Abstract: The research subject is the theoretical analysis of the essence of the phenomena of self-presentation and self-monitoring and the analysis of the results of testing and experimental comparing of the preferred self-presentation strategies and tactics used by police officers with different lengths of service. According to the authors’ opinions, the acquired results are of both theoretical and practical importance for the optimisation of the process of holistic professional training of police officers with account of the length of their service, and of the students of educational institutions within the Ministry of Internal Affairs of the Russian Federation involved in perquisition procedures aimed at public safety ensuring during international sports events. The authors use analysis and synthesis of the current scientific approaches to the essence of self-presentation and self-monitoring; testing, as a psycho-diagnostic method; and the Student’s T-test, as a method of mathematical and statistical analysis. The scientific novelty of the research consists in the fact that it broadens the range of ideas about the peculiarities of manifestations of self-presentation and self-monitoring of police officers as the representatives of a definite professional group. The empirically revealed presentation tactics preferred by police officers help define the directions of psychological and educational work aimed at preventing destructive tendencies in their self-presentation, thus promoting the formation of a positive professional image of police officers among the Russian citizens and the foreign guests of mass sports events.

Troyan E.I. - Sambo on the service of Russian police: the history of persons

Abstract: The article considers the history and the development of Russian unarmed self-defence (sambo). The modern system of combat techniques practiced in law enforcement agencies is based on sambo. The research subject is the system of combat sports and complex self-defence designed for training law enforcement officers and servicemen of the Soviet Union in the 1930s. The research object is the history and the prospects of sambo. The author uses the comparative-historical method to detect the similarity of and the cause-effect linkage between the foreign-policy historical processes and the development of Russian self-defence system. The author uses the interdisciplinary method to explain the historic similarity of sambo combat technique and jiu jitsu. The scientific novelty of the study consists on the fact that the author finds out the peculiarity differing sambo system from other combat sports. The author proves that sambo is a unique developing system of combat sports and complex self-defence. The development of sambo is determined by the task to get Russian servicemen and law enforcement officers ready to protect citizens from crime and to repel external aggression against Russia. At the current stage, the sambo system is being modernized with account of modern tasks and realia of everyday work of law enforcement officers. These changes are basically connected with the differentiation of the combat section of sambo and its adaptation to the military and law-enforcement service.

Krasinskaya E. - The essence and role of the practice-oriented approach in the process of realization of professional training programmes in educational institutions of the Ministry of Internal Affairs of Russia

Abstract: The research subject is the forms and methods of using the practice-oriented and competence approach for the realization of professional training programmes for law enforcement officers in educational institutions of the Ministry of Internal Affairs of Russia. The author analyzes the main approaches to the realization of professional training programmes, particularly, special attention is given to its practical orientation and the principles of the teaching process organization. The research objective is to define the forms of learning sessions which can effectively fulfill the practical orientation of professional training of candidates for positions in law-enforcement agencies. The research methodology is based on the systems and competence-oriented approaches and includes both theoretical methods (analysis and forecasting) and experimental ones (pedagogical experiment and modeling). The author concludes that the requirements to professional training of candidates for positions in internal affairs agencies should be more practically oriented. It is still urgent to search for effective methods of work in this direction. The current system of professional training has significant drawbacks, such as overwhelming theoretical content of legal disciplines and the gap between the education and the everyday professional reality. In the author’s opinion, it would be appropriate to correct the principles of professional training organization. The provisions of the article prove the topicality of the research issue.

Abstract: The article studies the problems of formation and development of universal expertise of would-be district police officers. The authors consider the modern interpretation of the term “expertise approach” and the ways of its implementation. The authors describe the stages of using a system-activity approach in the organization of the educational process at Barnaul Law Institute. The methods of formation of the professional education of high quality include its structural and institutional reformation, the development of integration models of all levels of education in accordance with the modern requirements. The research contains the analysis of the diagnostics of psychological peculiarities of students and the universal expertise of graduates of educational institutions of the Ministry of Internal Affairs of Russia. The authors define organizational and technical requirements to the information and educational environment appropriate for using the system-activity approach. The authors focus on the analysis of the structure and the contents of universal expertise in the field of law-enforcement activity during district police officers training. Universal expertise formed in the process of education helps the graduates to solve difficult tasks and settle conflicts in their professional activity. Instruments defining the level of the universal expertise of students will help to evaluate the results of education at each stage and form the comprehensive understanding of the results by the participants of the educational process. The authors arrive at the conclusion that the formed universal expertise shows the preparedness of district police officers to effective service which is defined by the developed skills, personal traits, theoretical knowledge and practical experience in the field of law-enforcement activity.

Abstract: The article raises the problem of improving physical training of police officers, particularly the sharpening of tactical motions and legitimate use of combat fighting techniques during their service. To implement this task, it is necessary to introduce innovative techniques and methods into the educational process using various means and forms of education. The authors also consider the problem of a lack of connection between the educational process and practice demonstrating the inability of the recent graduates to solve operational tasks in nontypical and extreme circumstances of their professional activity. The authors suggest expanding the range of combat fighting techniques by means of studying and adopting them from other types of combat  sports which are more appropriate for the professional activities of police officers. The authors conclude that it is necessary to: expand the range of techniques and methods of teaching the students of educational institutions of the Ministry of Internal Affairs of the Russian Federation and acting police officers and to include the techniques of various types of combat sports use the distracting tactique and the methods of progressive raising of an assistant’s resistance which would help to sharpen the tactics and technique of combat introduce the use of simulating situations in the educational process of police officers which would simulate the real circumstances with certain operational tasks, which would improve psychological readiness of students to nontypical and extreme situations of their future profession.

Abstract: The subject of the study is to increase the effectiveness of the technique of precision strikes of students of educational organizations of the Ministry of Internal Affairs of Russia with the use of weights in special sets of exercises.The object of the study is the organization of the educational process of students of the Faculty of vocational training of educational organizations of the Ministry of Internal Affairs of Russia in the discipline "Physical training". The author examines in detail such aspects as the use of special weights and the improvement of coordination abilities. Special attention is paid to the analysis of the traditional system of training students of the Ministry of Internal Affairs of Russia; the use of weights in the form of weights not of the maximum weight, while improving coordination abilities in teaching students the accuracy of punches and kicks.   The main conclusions of the study are that the process of teaching percussion techniques in physical training classes with students of vocational training on the topic "Strikes and protection from blows" contributes to an increase in the accuracy of punches and kicks than classes on the traditional training system. The author's contribution to the research of the topic is: the definition and justification of the purpose and objectives of the study, the choice of the subject and object of research, the justification of the author's methodology.The novelty of the research lies in the development of special complexes consisting of shock technique exercises, which improve the high-speed qualities of shock technique, the accuracy of hitting the target and coordination abilities.

Abstract: The research subject is the peculiarities of formation and manifestation of communication skills of police officers in the digitized environment. The research methodology is based on general scientific methods (formalization, synthesis, generalization of theoretical information on the research issues, and the empirical deductive method), and theoretical methods of the modern social sciences and the humanities. Using the sociological method of questioning, the authors establish the main problems of formation of communication skills of police officers in the digitized environment, analyze the officers’ ideas about prohibitions and restrictions in the digitized environment determined by their professional activities, and detect the weak points of professional training which can damage the image of the internal affairs agencies if ignored. The research helps to reveal several problems connected with communication skills of police officers in the digitized environment. Firstly, it is the absence of normative regulation of the term “communication skills of civil servants” which causes the polyphony in the interpretation of this term. Secondly, it is the absence of formalized requirements to the behavior of police officers in the digitized environment. There are no rules of behavior of police officers on the Internet and in social networks per se, therefore there’s no formal responsibility for their violation. The authors also detect the drawbacks of the professional training and retraining of police officers. The first significant indicator is the fact that most police officers know neither the legislative requirements to digital behavior, nor the current statutory instruments regulating the police officers’ behavior. All these facts prove the necessity to improve the current system of police officers professional training and retraining.

Abstract: The object of the study is the possibility of using innovative methods in the training of law enforcement officers in the era of digitalization. The subject of the study is the foreign experience of using innovative methods in training law enforcement officers. In the course of the conducted research, general scientific methods of dialectics, analysis, generalization, as well as special scientific methods of summary and grouping were used. All this allows us to consider in detail such aspects of the topic as the change of the traditional approach in the educational process, which is replaced by an innovative and technological way of information exchange along with analytical, normative and axiological study of the humanities and natural sciences. The article focuses on the fact that in modern conditions, the training of law enforcement officers of departmental higher educational institutions is gradually acquiring digital prospects in the development of professional potential and high technology. The main conclusions of the study are the formulated main components of general cultural, professional competencies that allow law enforcement officers to develop special abilities in the process of studying at higher school. A special contribution of the authors to the study of the topic is to consider it from the point of view of various training technologies and methods of training law enforcement officers used in police agencies of foreign countries. Conducting research, the authors come to the conclusion that in the law enforcement sphere, during the period of total digitalization, there is a need for technologically savvy specialists with a legal education who have interdisciplinary skills in various scientific fields. The novelty of the research lies in the extrapolation of foreign experience and technologies of training law enforcement officers in foreign countries to the educational activities of law enforcement officers of the Russian Federation.

Abstract: The object of the research of this scientific article is the modeling of stress factors in students during fire training and ways to overcome them. The subject of the research is the psychological and pedagogical methodology of overcoming stress factors in the process of their modeling during fire training and ways to overcome these psychological phenomena. The purpose of the scientific article is to identify the most effective methods and methods of conducting fire training classes, which will be aimed at developing skills to overcome stress when handling firearms and ammunition. At the same time, attention is paid to strict compliance with safety measures when handling both training and combat weapons during training.The practical significance of the research carried out within the framework of this scientific article is to identify the most effective methods in overcoming the stressful states of students during fire training, necessary for practical application. The methodology of the conducted research is determined by its purpose and objectives. It is based on a systematic approach to the study of methods of training police officers in overcoming stressful conditions when using firearms. The research methodology used in writing the scientific article was implemented using the following methods: - structural and substantive analysis of scientific papers devoted to the topic of this study; - synthesis of the practical experience of police officers and regulatory legal acts on the topic of the study; - testing of the proposed methods of modeling extreme situations in fire training and ways to overcome them with students of study groups during practical classes.

Abstract: The research subject is educational relations emerging in the process of professional training of newly-admitted police officers. The research object is the unified professional training programs for internal affairs officers implemented at educational institutions of the Ministry of Internal Affairs of Russia and professional training centers for regional internal affairs departments. The authors analyze the peculiarities of implementation of educational programs based on the unified professional training programs, and the problems educational institutions face during their implementation. The authors formulate the solutions helping to improve the considered unified educational programs, and optimize the work of educational institutions under the Ministry of Internal Affairs of Russia. The authors offer a mechanism of radical unification of professional training programs for internal affairs officers, which is based on the implementation of two versatile professional training disciplines. The solutions offered will help prevent the unplanned increase of teaching load and overcrowding in classes in case the officers of various positions are enrolled at the same training group. The authors suggest changing the contents of the disciplines “Firearms training” and “Physical Training” aimed at the increase of professional competence of internal affairs officers.

Abstract: Biomechanics and the laws of the dynamics of translational and rotational movements are necessary for teaching fighting techniques to law enforcement officers. This is due to the fact that the acquired knowledge of biomechanics allows you to track the patterns of performing motor actions, as well as to see, feel and eliminate errors in a timely manner. Thanks to this approach, the effectiveness of combat increases. Combat fighting techniques in educational organizations of the Ministry of Internal Affairs of Russia are the main section of the educational process in the discipline of physical training. Cadets and trainees often have difficulties in mastering combat techniques of wrestling, which prevents them from fully, efficiently and effectively performing a specific technique. Students visually copy the actions performed by the teacher, which is not enough to consolidate the technique of movements in consciousness. As a result, the chances of successful fulfillment of the control standard for physical training from the section "Fighting techniques of wrestling" are reduced. This problem determines the relevance of the topic under study. Combat fighting techniques in educational organizations of the Ministry of Internal Affairs of Russia are the main section of the educational process in the discipline of physical training. This is due to the fact that the most accessible measure of influence on the offender at the moment when he is or is able to resist, from the point of view of the law, is the use of physical force. Cadets and trainees often have difficulties in mastering combat techniques of wrestling, which prevents them from fully, efficiently and effectively performing a specific technique. Students visually copy the actions performed by the teacher, which is not enough to consolidate the technique of movements in consciousness. Therefore, the importance of the acquired knowledge of the basics of biomechanics should not be underestimated, since they allow you to track the patterns of performing motor actions, as well as to see, feel and eliminate errors in a timely manner.

