Abstract: The paper is focused on the methodological and applied issues of development regional security management processes. In this work, the basic principles of organization of social stability monitoring are being examined. The results of the analysis of mass media and social networks monitoring effectiveness are presented. The set of basic technological tasks of monitoring automation is considered. The results of the analysis of the problems of the conception and use of key performance indicators for regional security management processes are presented. The basic requirements for such indicators are formulated. The results of the analysis of the main paths for improving the efficiency of the social stability monitoring systems using the modified I.-M. Marty chart are presented. The solution for regional security management problems is formulated using the scenario analysis methodology, it’s the initial data base including monitoring data on social stability in the region. The results of the analysis conducted have shown that information technologies of monitoring must be built on the set of target indicators of social stability in order provide the necessary level of efficiency and completeness of information for effective decision-making. The use of the modified I.-M. Marty chart and the sets of indicators developed on this basis can significantly improve the efficiency of monitoring by streamlining data flows and reducing non-productive costs of data collecting and processing.

Abstract: The subject of this article is the method of management, control and diagnostics of competence, based on the financial result of an innovation project. The object of research is the innovation personnel of an organization. The goal of this article is to develop a method of innovation personnel management on the basis of control and diagnostic of the level fompetence of innovation on the global market, taking into account the complexity of the innovation projects and the risks that they carry. Under "innovation party competence", the article understands the presence of a competence as a system of knowledge and practical experience that are required for an innovation team for a competitive innovation product, or service. The authors studied the defining traits of personnel management in the innovation industry, gave the definition of competency control and diagnostics for the innovation industry, structurized the external and internal risks of an innovation project, and formulated the requirements for the innovation party's level of competence. The authors narrow down the definition of personnel management in the innovation industry, define and provide criteria for innovation party 's competence, based on the analysis of the specifics of their work, provide a method of control and diagnostics for competence levels in the innovation industry, and formulate the method for competence evaluation, based on the final result of the innovation project.

Abstract: This article is focused to the issue of the creation of Russian import-substituting technology solutions, an important factor which gives the opportunity to save capital in Russia that was previously expended on the purchase of foreign technology. The purpose of this research is to determine the basic principles and directions of import-substitution policy realization on the level of singular maghine engineering enterprises. The object of study is import substitution in Russian Federation, the subject of research are the forms, methods, tools and technologies of Russian import-substitution in the engineering industry.The methodological basis of this research includes systemic, structural and functional, comparative political approaches, methods of analysis, synthesis, induction, deduction, observation.The author notes the relevance of import substitution in the modern Russia's realities, especially relevant for machine-building enterprises or enterprises that work with complex engineering. However, the lack of personnel that is capable of providing quality engineering and consulting services on the Russian market is apparent. The author gives specific recommendations on this issue. This article, however, supports the following provision: import substitution should not mean lowering the quality requirements or refusal to compete with global producers.

Abstract: The object of this study is the national security of Russian Federation. The vectors and challenges of national interests and national security interests of Russian Federation in light of NATO's eastward expansion. The article examines the theoretical and methodological basis of national security systems: basic concepts are defined as "national values" and "national interests", the category of "threats" is being explained. Clarification of these concepts give theoretical validity to the constantly growing number of studies in the field of national security. The methodological basis of the study includes systemic, structural-functional, comparative-historical, comparative-political, geo-political, cultural and civilizational approaches, methods of analysis, synthesis, induction, deduction, modeling, observation. By "national security" we understand a state of safety of vital interests of the individual, of society and the state in all spheres of their life against internal and external threats and hazards, ensuring their sustainable development. By "national interests" we understand the totality of vital interests of the individual, of society and the state, that express the will of the nation for sustainable development.

