Abstract: The subject of this research is the impact of information with the use of information technologies upon the improvement of demographic situation in the Russian Federation. The object of this research is the tasks of demographic policy, the implementation of which is one of the directions of public administration. Special attention is given to the criteria of assessing the existing demographic situation among the multiple factors affecting the demographics, such as the total fertility rate. The author examines and generalizes the similar problems of modern demographic situations in the Russian Federation and countries of the European Union. Using the analytical study, the article analyzes the impact of information as an instrument of public administration in the area of demographic policy implementation upon the demographic situation over time. The author’s special contribution consists in proposition on using the separate instruments of information technologies as the method of improving the existing demographic situation in the Russian Federation. The scientific novelty lies in suggesting as a scenario of the process of influence of information upon women for further understanding by the government of providing the new or modified information for the purpose of increasing the birthrate. The main conclusion lies in the statement that the realization of systemic and target demographic policy upon the shaping of public opinion with the use of information technologies will affect the improvement of demographic situation in the Russian Federation.

Abstract: The subject of this research is the demographic processes in the Republic of Bashkortostan. The object is the Russian ethnic group residing in the region. Russian is the largest population group of the Republic, dominating in the key branches of economy and affecting the social and cultural processes. The article examines the questions of territorial displacement of the indicated ethnic group. Due to the high level of urbanization of the Russian population, special attention is given to the dynamics in the size of urban community in the region and its correlation with the number of rural residents. Based on the comparative analysis of the census of 1979-2010, the author analyzes the dynamics of territorial displacement of the Russians, change in their number by reference to various regions of the Republic, as well as city and rural areas. A conclusion is made that despite the negative events in the sphere of population increase among other ethnoses, the number of Russians in the Republic continues to rapidly decrease. Such decline was not just natural, but in certain cases identification that is common to the polyethnic regions: because of growth of the national self-consciousness in post-Soviet time, part of the population that previously considered themselves Russians, has “returned” to their “own” ethnic groups. The presented material can be valuable in further research in this area, as well as allows determining the vector of scientific search on this matter.

Abstract:     The subject of this research is the ethnolinguistic identity and language behavior of population in the multinational region. The object is the Russian population of Bashkortostan. The authors thoroughly examine such aspects of the topic as the development trends of the Russian-national bilingualism in the Republic. Special attention is given to the dynamics of establishing as native the language of nationality, because among Tatar population familiarization with the Russian language spreads more actively than among Bashkirs. These processes can be explained by the earlier involvement of Tatars in the urbanization processes and a significant portion of Tatar population as city residents of the Republic. The main conclusion of the conducted research lies in the fact that the Russian population in Bashkortostan, beginning from the All-Union Census of 1989 does not absolutely considers the language of their nationality as native, while insignificant number of people indicate Tatar or Bashkir as such. Authors underline that among the non-Russian peoples the number of those knowing the Russian language is higher than knowing their native. This article is first to accept the thesis regarding the development of the Russian-national bilingualism during post-Soviet period within the polyethnic national republic.

Abstract: The purpose of the research article is to study the problems of secular land ownership in the days of palace revolutions. The author of the article studies the documents of management and records keeping that were created in the process of seizing property of criminals who committed crime against the state. The main reference of the research is the so called registers of signed off property. At the present moment these registers are not suffi ciently studied. Registers of signed property consist of a series of descriptions, particularly on property belonging to one physical entity. These registers are quite complex references containing all kinds of data. To show their importance as the primary source, the author of the article analyzes documents about land property that belonged to a famous nobleman Vasily Lukich Dolgorukov. The author touches upon the structure and origin of Dolgorukov’s votchinas in Alatyr, Kasimovsky, Kerensky, Kinishemsky, Kozelsky, Koporsky, Kromsky, Kursk, Lebedyansk, Moscow, Obolensk and Ruszky Districts. By analyzing other documents about seized properties, the author of the article clarifi es the origin of those votchinas. For example, Vitaly Lukich Dolgorukov obtained 10 votchinas as a result of purchase or exchange, 11 votchinas were inherited or received from relatives in any other way and only 1 votchina was actually given for good service. The analysis of the process of formation of votchinas allows to clarify some uncertain moments in Dolgorukov’s biography such as his marriage and other close relations. The process of formation of such a large piece of land property is associated with Vitaly Lukich Dolgorukov’s career and family history as well as the property that belonged to the Dolgorukovs in XVIIth and early XVIIIth centuries.

Abstract: The article discusses the features of the socioeconomic development of regions in contemporary Russia. The relevance of the study conditioned by the growing importance of the issues of inequality, both between different sectors of the population, and between individual territories. Particular attention is paid to the analysis of the ratio of indicators of domestic regional product per capita and the level of per capita income of the population of the region per month. These indicators are considered not only as important factors in the current position of the regions, but also as long-term strategic orientations of socioeconomic development. Theoretical and methodological basis of the study is a set of provisions, which argues a greater importance of internal capacity of socio-economic development of the regions than of administrative and political factors.The main conclusion of the study is identification of significant differences in the current socioeconomic position of regions and unfounded domination of administrative and policy approaches in determining the long-term goals of regional development. Embedding the level of per capita income and the level of GRP in the long-term strategy for socioeconomic development of the region should include not only administrative measures, but also the development of the internal capacity of the regions, taking into account their cultural, economic and social characteristics.

Abstract: The article studies consumption behavior from the point of view of the consumption standard as a combination of reproducing consumer practices typical for particular social groups. Consumption is viewed as a social and cultural phenomenon. The central goal of consumption is to use useful properties of goods and services being consumed for the purpose of satisfying one’s personal needs. The author of the article describes a three-stage model of consumer behavior standards. This model reflects the process of formation and interdependence of traditional, constructed and actual consumption standards. The author analyzes definitions of consumption standards existing in modern science. Special attention is paid at the conception of cognitive market within which the consumption standard is formed based on consumption technologies and serves as an intermediate in the process of formation of consumer culture. Based on the above mentioned three-stage model and definitions, the author offers a definition of the consumption standard from the point of view of sociological approach to studying consumption behavior and analyzes the main elements of consumption behavior such as stereotypes, fashion, style life, style and consumption structure, consumption patterns and norms. In conclusion the author outlines specific features of the consumption behavior standard as a social category.

Abstract: The author of the present article describes disadvantages of the existing models that reflect the relation between the size of a state and economic growth. Taking into account the primary importance of this topic, the author offers an alternative approach consisting of the first stage, modeling of the relation between a size of state expenditures and human capital, and the second stage, analysis of the influence of human capital on the rate of economic growth. This approach allows to describe a logically relevant relation between all economic categories included in the model. In his research the author has used the general research methods such as analysis, generalization and modeling and particular research methods such as economic mathematical modeling, margin (limit) analysis and functional analysis. The author offers and proves the efficiency of a model for defining the relation between state expenses on social services and economic growth. For the first time in academic literature the author offers a method of calculating the time period between execution of state expenses and changes in the rate of economic growth. The author also evaluates the degree of influence of different macroeconomic shifts on changing the size of a state.
