Abstract: The research subject is structural elements of qualification requirements to the employees of internal affairs bodies. Their structure is established by the current legislation. The article focuses on general and specific requirements and differences in the requirements depending upon the category and the composition, and the conditions of their application for recruiting and distributing. The author gives special attention to the differences in professional activities of the employees of law-enforcement agencies and the abstract character and ambiguity of qualification requirements to them. The author uses the methods of analysis, synthesis, classification, description, etc. The author analyzes requirements to the candidates established by the current legislation. The scientific novelty of the study consists in the justification of the necessity to create a new three-level system of qualification requirements thus specifying them by their service characteristics of the performed activities; introduce professional qualification models of positions in internal affairs bodies including qualification characteristics of the position and qualification requirements for candidates. They should be based on the principle of compulsory professional selection. The proposed models would be used not only for recruitment, selection and assessment of employees, but also for strategic planning of the service and the employee’s career growth.

Abstract: The subject of the study is the legal and psychological aspects of the use of firearms by police officers.The object of the study is the psychological and emotional state of police officers in various situations, as well as the content and effectiveness of modern testing methods that determine the psychological state of a person. The objectives of the study are: - study of factors affecting the psychological state of employees; - analysis of the causes and conditions in connection with which irritable factors that affect the psycho-emotional state of a police officer arise. The scientific novelty of the work is a comparative study of the legal and psychological aspects of the use of firearms by police officers in stressful situations. Thus, in order to perform operational and service tasks, it is necessary to be ready not only theoretically and possess special skills and abilities in the implementation of their activities, but also to be morally ready to carry out their activities, as well as objectively understand that certain problems may arise in the performance of official duties. It is necessary to approach the performance of official tasks correctly, while maintaining calm. A police officer who is morally ready to perform his official duties is able to solve operational and official tasks; with the correct and confident performance of his official actions, the quality of the employee's activity increases.

Abstract: The article is concerned with the legal and organizational problems regarding implementation of the right of citizens to be accepted into the state service in general and prosecution service in particular. The author notes that the legislative provisions for the requirements to persons assigned as prosecutors, order of assignment of the prosecution workers and competence of prosecutors, the widening scope of the collegial factor in prosecution considerably strengthened the legal basis for the cadres. However, not all of the issues of legal regulation of choice and positioning of the prosecution cadres were duly resolved.

Abstract: The civil state service was formed as a type of state service during the reform period. The system of federal state civil service, state civil service in the constituent subjects of the Russian Federation, and municipal service was formed, the principles of the relations between state and municipal civil service were established, the reform of the military forces has started, and propositions were formed for the reform of the law-enforcement bodies. The Federal Laws of 2003 “On the System of State Service in the Russian Federation”, of 2004 “On the Civil State Service in the Russian Federation” and of 2007 “On Municipal Service in the Russian Federation” became an important stage of the state service reform. Unfortunately, these laws did not manage to drastically improve the service activities administration.

Abstract: Analysis of the statistical data of the Ministry of Internal Affairs of the Russian Federation, characterizing the cadre work, allows one to make a conclusion that currently the cadres of the bodies and institutions of the Ministry of Internal Affairs of the Russian Federation are not fully compliant with the goals of the Ministry. Some categories of the staff of internal affairs bodies (operative and district police officers, investigators and inquirers) fail to meet the requirements established for them. In current social and economic conditions the MIA staff serving in the sphere of protection of public order, investigation and disclosure of crimes should be competent in various spheres of Russian legislation, psychologically stable, well-disciplined and responsible. The staff should be able to perform operative service assignments in regular and extraordinary circumstances. Establishing the level of professional and personal development of the staff is of foremost importance for meeting the goals of the MIA. This problem can partially be solved via performance evaluation. Therefore, performance evaluation is one of the most important administrative legal and organizational means, which allow to guarantee high level of qualification and staff of the MIA.

Abstract: The article deals with legal and organizational fundamentals for the work of the head of internal affairs bodies in administrating the process of education of police personnel. Base dupno the analysis the article provides proposals on improvement on educating work in the police divisions. Strengthening the cadres in the divisions of internal affairs bodies of the MIA of Russia. The cadres policy should first of all be based upon a modern and efficient system of professional education of the police cadres. While speaking at the extended meeting of the Board of the Ministry of Internal Affairs of the Russian Federation on March 21, 2014 the Minister of Internal Affairs have noted that “the level of knowledge of the personnel joining the service in the upcoming years is very important for us”. The methodological basis for the scientific article was formed by the current achievements of the theory of cognition. In the process of studies the author used general philosophical, theoretical and empiric methods (dialectics, systemic method, analysis, synthesis, analogy, deduction, observation, modeling), traditional legal methods ( formal logic method), and methods typical for specific sociological studies (statistical, expert evaluation, etc.). Currently, the issue of formation of professionally competent, cultured and psychologically resilient staff of the Ministry of Internal Affairs of the Russian Federation is a topical one for the development of internal affairs bodies. Heads of internal affairs divisions play an important role in efficient education of the police officers. Role of the head of the internal affairs body is obvious, since he influences formation and preservation of healthy moral and psychological atmosphere among the staff. Disciplinary Charter of the Internal Affairs Bodies obligates the heads of divisions at all levels to guarantee compliance of their staff with the legislation of the Russian Federation, to analyze the situation in the sphere of discipline, moral and psychological climate in the internal affairs bodies. According to this normative legal document head (director) of a division is personally responsible for the preservation of professional discipline in his division of internal affairs body.

Abstract: In the conditions of the dynamic changes in the political, economic and social spheres in Russia, there is a topical issue regarding quality selection of candidates for the service in the internal affairs bodies. However, special attention should be paid at the very starting stage, when the candidates are chosen for the service. The author of this article evaluates various directions of improvement in the work of the cadres divisions and psychologists when selecting candidates for the service. It seems that at the current stage of development of the internal affairs bodies, cadres profi ling should be included, in order to ensure compliance of the candidates with the requirements for the positions. Additionally, the psychologists, who take part in selection of candidates for the service, should take into account the practical value of emotional intellect, being able to recognize it and take it into account when interacting with the future offi cers. When solving scientifi c problems in order to achieve the goal of the study the author applied general scientifi c methods (deduction, analysis, synthesis, comparative method), as well as some special scientifi c methods. The article concerns the issues of modern effi cient professional training of the internal affairs bodies personnel. In the conditions of the ongoing reform of the Ministry of Internal Affairs of the Russian Federation the author proposes her position on resolving some problems regarding quality selection of candidates for the service. Attention is paid to the work of the cadres divisions, as well as to the psychological support of this sphere of activities.
