Abstract: The topicality of the research is determined by the high-quality training of internal affairs officers of Russia, and by the necessity to study and design the corresponding pedagogical conditions including arms drill by simulating service situations at firearms training lessons.  The research problem consists in the fact that the directions of improvement of organization and the methods of internal affairs officers training should be developed on the basis of the data about the practice of use of firearms by police officers, as well as about the conditions and circumstances of their use.  The analysis of open source information shows that there’s a lack of research of this type over the last years. The required information is classified. Besides, the information about the use of firearms by internal affairs officers, which is accumulated by higher-level authorities and organizations of the Ministry of Internal Affairs of Russia, often is not sustainable enough to be used in a comprehensive research.  The research goal is to use the results of the analysis of physical conditions of the use of firearms for the consideration of the possibility of studying and designing the corresponding pedagogical conditions including arms drill, by simulating service situations at firearms training lessons.  The author uses mostly empirical methods, such as questioning, description, comparison, measurement, and analysis of practice of employees of temporary holding facilities and guarding units of the police service. The author studies the results of the analysis of possible conditions of using firearms by employees of temporary holding facilities and guarding units of the police service, based on which it is suggested to create a set of professional and service situations for simulation during professional training.

Abstract: The authors describe the examples of possible offences of the law by temporary detention facilities officers, security and convoy officers, and other internal affairs officers responsible for criminal suspects convoying. Such offences are often connected with the disregard of rules of official duty performance or with the improper execution of duties, which leads to the occurrence of emergency situations, such as: an assault on a police officer by an individual or a group of individuals; hostage taking; escape or self-maiming attempts. Based on personal experience and judicial practice materials and regulating documents analysis, the authors consider the key measures aimed at the reduction of the emergency situations rate in the work of temporary detention facilities and security and convoy units. The professional activity of temporary detention facilities officers, as well as security and convoy officers, involves everyday contacts with  suspects, persons accused of crimes, and persons sentenced to imprisonment. Officers convoy them to courts, medical facilities, etc. Such duties become routine for experienced officers, which can lead to the loss of vigilance and cautiousness in the work with criminal suspects. On the other hand, inexperienced officers, not knowing the peculiarities of their service, can also commit dereliction of duty, or worse - neglect of their official duties. Therefore, the issues of control and preventive measures taken by senior officers aimed at avoiding offences of the law by their subordinates, become particularly significant.

Abstract: The article is devoted to the issue of professional deformation of employees of internal affairs bodies and prevention of its occurrence and development. The subject of the study are regulations, scientific publications and conditions for the organization of work on the prevention of professional deformation of employees in the internal affairs bodies of the Russian Federation. The methodological basis of the research is an interdisciplinary approach that allows accumulating the achievements of scientists from different fields – pedagogy, psychology, management and law. During the research, analysis, synthesis, comparison, observation, study of experience, special legal methods of cognition were used. The reasons for the appearance of professional deformation of employees of internal affairs bodies are considered. Special attention is paid to the stages of formation of professional deformation of employees of internal affairs bodies. In order to reduce the risk of exposure to the development of occupational deformation, the authors state the need for timely prevention of occupational deformation and offer its possible options. The scientific novelty of the study lies in the complex of preventive measures proposed by the authors that contribute to the prevention of professional deformation of employees of internal affairs bodies. The authors come to the conclusion that for the successful implementation of preventive measures to prevent the development of professional deformation, it is necessary to expand the staff of the psychological service, develop the institute of mentoring, develop and adopt programs for the prevention of professional deformation of employees in specific departments of internal affairs bodies, taking into account the specifics of their activities, improve pedagogical and other conditions for the prevention of professional deformation of employees of internal affairs bodies. The results of the study will be useful to specialists of personnel and psychological services, the management staff of the internal affairs bodies, as well as specialists in educational work of higher educational institutions that train future employees of the internal affairs bodies of Russia.