Abstract: The subject of the study is the digitalization of management activities in the educational organization of the Ministry of Internal Affairs of Russia. The object of the study is the processes taking place in the educational organization of the Ministry of Internal Affairs of Russia during the organization of personnel training, their optimization, as well as the development of the head's tools for working with an array of data in the areas of the organization's activities aimed at reducing the volume of paper document flow, reducing resources for data collection and systematization, obtaining information on the principle of "here and now" according to the currently necessary criterion of the effectiveness of the educational organization. The authors note that the introduction of digital tools in the activities of educational organizations of the Ministry of Internal Affairs of Russia will provide the heads of organizations with the opportunity to obtain operational information to make effective decisions, create conditions for creating a unified system of electronic internal and external document management, while significantly reducing the need for duplication of information on paper for different regulatory structures. As a result of the conducted research, the authors proposed the development of a software product, the main task of which is to provide the head of an educational organization with an effective tool for analyzing the activities of an educational organization. The use of this software product in the activity provides the head of the educational organization of the Ministry of Internal Affairs of Russia with the opportunity to promptly receive data on all processes occurring in subordinate structural units, increases the efficiency of analyzing this data, provides additional arguments for choosing an effective strategy for the development of the organization, and also provides the organization with the possibility of operational communication and interaction with the Ministry of Internal Affairs of Russia, the Ministry of Education of Russia, the Ministry of Education Russia, training customers, as well as regulatory authorities and organizations.

Abstract: The novelty of the problem considered in the article lies in the introduction of the concept of "shooting competence". The research methodology is implemented with the help of a structural-content analysis of scientific papers devoted to the topic of this study and a synthesis of the practical experience of police officers and regulatory legal acts on the research topic. The scope of the study lies in the fact that the proposed set of pedagogical conditions will increase the level of development of shooting competencies and, in general, the preparedness of employees for the use of weapons. Conclusions. A model of shooting competence has been created, which considers all the constituent components that a police officer must possess, who, on duty, can use firearms. The subject of the study is the shooting competence of employees of the internal affairs bodies. The object of the study is the professional training of employees of internal affairs bodies. The purpose of the work is to study the main psychological and pedagogical aspects of the formation of shooting competence among students in educational organizations of the system of the Ministry of Internal Affairs of Russia in order to improve the learning process in professional training. The problem of insufficient knowledge of "shooting competence" is considered, which is interesting and relevant for the system of law enforcement structures in terms of the general professional training of employees of the internal affairs bodies. The problem of the formation of shooting competence meets the modern requirements for employees of internal organs more than ever.

The subject of the study is the methods that develop the tactical basics of firearm ownership in the training of fire training. The aim of the study is to identify the most effective methods for conducting fire training classes aimed at developing tactical skills in handling firearms. Research objective is to determine the most effective and accessible methods in the process of handling firearms. The practical significance of the conducted research is to identify the most effective methods for training fire training, necessary for practical application. At the same time, attention is paid to strict compliance with safety measures when handling both training and combat weapons. The methodology of the conducted research is determined by its purpose and objectives. It is based on a systematic approach to the study of methods of training police officers in the practical use of firearms. The novelty of the scientific article lies in the development of author's methods in the study and testing of tactical actions of cadets and students of educational organizations of the Ministry of Internal Affairs of Russia in the handling of firearms during practical training. The training exercises were practically tested during the training of cadets and trainees at the initial stage of the practical part of fire training, during the development of tactical skills, it was carried out both idling and during combat shooting from small arms. The development of tactical actions with firearms allowed the trainees to form confident practical skills in handling firearms, which in turn affected the increase in the level of general discipline and the readiness of employees to act in practice.

The purpose of the study is to identify the most effective methods for conducting fire training classes aimed at developing handling skills of the students. Research aim is to determine the most effective and accessible methods in the process of handling automatic firearms. The practical significance of the conducted research consists in identifying the most effective methods for fire training training, necessary for practical application. At the same time, attention is paid to strict compliance with safety measures when handling both training and combat weapons during training. The methodology of the conducted research is determined by its purpose and objectives. It is based on a systematic approach to the study of methods of training police officers in the practical use of firearms. The novelty of the scientific article lies in the development of author's methods in the study and testing of tactical actions of cadets and students of educational organizations of the Ministry of Internal Affairs of Russia in the handling of automatic firearms during fire training. When practicing tactical skills, actions with automatic firearms were carried out both idling and during live firing. The training exercises were practically tested during the training of cadets and trainees at the stage of the practical part of fire training. The development of tactical actions allowed the trainees to form confident practical skills in handling automatic firearms, which in turn affected the increase in the level of general discipline and the readiness of employees to act in practice.

Abstract: The subject of the study is physical training in educational organizations of the Ministry of Internal Affairs of Russia, its place in the educational process and its importance in professional activity. At the same time, the article raises the actual problem of physical fitness of the younger generation, which currently leaves much to be desired. Therefore, the state policy is constantly aimed at promoting a healthy lifestyle among the population and introducing them to regular physical education and sports. First of all, the implementation of the tasks set is aimed at modern youth, who are the future support of our state and, undoubtedly, should show the health of our nation. The author's special contribution to the study is the attitude of young people, on the example of cadets of the East Siberian Institute of the Ministry of Internal Affairs of Russia, to physical training classes. A survey was conducted on the distribution of disciplines by popularity rating among students of the first courses of the Faculty of training investigators and forensic experts. A comparative analysis of the free time spent by students from training sessions, in educational organizations of the Ministry of Internal Affairs of Russia, according to the daily routine, with their preferences and interests, i.e. what they would like to do more and pay attention to in their free time. A survey was conducted on the quality of the educational process and its effectiveness in the discipline "Physical training" among cadets and students of the Institute.

Abstract: The research object is the process of teaching police officers how to use physical force. The research subject is the case-study method used for teaching police officers how to use physical force. Physical training of police officers is aimed at the formation of readiness to legally use physical force for solving official tasks. However, at physical training lessons police officers study combat techniques, and much less attention is paid to teaching how to use these techniques during official service. One of the reasons for insufficient readiness of police officers is the lack of teachers’ attention to the case-study method of training and the possibility to use it at physical training lessons.  The research is based on scientific methods: analysis and generalization of scientific sources; situation simulation; pedagogical experimenting; testing. The authors formulate the following conclusions: 1. The main unified situations of the use of physical force by police officers are: “Identity checks”, “Stopping of public intoxication”, “Assault on a police officer”. 2. Analysis of the results of testing the complex of unified situations of the use of physical force by police officers has demonstrated the effectiveness of using the case-study method for teaching police officers how to use physical force. The effectiveness of applied techniques in the test group was on average 15,6% higher than that in the control group.  The described complex of unified situations can be used at physical training lessons for police officers. The scientific novelty of the research consists in the fact that it proves the effectiveness of the use of the case-study method for teaching police officers how to use physical force.

Abstract: The research subject is social relations in the field of the development of basic skills of road traffic police officers of Russia in using firearms during operations and for stopping drivers attempting to escape from the crime scene. The research object is the formation and development of firearms using skills of internal affairs officers during the professional training of middle and major commanders enrolled in internal affairs bodies of Russia. The topicality of the research is determined by the tasks of improvement of professional training of specialists in educational institutions of the Ministry of Internal Affairs of Russia, and ensuring personal safety of internal affairs officers and the safety of civilians during operative actions. The research contains the analysis of use of service weapons by police officers during operative actions. Based on the example of apprehension of a vehicle, the author analyzes the effectiveness of use of service weapons by road traffic police officers. The research methodology is based on the analysis of the use of service weapons by police officers, and experiments. The scientific novelty of the research consists in the following: a) the analysis of statistical data of the use of service weapons by internal affairs officers; b) the task to organize a comprehensive firearms training of internal affairs officers; c) the list of measures aimed at the improvement of firearms training of internal affairs officers. In conclusion, the author substantiates the necessity to improve the basic professional training program in terms of raising the effectiveness of firearms training of internal affairs officers. The analysis of the use of service weapons by road traffic police officers, as well as experiments, prove the importance of the research in the field of public safety protection and effective prevention of criminal offences by police officers with the help of service weapons.

Abstract: Employees of the internal affairs bodies in their official activities constantly face a high degree of psycho-emotional stress. In law enforcement practice, there are cases of obstruction of the performance of official duties by police officers. In case of obstruction of legitimate activities, employees of the Department of Internal Affairs may experience negative emotions. These emotions are a response of the psyche to external circumstances. Obstructing the legitimate actions of police officers often leads to conflict situations in which it is necessary to maintain balance and control over their actions or statements, and based on the current situation to make a decision in accordance with the current legislation. Obstruction of the performance of official duties, as a rule, is of a pronounced conflict nature. To increase the effectiveness of classes, it is advisable to involve experienced employees as experts in conducting a business game. This will ensure the necessary exchange of professional experience and increase the effectiveness of training. A large number of different possible situations are simulated, the social and role experience of employees participating in the training is expanded, their gradual involvement in the business game takes place. It becomes obvious that there is a need to organize work on the formation and development of moral and psychological stability among police officers and to teach them techniques for managing their emotional state.

Abstract: The subject of this article is the problem of professional training of current and future employees of the Russian penitentiary enforcement system in the context of the digital transformation of the penitentiary system in the country and the world. The relevance of the stated topic is due to the fact that the current employees of the penal enforcement system have a low level of knowledge of information technologies. In addition, modern professional training of future personnel of the penitentiary system is carried out without the use of such information innovations as distance education technologies and digital security. The article examines the current level of information technology proficiency of current employees of the penitentiary system; describes the problems existing in the system of training future personnel when they receive education in institutions under the jurisdiction of the Federal Penitentiary Service of the Russian Federation, as well as in civilian universities training personnel in the field of "Jurisprudence", "Law Enforcement"; the problem of the lack of courses is considered improving the digital literacy of current employees of the penitentiary system; the experience of using distance learning technologies by foreign countries in the process of obtaining education by current employees who have the opportunity to improve their competence without interrupting their direct official duties; the possibility of applying foreign experience in the Russian penitentiary system was assessed. Along with general scientific methods, the authors also used special legal methods (system-analytical, comparative legal, statistical). The novelty of the research lies in the development of the main ways to solve the problems of professional training of employees of the penitentiary system within the framework of the digital transformation of the penitentiary system, providing for improving the training of existing employees, as well as introducing certain innovations in the training of future personnel of the penitentiary system. On the basis of the conducted research, difficulties were identified and opportunities for improving the modern professional training of future personnel, as well as current employees of the penitentiary enforcement system, contributing to the optimization of processes and improving the quality of the penitentiary system were identified. The best way to solve these problems will be the introduction of a mandatory requirement to improve the digital literacy of existing employees of the system. For institutions that train future personnel of the penitentiary system, it is necessary to introduce disciplines into the educational program aimed at obtaining practical skills in working with automated information systems used in the activities of the Federal Penitentiary Service of the Russian Federation.

Abstract: The article considers the main pedagogical techniques helping to keep the attention and interest of internal affairs officers at theoretical lectures during the period of professional training in educational institutions of the Ministry of Internal Affairs of Russia. The author studies the peculiarities of the structure of a theoretical lecture on firearms training based on the proposed pedagogical techniques. The article focuses on the main reasons of internal affairs officers’ performance decrease during theoretical lectures on firearms training and the ways to improve it using motivating and other factors. The author uses the theoretical methods of cognition (analysis, analogy, the system approach, etc.) and develops the main pedagogical techniques aimed at keeping the attention and improving the performance of students during lectures. The author formulates the following conclusions:  It is possible to get positive and productive results at theoretical lectures on firearms training if they are structured and have a strong methodological basis Due to particular psychological peculiarities and some physiological reasons, during long-lasting learning activity, attention and concentration of internal affairs officers at theoretical lectures on firearms training can be decreased. Therefore, the author suggests using some pedagogical techniques which help to keep attention during all the lessons. To show the particular examples of integration of these techniques with theoretical lectures on firearms training, the author considers educational issues in their connection with the life experience involving the use of firearms by officers during their service. Besides, the author shows how to develop the interest of students via strong motivation.

Abstract: The article considers the problem of preservation and upgrading of historical and pedagogical legacy of teachers of the earliest professional training schools and courses for penitentiary personnel in Russia. The author considers the quality characteristics (the staffing level and competence of teachers, the participation of practitioners and scientists, etc.) of personalities of teachers of the earliest educational institutions (schools and courses) involved in professional training of penitentiary personnel. The author notes that the personalities of particular teachers are well-known in the scientific world, some are known only among domain experts (particularly those specialized in jurisprudence), some were known only to their contemporaries, while about others there’s no available scientifically important information at all. The author raises the question about the necessity to admit the role of personalities in professional training of penitentiary personnel in Russia. This research is one of the first attempts to introduce the personalities of the earliest professional training schools and courses for penitentiary personnel to the scientific world. The research is based on the archive materials. The scientific novelty of the research consists in the systematization of tendencies of recruiting teachers of the earliest professional training schools and courses for penitentiary personnel: firstly, the absence of permanent teachers even in schools opened upon the adoption of the Law of 1913; secondly, highly positioned civil servants and qualified practitioners were involved in teaching; thirdly, starting with temporary readings, highly competent and well-known specialists had been involved in the educational process, many of them current or would-be leading scientists and acknowledged scholars. The admission of the role of personalities makes it possible to conduct historical research using biographical methods and personalistics.

