Rekeda S. - Historical Comparative Study of the Economic Aspects of Cooperation between Russia and Lithuanian Republic in 1917-1922 and 1988-1991.

Abstract: In the article the author in detail analyses the economic aspect of Russian-Lithuanian cooperation during the period of formation of independent Lithuanian Republic in the beginning of the 20th century, as well as its secession from the USSR on the cusp of 1980-1990s. The research objective has been to determine some intrinsic economic interdependencies between Lithuania and Russia, which emerged both in the beginning and in the end of the 20th century under different political and historical conditions. A separate important objective was to ascertain the consequences that arise for Lithuania under the politically motivated re-orientation of the economic model of the Republic from East to West. In the basis of the present article lies the historical comparative method of examination of the two periods of relations between Lithuania and Russia. As a result of the reseach, the author draws a conclusion that, despite all the differences of the two studied periods of Lithuanian-Russian relations, they have something essential in common: during these historical periods in Lithuania political forces came to power, that did not regard Russia as a strategic economic partner, which condemned Lithuania to reorganisation of its economy accompanied by economic stagnation, either in the beginning and in the end of the 20th century.

Abstract: The article examines the peculiarities of the modern state and significance of Great Britain's oldest institution - monarchy. Reasons and directions of the critique of this form of government, which arises from time to time, are considered in detail; the points of its supporters and detractors are analysed. A concern regarding the necessity of consolidation and modernisation of the British monarchy is brought up, and the major problems and challenges it faces nowadays are observed. Balanced and pragmatic approach of the British politicians to the issues of reforming of such important state institution is noted. Preparation, specific content and significance of the reforms conducted in the last years to adapt the monarchy to the modern realia are analysed. Methodology of the present study is defined by its complex interdisciplinary nature, which implies the use of techniques and approaches commonly found in history, political science, law, economics and sociology. At that, the priority importance is attached to the principle of historicism, which means a scientific explanation of phenomena, objects and events in certain historical conditions and interdependences in order to reveal the trends of their development and the reasons for qualitative changes. Another basic principle of the present article is the principle of scientific objectiveness. It means renuncation of stereotyped attitude towards the object of research. Scientific novelty of the paper resides in the fact that this is the first Russian research on the issues of reforming the British monarchy in the beginning of the present century. Considerable attention paid in the United Kingdom to the institution of monarchy and the problems of its modernisation during the last decades indicates its important role in the system of central control. Nowadays, the Queen still maintains her significance as a national symbol, a guardian of traditions, a guarantor of the country's unity. The British monarchy demonstrates the obvious ability to correspond to the modern realia, to adapt to the changing conditions of economic, political and social development, to keep the prestige and popularity in the eyes of its subjects.

Yamalova E.N. - Political Representation and the Issues of Feedback in the new Democracies: the Experience of Post-Soviet Lithuania

Abstract: The object of the research is the process of implementation by the political parties of their major functions under the conditions of the new democracies. Particular emphasis is made on the analysis of the functions of representation, selection, delegation and control. Cooperation between the electorate, political parties, lawmakers and the government is examined through the analytical framework of the principal-agent relations. The major role of political parties as principals in this relations is identified, which means they carry out representation, selection, delegation and control towards the candidates (agents) for the elective offices. An empirical example is the case of post-Soviet Lithuania, whose political development provides the material to analyse the degree of implementation of the major functions of the political parties, as well as to define the main issues of this process. In order to examine the implementation by the political parties of post-soviet Lithuania of the representative, selective, delegative and controlling functions, the theory of the principal-agent relations has been used, as well as methods of quantitative analysis of the electoral statistics. The data of six electoral results of elections to the Lithuanian Seimas from 1992 to 2012 has been used for analysis and comparison. The research has resulted in the conclusion that although the political parties of post-soviet Lithuania, in general, successfully deal with the function of delegation and act as the main actor in this process, they do not fully implement higher functions in the system of principal-agent relations. The political parties of modern Lithuania have problems regarding the control over selected lawmwkers, which is evidenced by the high level of inter-party and inter-faction mobility of the deputy corps. The high level of renewal of the party's cadres during every electoral cycle witnesses the attempts to solve this problem by the party apparatus. Uncertainty of the issues of control over the deputy corps on the part of the parties creates the situation of devalvation of trust towards the party institutions on the part of the electorate, which does not contribute to the process of implementation of the party system, and creates risks for the sustainable functioning of the political system.

