Abstract: The research subject is the criminal procedure teaching technique. The peculiarities of studying this discipline cause particular difficulties typical for various procedural disciplines. Therefore, the process of teaching should promote its mastering. The educator has to create the conditions in which a student would be able not only to acquire the set of knowledge and skills, but also would become an active, self-motivated and independent participant of cognitive activity in which it is important not only to study the methods of solving the teacher’s task but also to acquire other knowledge on the Criminal Procedure discipline. In this context, a simulation game can be an effective educational solution. The author detects the effectiveness of using a simulation game for teaching the Criminal Procedure discipline as a comprehensive method of problem-based learning. From a practical perspective, the use of a simulation game should facilitate the acquisition of knowledge by the students of the Criminal Procedure discipline and promote their professional orientation. The author considers a simulation game as a comprehensive method of problem-based learning which includes the following methods: project making, discussion and searching in education, modelling, active studying, comprehension, professional orientation in education.

Abstract: the article represents an analysis of legal and organizational issues of staffing policy ensuring in the bodies of Internal Affairs. In connection with the analysis, it is stated that the main idea of the reform in the bodies of Internal Affairs, its philosophy and strategy — is in improvement of efficiency of the activity of the bodies of Internal Affairs, focusing of the personnel on the benefits of the people and the state, and in the first place — on protection of citizens’ rights and freedoms from offences and infringement of the law.

Abstract: In the last decade, interest in the image of a police officer has been increasing. The ongoing changes affect all spheres of life of modern society, the public perception of the police is also changing, which also actualizes the topic under consideration. The term "social portrait" or "sociological portrait" appears quite often in the scientific literature. However, a number of studies have not even attempted to justify the need for the use of this term in any way. In principle, this term was also not deterministic in a practice-oriented environment. The absence of a methodological description is characteristic not only for modern researchers, but also for Soviet scientists who quite often used the term "social portrait", meaning by it some abstract generalized characteristic of a certain social class. The object of the study is the social portrait of a police officer. The subject of the study is the basic components that influence the formation of a social portrait of a police officer. The goal-setting of the formation of a social portrait at the present stage is determined by the attitude of police officers to their professional activities, promotion, the socio-psychological atmosphere within the team, the attitude of police officers to family and marriage, money and recreation. The scientific novelty lies in the proposed approach to the formation of a social portrait of a police officer, the peculiarity of which is the definition of basic components that allow identifying the characteristic features of this social group. The main methods of obtaining information can be a questionnaire survey, interviews, content analysis. The practical significance lies in the fact that the information obtained can be used in scientific, pedagogical, practical work when considering issues related to the formation of personnel and reserve, training of employees according to professional training programs, moral and psychological support, social guarantees, etc.

Abstract: The research is meant to systematize the form of preventive work with subordinate personnel of educational institutions in terms of official discipline, including the road and transport discipline. The research object is social relations emerging during the provision of official discipline and legality of internal affairs officers. The research subject is the preventive activities meant to eliminate disciplinary violations, including those in the field of road and traffic when using personal or official cars.  The research methodology includes the system-structural method, the method of logical analysis and synthesis, the formal-legal and comparative-legal methods.  The research is aimed at studying the issue within the educational discipline “The fundamentals of management in internal affairs bodies of the Russian Federation” of the main professional training programs for the profession of a policeman.  Based on the analysis of literary sources and students’ disciplinary practice, the author analyzes the problems connected with the enforcement of discipline and legality in internal affairs bodies of Russia, including the sphere of road traffic.  The author defines the optimum directions, forms and methods of preventive work aimed at strengthening discipline.  The research results can be used in the work of educational institutions and local internal affairs bodies by the specialists of departments of psychological support and HR, and in the system of professional training.

Gordeeva E.N. - Empirical methods in pedagogical research: the example of using questioning and focus groups for the assessment of development of aesthetic culture of law enforcement officers

Abstract: The article analyzes the potential of such empirical methods of pedagogical research as questioning, the most widely used method, and the method of focus groups, which is relatively new. The author studies the example of verifying the results of questioning for the assessment of the development of aesthetic culture of law enforcement officers. The author explains the understanding of questioning as one of effective quantitative methods of pedagogical research, describes the experience of using questioning among 146 law enforcement officers in different regions aimed at studying the development of their aesthetic culture. Simultaneously, the author analyzes the potential of using the quantitative method of focus groups which gives the opportunity to get full and complex information during the discussion and direct contact of the interviewer with interviewees. The results of the questioning are compared with the results of focus groups. The article contains a description of the experience of using focus groups for studying the development of aesthetic culture of law enforcement officers; the author describes the process of preparation and organization of the focus-group study, its stages and their content. The author comes to the conclusion that the method of focused interview can be used in pedagogical research in order to increase its effectiveness and specify the qualitative aspects which can’t be studied via other empirical methods. This method helped to reveal such phenomena as “need-motivation” component and “active-creative” component, which were not mentioned during questioning in the interpretation of the notion of “aesthetic culture of law enforcement officers”.

Abstract: The subject of the study is the peculiarities of the formation of the moral culture of managers.The object of the study are the basic principles and methods of forming the moral culture of the heads of police units. The author examines in detail such aspects of the topic as the scientific understanding of the principles of the formation of the moral culture of the heads, reveals how the moral appearance of the head of police departments affects his relationship with subordinates in professional activity. The author focuses special attention on practical recommendations for improving the moral culture of the heads of police units. The author offers brief recommendations to the heads of various levels of police units. The work specifies normative legal acts regulating the observance of moral and ethical standards by police officers. The main conclusions of the study are the principles proposed by the author of the formation of the moral culture of the heads of police units, practical recommendations on the observance of moral and cultural norms by the heads and his relationship with subordinates in the internal affairs bodies of the Ministry of Internal Affairs of Russia. A special contribution of the author to the research of the topic is the consideration of specific principles of education of the best moral qualities in subordinates, characteristic only for employees of internal affairs bodies. The author defines the professional and moral education of police officers. The novelty of the study lies in the consideration of social factors affecting the moral and cultural properties of the personality of the head of police units.