Abstract: The article substantiates the necessity for developing a methodological base for evaluating and optimizing the impact of information on the potential of possibilities for market participants from the standpoint of Russia's membership in the WTO, and the dependence of successful business practice with how well-informed the subjects of the market are. The authors describe experiments performed on the basic model of the market with perfect competition, and with considerable changes in the program realization of their functioning, resulting in an interconnection between traditional and information resources in terms of the global goal of any market participant. The authors present an approach to qualitative regularities in interconnections and equivalency conditions of information and all other resources, which ensure the reaching of set goals. The authors have developed an information model of the market (IMM) as part of the analytical-imitation models, as applied to conditions of both, "perfect competition", as well as subjects possessing varying amounts of information. The main conclusions of this research are as follows: 1. A "perfect competition" market without decision-impacting information is characterized by a negligibly small probability of market monopolization, to the point of a mathematical abstract. 2. The probability of market monopolization is lowered by fixed market volume, and an enhanced number of participants. The author shows and produces a qualitative evaluation for a previously unknown regularity of interconnection between information resources and traditional assets of market subjects. 3. This regularity permits economic substantiation of an optimal variant for organization and technical systems for the acquisition and protection of valuable business information, thus creating conditions for further development of the information resources protection theory. 4. The interconnectedness between information and other resources revealed by the authors allows for the development of methodological basis for training of qualified personnel, aimed at realizing business-processes within the WTO.

Abstract: Geoeconomicology as a methodical basis of geopolitical economy of the state is the subject of this study. The object of this study is the strategy of national geopolitical economy's development. The gual of this article is to form a strategy for developing geoeconomicology as a methodical basis for developing the country's geopolitical economy in the conditions of exiting global crisis. In order to achieve this, the author resolves the following tasks: -to study the definition and content of the strategy of geopolitical economy's development; -to study the definition, content and defining traits of geopolitical economy, considering the evident 2015 global economic crisis; -to form the basis of geoeconomicology as a science on geopolitical economy and a geoeconomical mechanism; -to research the defining traits of geoeconomic competition, considering the projected variants for post-crisis world order, and the influence of world order on geopolitical economy; -to research the factors that impact the success of national economies. The methods of this research include historical retrospective analysis, logical analysis, comparative analysis, logical projections, linguistic approach, joint analysis. THe novelty of this research is based on the fact that it sets and solves the scientific tasts of studying the definition and content of the strategy of geopolitical economy's development, the definition, content and defining traits of geopolitical economy, considering the evident 2015 global economic crisis, forming the basis of geoeconomicology as a science on geopolitical economy and a geoeconomical mechanism, researching the defining traits of geoeconomic competition, considering the projected variants for post-crisis world order, and the influence of world order on geopolitical economy, researching the factors that impact the success of national economies.

Movsesyan M. - The role of the civil society in the political process in modern Russia at the example of the Civil University

Abstract: This article is focused on studying of the role of the civil society in the political process of modern Russia at the example of the Civil University of the political party "United Russia". The objects of study are the institutions of civil society in modern Russia, their role in Russian politics, the political system and the political process in the Russian Federation. Subject of research is the work of the Civil University of "United Russia".The methodological basis of the research includes systemic, structural and functional, comparative political approaches, the methods of analysis, synthesis, induction, deduction, observation.The author notes that in the process of the election of deputies of the State Duma of the VII convocation using a mixed electoral system will require co-integration and mutual cooperation between the technological blocs of politicians elected in majority system constituencies and party lists. Qualitative positioning of applicants would solve the main problem of the forthcoming election campaign, which is ensureing the election's legitimacy among the citizens. The integration of the electorate in the electoral process, the high recognizability of candidates and electorate's support, participation of the majority of population in the elections will ensure both, legal, but also the main public recognition of elections as an institution of the country.

Abstract: This article is focused on studying of the role of the civil society in the political process of modern Russia at the example of the Civil University of the political party "United Russia". The objects of study are the institutions of civil society in modern Russia, their role in Russian politics, the political system and the political process in the Russian Federation. Subject of research is the work of the Civil University of "United Russia".The methodological basis of the research includes systemic, structural and functional, comparative political approaches, the methods of analysis, synthesis, induction, deduction, observation.The author notes that in the process of the election of deputies of the State Duma of the VII convocation using a mixed electoral system will require co-integration and mutual cooperation between the technological blocs of politicians elected in majority system constituencies and party lists. Qualitative positioning of applicants would solve the main problem of the forthcoming election campaign, which is ensureing the election's legitimacy among the citizens. Abstract: The subject of this research is the change in housing policies. Housing and utilities, as one of the strategically-important institutes of society, is undergoing a series of significant changes all around the globe. There is no singular, universal scenario, but the most successful examples are used as models that are being adapted to the demands and realities of Russian housing and communal services. The author examines foreign experience of enhancing the quality of labour and supplying resources by implementing innovative methods. As the object of research, the author chose housing and communal water supply and drain enterprises: The Joint stock company "Azersu" (Azerbaijan) and the Municipal Unitary Enterprise "Housing and Utilities "Kholmskiye" (Russia, Krasnodar Region). The method of this research is the comparative analysis of the differences between the models of administration between foreign and Russian Housing and utilities from the standpoint of domestic policies and economy development. The scientific novelty of this work is based on studying the cutting-edge foreign experience that permits to discover the main directions of its application in Russia conditions in light of implementing new technologies, enhancing the quality of service, motivation of labour, supplying resources, etc. The author gives recommendations on implementing such novelties into Russian practices. As applied to the enterprises being examined, a program for enhancing the quality and motivation of labour has been introduced.