Abstract: The subject of the study of this article is public relations in the field of organizing the training of personnel of internal affairs bodies for actions in emergency situations caused by forest fires. The object of the study is the organization and improvement of professional and service training in instilling competencies for conducting rescue and other urgent rescue operations in the aftermath of forest fires. The relevance of this work is related to improving the quality of professional training and retraining of police officers, and the execution of the Decree of the President of Russia V. V. Putin "On combating forest fires", which sets the task for senior officials of the subjects of the Russian Federation to ensure a reduction in the area of forest fires on forest fund lands in 2022-2030 by at least 50 percent relative to the level of 2021 of the year. The article provides a detailed analysis of the training of cadets and police officers to act in emergency situations. The issues of tactical training of police officers involved in extinguishing forest fires were raised.  The methodology of the conducted research is based on the application of methods of included observation, analysis of the practical experience of the activities of ATS organizations and educational organizations, interdisciplinary analysis of literature and normative legal documents on the problem under consideration. The scientific novelty of the study is as follows: a) a detailed analysis was carried out on the training of police officers to eliminate the consequences of emergencies caused by forest fires; b) the need to pay special attention to the training of police officers to ensure personal safety when extinguishing forest fires is justified; c) the issues of tactics of preparing police units for emergency situations are highlighted. The main conclusions of the conducted research are the need to improve the tactics of preparing ATS units for action in the event of a threat and extinguishing forest fires. The above statistics and the considered example of the death of paratroopers during the extinguishing of a forest fire in Tyva indicate the importance of ongoing research in this area and the need to improve the quality of professional training.

Abstract: The research subject is the actualization of organizational and pedagogic peculiarities of professional training of penal institutions personnel during the Great Patriotic War. Professional training of penitentiary personnel in today’s Russia, aimed at the formation of competent professionals, traditionally deals with the question of continuity of education fundamentals at particular time line.   The research is based on archive materials of the State Archive of the Russian Federation. Abstract: The research subject is theoretical review of professional training programs for newly enrolled police officers, implemented in the last decade in educational institutions of the Ministry of Internal Affairs of Russia. The review covers 15 professional training programs for police officers underlying the educational process at a particular educational institution. The research analyzes the dynamics of gradually adopted changes to professional training programs for police officers. The author emphasizes the necessity and feasibility to clearly substantiate the adoption of various changes to the current programs in modern conditions. The author concludes that preparation of police officers for their future service in modern conditions according to various programs, and changes to these programs, should be aimed at the formation of the personality of the officer as a professional. The scientific novelty of the research consists in the conclusion that the renewal of the human capacity of internal affairs bodies aimed at the development of a police officer as a person with formed personal qualities, skills and expertise, is impossible without radical transformation of the current professional training programs.

Abstract: The subject of the study is educational relations arising as a result of professional training of employees of the internal affairs bodies included in the freelance sniper groups of the territorial bodies of the Ministry of Internal Affairs of Russia. The object of the study is educational programs of professional training of employees of the internal affairs bodies of the Russian Federation, currently being implemented in educational organizations of the Ministry of Internal Affairs of Russia and professional training centers for employees of territorial internal affairs bodies of the Russian Federation at the regional level. The authors analyzed the features of the training of freelance sniper groups, as well as problematic issues that arise during the implementation of such educational programs. As a result of the analysis, solutions are proposed aimed at improving the effectiveness of the training of employees of freelance sniper groups, as well as optimizing the activities of educational organizations of the Ministry of Internal Affairs of Russia, within the framework of the implementation of appropriate educational training programs. Abstract: The rationale  of the research is caused by the importance of educational work with the internal affairs personnel, poor development of assessing criteria of would-be army officers being ready for educational work with the personnel, and the need in continuous improvement of the quality of professional training within the system of the Ministry of Internal Affairs of the Russian Federation. The subject of the research is the quality of professional training of police officers. The object of the research is the readiness of military students for educational work with the internal affairs personnel. In their research the authors applied the systems and interdisciplinary approaches, methods of analysis, synthesis, generalisation, classification, specification, and modelling which allowed to obtain valid and scientifically grounded results. As a result of their research, the authors offer their definition and describe the structure of readiness for educational work with the internal affairs personnel. Based on the analysis of the structure of educational work, the authors offer their own integrated method of assessment of readiness for educational work withhin the internal affairs system. They also describe principles, functions, criteria, indicators and assessment techniques of their method.

Abstract: The purpose of this study is to organize effective training of cadets and students of educational institutions of the Ministry of Internal Affairs of Russia in the discipline of fire training, aimed at the formation of trainees' professional competencies that are necessary for the effective use of firearms by police officers during the performance of official duties to protect the life and health of citizens, as well as to ensure their own safety. The relevance of the study is due to the fact that currently the Interior Ministry employees are serving in special conditions in the zone of a special military operation. The objective of the scientific article is to analyze and propose a more effective algorithm for fire training, which is mainly aimed at acquiring the skills of high-speed and accurate shooting from different positions, from behind cover, in motion, as well as shooting with the left hand from a Makarov pistol, an AK-47 assault rifle, while the trainees are equipped with a bulletproof vest and protective helmet. The practical significance of this study is to improve the quality of fire training of cadets and students of educational institutions of the Ministry of Internal Affairs of Russia, taking into account the conduct of a special military operation and the fact that Interior Ministry employees serve in special conditions in new regions of our country (in the DPR, LPR, Kherson and Zaporozhye regions) imposes increased requirements for the level of fire training of employees.

Abstract:   The research subject is physical training as an integral, dynamic and targeted pedagogical process. The research object is the students of the professional training faculties of educational institutions of the Ministry of Internal Affairs of Russia. The author considers such aspects of physical training lessons as the inclusion of exercises aimed at the improvement of coordination, the negotiation of psychological difficulties, and the usage of the students’ best skills. Special attention is given to the issues of the improvement of physical culture of students of the educational institutions of the Ministry of Internal Affairs of Russia, and the inclusion of various exercises along with the method of professional situations modeling. The main conclusions of the research are: the necessity to change regulating documents connected with the age peculiarities of the human body in accordance with physical training methods within the professional training program for the students aged 24 - 32, and the usage of the situation modeling method. The author’s special contribution to the research of the issue is the application of the author’s teaching technique based on the method of modeling, and its impact on the effectiveness of professional activity. The academic novelty of the research consists in the fact that the author develops the physical training lessons technique based on the complex of various exercises and the method of modeling.

Abstract: The research subject is the improvement of facilities and resources of practical training lessons within the disciplines “Tactical and Special training” and “Personal safety of internal affairs officers” in educational institutions of the Ministry of Internal affairs of Russia when it comes to using modern training weapons. The research object is the educational process in the Ural Juridical Institute under the Ministry of Internal Affairs of Russia, and its pedagogical capacity of using laser tag for training internal affairs officers. The research is based on the methods of theoretical consideration, analysis of literary sources, generalization of scientific materials, and pedagogical observation. The main conclusion of the research is the substantiation of the possibility to use training weapons laser tag in education institutions under the Ministry of Internal Affairs of Russia for internal affairs officers training. The use of training weapons is a promising means of improvement of tactical training of internal affairs officers which will help students to prepare themselves for law-enforcement activity. The scientific novelty of the research consists in the private technique of using laser tag in the educational process of a departmental specialized educational institution. The technique is aimed at testing the pedagogical potential of using modern training equipment laser tag during the practical training within the “Tactical special training” discipline.

Abstract: The research subject is the process of teaching law enforcement officers athletic skills necessary for appropriate weapon handling during the execution of tactical and military tasks in counterterrorist operations. The author describes the norms developed in course of a research and the peculiarities that had been taken into account in the process of their development, and the procedure of teaching how to reach these norms thus significantly increasing the effectiveness of teaching athletic skills and facilitating the transition of these skills up to the level of qualification. The author uses the following research methods: analysis of scientific and methodical sources; analysis of the practice of using riot control weapons and firearms by law enforcement officers involved in counterterrorist operations; substantiation of norms - up-to-date, the simplest in their structure and giving reliable results; expert assessment of the topicality and the content of these norms; the method of mathematical statistics used for the substantiation of estimated figures of these norms; pedagogical observation. The author concludes that the application of these norms will help increase the safety of law enforcement officers during counterterrorist operations and in other emergency situations.

Abstract: The subject of research is pedagogical support for the development of the career of an internal affairs officer as a component of the process of planning and development of an officer’s career which is considered in the context of organizational and educational process. The object of research is the process of an internal affairs officer’s career development. The purpose of the research is scientific substantiation of the effectiveness of using pedagogical support for the development of the career of an internal affairs officer. The author uses analysis and synthesis to formulate the concept of pedagogical support for the development of the career of an internal affairs officer. The author forms a research hypothesis based on the assumption that a focused, consequent and coordinated pedagogical support for the development of the career of an internal affairs officer promotes the formation of an integral system of organisational, educational, psychological and pedagogical support, the stimulation of the active role of officers in the process of planning and development of their career, and the improvement of the effectiveness of professional and personal potential of officers. The author arrives at the conclusion that the formulation of the concept and the consideration of the theoretical prerequisites of the problem, the essence and the contents, the current state of pedagogical support for the development of the career of an internal affairs officer will help create the system of effective stimulation of professional and personal potential of officers and their successful career growth. Abstract: The research subject is the algorithm of students self monitoring of their shooting training results and the scope of theoretical knowledge in firearms training which are recorded in a self monitoring diary. Students are offered to fill in the sections and columns of a self monitoring diary in accordance with the conditions and standards of exercises of the Firearms training guidelines of internal affairs agencies of the Russian Federation approved by the decree of the Ministry of Internal Affairs of Russia of November 21, 2017 No 880. The research object is the fire discipline of persons being trained in internal affairs bodies of Russia with no prior service. Based on the results of the research of the peculiarities of professional training of internal affairs officers with no prior service, the authors formulate the main sections of a self monitoring diary and offer the variant of a diary design. A shooting results self monitoring diary was tested at firearms training and firearms grenade throwing skills improvement lessons in the course of professional training programs for privates, junior, middle and senior commanders of internal affairs bodies of the Russian Federation.

Abstract: The article studies the issues of electronic learning systems developing, introducing and using in the educational process of a higher education institution. The authors consider the Legal Statistics subject to study their objectives, composition, work organization and usage experience. At present, in the context of the growing importance and usage of computers in many spheres of activity of the modern society, there’s a need for professionals adept at self-studying and self-development. These new abilities should be ingrained in all students. Under these circumstances, one of the priorities of education is the effective use of educational technologies including interactive electronic educational resources. An effective educational method is online teamwork. It can be organized with the help of Wiki pages. Active elements are used to encourage students to interact with each other and with an instructor. Abstract: The subject of the research is the methodology of the technical preparation for the practical shooting training at educational organizations of the Ministry of Internal Affairs of Russia. The object of the research is the practical shooting training process  at educational institutions of the Ministry of Internal Affairs of Russia. The authors consider the specifics of the practical training of teaching and practical training of shooting. The problem of increasing the fire readiness of police officers is most acute, which can be improved by introducing the method of a sports federation of practical shooting. At present, the patterns of high-speed shooting at various distances with a lack of time, as the main condition for increasing the level of preparedness of ATS employees have not been studied in sufficient depth. To achieve the research objectives, the authors have used the following research methods:1. Analysis of literary sources and synthesis of scientific and methodological material.2. Survey, survey and interview.3. Pedagogical testing.4. Pedagogical observations and control. The main conclusions of the study are the following. In order to improve the shooting skills of police officers, targeted training is necessary taking into account primarily the technical training used in the sports federation of practical shooting as well as the peculiarities of shooting skills. A special contribution of the authors to the research topic is their methods and means of training shooters at educational institutions of the Ministry of Internal Affairs of Russia. The novelty of the research is caused by the determination of the most effective means and methods of theoretical and practical shooting training that can be used in shooting training of Internal Affairs personnel.

