Mylnikov M.A. - Political program and ideology of the “green” parties in Russia: comparative analysis pp. 1-10

Abstract: Currently in Russia, there are several political parties that position themselves as “green”, environmental or claim to represent ecologists in the political process, as well as represent a unique experience on creation and functioning of the “single question” parties, which are based on post-material values. The goal of this research is the comprehensive examination of the Russian “green” parties as a separate political phenomenon in several aspects, the main of which is: history of establishment of the party, program documents, main ideological and value orientations, electoral results, and dynamics of political influence. The scientific novelty consists in determination of the key moments of partygenesis of ecologists in Russia, as well as common and different points in program orientations of the parties, contribution into development of the Russian political system in the context of political representation of environmental movements. The main conclusions of this research are reflected in four positions: environmental parties in Russian, in general, are the professional parties aimed at promotion and career of their leaders, and in a much lower extent represent the interests of environmental movements; their program and ideological components match in many aspects, partially oriented towards the European green parties, but deprived of political radicalism and differentiated within the framework of value paradigms; key moments of the partygenesis are associated with the changes in political system and electoral cycle, rather than environmental policy; there are attempts to establish a full-fledged “green” party I Russia according to the principle of European parties, but yet remain unsuccessful.

Orleansky N.N. - Theoretical prerequisites towards formation of anti-humanism in the works of M. Foucault pp. 11-18

Abstract:   The object of this research is the thinkers, philosophers, and teachings that have formed the foundation for anti-humanism in the works of Michel Foucault. Leaning on criticism works of the earlier periods, Foucault attempted to predetermine anti-humanism as a combination of management techniques and specific type of production of knowledge. The author analyzes the immanent and intertextual elements in the teachings of various thinkers, as well as highlights the three most important intellectual that significantly affected the formation of Foucault’s anti-humanistic doctrine. The main conclusion of the conducted research lies in determination of the forerunners of anti-humanistic position of Foucault and clarification of his critical view upon humanism. The author notes that despite the fact that some Russian and foreign scholars have turned to the problem of anti-humanism, this question requires further research.

Abstract: The subject of this research is the system of legal regulation of lobbying activity in the conditions of modern society. However, its political and institutional arrangement depends on the peculiarities of this political system – the established political culture, level of development of the legal system, political traditions, rules in relationships between state and business, level of democratization of the political process. The object of this article is the members of congress, members of presidential administration, servants of the ministries and departments of the United States, officials and deputies of the state level, municipal officials, etc. The main aspects of lobbying in the United States in priority order are the following: a) impact upon the tax policy; b) receiving of the budgetary appropriation; c) impact upon the legislative activity; d) relationship with the regulatory agencies; f) promotion of customer’s products at the market of state procurement. With the expansion of government apparatus and increase in the cost of electoral campaigns, the politicians and officials are more dependable on financial and organizational support of the population. In the United States of the early XXI century, it means the growth in demand for the competent lobbyists. But in a paradoxical way, not always it leads to the financial prosperity of the lobbyists themselves.

Abstract: This article examines relevant questions of parliamentarism, as well as makes an attempt to find a universal indicator for assessment of the level of activity of political parties in constituents of the Russian Federation. As one of the key principles of parliamentarism in modern state is the ideological and political multiplicity, then the political parties play a central role within the political system, including Russia. The work presents facts and statistical data on the Russian regions from the official sources, which reflect the status of political processes in the country. The authors for the first time use the qualitative methodologies of grouping the regions according to the amount of registered divisions of parties in constituents of the Russian Federation. The official data from the Ministry of Justice of Russia, Federal Service for State Statistics, State Duma of the Federal Assembly of the Russian Federation, and Central Election Commission are applied in the article for highlighting the leaders and outsiders among the regions based on the activity of political parties. Resolution of the tasks within the framework of this work contributes into development of the promising scientific direction of qualitative analysis of the political environment, clarification of its subject field and conceptual-categorical arsenal.
Mamedova V.E. - Principles of legal regulation and corporate regulation of activity of the political parties in Russia pp. 41-50