Abstract: The progress to achievement steady development of the tourism industry heavily depends on its complex methodological maintenance as a system, by model formats of steady development of society. Planning during the process of strategic management of development of tourism is related to forecasting and taking projections of possible future events into consideration, taking into account the bearing capacities, as well as preparations for strategic changes. The subject of this work is the process of formation of potential of development of subjects in tourist business; the purpose of this work is to develop recommendations on forming the potential for development for tourist businesses. The methodological basis of this research includes: methods of the analysis and synthesis, scientific abstraction, functional analysis, logic method, synthetic method. The authors prove that standards of steady development of tourism are closely dependent on the technique of estimating the admissibility of the changes in the environment in relation to the legal base in terms of measuring damage caused by tourists to the local population and the environment. It is determined that a successful tourist business depends on skilled administration of organization and service - which is based upon the economic substantiation of the program of providing and implementing tourist product and tourist services.

Abstract: The progress to achievement steady development of the tourism industry heavily depends on its complex methodological maintenance as a system, by model formats of steady development of society. Planning during the process of strategic management of development of tourism is related to forecasting and taking projections of possible future events into consideration, taking into account the bearing capacities, as well as preparations for strategic changes. The subject of this work is the process of formation of potential of development of subjects in tourist business; the purpose of this work is to develop recommendations on forming the potential for development for tourist businesses. The methodological basis of this research includes: methods of the analysis and synthesis, scientific abstraction, functional analysis, logic method, synthetic method. The authors prove that standards of steady development of tourism are closely dependent on the technique of estimating the admissibility of the changes in the environment in relation to the legal base in terms of measuring damage caused by tourists to the local population and the environment. It is determined that a successful tourist business depends on skilled administration of organization and service - which is based upon the economic substantiation of the program of providing and implementing tourist product and tourist services.

Klimova N.P. - Models of financing for innovation, and their possible applications in the Republic of Belarus

Abstract: This article examines the following possible models for financing innovation: linear, cluster and venture. The author demonstrates the most prominent options for utilizing each model for financing innovation, their strengths and weaknesses. The author analyzes the chief factors that impede the abovementioned models of financing for innovation in the Republic of Belarus. The goal of this study is to find out the models that are the most suitable and adequate for the current economic realities of financing innovation in Belarus. Attention is drawn to the mechanism of government regulation and stimulation for innovation in the Republic of Belarus. The author compares the financing models, basing on the existing practice of their implementation in Belarus. Thus, of the three models being examined - the linear, the cluster and the venture - the cluster model turned out to be the most acceptable one. Innovation as a process of realization of the fruits of scientific research demands tight cooperation of scientific organizations, manufacturing organizations and financial institutions. On one hand, this ensures comprehensive examination of ways to stimulate innovation industry, and on the other hand, allows to consider the specifics of each field of work in innovation.

Abstract: The subject of this study are the ergonomic aspects of creation, testing and operation of computer systems for training of aviation professionals (flight crews, primarily). The process of learning using computer training systems is examined as a focused, interactive process between instructor and trainee by a determined training program, the result of which is a training environment that provides the acquisition (and development) of knowledge, skills and abilities on behalf of the trainee. The ergonomic qualities of learning environment are defined by how well the technological means of learning correspond with individual psychological and physiological qualities of the trainee. The methodology of this research combines the techniques of engineering psychology, ergonomics, pedagogy, cybernetics, psychology of extreme situations, adaptive control, feedback control. The main result of the study are the formulated concepts of systemic particularization and accounting of ergonomic aspects in the process of forming and implementing of feedback between instructor and learner, as a necessary condition for high-quality training in the interests of forming stable, reproducible knowledge and skills for exercising professionalism in extreme conditions.
