Abstract: Regarding the modern state management system of the Russian Federation, it is often possible to hear an assessment that there are more "officials", compared to the Soviet era, but their effectiveness is lower. At the same time, the post-Soviet officials themselves are given a subjective negative assessment, and at least most of the civil servants are included in their number. The increase in the number, decrease in efficiency and increase in corruption are recognized in this article as a fact. At the same time, the relationship of the number and effectiveness of "officials" with the current policy of the state apparatus aimed at a low share of state ownership in the market and high independence of regional government bodies, as well as with the current level of remuneration of civil servants, is considered. Arguments are given about the consideration of these phenomena as a natural consequence of such a policy, independent of the personal characteristics of civil servants. It is also argued that even in the current conditions, most of the lower staff of state authorities are quite highly motivated employees. The increased risks of corruption are considered from the point of view of the science of public resources, where the whole state and its institutions are accepted as such. It is argued that the motivation for corruption for a small proportion of officials who have opportunities for it is also related to the general orientation of public policy, although the choice of following this motivation remains for each specific official from the relatively small group that has opportunities for corruption. The consideration of the causes of these phenomena, carried out in the article, allows for a more objective analysis of both the phenomena themselves and ways to reduce their influence.

Abstract: Leading Russian and foreign scientists have repeatedly noted a decrease in public confidence in the government and most political institutions. The loss of citizens' trust in the government has also affected Russia. The purpose of the presented research is to study the phenomenon of political trust in the aspect of value orientations and ethnic identity among modern Russian youth. The study conducted diagnostics of the younger generation of Russians living in different regions of the Russian Federation, aged 18 to 34 years. The study sample included representatives of the cities of the Russian Federation: Perm, Yekaterinburg, Moscow, St. Petersburg, Nizhny Novgorod and rural areas. The following methods were used in the empirical study: the scale of political trust, the methodology of J. Finney, measuring the severity of ethnic identity and Schwartz's methodology for determining the value structure. The level of trust in the authorities is at a fairly low level, which indicates a tendency to social cynicism rather than political trust. The ethnicity of modern youth is also at a fairly low level. The results of the regression analysis demonstrated that ethnic identity has an impact on the overall level of trust in the authorities. Values such as "Reputation", "Universalism: tolerance" and "Benevolence: a sense of duty" have the strongest influence on trust in the authorities. The value of material goods negatively affects the formation of trust in the authorities. The scientific significance lies in the fact that for the first time the problem of the formation of political trust in the aspect of personal values and ethnic identity was studied.The practical significance lies in the fact that the results of this study can serve as a basis for the development of recommendations in the field of building political trust among Russian youth.

Abstract: The article is devoted to the features of the development of the political system of Russia and Argentina in the 30-40s of the twentieth century. A special emphasis is placed on the formation of state policy and key aspects of the creation of political institutions during the reign of Stalin in Russia in the context of the development of communist ideology and socialist construction. It is also indicated that the liberal system established by the Constitution of 1853 in Argentina has shown its inability to cope with the political, social, economic and ideological challenges and transformations of Argentina after the falsification of elections in 1930.In this context, the experience of the rather difficult development of the political system of Argentina and Russia in the 30-40s of the twentieth century is of considerable interest, since these two countries faced similar problems of state structure, especially in the field of economics and politics.           The political system of a society currently undergoing transformational changes is at the modernization stage of development, which brings it to the status of an object of research and professional interest of political scientists, lawyers, philosophers, sociologists, historians and specialists in the field of other humanities. As a result of these shifts, one of the pressing problems that political science is currently dealing with is the development of clear ideas about the consequences of institutional changes. The issues of the development of democracy, democratic transits, transformations of political systems have become one of the main directions of political science in recent decades. The task of finding out the sources of changes in political institutions and predicting their consequences became especially acute at the beginning of the twentieth century, when a number of countries in Africa, Latin America and Eastern Europe began to move away from the authoritarian way of government and embarked on the path of democratic development.

Abstract: The article examines the theoretical models of technopolitics in the context of public administration. The focus of the article is on technopolitical models that act as means of implementing the practices of civic participation and joint management. The network principle of designing theoretical models of joint management is reflected. The analysis of theories of joint management in public policy and methods of coordination interaction is carried out. The model of "patisipatory manageability" as a state policy operating in conditions of uncertainty and complication of social transformations is considered separately. The approach to technopolitics as a tool for human empowerment is revealed. The specific mechanisms of civic participation embedded in the technical functionality of the Internet feedback platform "Public Services. We decide together." The main conclusions of the study: the scientific definition of the concept of "technopolitics" in modern political science is given, the problem of ambiguity of its understanding is also reflected. The place of technopolitics in the system of public administration is determined and opportunities for civil cooperation are taken into account. The analysis of the theories of joint management in public policy and the methods of coordination interaction, such as "governance", "democratization regulating management", "management based on cooperation", "joint management", "management through community participation", "community involving government", "integrated public management", "participatory manageability". The main models of technopoly are considered in the context of the resource approach and the network phenomenon associated with power and management. The technology of increasing state manageability is revealed on the example of the feedback platform "Public Services. We decide together."

Abstract: The subject of the study is the peculiarities of the interaction of politics and religion in modern Russian society. The object of the study is the socio-political life of modern society, religion and politics. The author managed to analyze Internet sites on the issue of autocephaly of the Ukrainian Orthodox Church. In his arguments and conclusions, the author relies on the opinions of leading scientists, statistical data of Rosstat and official reports of the Ministry of Justice of the Russian Federation. The purpose of the study is to identify the main forms, mechanisms, and features of interaction between politics and religion. To study the issues of interaction between politics and religion, the method of system analysis was used, which allowed to study the main directions and forms of activity of religion in the political sphere; The author managed to highlight the peculiarities of the interaction of politics and religion. Scope of application of the research results: the data can be used in the work of state authorities and local self-government, as well as the information will be useful to a wide range of readers interested in religion and politics. Novelty - the key principles and functions of interaction between politics and religion are revealed.