Abstract: Successful performance of professional duties by a police officer to a great extent depends on their personal and psychological characteristics and volitional powers. Such characteristics can be formed during professional and psychological training in the course of training, education, and official activities. Physical training lessons at an obstacle course can improve physical and mental strength of an officer and develop the necessary professional skills. The use of nonstandard elements of an obstacle course is aimed at the formation of mental strength of an officer in emergency situations. Therefore, the research objects are the elements of obstacle courses used in Russian and foreign law enforcement agencies, and nonstandard elements which can enhance obstacle courses and make them more realistic and resembling the real conditions of stalking a criminal in an urban environment. The nonstandard elements of obstacle courses and the peculiarities of their creation and overcoming, considered in the article, help to formulate the technique of development of psychological characteristics of police officers in the process of an obstacle course overcoming. The proposed nonstandard elements of an obstacle course can be used at physical training lessons in all main professional training programs for mid and senior command staff firstly employed at internal affairs agencies as operatives, as well as for private corps and junior command staff firstly employed as police officers.

Abstract: The authors consider the peculiarities of internal affairs officers training for emergency mitigation in air transport. The problem of underpreparation of police officers for emergency and search and rescue operations in specific circumstances of emergency mitigation in air transport hasn’t been solved during a long time by now. The adoption of optimal forms and promising educational methods in the process of professional training of internal affairs officers is believed to be one of the ways to solve the problem. The article considers the possibilities of using the methodology of situational approach for the organization of training in the form of staff exercise, tactical and special training and tactical and special exercise. The authors suppose that the introduction of such educational forms into the educational practice will allow forming the necessary professional competencies. The use of staff exercise, tactical and special training and tactical and special exercise in the educational process not only helps develop the required skills, but also trains psychological resistance which helps perform operational tasks of this type fully and within the allotted time.

Abstract: The subject of research is the firearms training technique of getting guns ready used at educational institutions of the Ministry of Internal Affairs of Russia. The study revealed the problem of raising the level of firearms training which can be solved by means of using the technique of the improvement of physical coordination, extension of their sensor sharpness, i.e. the perception range. Abstract: The article contains the author’s technique of formation of radio communication skills during the process of local police officers training within the practical lessons in the discipline “Special technique of internal affairs bodies”. This technique helps to form necessary competences in the sphere of service radio communication with minimum participation of a teacher in the process of radio communication. The research contains samples of educational materials (procedure charts, radio communication control charts for the operator of the main communication station, a radio communication control chart for the teacher), necessary for a lesson. The author considers the knowledge assessment criteria for the section “Means of communication of internal affairs bodies”, related to radio communication. The topicality of the research is determined by the necessity to form stable skills of using service radio communication and radio exchange during the local police officers service. The author emphasizes that pedagogical literature doesn’t cover this issue.  The scientific novelty of the research consists in the development of the author’s technique of formation of practical skills of radio communication within the educational process preparing the future local police officers. The technique contains the action plan for a teacher, the samples of educational materials, and knowledge assessment criteria, and helps to effectively form radio communication competences of students. The main approaches of this research can be used for other specializations.

Abstract: The research subject is the English language as a means of professional communication. The author considers the problem of misunderstanding between Russian police officers and the representatives of other cultures, caused by the lack of language proficiency and second-language skills, primarily, the English language, since it has undoubtedly become the language of international communication. The author substantiates the role of the foreign language for police officers training. One of the key tasks of educational institutions within the Ministry of Internal Affairs is the training of professional and dutiful police officers, able to work up to world standards. Forming the linguistic culture by means of studying foreign languages, the police officers gain professional communication experience. The author emphasizes the fact that language proficiency, communication skills, and successful communication, are those success factors, which can have a positive impact on professional activities of police officers, and the foreign language will not be an obstacle, but a key to mutual understanding. The research method is the unified cognitive methodological approach, which includes the methods of logical analysis, conceptual analysis, person-activity approach, communicational approach, and culturological approach, which reveals the unity of axiological and person-activity aspects. The research novelty is determined by the tasks and the very object of the research. The cognitive approaches are linked with the functional and pragmatic approach, which defines the purpose of the language through its application, the purposes and the situation of communication, i.e. the extralinguistic factors. Since a language is a part of humanities knowledge, studying a foreign language can promote understanding of another instrument of cognition of the reality, and demonstrate the humanitarian culture with other esthetic criteria, thereby increasing the professional level of students.

Abstract: The research subject is the forms, methods and approaches to the organization of professional training of internal affairs officers in educational institutions of the Ministry of Internal Affairs of Russia. The author analyzes the main approaches to the implementation of professional training programs, particularly, gives special attention to distance teaching and the methods of organization of the educational process. The topicality of the research is determined by the necessity to reconsider the current system of professional training in internal affairs agencies, to change the approach to its organization and implementation, and the search for the most efficient forms and methods of professional training of officers. The research methodology is based on the systems and competency-building approaches and includes the methods of theoretical, practical and empirical studies, as well as the statistical method and other research methods. The purpose of the research is to define particular problems emerging in the process of implementation of professional training programs using the online teaching techniques; to offer the ways to solve them, which would be the most effective for professional training of internal affairs officers. The author arrives at the conclusion that in order to successfully implement distance professional training programs for the newly employed internal affairs officers, in terms of COVID-19 spreading, particular managerial decisions should be made which would eliminate both organizational and procedural, and material and technical drawbacks. In the author’s opinion, it is reasonable to make adjustments to the organization of professional training. These ideas underlie the topicality of the research. The scientific novelty is determined by the topic of the research and the offered ways to improve the professional training system in internal affairs agencies aimed at increasing its effectiveness in current conditions.

Abstract: The article deals with the use of special equipment in the activities of district police commissioners and their regulatory and legal regulation. The problem of equipping the Department of Internal Affairs with special equipment in the context of these issues of the activities of district police commissioners is actualized. A variant of the methodological solution for the organization of the educational process in the discipline "Special equipment of the Department of Internal Affairs" is proposed, aimed at increasing the level of development of competencies by district police commissioners implemented using a distance learning system. This work is aimed at investigating the use of special equipment by district police officers in the course of their duties in the position they are filling. Improving the efficiency of the use of special equipment by district police officers in various situations of service.The scientific novelty of the work consists in the formation, testing and quantification of an effective methodology for developing practical skills in the possession of special ATS equipment by employees undergoing initial professional training in the official category of district police commissioner. In order to increase the variability of the content content of the educational program and the adaptability of the course of special ATS equipment to the actual equipment of the units, it is necessary to use electronic simulators more effectively during the educational process. Abstract: The analysis of the normative and methodological literature for the internal affairs bodies of the CIS countries made it possible to identify a number of common features and differences in the methods of teaching fire training to employees. The revealed differences, among other things, are related to their regional characteristics, in which the use of weapons takes place and cultural differences that take place among different peoples. The revealed similarities were collected into a common list to create a unified methodology for training employees of the internal affairs bodies of our countries to use weapons. Based on them, we made an attempt to draw up a unified method of fire training. The proposed training methodology will make it possible to create an identical approach to the formation of skills and abilities of employees of internal affairs bodies (OVD) on the territory of the Commonwealth. The resulting data, which we have brought together, reflect the current issues of the use of weapons in various situations. This made it possible to systematize them in order to create a unified methodology for fire training of police officers. The concept of a modern methodology for teaching fire training should guarantee the defeat of the target and the preservation of the life of an ATS officer in any conditions of fire contact. Normative consolidation of the received training methodology will contribute to the growth of fire skills and the growth of professionalism of employees.

Abstract: The research subject is the formation of professional communicative competence of cadets of a ministerial institution in the process of self-education. The author studies the experience of Perm Institute of the Federal Penitentiary Service of Russia and considers aspects of the topic as the ways of formation of communicative competence of cadets in the process of self-education and the forms of independent work of cadets (classroom work, out-of-class work and self-initiated work). Special attention is given to pedagogical support of independent work of cadets. The author offers organizing method classes, which would include general psychological and methodological recommendations about organization of independent work in each discipline. The author uses such methods as analysis and generalization of pedagogical and methodological literature on the problem under study; classification; questioning; generalization of pedagogical experience. The author formulates the ways to form professional communicative competence of cadets in the process of self-education, based on the experience of Perm Institute of the Federal Penitentiary Service of the Russian Federation. A special author’s contribution to the study of this topic is the proposal to form professional communicative competence not only within the discipline “The Russian language and speech culture”, but to include field-specific communicative blocks in general professional disciplines and professional disciplines, in the programs of practical classes within the principal educational program, and research activity. Abstract: The article is devoted to raising the proficiency level of police officers engaged in the process of maintenance of public security during 2018 the FIFA World Cup 2018 held in Russia. The authors analyze aspects of the statutory regulation of the aforesaid distance education process at educational organisations of the Ministry of Internal Affairs of Russia. The author summarizes the possitive experience of training police officers at Barnaul Law Institute of the Ministry of Internal Affairs of Russia using the technical means of control and supervision during international sports events. Training of police officers at the Ministry of Internal Affairs of Russia organisations is bsed on the experience in solving social security issues during public events. The authors make the following conclusions. When preparing for major public events, it is necessary to preliminary create a list of technical means of supervision the police officers plan to use to protect public order, to deliver samples of such teachnical means to educational organisations of the Ministry of Internal Affairs of Russia, and to train the staff. To achieve objectives of the educational process, it is necessary to more efficiently use electronic trainers and supervisory devides and to arrange for instruction of the staff on how to use the devices at particular public order enforcing agencies.

Abstract: The article demonstrates the results of the scientific research conducted by the authoring team of the department of tactical, firearms and physical training of the faculty of professional training of Vladivostok branch of the Far-East Law Institute of the Ministry of Internal Affairs of Russia aimed at the detection of the peculiarities of organization of special physical training of internal affairs officers at the stage of technical and tactical improvement of defence against beating. The authors use the methods of theoretical analysis of the corresponding scientific works in the field of psychology and pedagogics, as well as pedagogical experiment and the methods of mathematical statistics (two-sample Student’s t-test) and interpretation. Statistical calculations were made using the Microsoft Excel analytical package for statistical processing of initial data. These methods help substantiate the necessity to focus the attention on the development of coordination abilities which would help increase the effectiveness of the process of organization of special physical training at the stage of technical and tactical improvement of defence against beating. Besides, the research has revealed the pedagogical potential of coordination abilities. It helped develop the technique of formation and organization of the educational and training process. The introduction of this technique has significantly improved the characteristics of a technical skill of defence against beating. Thus, the technique based on the motional tasks aimed at the development of coordination abilities of internal affairs officers helps to raise significantly the effectiveness of the process of special physical training at the stage of tactical and technical improvement of defence against beating.

Abstract: The article considers the formation of transferable skills of police officers using the case method in educational institutions of the Ministry of Internal Affairs of Russia. The purpose of the research is to develop and substantiate the method of formation of transferable skills of police officers during practical lessons at educational institutions of the Ministry of Internal Affairs of Russia using the case-method of education. The research subject is the formation of transferable skills of police officers. The research object is the educational process of police officers based on the case-method in educational institutions of the Ministry of Internal Affairs of Russia. The authors use the methods of participant observation, analysis of the organization of practical lessons, analysis of statutory documents, the method of modelling.  The topicality of the research is determined by the necessity to increase the quality of professional training in the Russian institutions of higher education, including those under the Ministry of Internal Affairs. The scientific novelty of the research consists in the development of the model of formation of transferable skills of police officers based on the case-method of education during practical lessons in special disciplines organized at the educational institutions of higher education of the Ministry of Internal Affairs of Russia (table 1), and in the described example of a practical lesson in the discipline “Special Equipment of Internal Affairs Bodies” with the use of the case-method. The authors consider the case method, one of the methods of active education, as a means of development of transferable skills. The results section contains an example of the dynamics of the level of completeness of transferable skills of the students of educational institutions of the Ministry of Internal Affairs. The authors arrive at the conclusion that the case-method promotes the formation of transferable skills during practical lessons in special disciplines at the educational institutions of the Ministry of Internal Affairs of Russia, as it helps improve the educational process, involve the students in communication, and develop self-sufficiency.

Abstract: The research subject is the service of law enforcement bodies’ officers which is constantly connected with extreme situations which often require use of force including combat maneuvers. Therefore, training combat maneuvers in physical education lessons for the officers of law enforcement agencies is particularly important, since they form professional skills and abilities necessary for everyday professional service. The article considers one of the methods of training one of the most complicated motion techniques of the section “Combat maneuvers” of the topic “Thrusts and Defense”. The research subject is the technique of a roundhouse kick which is studied in order to rationalize and intensify the process of forming the motion technique for training the students of educational institutions of the MIA and the officers of law enforcement bodies. The author uses such research methods as pedagogical observation, interviewing, video analysis, which help define the sequence of phases of activating the parts of the body in the general kinematic chain. The author concludes that it is effective to train the roundhouse kick using the kinematic structure and the structural components of the constructive method. The scientific novelty of the research consists in the experimental testing of the methodological approach to training and consistency and specificity of involving the structural parts of the body while using the holistic constructive method of training the motion technique of a roundhouse kick at the middle of the body.

