Abstract: The novelty of the problem considered in the article lies in the introduction of the concept of "shooting competence". The research methodology is implemented with the help of a structural-content analysis of scientific papers devoted to the topic of this study and a synthesis of the practical experience of police officers and regulatory legal acts on the research topic. The scope of the study lies in the fact that the proposed set of pedagogical conditions will increase the level of development of shooting competencies and, in general, the preparedness of employees for the use of weapons. Conclusions. A model of shooting competence has been created, which considers all the constituent components that a police officer must possess, who, on duty, can use firearms. The subject of the study is the shooting competence of employees of the internal affairs bodies. The object of the study is the professional training of employees of internal affairs bodies. The purpose of the work is to study the main psychological and pedagogical aspects of the formation of shooting competence among students in educational organizations of the system of the Ministry of Internal Affairs of Russia in order to improve the learning process in professional training. The problem of insufficient knowledge of "shooting competence" is considered, which is interesting and relevant for the system of law enforcement structures in terms of the general professional training of employees of the internal affairs bodies. The problem of the formation of shooting competence meets the modern requirements for employees of internal organs more than ever.

Abstract: In the article, the authors pays attention to issues related to the professional training of cadets, trainees, as well as employees undergoing initial training and retraining for joint actions when performing assigned operational and combat tasks. The legal and tactical aspects of the implementation of this training at the current stage of the development of the training program for internal affairs bodies in educational organizations of the Ministry of Internal Affairs of Russia are reflected. The approaches of scientific research conducted by some authors in this direction are considered and analyzed, as well as a number of recommendations for improving the system of teaching tactics of joint actions when working in units (groups) with offenders are presented.   Summing up the general line under all of the above, it should be noted that such an aspect of training as working out joint actions by cadets and trainees when working with offenders is currently not implemented at the proper level within the framework of the general training program of the Department of Internal Affairs. In our opinion, it is necessary to integrate the positive experience of territorial divisions on the example of such events as simulators, often practiced in traffic police and PSP units, which consist in modeling the most popular situations of collision with offenders. In our opinion, the variability of approaches to teaching tactics of actions of cadets and trainees when working with offenders can be formed individually by each teacher, depending on the type and topic of the training session.

Abstract: The purpose of this study is to organize effective training of cadets and students of educational institutions of the Ministry of Internal Affairs of Russia in the discipline of fire training, aimed at the formation of trainees' professional competencies that are necessary for the effective use of firearms by police officers during the performance of official duties to protect the life and health of citizens, as well as to ensure their own safety. The relevance of the study is due to the fact that currently the Interior Ministry employees are serving in special conditions in the zone of a special military operation. The objective of the scientific article is to analyze and propose a more effective algorithm for fire training, which is mainly aimed at acquiring the skills of high-speed and accurate shooting from different positions, from behind cover, in motion, as well as shooting with the left hand from a Makarov pistol, an AK-47 assault rifle, while the trainees are equipped with a bulletproof vest and protective helmet. The practical significance of this study is to improve the quality of fire training of cadets and students of educational institutions of the Ministry of Internal Affairs of Russia, taking into account the conduct of a special military operation and the fact that Interior Ministry employees serve in special conditions in new regions of our country (in the DPR, LPR, Kherson and Zaporozhye regions) imposes increased requirements for the level of fire training of employees.

Abstract: The analysis of the normative and methodological literature for the internal affairs bodies of the CIS countries made it possible to identify a number of common features and differences in the methods of teaching fire training to employees. The revealed differences, among other things, are related to their regional characteristics, in which the use of weapons takes place and cultural differences that take place among different peoples. The revealed similarities were collected into a common list to create a unified methodology for training employees of the internal affairs bodies of our countries to use weapons. Based on them, we made an attempt to draw up a unified method of fire training. The proposed training methodology will make it possible to create an identical approach to the formation of skills and abilities of employees of internal affairs bodies (OVD) on the territory of the Commonwealth. The resulting data, which we have brought together, reflect the current issues of the use of weapons in various situations. This made it possible to systematize them in order to create a unified methodology for fire training of police officers. The concept of a modern methodology for teaching fire training should guarantee the defeat of the target and the preservation of the life of an ATS officer in any conditions of fire contact. Normative consolidation of the received training methodology will contribute to the growth of fire skills and the growth of professionalism of employees.

Abstract: When developing standards and special shooting exercises for employees of security and convoy police units, it is necessary to take into account the modern practice of using firearms, the specifics and conditions of service by employees of this category. The conditions and circumstances of the use of firearms by police officers are described in detail in the materials of official inspections. Due to the fact that these materials relate to information of limited distribution, it is not possible to analyze them. To determine the probable conditions for the use of firearms by employees of security and convoy police units, we used general scientific research methods: analysis, synthesis, comparison, induction. Empirical methods: pedagogical forecasting (questionnaires); mathematical statistics (mathematical and statistical data processing). The problem of the study is determined by the contradiction between the need to study modern conditions for the use of firearms by employees of security and convoy police units to develop practice-oriented standards and special shooting exercises, and the lack of publicly available necessary information about the practice of using firearms by employees of this category. Object of research: professional activity of employees of security and convoy police units related to the use of firearms. Subject of the study: conditions for the use of firearms by employees of security and convoy units of the police. The results of this study will allow us to determine the characteristic technical and technical-tactical actions with firearms necessary for the development of practice-oriented standards and special shooting exercises for employees of security and convoy police units.