Abstract: This article is dedicated to analysis of the problems of the system of normative regulation of political parties’ activity, which are caused by ambivalence of the nature of political parties – party as an institution of civil society, and party as state-legal institution. The author substantiates the necessity of existence of the intraparty (corporate) regulators within the system of normative legal regulation of the work of political parties, which reflect the nature of political party as a civil society institution, as well as examines the questions of interrelations, interconnections, and correlation between the legal and corporate regulation of the status of political parties in the Russian Federation. The results of the research demonstrate that establishment of the democratic political environment safe for the constitutionally essential values, requires a harmonious combination of the state and party impact upon the political relations. The author’s main contribution consists in the formulation of the system of criteria for the purpose of structuring the optimal balance between the legal and corporate regulation, in accordance with which must form the proportion of legal and corporate impact upon the political-legal relations. The author suggests an innovative system of principles aimed at ensuring correspondence of the proportion of normative regulators to the developed criteria.

Mendelos E. - Public-private partnership as a factor of "inclusive" political and economic development pp. 51-56

Abstract: The object of this research is the popular in modern political and economic science phenomenon of public-private partnership. The author suggests a more extensive approach towards the interpretation of this notion, which encompasses the forms of interaction, as well as specificity of the institutional practices and conditions for realization of such cooperation. As a result of examination and analysis of the key theses of theoretical constructors S. G. Kirdina and D. Acemoğlu dedicated to the specificity of formation of institutional design, the conclusion is made about the “inclusive” character of the institution of public-private partnership in the European countries and the United States that acts as a “conductor” of the liberal political and economic values. Due to the fact that the phenomenon of public-private partnership carries interdisciplinary character, the author proposes using the systemic approach, which interprets the public-private partnership from the perspective of the system of relations between the state and private sector; institutional approach for determination of the conditions for establishment and functioning of the public-private partnership; as well as structural-functional method, the goal of application of which consists in consideration of the functions of government institutions and private sector in the context of such partnership. The attention is focused on the necessity of implementation of the “inclusive” political-economic institutions, which are an accelerator for expanding the area of application of such type of partnership and encourage the broadening of the horizon of planning in the spheres of government regulation.

Abstract: This article is devoted to the study of modern scientific approaches to the study of the political activity of non-state actors in international relations and world politics (such as TNCs, NGOs and others.). The object of this work is the non-state participants (actors) of international relations and world politics, as well as their political activities. The subject of this work is the modern scientific approaches towards the study of the political activity of non-state actors in international relations and world politics. The purpose of research consists in identification and classification of the modern scientific approaches to the study of non-state actors in international relations and world politics.The methodological basis of the study is a systematic, structural and functional, comparative political approaches, methods of analysis, synthesis, induction, deduction, observation.The author notes that by examining the scientific discussions that took place on the role of non-state actors in world politics, there are three main scientific approach, different from each other, basically, understanding the special nature of the relationship, lining up between non-state actors in world politics and nation-states. Each of the selected research approaches leans on specific views upon the role and place of the "actors outside the sovereignty" in the traditional Westphalian world order, in which the nation-states are the only recognized by all actors.

Abstract: The article is dedicated to examination of the relevant questions associated with creation of image of territorial formations. The authors touch upon the problem of inefficiency of image strategy of a number of peripheral territories of the country if compared to the central region. Special attention is given to the role of historical-cultural aspect in creation and regulation of the image of regions. In this regard, the article performs an attempt of analyzing the modern technologies of geo-image management on the example of a specific constituent of the Russian Federation – the Republic of Mordovia. Particularly, the method of territorial “branding” based on demonstration of the ethno-regional identity inside, as well as outside the region. The authors conclude that currently, the image of a territory attains a status of one of its resources, which presents a compact understanding of its major priorities of the foreign and domestic policy of the territory that predefine its economic, political, and social future. The attractiveness of a region lies in its historical, ethnic, and cultural-symbolic aspects, as well as target work of PR-specialists in the sphere of territorial image-making.