Abstract: The research object is social relations emerging in the field of road police officers’ personal and collective safety protection while in the execution of their duties. The research object is the formation and improvement of personal safety protection skills of internal affairs officers in the process of their professional training. The topicality of the research is connected with the tasks of professional training quality improvement at the educational institutions of the Ministry of Internal Affairs of Russia, and the necessity to maintain the working efficiency of law enforcement officers which determines the effectiveness of their work. The study contains the analysis of road accidents, determines the types of persons allowing them to happen, and describes the proportion of road accidents caused by drivers in a state of alcoholic intoxication. The authors define the main causes of internal affairs and road police officers traumatization; analyze the probability of conflict situations between road police officers and drivers in a state of alcoholic intoxication. The research methodology is based on the methods of involved observation, the analysis of the practical experience of the internal affairs agencies, and the interdisciplinary analysis of academic works and regulating documents in the field under consideration. The scientific novelty of the research is as follows: a) the authors analyze the offences committed in the recent years; b) the authors raise the problem of the improvement of personal safety protection skills of internal affairs officers; c) the authors analyze the contents and the structure of professional training programs. The conclusions of the research substantiate the necessity to improve the main professional training program and to take particular steps aimed at the protection of personal safety of internal affairs officers while in the execution of their duties. The statistical data described in the article as well as the example of a road police officer traumatization while making up a protocol, proves the importance of research in this field.

Abstract:   The article considers the problems of professional training of citizens who joined the internal affairs bodies of Russia. The author gives theoretical interpretation to the problem and demonstrates the interrelation between such categories as need, motive, result, and emotion. The author pays attention to the personal attitude of professional training students affecting their choice of professional activity, particularly, the service in internal affairs bodies. The research object is the professional training students studying the police officer program. The research subject is the personal attitudes of students during professional training. The author finds out that the only need to get some knowledge and skills is not enough. Of great importance is the motivation of students, their understanding of their professional duty and will to perform official responsibilities at a professional level. The author notes that the moral and psychological potential of a person has an important role as it affects the personal development of an officer. It’s been established that the result of students’ work depends on their personal dedication. Particularly, their commitment, life orientations and guidelines affect the active involvement of students into the educational process, their performance, professional skills acquisition, formation of competence.

Abstract: The author proves the importance of speech situations in the formation of foreign language communicative competence of law enforcement officers. The author studies speech situations whose effectiveness depends on the provision of those being trained with standard means of language. The author considers the process of situational communication as a set of conditions and circumstances, which encourage to communicate and to express ideas, feelings and wishes. The author emphasizes that the insertion of the elements of the basic foreign language into the professional foreign language can help law enforcement officers to communicate more effectively in different situations both in their native country and abroad. The research method is a unified cognitive approach, which includes the methods of logical analysis, the comparative method and the method of context analysis. The author is the first to describe the theoretical aspect of a poorly studied problem of use of situational communication for the formation of communicative competence of law enforcement officers. Defining the conceptual cognitive basis of the narration, speech situations set the communication objective and the algorithm of use of language practices and means of expression, thus helping not only to use the foreign language as a means of professional communication, but also to overcome the communicational difficulties.

Abstract: In his research Gizatullin touches upon implementation of electronic manuals in teaching Legal Informatics, both in class and for independent research of university students. The object of the research is the process of vocational training of students. The subject of the research is the use of electronic manuals in the process of vocational training. The author of the article examines a set of requirements recommended for the use of electronic manuals at a University. He pays special attention to the development and use of electronic manuals in teaching Legal Informatics to Ural Law Institute of the Ministry of Internal Affairs of Russia. The methodological basis of the research implies empirical research methods such as comparison, questionnaire survey, and expert evaluation. The novelty of the research is caused by the fact that the author of the article demonstrates how a law institute performs the integration of academic materials that combine theoretical materials, practical exercises, list of Internet resources and online tests to evaluate the students success. The main conclusion of the research is that the use of electronic manuals both in class and student's independent research does  not only raise the quality of teaching Legal Informatics to law students but also actively stimulates their cognitive activity and personal motivation to acquire professional competence.

Abstract: The authors touch upon the development and application of the electronic training manual “Struggle Pain Techniques” for the academic discipline “Physical Training” at the training sessions and in organizing independent work of students (cadets) at the Ural Law Institute of the Ministry of Internal Affairs of Russia. The object of research is the process of professional training of students. The subject of the research is the use of electronic manuals in the process of professional training of students. The authors pay special attention to the development and experience of the use of the electronic manual "Struggle Pain Techniques" for students in the specialties 40.05.01 Legal support of national security and 40.05.02 Law enforcement. Empirical research methods such as comparison and questioning have formed the methodological basis of the research conducted by the authors. The novelty of the research is caused by the fact that the article describes how the non-standard integration of teaching-methodical materials presented in the form of a specialized program “focused” on the “Physical training” academic discipline that combines : implementation of painful methods of dealing with their detailed review in the form of action algorithms, graphic images, multimedia; list of Internet resources; "Manual on the organization of physical training in the internal affairs bodies of the Russian Federation." The main conclusion of the research conducted by the authors is that the use of electronic manuals  in classrooms and in organizing independent work of cadets contributes not only to improving the quality of cadets mastering the academic discipline as a whole but also actively stimulates their cognitive activity and personal motivation in studying the academic discipline for acquiring professional competence.

Abstract: The authors consider general and special issues of implementation of experimental and innovation activity of an educational institution using the example of the development and usage of a highly effective hardware and software system based on the components of a small-arms training system “Auto-SCATT” for organization and implementation of educational process (supervised and unsupervised work of students) at an institution of higher education under the Ministry of Internal Affairs of Russia - the Ural Law Law Institute. The research object is the process of professional training of students. The research subject is the use of a training system “Auto-SCATT” during the “Firearms training” lessons. The research methodology is based on analysis, synthesis, comparative and problem-search methods. The scientific novelty of the research consists in the fact that it shows how the firearms training process, based on the complex training system “Auto-SCATT” used at ground vehicle driving lessons for the imitation of off-road shooting in motion, is organized. Abstract: The research subject is the formation and theoretical substantiation of general professional training of police officers employed for the first time, aimed at the development of the personality of the subject of professional activity. The author considers the key problems of the current system of professional training of police officers employed for the first time, and analyzes the results of police officers educating based on the example of a particular educational institution of the Ministry of Internal Affairs. The author suggests evaluating the effectiveness of general professional training by evaluating the officers’ compliance with the requirements of the profession. Abstract: The authors consider the peculiarities of professional education of internal affairs officers. The subject of research is the analysis and selection of tactical training techniques. At present, there’s a problem of incomplete knowledge and practical skills in the field of tactical actions of police units in special circumstances. One of the promising ways to solve this problem is to use the techniques giving the opportunity to optimize staff training in order to form competencies helping to accomplish operative tasks. The authors use the method of generalization of pedagogical experience, as well as the methods of deduction and induction.  The scientific novelty of the study consists in the use of the proposed technique as a complex of methods and forms of staff training for actions in emergency situations. Abstract: The subject of the study is the organization of professional training of police officers aimed at obtaining the competencies necessary to perform official duties in modern conditions. The object of the study is the educational programs of professional training of police officers in the position of an employee "Policeman", currently being implemented in educational organizations of the Ministry of Internal Affairs of Russia. The author analyzes the features of professional training of police officers, as well as problematic issues that arise during its implementation.The examples of illegal acts against police officers are analyzed, which show the need to improve the effectiveness of vocational training and its orientation to the practice-oriented component. As a result of the analysis, solutions are proposed aimed at improving the effectiveness of professional training of police officers, forming the necessary competencies for law enforcement activities in modern conditions. Changes in the content are proposed for the formation of competencies necessary for the performance of official duties as close as possible to the practical law enforcement activities of the police. Abstract: The subject of the study is the analysis of the state of professional training of police officers, first employed, in a specific educational organization of the Ministry of Internal Affairs of Russia in the North-Western region. The purpose of the work is to evaluate the results of the survey of police officers upon arrival and surveys upon completion of training (training), entrance control, as well as to conduct a statistical analysis of the results of qualification examinations (final attestations) upon completion of training (training). The conducted research has shown that it is necessary to make significant changes to the vocational training (training) programs, content, forms, means, methods and technologies of training (training) in order to prepare a police officer for the effective performance of professional tasks. The duration of the existing training (training) of police officers, who were first recruited, is on average from 3-4 to 5-6 months. Such a short period of time objectively affects the state of vocational training (professional training) of police officers in a specific educational organization of the North-Western region. The actual state and reliability of the results of qualification examinations (final attestations) police officers upon completion of the existing professional training in the educational organization of the Ministry of Internal Affairs of Russia was confirmed in the study by the use of methods of mathematical processing of results (methods of primary statistics): arithmetic mean, sample averages, error of representativeness of the sample average and coefficient of variation.

Abstract: When developing standards and special shooting exercises for employees of security and convoy police units, it is necessary to take into account the modern practice of using firearms, the specifics and conditions of service by employees of this category. The conditions and circumstances of the use of firearms by police officers are described in detail in the materials of official inspections. Due to the fact that these materials relate to information of limited distribution, it is not possible to analyze them. To determine the probable conditions for the use of firearms by employees of security and convoy police units, we used general scientific research methods: analysis, synthesis, comparison, induction. Empirical methods: pedagogical forecasting (questionnaires); mathematical statistics (mathematical and statistical data processing). The problem of the study is determined by the contradiction between the need to study modern conditions for the use of firearms by employees of security and convoy police units to develop practice-oriented standards and special shooting exercises, and the lack of publicly available necessary information about the practice of using firearms by employees of this category. Object of research: professional activity of employees of security and convoy police units related to the use of firearms. Subject of the study: conditions for the use of firearms by employees of security and convoy units of the police. The results of this study will allow us to determine the characteristic technical and technical-tactical actions with firearms necessary for the development of practice-oriented standards and special shooting exercises for employees of security and convoy police units.

Abstract: The author considers the possibility to train law enforcement officers with physiological peculiarities to shoot the Makarov pistol. The author defines the main functional systems of law enforcement officers and studies the main anatomical and physiological peciliatities impacting the accuracy of shooting. The author uses theoretical research methods (analysis, analogy, the system approach, etc.) and develops practical recommendations for using individual corrections to firing techniques of officers with physiological peculiarities. The observance of these recommendations by firearms trainers will help improve technical skills of shooting and shooting accuracy of officers with physiological peculiarities. The author arrives at the following conclusions: When teaching officers with physiological peculiarities how to shoot the Makarov pistol, trainers should rely upon not only their knowledge and firearms skills, but also be competent in some sciences, such as anatomy and physiology. Extended knowledge of anatomy will promote faster achievement of the main goal: the improvement of technical skills of students and shooting accuracy. The author defines the main systems activated before and in the process of an aimed shot: the supporting-motor system, the nervous system, the cardiovascular system, the respiratory system, the visual system, and the sensorimotor system. These systems are interrelated and can impact the effectiveness of shooting.  Based on the considered functional systems of law enforcement officers, activated in the process of shooting training, and the anatomical and physiological peculiarities of these systems, the author considers the possibility of training officers using individual corrections in shooting technique.

Abstract: The authors consider in detail the features of professorial training of law enforcement officers in tactical and special techniques for organizing and conducting a pre-test conversation as a key stage in the course of a special psychophysiological study using a polygraph. Attention is paid to the strategic goals of the polygraph examiner, who should receive objective data from the interviewee on risk factors during the research process.The fulfillment of this goal, depending on the intentions of the subject, and therefore it is important to teach the future specialist to act competently and clearly in the process of performing this procedure, to be able to use psychological means to overcome negative states in the examined person during the pre-test conversation. The novelty of the study lies in the fact that the paper considers current options for possible interaction between a polygraph examiner and the examined person during a pre-test conversation in the process of a special psychophysiological study, taking into account the use of psychological means to overcome negative emotional states in the examined person in their work. The authors note that the process of a special psychophysiological study is associated with the need to quickly navigate the psychological characteristics of the test subject, comprehensively analyze his behavior, emotional state and determine the strategy of behavior.Direct communicative interaction between the polygraph examiner and the subject begins during the pre–test conversation and its effectiveness at this stage of work can be improved through the use of additional psychological attitudes that will allow the specialist to correctly build a pre-test conversation and possibly get the maximum amount of information even before the direct polygraph interview.

