ecological functions of forests and fulfill important social functions through the creation of new jobs.

Abstract: This article is dedicated to the analysis of development prospect of natural gas industry of the Republic of Azerbaijan that traditionally takes on the role of the exporter of oil and petroleum products, as well as seeks to strengthen its role as a natural gas exporter. The authors examine the country’s mineral resource potential along with the dynamics of such indexes as the extraction, consumption, demand for natural gas and its export in Azerbaijan and the world. The article explores the key natural gas fields (Azeri–Chirag–Gunashli, and Shah Deniz), gas transportation infrastructure of Azerbaijan, and the project on its development. In conclusion, the authors determine the two directions in development of natural gas industry in Azerbaijan: orientation towards domestic consumption and integration in the world market. The European and Asian regions are considered as the most promising directions for the increase in gas supply. The authors highlight that the role of Azerbaijan as a supplier of natural gas will grow due to exploitation of the deposits, as well as expansion of the export infrastructure.

Abstract: This article is dedicated to the examination of peculiarities of cooperation between modern states and transnational corporations in the area of global politics, forms and methods of finding consensus in the joint resolution of political issues, principles of achieving the mutually acceptable agreements, as well as management of the arising political conflicts.  The object of this study is the sphere of world politics and political processes taking place within. The subject of this study is the forms and methods of constructive cooperation between the national states and transnational corporations with regards to political issues. The author draws attention to the fact that the cooperation and mutual coexistence of the traditional Westphalian actors of international relations – the national states, and the "actors beyond sovereignty" – the transnational corporations, does not always carry unambiguous character within the modern world politics. Fairly often, the transnational corporations attempt to dictate their terms to national governments of the countries they operate in, including in the area of politics. With rare exception, it usually leads to a major conflict. In other countries, we can observe the process of fusion between the transnational corporations and national bureaucracy, which either leads to a symbiosis between the transnational corporations and state institutions, or to corruption of power.

Abstract: This article poses the problem of critical import dependency from rare minerals procurement, which are essential for further innovation development. During the academic discourse, it was determines that the ash and slag waste are the nontraditional perspective source of rare minerals, which necessitates the stimulating measures with regards to its development. The object of this research is the non-traditional deposits of rare minerals. The subject of this research is the organizational mechanism that would encourage the government and private sector towards increasing the efficiency of the use of ash and slag waste, but at the same time, reduce the external negative impacts upon the environment. Methodology of this work consists in synthesis of the two separate elements into one whole, namely examining the implementation of economic and legal instruments that form the organizational mechanism. The article demonstrates the efficient organization of work and encouragement of the work of small and medium-size mining companies, for which the ash and slag waste is economically advantageous, is currently associated with certain issues, particularly the imperfection of the government stimulus policy with regards to development of ash and slag waste that manifest as a resource of rare minerals. The scientific novelty lies in combination of the proposed instruments of state support that form the organizational mechanism for extracting the rare minerals from ash and slag waste. Conclusion is made that the mechanism of mutually beneficial form of cooperation between the privately held companies and the state, is realized on the basis of improving the tax and payments system, through introducing the excess profit taxes, as well as formulation and adoption of the law on state support of the enterprises developing the non-traditional rate minerals and rare-earth elements (ash and slag waste).

Abstract: The object of this research is the public administration, while the subject is the methods and approaches towards the assessment of its efficiency. The author meticulously examines the modern trends in development of the concept of public administration, as well as analyzes the problematic of formation of the new methods for assessing its efficiency. Special attention is given to the international experience and models of complex assessment of the government operating efficiency. Subsequently, it allows achieving the set by the author goal that consist in determination of promising direction in development of methodology of the assessment of public administration efficiency. Methodological foundation of this research contains the critical analysis of integral approach towards the assessment of public administration efficiency reflected in combination of the international indexes (GRICS, CPI, IEF, GCI, FSI, and others), as well as international quality management systems (CAF and IWA 4). The conducted analysis demonstrates that the perspective directions in development of public administration alongside the instruments for assessing its efficiency must form around the philosophy of management based on the results. The tools for its assessment, in turn, will develop in accordance with the integration of interests and efforts of the government, businesses, science and society, taking into account the specificity, as well as the assessment of capabilities and development prospects of the country.

Abstract:   The object of this research is the relationship between employee and executive (employer) regarding the work in modern Russian companies. The subject is the toxic human resource management practices as one of the phenomenon of social pollution. In the conditions of growing employment precariousness, the employees more often face the adverse impact of the executives (employers) upon their physical and socio-psychological wellbeing. The complexity of acquiring the empirical data on various aspects of destructive behavior of the managers and behavioral responses of the personnel in the process of their interaction, requires referring to the information and telecommunication system Runet. The authors were able to identify the most common toxic practices of personnel management applied by the management of Russian business, which contributes into the development of human resource management theory. The practical significance of the results this work lies in the field of management decision-making aimed at reducing the level toxicity in labor relations within an organization.