Karpovich O.G. - The "Umbrella Revolution" in Hong Kong: The Signs of a Colour Revolution

Abstract: The present article shows the results of an analysis of the events that took place in Hong Kong in September and October 2014, accompanied by mass unrest and disorders among the local population (mainly, among students, which was later followed by locals of other age groups), when the protesters held the financial quarters (the protest "occupation" of the territory), clashed with the police, called for the resistance against the power of the "Greater China" and demaned the resignation of head of the Special Administrative Region of Hong Kong in an ultimative manner. The methodology of the research is based on system, structural-functional, comparative political and problem approaches, methods of analysis, synthesis, induction, deduction, observation, analogies and modelling.The article demonstrates that the events in Hong Kong, known as the "Umbrella Revolution", have all the signs of a colour revolution and highly correspond with the scenario of the colour revolution in Ukraine in 2014, when as a result of a coup the regime of president Yanukovich was overthrown. Attention has been paid to the schemes and features of the organisation of the youth campaigning, nomination of the leaders of the protests, information and propaganda support of the directed unrests in Hong Kong and Kyiv, both of which are certainly of deliberate and non-spontaneous nature.

Antonyan Y.M. - Heinrich Himmler: A Criminologist's View of the Executioner

Abstract: The subject of the research is the criminological profile of Heinrich Himmler. The factors that influenced the formation of Himmler's personality, his childhood, adolescence and youth, have been examined.The object of the research is Himmler's life journey, from his birth until his suicide. A study has been conducted on his personal relations, preferences, marital status and aspiration to comprehend occultism in its most primitive anti-religious forms. A particular analysis has been carried out regarding Himmler's antihuman views aimed at physical destruction of whole nations. The methodology of the article is based on the approaches and principles of dialectic method of knowledge established in the netional science, which, in their turn, are set up on historically objective regularities examined in respect with interrelation and interdependence with modern realia. Psychological methods have been widely applied, especially for the examination of the period of the formation of Himmler's personality, when his sadistic propensities were transformed into an essential component of his daily life. Also, other achievments of criminology and criminal law have been used, mainly in regard to the personality of criminal, as well as those of international criminal law.Based on the new approaches connected with the creation of post-mortem criminological profiles, a criminological characteristic is given to the Nazi war criminal Himmler. The conclusions have been drawn about Himmler's most signifacant personal features, which, from the authors' point of view, determined his transformation from a human into an executor - necrophilia, destructivity, Satanism.

Abstract: The subject of the research is the understanding of the term "public interests" in the legal theory, as well as the value which it has for legal regulation. Classification of interests and the place of public interests in concepts of philosophy and sociology of law are analysed. Special attention is paid to consideration of public interest in cultural progress from the point of view of paradigm approach. It is shown that the same public interest allows various interpretations and impacts the legal policy. General scientific methods of analysis and synthesis have been used in the research, as well as historical-legal and formal juridicial methods. The author draws a conclusion that the most relevant problem is the gnoseological one, reflecting the need for timely identification and adequate interpretation of public interests. The author sees the legal task in the choice of adequate legal tools and correct embedding of significant public interest into the legal system of the state.

Belkovich R. - The Subject of Secession: The Issue of Legitimacy

Abstract: The present study is dedicated to the theoretical consideration of the construction of the sibject of secession. The phenomenon of secession threatens the established political and legal order both on global and national levels, as modern law is based on the priority of territorial integrity of the state. At the same time, the majority of modern democratic states pretend that the power exercised by them is of contractual nature. The author examines the question, to what extent the contraposition of the constructs of "nation" (as an admittedly legitimate power holder, having the right for political self-determination) and "subject of secession" (as a potential violator of territorial integrity) is theoretically contradictory and reflects repressive trends of a modern state. The author uses the principle of methodological individualism as the main approach, which implies narrowing of any social phenomena to the behaviour of certain individuals. For the first time the author considers secession as an expression of internal contradictions of statehood, which emerged in the modern era. The author comes up with a conclusion that secession cannot be regarded as an "emergency", since the very existence of a modern state, based on the principle of the rule of the people, implies secession as a necessary form of the self-determination of individuals.

Filippov V.R. - France's Policy in Cameroon

Abstract: The article investigates the contemporary French policy in Africa (by the example of Cameroon). The method of historical reconstruction allowed the author to clarify the features of the formation of the Republic of Cameroon during the disintegration of the French colonial empire and decolonisation of the African continent. The events preceding the proclamation of sovereignty of Cameroon and the reasons for the lameness and such limited sovereignty have been considered. The emphasis in the article is made on clarifying the role of France in kindling of the civil war in Cameroon, as well as in the suppression of the movement for independence and real sovereignty of the African state. The methodological basis of the article is comprised by system, structural-functional, comparative historical and comparative political approaches, methods of analysis, synthesis, monitoring, reconstruction. The facts of the blatant cruelty in the activities of the French intelligence services and army troops have been analysed, which crushed the resistance of the patriots from the Union of the Peoples of Cameroon and organized brutal killings of leaders of the national liberation movement - Ruben Um Nyobe, Felix-Roland Moumie, and others. The question regarding the political expediency of establishing the Federal Republic of Cameroon in 1961 and the reasons of Cameroon's unification in 1971 has been specifically considered. The conclusion was drawn that the civil war in Cameroon in the period of 1955-1970 was inspired by France and was inceptive of the neo-colonialist policy that was later known as the "Françafrique" policy.