Abstract: The aim of the study is to determine the level of empathy among the heads of internal affairs bodies (police) at various levels. The object of the study is the personal characteristics of the heads of internal affairs at various levels. The subject is the level of empathy of employees who fill senior positions in the internal affairs bodies. The history of the definition of empathy, various approaches to the phenomenon of the studied property are considered. Empathy is considered as an important element in the professional activity of employees of internal affairs bodies, characterizing their communicative abilities, emotional intelligence, which has a positive effect on the success of the performance of pedagogical functions by managers. From a scientific point of view, it reveals how the empathic abilities of the head of various departments of the internal affairs bodies as a pedagogical subject affect his relationships with subordinates and professional activities. The results of the study of the level of empathy among senior employees of the internal affairs bodies are presented. As empirical research methods, psychodiagnostic techniques were used – the test "Diagnosis of the level of empathic abilities" by V. V. Boyko, the Questionnaire of Emotional Empathy (EETS) by A. Mehrabian and M. Epstein, the methodology "Value orientations of personality" by M. Rokich. The main conclusions of the study are the statements that the level of empathy among the heads of the Department of Internal Affairs is at an insufficient level, which reduces the effectiveness of their teaching activities. The author considers it promising to continue further theoretical research and practical methods of developing empathic abilities of managers in the Department of Internal Affairs.

Abstract: The subject of the article is the problem of effective management of education of the Internal Affairs bodies' of the Russian Federation personnel. The object of this article includes public relations, which relate to the implementation of the educational process in the bodies of Internal Affairs. The authors detail the problem of disciplinary practices. Special attention is paid to the role of the head of the ATS in this process, who should build on the positive experience of the use of techniques, methods and ways of educating subordinates. Considerable attention is paid to the issues of raising the level of educational culture and the head of the MIA.The authors used the general philosophical, theoretical, empirical methods (dialectics, system, method, analysis, synthesis, analogy, deduction, observation, modeling), the traditional legal methods (formal-logical, comparative law), the methods used in the concrete sociological research (statistics, expert opinions, and other).The authors identified the important issues related to the educational process carried out in the sphere of Internal Affairs. The specific contribution of the authors is that they revealed the problem of formation of professional and competent, culturally, psychologically stable employee of the Internal Affairs bodies. The novelty of this paper lies in the fact that it made the conclusion about the need for more effective management of the process of educating police officers, the head of the body of internal Affairs.

Abstract: The topicality of the research is determined by the need to formulate the concept of professionally significant traits of police officers and to form their list which would define the effectiveness of execution of professional tasks by guard police officers. The research is aimed at the improvement of professional training and educational work with guard police officers by means of establishing, using the definition and the minimum essential list of professionally significant traits, the most effective ways the senior officers can influence the junior ones which would ensure their effective work. The research subject is the set of legal provisions, scientific sources and law enforcement practice helping to study the problem in question through the lens of practical use during professional training. The scientific novelty of the research consists in the complex approach to studying the concept of professionally significant traits, including that based on psychological aspects, and formulating the author’s idea of this concept. Taking into account the law enforcement practice, the authors form the list of professionally significant traits of guard police officers. This list is meant to be easy to understand and defined by particular tasks performed by guard police officers. The authors define the correlation between professionally significant traits and personal traits in order to find the ways of educational impact on junior officers. Based on the research, the authors focus on the role of senior officers of guard police in the formation of professionally significant traits of junior officers during their service and educational work.

Abstract: The paper is devoted to the problems of modern development of personnel policy in the Ministry of Internal Affairs of the Russian Federation. The research subject is the conditions, the main principles, organizational and legal forms and methods of personnel policy of Russian Ministry of Internal Affairs. The authors carry out theoretical and legal analysis of the Ministry reforming aimed at the creation of a modern and effective law-enforcement system in Russia. Special attention is given to the development of personnel policy principles of the Ministry and their systematization reflected in the scientific, rational, democratic and realistic character of personnel policy, and the system and complex method of personnel problems solving; the multilayer and promising character of personnel policy with account of late social effects of its change and the opinion of the collective in the management of personnel issues; flexibility and innovativeness of work with personnel; account of Russian and foreign experience, social partnership and equal access to public service; morality and humanism of personnel policy; legal and social protection of internal affairs bodies’ personnel. The research methodology is based on the fundamental provisions and scientifically grounded theoretical concepts in the sphere of modern development of “government personnel policy” and its sectoral modification – personnel policy of the Ministry of Internal Affairs. The authors apply theoretical and general philosophical methods (dialectics, the system method, analysis, analogy, synthesis, observation, and modeling), methods of jurisprudence (formal logical) and sociological methods (statistical and expert analysis). The scientific novelty consists in the definition of new guidelines for effective development of personnel policy of the Ministry of Internal Affairs: formation of the socio-oriented model of the Internal Affairs Ministry system; improvement of the system of management; formation of a new image of a police officer; improvement of professionalism; eradication of corruption; strengthening of cooperation with civil society institutions; introduction of modern telecommunication systems and research-intensive technologies; introduction of a new order of professional selection, contract service, attestation and introduction of new qualification criteria for internal affairs officers.