Abstract: The activities of employees of internal affairs bodies associated with the performance of official duties in extreme conditions dangerous to life and health, leads to the emergence of negative emotional states. Such conditions have an impact on the entire physiological system of the body. This often leads to affective or aggressive-chaotic actions, or to the refusal to perform those actions that, if necessary, will allow you to successfully complete the official task. This often leads to injuries and deaths of law enforcement officers. Problem statement: the study of the functioning of the body systems of employees of the internal affairs bodies, their behavior in situations of risk to life and health shows that employees often have poor self-regulation techniques to overcome negative conditions and are not able to quickly bring their body to a normal functional state. The purpose of the study: to establish the relationship between hemodynamic and respiratory indicators of trainees of vocational training in a fire training class.Research methods: the authors have applied both theoretical research methods (analysis, comparison, generalization, systematization). Empirical data were systematized on the basis of mathematical statistics methods and presented using the graphical method. Results and key conclusions: based on the developed private methodology of functional diagnostics, the indicators of hemodynamics and external respiration of employees of internal affairs bodies during fire training classes were studied. In addition, the results of the study can be used when conducting fire training classes for the development and implementation of individually differentiated technologies for self-regulation of employees during professional training.

Abstract: The object of the study is such an integral part of the professional service and physical training of employees of internal affairs bodies as fire training. The main purpose of fire training classes is to teach a police officer the skillful use of weapons, the conduct of accurate fire and its lawful use. The main conclusion can be considered that the educational goals of fire training classes are achieved, including the pedagogical work of teachers in the classroom. These classes should be conducted systematically, consistently and comprehensively. Theoretical classes should be fixed in practical classes. The material part of the weapon should be closely linked to the study of the basics and rules of shooting. The studied topics should be associated with new educational material, work with weapons – with its use, etc. In the classroom, teachers need not only to manage the learning process in the group, but also to implement an individual approach to each listener. Such work of teachers will contribute to the most effective training of employees in the lawful and effective use of weapons.

Abstract: The article considers the problem aspects of administrative regulation of personal professional safety of internal affairs officers of the Russian Federation in course of law enforcement service. The research object is the professional safety of internal affairs officers as an objective condition (characteristic) of the system of service in the internal affairs bodies, and the system of measures aimed at the reduction of professional risks and threats. The research subject is the set of legal provisions regulating the procedure of service in the internal affairs bodies with regard to personal professional safety of employees. These provisions are within the scope of constitutional, administrative, labor, and so-called “police” law. The purpose of the study is to detect juridical inconsistencies of the normative sphere of regulation of personal professional safety of internal affairs officers. The research tasks are to describe the genesis of personal professional safety of internal affairs officers, to study the structure of an administrative provision about personal professional safety of internal affairs officers, to formulate particular recommendations about the improvement of legal regulation of personal professional safety of internal affairs officers. The author uses general scientific and specific juridical research methods guaranteeing the historicism, objectivity and consistency of normative-legal study of personal professional safety of internal affairs officers. They include the principles of development of the research object, its logical determinacy, historical specificity and dialectical connection between the logical and historical methods of cognition; consistency and comprehensiveness of study; general scientific approaches: the system, genetic, activity approach; the methods of analysis and synthesis, juridical interpretation and other research methods of the modern socio-humanistic studies. The article is based on the current Russian sources of law via use of departmental statistics. Special attention is given to the detection of gaps in the departmental legal provisions in the sphere of personal professional safety of internal affairs officers, which don’t regulate the constitutional right of internal affairs officers to safe working conditions. The author substantiates the conclusion that professional risks of personal professional safety of internal affairs officers must be normatively regulated. The research results are described accurately and meaningfully. The author gives factual information and instances in the examples of legal practice describing particular interrelations of legal provisions and the patterns of the mechanism of legal regulation of personal professional safety of internal affairs officers. The author prefers using the latest research results and long-term data. Author’s critical conclusions contradict the existing legal provisions and are of a particular practical importance for the comprehensive provision of internal affairs officers’ safety, reduction of rate of accidents and deaths of officers in the course of duty, and general stabilization of the personnel system of the Internal Affairs Bodies.

Abstract: The research subject is the peculiarities of practical physical training lessons in the context of distance learning at educational institutions of the Ministry of Internal Affairs of Russia. The purpose of the article is to analyze the reasons for the downward trend of practical lessons and insignificant growth of the rates of the theoretical section of the physical training discipline caused by the conditions of distance learning. The topicality of the research is determined by the necessity to maintain the quality of professional training of personnel in educational institutions of the Ministry of the Interior during distance learning. The research methodology includes the method of quantification and mathematical statistics. The scientific novelty of the research consists in the following: a) the authors analyze the statistical data reflecting students performance before the move to remote learning and right after its completion; b) the authors analyze the performance rates of students before and after the move to distance learning; c) the authors raise the problem of development of the required level of knowledge and skills in the physical training discipline by the students during remote learning. The authors conclude that temporal exclusion of practical physical training lessons hampers the formation of professional competence of students. The research results can be used for planning and organization of the educational process in the Special physical training discipline at educational institutions of the Ministry of Internal Affairs of Russia.

Abstract: The subject of the study is the optimization of the process of professional training of policemen, which will ensure the achievement of levels of preparedness of employees for police activities. The policemen preparedness to act competently, meaningfully and actively in the specific conditions of the operational situation will contribute to his professional self-determination and career growth. The parameters and pedagogical conditions for optimizing the professional training process substantiated in the study contribute to increasing the level of preparedness of a policeman (the level of his initial qualifications) and create conditions for the professional development of a policeman when performing professional functions in solving future official tasks. The novelty of the research lies in the fact that the parameters have been determined and pedagogical conditions have been developed for optimizing the process of professional training of policemen, which are aimed at the professional development of an employee who is ready and able to perform professional service tasks in any position held with his further specialization. Reasonable levels of professional preparedness of policeman can be used to clarify the qualification requirements for this activity, as well as when assigning employees to various positions, to other units or services (departments), during rotations or career moves.

Abstract: In the article presented by the author, the issues related to the methodology of developing shooting exercises in typical situations of policemen activities are considered. In accordance with the requirements of the Ministry of Internal Affairs of Russia, each departmental educational organization implements a priority profile for the training of police officers. In this regard, the author of the study attempted to develop a private methodology that would allow the development and implementation of new types of firing exercises for employees of a specific category in the educational process of fire training. The author presented the conditions for regular and continuous improvement of professional competencies of employees of internal affairs bodies. In addition, the importance of the study is associated with the importance of solving the problems of methodological support for the training of police officers and the introduction of private methods of conducting classes with specific categories of employees into the policemen educational process. Currently, a number of contradictions have formed between the normative requirements for a police officer and the actual set of his personal qualities and professional competencies. To solve this problem and increase the level of fire training of police officers, we propose to consider the possibility and outline further ways to improve the methods of fire training of law enforcement officers in terms of specialization of their activities, in order to carry out and improve the professional training of police officers. The procedure proposed by the author for the development of a private methodology will allow specialists organizing the fire training process to develop and implement new preparatory exercises, shooting exercises, taking into account the peculiarities of the official activities of a particular department of Internal Affairs.

Abstract: The article defines the idea of universal competences schooled in the students of the jurisprudence personnel training program. Some level of formed universal competences prepares the students for teaching practice in institutions of higher education and promotes professional training of the future police officers. The author also describes the very process of professional competences formation which prepare the students for teaching branches of jurisprudence. To inculcate universal competences into the future law teachers, educational institutions within the Ministry of Internal Affairs of Russia use empirical methods of educating: competence evaluation via various tasks (elocution, a theme on a teaching profession and a teacher’s role on the modern world), practical tasks (searching, collecting and processing the information from different sources, using the systems approach to solve tasks), interviewing, which is aimed at finding out the motivation for the profession of a teacher. These circumstances help inculcate universal competences in the students of the academic personnel training program in the field of jurisprudence. The level of universal competences prepares the students for teaching practice in institutions of higher education and promotes the professional training improvement of the future police officers. The object of the study is police officers with individual psychological potential. The author of the article examines in detail such aspects of the topic as the effectiveness of professional activity, in particular, the relationship of the basic categories: need, interest, motive, goal, reflection; the content of the educational material, the study of which should focus on a personality-oriented approach. The main conclusion of the conducted research is the focus on the fact that the thematic curriculum for the interdisciplinary course "Moral and psychological training" fully allows to form basic psychological attitudes that allow to more effectively carry out professional duty. An analysis of the requirements for the performance of law enforcement officers emphasizes the need to develop a special approach to mastering "Physical Training". The result of the work is a set of indicators confirming the effectiveness of using functional all-around techniques to improve the quality of performing combat wrestling techniques. The results of the research can be used in educational process of the educational organizations of the Ministry of Internal Affairs of Russia in the discipline “Physical training”. The pedagogical aspects of obtaining high-quality education by polygraph examiners, the formation of important professional competencies, legal culture, and the ability to make decisions within the framework of their official activities in departmental educational organizations of the law enforcement unit are of the utmost importance. The main contribution of the author to the study of the topic is that the purpose of the study was formulated, which was to study the peculiarities of the formation of the legal culture of polygraph examiners in the learning process. The object of the study was the readiness of polygraph examiners to perform their official duties in accordance with the established procedure. Abstract: The research subject is the sequence of a shooter’s actions at the firing line. It is believed that the repetitions of an action improve the speed of its performance and eventually - its preciseness.  Unnecessary movements stop being made, an action stereotype is being developed, as well as a certain algorithm. A shooter should follow this sequence of actions when shooting, and develop it in the process of training. The more experienced the shooter is, the shorter the sequence becomes, since its length depends on the experience. The development of the algorithm is promoted by the study of the elements of shooting and repeated practicing of dry and charged shots. The formation of an optimal algorithm will be more effective if guided by a supervisor. The process of formation of the sequence of actions with firearms is determined by the use of various techniques of organizing and giving firearms training lessons. The use of individual, group and mixed activities allows the teacher to optimize the process of formation of the algorithm of actions in accordance with individual characteristics of students. Motivation and self consciousness of students become significant for the formation of the algorithm. At the same time, the contents of the educational process should be aimed not only at the formation of technical actions with a gun, but at the formation of the tactics and appropriateness of its usage. Successful performance of training shooting will indicate the completeness of formation of the algorithm of actions with firearms.

A special contribution of the authors to the study is the analysis of the reasons for the decrease in the motivation of students for training shooting based on the results of a questionnaire survey, as well as the development of ways to motivate them to improve their shooting skills based on the application of a graduate readiness model and a system for evaluating the results of shooting that meet the real conditions of the use of weapons by police officers.The scientific novelty lies in the identification of psychological and pedagogical factors of educational motivation of cadets of educational organizations of the Ministry of Internal Affairs of Russia for fire training. Abstract: This article discusses the system of professional training of officers of combatant police units (on the example of the security and convoy service) for the use of service weapons, training in the competent and safe use of firearms in the course of performing operational and service tasks and performing shooting exercises in typical situations of the use of firearms using special vehicles. Based on the conducted research, the author's team found that the existing training methods do not fully meet the modern requirements of professional training of employees of the security and escort unit of the Ministry of Internal Affairs of Russia. Based on this, the authors propose methods that can significantly increase the level of training of this category of employees to perform official tasks with weapons. The research methodology is presented by such empirical methods as analysis of the practice of law enforcement officers, generalization of methodological experience, modeling of educational situations. The conducted research revealed the need to develop a unified approach to the methodology of teaching tactical methods of using firearms in typical situations of operational and service activities. The study was conducted in two directions: - the first direction is related to the study of methods of teaching employees of internal affairs competent and safe (for others, including other employees included in the convoy) the use of firearms during the performance of official tasks; - identification and development of typical situations of the use of firearms employees of the security and escort units of the Ministry of Internal Affairs of Russia using special vehicles. Based on the research conducted by the team of authors, it was found that the existing training methods only partially meet the modern requirements of professional training of personnel of the security and escort units of the Ministry of Internal Affairs of Russia. As a result, a training methodology has been developed that allows to significantly increase the level of training of this category of employees to perform official tasks with firearms.