Abstract: One of the strategic tasks of the modern helathcare management is achieve a high level of professionalism of the medical workers. One of the key professional competences required by the medical professionals in their work is the information technologies awareness. However, the relevant literature only poorly reflects the research on the level of professional qualifications of healthcare personnel regarding work under the conditions of the active IT development of the field. In this connection, there is a need for a research on the level of infosociolisation of the human resources of the healthcare of Russia from the point of view of the national strategic management tasks, analysis and systematisation of current issues existing in this field. Methodological basis of the research consists of analytical and documental methods, as well as federal and regional laws and statutes regulating the development of healthcare andmedical science; publications in periodicals and materials of scientific conferences. Implementation and full use of information systems in the Russian healthcare management is complicated by the low level of infosociolisation of human resources.Effective management in the information-oriented society requires unification of documents, improvement of the documentation flow system, implementation of modern information technologies, reports and other information and analysis materials, elaboration of requirements for the personnel databases for the system analysis, prognoses and modelling of the development of human resources.

Abstract: One of the strategic tasks of the modern helathcare management is achieve a high level of professionalism of the medical workers. One of the key professional competences required by the medical professionals in their work is the information technologies awareness. However, the relevant literature only poorly reflects the research on the level of professional qualifications of healthcare personnel regarding work under the conditions of the active IT development of the field. In this connection, there is a need for a research on the level of infosociolisation of the human resources of the healthcare of Russia from the point of view of the national strategic management tasks, analysis and systematisation of current issues existing in this field. Methodological basis of the research consists of analytical and documental methods, as well as federal and regional laws and statutes regulating the development of healthcare andmedical science; publications in periodicals and materials of scientific conferences. Implementation and full use of information systems in the Russian healthcare management is complicated by the low level of infosociolisation of human resources.Effective management in the information-oriented society requires unification of documents, improvement of the documentation flow system, implementation of modern information technologies, reports and other information and analysis materials, elaboration of requirements for the personnel databases for the system analysis, prognoses and modelling of the development of human resources.

Abstract: The object of research in the present article is migration, while the risks arising during migrational processes act as its subject. The author considers risks of labour migration and complexities of adaptation of migrants to the host conditions. The focus is made on the consideration of economic, ethnic, emotional and psychological factors, as well as revealing of the cause-and-effect relationships making migration a riscogenic process. The conclusion about the general insufficient status of the problem and risk factors is justified, among other things, by sociological and sociophilosophical knowledge. The methodological tool is comprised by dialectic and system approaches. Scientific novelty involves the justification of the thesis regarding the dependence of the character of migration on social and cultural features of hosting society. The basic results of the conducted analysis are as follows: 1) the risk problem requires further research by modern social and humanitarian sciences, especially by the sociology of migration; 2) particular consideration should be given to the specificity of integration of migrants into the social context and determination of main trends and patterns which contribute to the successful adaptation of foreigners.

Abstract: The present article is aimed at the analysis of efficiency and performance of the delivery of public and municipal services in the multifunctional centres. The multifunctional centres of the Komi Republic have been chosen as the object of the research. The problems of the delivery of public and municipal services to the inhabitants of the Komi Republic are the subject of the research. The article sociologically evaluates the range of social issues, social forms of their construction and social reproduction faced by thr inhabitants of the Komi Republic when resorting to the delivery of public and municipal services. Their significance for the population has been evaluated, including the evaluation of every most socially significant public and municipal service. The main research method implies representative sociological survey of the inhabitants of the Komi Republic, as well as the methods of analysis of the social context of construction and deconstruction of social issues. The conducted research demonstrates the need for the employment of the services provided by the multifunctional centres, and the dynamics of the demand for public and municipal services in general, as well as for their certain kinds. The study has uncovered the orientation of the real values and the evaluation of the performance of the services of being in demand among the population, and other parameters of quality of the delivery of public and municipal services to the citizens.The research has identified the range of problems faced by the inhabitants of the Komi Republic when resorting to the public and municipal services, has evaluated their significance for the receivers, including all the most socially important public and municipal services.

Abstract: The article discusses the features of the socioeconomic development of regions in contemporary Russia. The relevance of the study conditioned by the growing importance of the issues of inequality, both between different sectors of the population, and between individual territories. Particular attention is paid to the analysis of the ratio of indicators of domestic regional product per capita and the level of per capita income of the population of the region per month. These indicators are considered not only as important factors in the current position of the regions, but also as long-term strategic orientations of socioeconomic development. Theoretical and methodological basis of the study is a set of provisions, which argues a greater importance of internal capacity of socio-economic development of the regions than of administrative and political factors.The main conclusion of the study is identification of significant differences in the current socioeconomic position of regions and unfounded domination of administrative and policy approaches in determining the long-term goals of regional development. Embedding the level of per capita income and the level of GRP in the long-term strategy for socioeconomic development of the region should include not only administrative measures, but also the development of the internal capacity of the regions, taking into account their cultural, economic and social characteristics.