Abstract: The authors of the article analyze the main problems of the discipline of the personnel of the State Traffic Inspectorate. The subject of the research is psychological problems contributing to the violation of the professional staff of the State Traffic Inspectorate of the service discipline and legality, as well as the system and methods of psychological prevention of various deviations of behavior. From the standpoint of psychological science and practice the basic aspects of compliance by employees of discipline and strengthening the rule of law, individual psychological and socio-psychological determinants of occurrence of deviations of behavior are considered. On the basis of a comprehensive study the authors propose and describe a three-level structure of the system of preventive work. Psychological influence is reduced to such relatively independent components as: 1) diagnosis, 2) education, 3) help, 4) adjustment, 5) opposition. The authors show the interaction of various actors in the process of implementation of psycho-prophylactic activities. The approach allows comprehensive (systematically variable and differentiated level) psychological work to strengthen the rule of law and service discipline. The methodology of scientific research included the application of the universal of the dialectical method and other scientific methods of cognition (analysis and synthesis, generalization, abstraction, induction and deduction, analogy, method, systems analysis) and private scientific methods (formal-logical, generalization of the existing work practices of departments for work with personnel, materials, disciplinary practices, observation, questionnaires, interviews, and psychological testing). The scientific novelty of the article is caused by the integration of the different approaches to work with personnel of the State Traffic Inspectorate in the form of a holistic and multi-level system of psychological prevention. The innovative aspect of the material is related to the fact that at each level of prevention the main areas of psychological work are defined. It can be concluded that the involvement of psychological knowledge in work on prevention of violations of discipline and legality among the personnel, organization structuring psycho-prophylactic activities significantly improve the performance of personnel of the State Traffic Inspectorate (to reduce the number of violations of discipline and legality, to stabilize the staff capacity of the units, to create a favorable socio-psychological climate in collectives, to improve the image of the police).

Abstract: The article focuses on the problems of legal and organizational measures of professional discipline provision in the system of the Ministry of Internal Affairs of the Russian Federation. The authors carry out a theoretical-legal analysis of the concepts of socio-legal regulation of professional discipline provision. The article describes the authors' positions about the concept of psychological maintenance of professional discipline. The main attention is paid to the development of methods and methodology of administrative and legal measures of discipline strengthening. In addition, the article presents a theoretical and legal analysis of concepts of professional discipline psychology development in modern conditions. The article describes the authors' positions concerning the interpretation and legal regulation of these categories. The methodology of the research is based on the recent achievements of epistemology. The authors apply the general philosophical and theoretical methods (dialectics, the systems  method, analysis, synthesis, analogy, deduction, observation, modeling), the traditional legal methods (formal logic), and the methods used in special sociological researches (the statistical method, expert evaluations, etc.).The authors come to the conclusion about the development of capabilities of various methods of professional discipline maintenance among police officers. The authors study the prevention of professional discipline violations by traffic officers in order to carry out a psychological analysis of efficiency of different measures of influence. Among the effective measures the authors enumerate control, persuasion, coercion (punishment), encouragement, example, and training. The authors propose the methods for police officers' work improvement. The novelty of the research lies in the proposals for the development of forms and methods of professional discipline maintenance, and the creation of legal and institutional guarantees of legality in the sphere of the Interior.

Abstract: The problems of guaranteeing lawfulness in the activities of internal affairs bodies have always been the center of attention of the general public, government and administration bodies. That is why almost any situation involving the MIA staff has certain public resonance and attracts attention of the people, civil society institutions, government and administrative offi cials. The leaders of the MIA of Russia have always paid special attention to the issues of strengthening the rule of law and discipline among the staff and institutions of the MIA of Russia. In various historical periods special structures were formed within the MIA in order to deal with the issues of strengthening lawfulness and discipline, implementing cadres policy and educational work. The methodological basis for the scientifi c article was formed by the current achievements of the theory of cognition. In the process of studies the author used general philosophical, theoretical and empiric methods (dialectics, systemic method, analysis, synthesis, analogy, deduction, observation, modeling), traditional legal methods (formal logic method), and methods typical for specifi c sociological studies (statistical, expert evaluation, etc.). Division within the system of MIA of Russia had dealt with these issues at an acceptable level, thus, guaranteeing the necessary level of lawfulness and discipline among the staff. However, social, economic and political changes, which took place in Russia in the last 20 years and the development of the information and communications systems set the new goals for the MIA of Russia, and it was not suffi ciently prepared for them.