Abstract: The subject of the study is the peculiarities of teaching information and communication technologies in educational institutions of higher education.The object of the study is the implementation of professionally oriented disciplines related to countering crimes committed using information and communication technologies in educational institutions of higher education of the Ministry of Internal Affairs of Russia. The authors consider in detail the introduction of information and communication technologies into the educational process, their effectiveness in solving applied tasks to improve the educational process, increase the activity of students through their involvement in various activities and stimulating educational activity. The authors pay special attention to the use of information and communication technologies in the pedagogical process of educational organizations of the Ministry of Internal Affairs of Russia. The authors reveal the problems of implementing professionally oriented disciplines related to countering crimes committed using information and communication technologies. In the course of the research, the dialectical method of scientific cognition was used, as well as a set of general scientific and special methods for studying the theoretical foundations of pedagogy, creative understanding of the problems of using information and communication technologies in the educational process. The introduction of scientific conclusions and recommendations into the practice of teaching professionally oriented disciplines are made. The main conclusions of the conducted research are the ways proposed by the authors to solve the problems of implementing professionally oriented disciplines. The main didactic questions "Who should be trained?", "What should be taught?", "How should training be conducted?" are considered and "Who will provide training?" professionally-oriented training related to countering crimes committed using information and communication technologies. A special contribution of the authors to the study of the topic is their proposed methodology for teaching students and cadets of universities of the Ministry of Internal Affairs of Russia to counter crimes committed using information and communication technologies. The authors note that the training should be carried out using an interdisciplinary approach, including elements of jurisprudence, information technology, psychology, sociology and other relevant fields of knowledge. The novelty of the research lies in the disclosure of the basic didactic principles of the implementation of professionally oriented training related to countering crimes committed using information and communication technologies.

Abstract: The article analyzes the problem of the improvement of combat techniques self training by internal affairs agents. The authors take into consideration both the traditional methods of technical and tactical and strategic actions (including the revision of the sequence of embracing exercises), and the innovative trends. Abstract: The research subject is the evaluation technique of the firearms qualification of a postgraduate of educational institutions of the Ministry of Internal Affairs of Russia. The purpose of the research is to develop and scientifically prove the model of firearms qualification of the postgraduates of educational institutions of the Ministry of Internal Affairs of Russia. The research helps detect the problem of postgraduates’ skills improvement, which could be solved by means of evaluating the firearms qualification of students based on the model characteristics, which would increase the motivation to improve the firearms skills. The authors’ contribution is the development of a model of firearms qualification of postgraduates based on the qualification characteristics of tactical, technical and psychological qualification, since the current evaluation system doesn’t fully comply with the real conditions of using firearms by internal affairs officers. The scientific novelty of the research consists in the development of a model of firearms qualification of postgraduates based on the qualification characteristics of tactical and technical and psychological qualification. The practical importance of the research consists in the fact that the firearms qualification model will allow defining the specific tasks of the educational process and finding the relevant means and methods of training, as well as the size of exercise and mental load. The research results can be used during the firearms training process in educational institutions of the Ministry of Internal Affairs of Russia. The acquired results have helped to develop and substantiate the teaching guidelines to be used by the instructional staff during the firearms training process.

Abstract: The authors consider in detail such aspects of the topic as the pedagogical conditions for training employees of the Ministry of Internal Affairs of Russia to act in special conditions in modern conditions. The article deals with the essence of creating special pedagogical conditions, the issues of teaching academic disciplines in departmental educational organizations to tactically-oriented training of employees of the Ministry of Internal Affairs of Russia to perform service and combat operations, in conditions of various levels of danger that pose a threat to the state, the population, infrastructure and life support facilities. This paper presents recommendations on the conduct of classes, the use of training programs, various forms and methods of conducting classes. The pedagogical conditions for the formation of professional competencies of employees of the Ministry of Internal Affairs of Russia are described: motivation and readiness for professional activity, formation of skills of self-development, regulation, professional special, moral and pedagogical training. The main conclusions of the study are that employees of the internal affairs bodies of the Russian Federation provide protection to citizens and the state. An important point is the formation of their professional motivation skills for further training and work. The basis of the qualities of the employees of the Ministry of Internal Affairs of Russia are the moral characteristics of professional stability. They are formed throughout the life of a law enforcement officer, but it is training that lays the foundation for the characteristics with which he will enter the path of his activity. Pedagogical conditions at the time of training are the main factors of socialization of the future defender of the state, legitimate rights and interests of society.

Abstract: The object of this study is the professional competence of specialists in the canine service of law enforcement agencies of the Russian Federation, characterized by structuredness, consistency, integration and practical orientation, specified within the framework of daily activities in the aggregate performance of official tasks. The subject of scientific work is the features of the formation of professional competencies of these specialists in educational activities and special training in the system of law enforcement agencies. The authors have clarified the main complexes of professional cynological competencies, which must necessarily be formed among specialists in accordance with their level of position. Also, the authors have developed and tested in professional activity a formula that reflects the organization of the process of training cynologists in a quantitative ratio from its actual actions in the course of performing official tasks and allows the formation and maintenance of cynological abilities at a sufficiently high level necessary for the implementation of the professional functions of a specialist. This toolkit of pedagogical research is considered necessary for implementation in all canine units of law enforcement agencies in order to implement high-quality professional activities of canine service specialists.

Abstract: The research subject is the technique of diagnosticating weapons practice anxiety in students and police officer candidates of education institutions of the ministry of internal affairs of Russia. The purpose of the research is to give scientific credence to and to form a questionnaire and a methodology for diagnosticating anxiety in students and police officer candidates of educational institutions of the Ministry of Internal Affairs of Russia during the process of weapons practice training, since studying the ways of raising the effectiveness of the educational process is a serious problem of practical pedagogics. That was the reason for the authors to consider this issue and give practical recommendations about diagnosticating anxiety in students and police officer candidates involved in weapons practice, and the ways and methods of psychological training of gunners. The research methods include: analysis of literature sources and generalization of scientific and methodological materials; questioning, surveying and interviewing; pedagogical testing; pedagogical examination and control. The authors formulate the necessary requirements to psychological resistance of students and police officer candidates of educational institutions of the Ministry of Internal Affairs of Russia. The article forms the general idea of psychological training aimed at psychological resistance increasing during weapons practice. The authors develop and give scientific credence to the personal questionnaire and the methodology of diagnosticating anxiety in students and candidates of educational institutions of the Ministry of Internal Affairs during weapons training. It is particularly important because the current methods of psychological examination do not meet the requirements of weapons practice.

Abstract: The official activities of the staff of temporary detention facilities, guard units and armed escort is connected with contacts with the suspects in or accused of crimes, or sentenced to imprisonment for some criminally liable deeds. Work with such persons is connected with higher life and health risks both for officers and for citizens who can be harmed in an emergency situation, for example in the case of a possible escape of a severe offender.  To minimize such risks, it is necessary for officers responsible for guarding and escorting to be ready to suppress illegal actions of detainees and protect themselves and those around. In this context, the authors believe it is important to consider the possibility of organizing firearms training lessons with the staff of temporary detention facilities, guard units and armed escort. The purpose of such lessons would be the mobilization of psychological and physical readiness of officers before the start of their service. In the authors’ opinion, such lessons could be performed as training before releasing from duty. Besides, the authors note the topical problems of firearms training of officers and offer possible ways to solve them.

Abstract: The subject of the study is the peculiarity of the use of the principle of visibility in the study of methods of escape from custody by suspects (accused) by employees of the security and convoy units of the police. The author draws attention to the fact that for criminal-legal characteristics at different times, including today, not all methods of escape from custody are important, however, it is necessary to know and recognize them for each police officer, since favorable conditions for escape from custody are more often created by themselves employees of security and convoy units. Using the acquired knowledge, a police officer will be able to reproduce the situation in practice and prevent the escape from custody. The article notes the professional qualities that an employee of the security and convoy service must possess in order to successfully solve the tasks assigned to him and the orientation of training that can contribute to the development of these qualities. The author considers the importance of applying the principle of visibility in teaching, justifies the use of specific means of ensuring visibility that can be illustrated to students, and provides examples. The article examines the violations that contribute to the escape from custody, the methods of its commission, in the study of which examples are used in the form of tables, graphs, photographs, video clips, extracts from court decisions. Abstract: The subject of research covers such categories as “professionalism” and “competence”. These concepts are considered from the general scientific viewpoint, and with respect to internal affairs officers. The author studies the criteria of professionalism, the levels and types of competence. Competence is the most important component of professionalism of internal affairs officers. The research object is professional competence of internal affairs officers which is understood to be an ability to protect life, health, rights and liberties of an individual and a citizen, public order, and property, to ensure public safety, to combat crime, in particular, under the conditions requiring use of force, special means and firearms, and in an emergency. The author concludes that professional competence of internal affairs officers is a complex concept which includes the range of personal traits, the ability to apply the acquired knowledge, and the knowledge itself. Using the outcome-based approach to the educational activity, the author focuses on the modular variant of professional training of internal affairs officers. The organization of internal affairs officers into modules depends on their duty position. The author enumerates the main advantages of such an approach: the contents of modules allows acquiring comprehensive professional knowledge; different levels and types of competence are being implemented. The gained professional competence in professional training programs for internal affairs officers promotes the formation of consistent vision of professional tasks.

Abstract: In this article, the subject of the study is the process of forming patriotism among students of educational organizations of the Ministry of Internal Affairs of the Russian Federation, carried out by the commanders of cadet units. The study identifies the main normative legal acts on the civil and patriotic education of young people. Taking into account the levels of formation of patriotism and its components (cognitive, motivational, operational, behavioral, productive, regulatory, value, emotional-volitional), an in-depth analysis was carried out in order to determine the reasons for the lack of formation of the studied quality in some cadets and trainees. In addition, the study defines a list of the main directions of patriotic education of university students. To identify the level of formation of a sense of patriotism, the author's questionnaire "My Patriotism" was developed, with the help of which a survey of cadets and senior students of the faculty was conducted to train specialists for public order and public security units. Based on the results obtained, it was found that the overall group level of formation of the components of the sense of patriotism is average, most of the cadets need to increase the level of formation of certain components of the sense of patriotism. Theoretical and practical study made it possible to present a comprehensive approach to the study of the formation of patriotism among students of educational organizations of the Ministry of Internal Affairs of Russia by the commanders of cadet units, which was the novelty of the article.

Abstract: The research subject is the methods of practical training of the Patrol-Guard Service officers via in-person learning and the inclusion of the distance learning techniques in the midst of the novel coronavirus infection (COVID-19). The research object is legal relations emerging in the process of formation of new educational methods in the midst of the novel coronavirus infection (COVID-19). The author analyzes the situation in the educational sphere connected with the use of various elements of in-person and distance teaching of the Patrol-Guard Service officers. The scientific novelty of the research consists in the consideration of elements of in-person and distance learning and in searching for the balance between these types of learning, and in the formation of the concept of blended learning and the analysis of its effectiveness in the current situation. The author’s contribution to the study of the topic is the analysis of the possibility to integrate blended learning and theoretical distance learning at the first stage, and practical in-person learning at the second stage into the system of block-module-based education used at the educational institutions of the Ministry of Internal Affairs of Russia. Abstract: The author examines in detail in his work the issues related to the methodological and software-educational support for the training of polygraph examiners in the system of the Ministry of Internal Affairs of Russia. The work is mainly devoted to the analysis and description of the basic principles of special professional training of polygraph examiners, the structure of the training program and an objective assessment of its effectiveness. New trends in the training of polygraph examiners are also considered, including new methods and approaches in training and innovative technologies used in the process of professional training. It is also noted the need for continuous improvement of the system of professional training of polygraph examiners in the system of departmental education, taking into account the requirements for this category of specialists. Abstract: The subject of the study is the peculiarities of learning to drive a car. The object of the study is to train the initial actions of traffic police officers of the Ministry of Internal Affairs of Russia in the management of operational vehicles in extreme situations. Formation of practical skills in emergency training in the event of extreme situations. The authors consider in detail the location of the driver in the car, substantiate recommendations for the correct landing of the driver, which ensures his readiness for emergency actions. The authors give practical recommendations on the location of the hands on the steering wheel, so that, without losing control of the steering wheel, the driver can interact with the controls of the car. The authors pay special attention to the formation of the so-called "stability triangle" in the student of emergency driving, which includes (shoulders pressed against the back of the seat; the left foot in a resting place; the heel of the right foot, resting on the floor). Research methods: the dialectical method of scientific cognition, a systematic approach and analysis were used in the research process. Taking into account the complexity of the problem under consideration, general scientific and private scientific methods are used in the study: logical method, synthesis, structural and functional analysis and modeling methods. Implementation of the proposed recommendations in the practice of emergency training. The main conclusions of the study are the methodological recommendations proposed by the authors on training at the primary stage of emergency training for traffic police officers of the Ministry of Internal Affairs of Russia. The initial actions for the correct position of the body behind the driver's seat, methods of rotating the steering wheel with both two hands and one, as well as the development of practical skills in emergency training in the event of extreme situations are considered. A special contribution of the authors to the study of the topic is their proposed methodology for teaching emergency training to traffic police officers of the Ministry of Internal Affairs of Russia. The authors of the research offer their own pedagogical system that allows to develop professional physical culture values of law enforcement officials. The authors also offer a definition of professional physical culture values and criteria to assess the degree of their maturity based on the concepts of value, stereotype and competence. The authors analyze two groups of professional physical culture values that may be attributable to a law-enforcement official, i.e. defense attitudes and quality attitudes. They also offer teaching tools to develop such values at educational institutions of the Ministry of Internal Affairs of Russia, in particular, role-playing in small groups. The research methods include analysis, synthesis and generalisation of philosophical, psychological-pedagogical, professional-pedagogical literature, official documents of the Ministry of Internal Affairs of Russia, progressive experience, educational experience, and analysis of the products of activity of cadets at educational institutions of the Ministry of Internal Affairs of Russia.