Abstract: The question of the role of morality and ethics in social interactions within the modern Russian society carries a special importance due to specificity of socio-territorial development of the country, including the length of the borders, scales of the territory, and diversity of its separate parts. Examination of this topic allows determining the results of a distinct adjustment of various types of territorial communities towards changes that take place in the moral-ethnical sphere. Based on the results of representative sociological survey, the article analyzes the attitude of the residents of various types of settlements towards the norms of morality in the area of social interactions, as well as readiness to comply with them or violate them. The theoretical-methodological base lies in the complex of positions that argue the high importance of the moral-ethical component in social interactions. It is demonstrated that the moral-ethical orientations with regards to social interactions within the present Russian society are rather controversial. The Russians note the worsening of the quality of social interactions, but demonstrate tolerance towards the violation of social norms. The conclusion is made about the growing conflict between the culture and environment, which have different dynamics of development and suggest different responses to the challenges of time. To a lesser degree, this conflict touches the medium and small cities of Russia, which can be considered as a more adequate model of functionality of public morality that provides social cohesion of the Russian society.

Basova A. - Legal limitation of rights of the psychiatric patients in the Russian Federation pp. 89-96

Abstract: The subject of this research is the normative legal acts of Russian Federation that regulate the limitation of rights of psychiatric patients. The author examines various legislative acts and jurisdiction regarding the psychiatric evaluation, as well as housing of psychiatric patients in the Russian psychiatric hospitals. The work also reviews multiple violations of rights of this category of patients expressed in decisions of the European Court of Human Rights. The major questions in legislative regulation and realization of rights of the psychiatric patients, including the legislative innovations, are revealed in the article. The result of the research determined that violations of the limitation of rights of the psychiatric patients occur due to the imperfection of legislation regulating the order of providing medical assistance, hospitalization, restriction or deprivation of their competency. The author introduces the suggestions of improvement of the national legislation that regulate the rights of the aforementioned category of citizens, as well as speaks of the need to develop the criteria of determination of disorientation of psychiatric patients.

Abstract: The object of this research is the public relations that emerge in the process of the work of law enforcement agencies regarding the evacuation of population and material values during the period of Great Patriotic War. The subject of this work is the normative legal acts that regulate the activity of the law enforcement agencies on this matter. The author carefully examines the key directions of the work of law enforcement agencies, namely: resolution of the questions of displacement, employment, and living assistance of the evacuated citizens and refugees; realization of protection of the socialist property; preservation of social order; struggle against work evasion; realization of the preventative measures on avoidance of the spy covert actions of the German special services; realization of control over execution of sanitary rules in crowded places; placement of evacuated children from the near-front zones. The scientific novelty consists in the act that the author is first in the Russian jurisprudence to conduct a complex analysis of the organizational-legal foundations of the work of law enforcement agencies on ensuring evacuation of population and material values during the period of Great Patriotic War. The efficient organization of work, regulated by the normative-legal acts of the war time, allowed the law enforcement agencies carrying out the set tasks on evacuation, reception and placement of population and material values under the severe conditions.

Abstract: GR as a way of legitimization of lobbying communications The subject of this research is the system of GR-activity, while the object is the lobbying as its specific and most efficient legitimate technology. The authors carefully examine such aspects of the topic as the main categorical peculiarities of GR, as well as place of lobbying within its structure. The work also study the process of efficient interaction between business and government authority agencies, which is achieved through application of the lobbying communications. Special attention is given to the fact that lobbying as a political communication still “functions” in modern Russia in the non-regulated by the legal norms field, which gives an additional resource for emergence of the corruption mechanisms that weaken the system of national security of modern Russia. Thus, the authors explore the conditions for legitimization of such political communication. The lobbying communications should be viewed as a technology of GR-activity. It is also important to consider that the lobbying communication is the technology, implemented within the framework of normative regulation; a legitimate communication.