Abstract: The subject of the study is the method of using paintball and airsoft weapons in the rifle (fire) training of educational organizations of the Ministry of Internal Affairs of Russia. The purpose of the study is to develop and scientifically substantiate shooting exercises using paintball and airsoft weapons to increase the fire readiness of students of educational organizations of the Ministry of Internal Affairs of Russia. The study revealed the problem of increasing the level of fire preparedness of graduates of educational organizations of the Ministry of Internal Affairs of Russia, which can be solved by using paintball and airsoft weapons in the rifle (fire) training of students. This will increase and improve their skills and high-speed shooting skills, taking into account the real conditions for the use of weapons by employees of the RF Department of Internal Affairs. A special contribution of the authors to the study of the topic is the development of shooting exercises and methodological methods for their implementation, since the existing exercises of the Shooting Course do not fully meet the real conditions for the use of weapons by employees of the RF Department of Internal Affairs. The scientific novelty lies in the development and scientific justification of the methodology for the use of paintball and airsoft weapons in the training process of fire training of educational organizations of the Ministry of Internal Affairs of Russia. The practical significance lies in the fact that the developed shooting exercises using paintball and airsoft weapons will bring the tasks of the educational process closer to the real conditions for the use of weapons by employees of the RF Department of Internal Affairs, choose the appropriate means and methods of training, as well as the amount of physical and mental exertion. The results of the study can be used in the training process of fire training of educational organizations of the Ministry of Internal Affairs of Russia.

Abstract: The author in the presented work discusses the topical issues of using the individual trajectory for the students' learning in the educational process of the departmental education system, undergoing professional retraining according to the programs of additional professional education, as an effective pedagogical tool for the formation of the necessary professional competencies. A variable methodology for the formation of individual educational trajectories is proposed, based on the analysis of the needs and capabilities of each student according to vocational training programs in educational institutions of the Ministry of Internal Affairs of the Russian Federation. In the course of applying the possibilities of an individual learning trajectory, it is assumed that this will contribute to a more effective formation of the necessary knowledge. The novelty of the research lies in the fact that the individual learning trajectory, in turn, allows students in a creative format to choose topics that are important in their opinion and scientific and practical directions that most accurately correspond to their needs and interests, and at the same time, in cooperation with teachers, acquire serious practical experience in this field. Abstract: Modern conditions of official activity impose increased requirements for the professional training of employees of internal affairs bodies. Shooting is the main form of conducting fire training classes and is aimed at the formation, maintenance and improvement of firearms skills by employees. Therefore, when considering issues related to the formation of motor skills, special attention is paid to improving the results of shooting, as well as maintaining and improving the skills of firearms possession by employees in the course of professional activity. In his research, the author noted the need to monitor the functional state of employees at the stage of vocational training in educational organizations of the Ministry of Internal Affairs of Russia to mobilize psychophysiological resources in the event of stress in the formation of motor skills. To solve the tasks, the following research methods were used: methods of assessing the functional state (statistical indicators of the functional state of students with gender characteristics were demonstrated); methods of mathematical statistics.The main result of the study is the data on the functional state of students under stress factors in the process of mastering new material, including during training and control shooting. Thus, there is a need to take into account the conduct of classes based on the differentiation of the group by gender when forming the order of the shooting shift. Based on the individual typological features and functional indicators of listeners, with the development of motor skills, optimization of the employee's condition before firing in a stressful situation, which will reduce the influence of negative (internal) factors on the effectiveness of shooting and increase the efficiency of mastering motor skills.

Abstract: The research subject is the planning of higher vocational education specialists training. The overabundance of specialists causes socio-economic problems, such as unemployment in some sectors and personnel deficiency in others. The study of the historical experience of planning in the sphere of higher education personnel training is of great importance. The calculations are defined by the Methodology Guidelines to the development of government plans of economic and social development of the USSR endorsed by the decree of the State Planning Committee of the USSR of 31 March 1980 No 631. The research is based on a comparative analysis of higher education specialists training in the Soviet period and at the present day. The author studies the data in relation to the sectors of the economics, professions and regions, which had served as a basis for the formation of plan tasks for higher education institutions in personnel training. The author concludes that government tasks for personnel training had been formed and are still formed and endorsed in the form of admission quotas in higher education institutions.

Abstract: Anti-corruption training of police officers at the recent level of professional training does not provide the implementation of functions of law-enforcement agencies in combating crime. In this regard, the subject of the article is the analysis of educational programs of several educational institutions within the Russian Ministry of Internal Affairs which, in our opinion, though train specialists for combating crime, lack an analytical component of education. Training of analysts in the sphere of combating crime not only in educational institutions of the law-enforcement system but also in other institutions promotes education of highly qualified managerial personnel with the knowledge of the causes and conditions of criminal activity. The conducted systems analysis of the level of students training revealed the shortcomings in the sociological, economic, political cognition of the society. On the base of the dialectical method the author compares some statistical (economic and sociological) indicators with the measures taken to combat corruption crime. On the base of the legal method the author analyzes the legislative measures and the policies based on the statistical indicators of crime in Russian regions. The author concludes that for the effective combating crime it is necessary, firstly, on the basis of educational institutions to create programs of training the analysts in the sphere of combating crime, secondly, to establish research centers for the study of the causes and conditions of criminal activity, thirdly, on the base of law enforcement experience to develop measures of combating crime taking into account the peculiarities of a particular region or city, fourthly, to get the professionals involved in the teaching of cadets and students in order to improve the abilities and skills of identification of causes and conditions of criminal activity.

Abstract: The research subject is education of bachelors with regard to liberal arts education requirements. The author considers such aspects of the issue as the perspectives of liberal arts education in preparing bachelors and the structure of liberal arts in the conditions of the educational system reform. Special attention is paid to the education of bachelors in the Social and Legal Institute of Economic Security. The SLIES’s strategy in the sphere of liberal arts education presupposes the use of modern technologies for the students’ permanent self-education. Therefore, attention is paid to the use of information technologies which increase the students’ interest in social sciences and promotes their motivation to interim self-testing. To form the base of reference and testing sources, the SLIES develops electronic courseware. The research methodology comprises the conceptual provisions of the theory of liberal arts education in the system of higher education. The method of system analysis helps reveal the conflict within the structure of educational process which is conditioned by the division of scientific and normative knowledge. It is determined by the fact that scientific and humanities knowledge helps theoretically understand any scientific facts since they depend on the patterns of development of nature, the society and thinking. This circumstance explains that such knowledge helps understand the essence of social processes, explain them and make sure forecasts. On the other hand, normative knowledge can’t form the principle of explanation, and the patterns of development of socio-economic processes can’t serve as a principle of evaluation. The author claims that the modernization of educational process and scientific and research activities provides access to the information from any region of the Russian Federation, thus making it possible to improve the quality of distance learning , particularly, the control over the knowledge of extramural students, and that there is a possibility to comply with the students’ information requests with the help of the new technology which combines the advantages of the press, television and the Internet.

Abstract: The topicality of the issue is determined by the necessity to improve the efficiency of professional training of the potential and the current police officers, immediate treatment of citizens, and the increase of the police officers competence in immediate treatment. The author analyzes the current statutory instruments regulating police officers’ actions in the cases of immediate treatment. The results of the research should be used for reading the discipline “First Aid” to the students of educational institutions of the Ministry of Internal Affairs and the current police officers. The author applies bibliographical and analytical methods. With the help of the computer programme “Consultant Plus”, using the keywords “police”, “first aid”, “medical assistance”, the author analyzes statutory documents reflecting the regulation of cooperation of police officers and persons requiring immediate treatment and persons with diseases. These documents include federal laws, regulations of the Government of the Russian Federation, decrees of the Ministry of Internal Affairs. Abstract: The subject of the research is the range of problems of drug addiction prevention by means of legal education of the youth, particularly, by filling in the gaps of knowledge about narcotic substances, their use and its consequences. The author claims that by the present day our society has lost the whole generation of young people because of a harmful effect of drugs. The author supposes that the systematic study of prophylaxis can help to reveal the age when people start using drags, the milieu which furthers the development of this habit, the categories of youth, etc. The author applies the statistical method helping to analyze the frequency of drug use among the youth; the methods of analysis and generalization help to develop common mechanisms of prevention. Having systematically studied these processes of narcomania, the author formulates the list of unsettled problems and offers the ways to solve them. The emphasis is laid on the absence of medical and rehabilitation infrastructure in the country which could also raise the effectiveness of narcomania treatment and prophylaxis on early stages.

Abstract: The article is devoted to the problems of teaching legal psychology within the higher professional education of lawyers. In particular, it is devoted to the problems of teaching theoretical materials and development of practical skills, resolving the problem of strengthening the practical elements and development of the creative potential in the process of education of future lawyers in the higher education institutions. Legal psychology as an education discipline is aimed at the studies of psychological aspects of application of legal norms and participation in legal activities. The legal psychology is taught to the future psychologists, lawyers, economists and managers in the modern higher education system. Special attention is paid to legal psychology in the law-enforcement education institution. Teaching psychology in general and legal psychology in particular is closely connected with the ability to use the theoretical psychological knowledge in the practical situations. The article contains analysis of pedagogical technologies facilitating the ability to use theoretical knowledge in practice, namely, use of workbooks, portfolio process, case-method in combination of social and psychological training. Teaching psychology has a long history. And some kinds of psychological disciplines are taught in almost all of the higher education institutions for several decades by now. The courses include elements of psychology, while they vary in their volume, depth of the study and specific direction of the contents. And it is expected that most of the law students shall manage not only to study legal psychology, but also obtain knowledge and skills of various branches of psychology (mostly, general and social psychology).

The article considers the problem of the language of law correspondence with the requirements of an everyday legal conscience. The author proves that the everyday legal conscience often endows the language of law with the features of the common language thus hampering the provision of its adequacy. The main attention is paid to the development of methodology of the lawmaking process quality improvement in the current socio-economic circumstances. The author carries out the theoretical and methodological analysis of the concepts of development of right and law. The article demonstrates the author’s positions on the interpretation and the legal ideology. The methodology of the study is based on the recent achievements of epistemology. The author applies general philosophical and theoretical methods (dialectics, the systems method, analysis, synthesis, analogy, deduction, observation and modeling), traditional legal methods (formal logical) and the methods of special sociological research (statistical, expert assessments, etc.). The author concludes that recently, in order to provide legality in the sphere of internal affairs, it is necessary to improve the forms and methods of lawmaking process. It is based on the methodological principle of the wave of muscles transformations or a logical combination of muscular straining and relaxation in different parts of the body, leading to the actualization of reserve abilities of the body, hitting power strengthening, increase of speed and strength endurance, mental stability and the improvement of social adaptation of a person. Abstract: The research subject is the organization and realization of occupational guidance of internal affairs officers candidates by the current internal affairs officers of the Russian Federation. The authors consider the issues of organization of selection of candidates for the institutions of higher education within the internal affairs system of the Russian Federation. Special attention is paid to the problem of organization of professional informing (professional education) about the study in educational institutions of the Ministry of Internal Affairs; organization of professional consultation by internal affairs officers; organization of occupational selection of candidates for educational institutions of the Ministry of Internal Affairs. Special attention is also paid to the analysis of the problems of occupational guidance improvement among the students of secondary general education and secondary professional education institutions. The research object includes the students of secondary general and secondary professional education institutions. The authors apply the method of collective phenomena studying, including questioning the 1st and 2nd-year students of the Ural Law Institute of the Ministry of Internal Affairs of the Russian Federation, conducted according to the certain plan with the help of special questionnaires. The authors substantiate the necessity to organize occupational guidance work with the parents of potential candidates for educational institutions of the Ministry of Internal Affairs and with the students of secondary general and secondary professional education institutions. The authors find out that the modern youth is more independent in choosing the future career, and at the same time, young people suffer from the lack of information about the service in internal affairs agencies and the specificity of police service in Russia. The authors emphasize the recommendation to maintain the opportunity for the candidates for educational institutions of the Ministry of Internal Affairs to stay in touch with the officers of personnel departments and other divisions of internal affairs agencies by means of regular joint events with school graduates and undergraduates.
