Abstract: The subject of this research is the food safety as the basis of food security in Russia and worldwide. The article examines the legal framework of food security in the Russian Federation, systematizes the safety concerns of food products and their negative effect on people’s life and health. The authors provide the analysis of foreseeable trends in the area of ensuing food safety due to the ongoing climate changes and increasing environmental pollution. The article characterizes the current situation in Russia with regards to food safety control. The scientific novelty consists in the approaches towards determining major sources of food hazard and negative trends on expanding the amount of chemical contaminants. The authors came to the following conclusions: the need for mandatory state control over food safety; the development of long-term state strategy of ensuring food safety; active international cooperation of the national systems of safety monitoring; information awareness on the possible food pollution for all market participants; formulation of the unified international approaches towards solution of the question of ensuring food safety.

Abstract: The subject of this article is the process and results of examination of the corruption challenge to national security of modern Russia, which implies such development of corresponding thread in the current historical period that requires the urgent and systemic response in order to protect the Russian nation and the country it created. The central focus is the a priori quantitative assessment of the possibility of emergence and destructive manifestation of the aforementioned challenge and the expected socioeconomic damage. The content of this article is original and constructive: the author is unaware of any open to public materials that use similar method of forecasting and risk mitigation of the dangerous social processes. The developed model also outstands with the capability to consider an extensive amount of significant factors, as well as ease of digestion by the experts and decision-makers, which is important for structuring of their monitoring and management activities in accordance with the branches of the presented model.

Abstract: This article is dedicated to the examination of political-legal institution of lobbying, as well as social danger of the corrupt lobbying. The object of this research is the social relations established in the area of interaction of the state and municipal authorities with the citizens, interest groups, and other social groups with regards to making or obstructing the lawmaking decisions. The subject of this research is the national doctrine and legislation. The author analyzes the various theoretical approaches towards comprehension of the political-legal phenomenon of lobbying; determines the main types of lobbying; suggests the definition of lobbying and corrupt lobbying. Special attention is given to examination of social danger of the corrupt lobbying, which in the author’s opinion, harms or poses a threat of harming, first and foremost, to social relations with regards to ensuring security and constitutional framework of the Russian Federation. Due to specificity and significance of social relations that are or may be subject to harm, an assumption is made on the need for creating the special composition of a crime for the corrupt lobbying of lawmaking decisions. The scientific novelty lies in the formulation of theoretical definition of the political-legal phenomenon of lobbying and corrupt lobbying of lawmaking decisions; as well as in the analysis of the character and level of social danger of the corrupt lobbying, need for adjustment of criminal legislation pertinent to creating the special composition of a crime against corruption lobbying.

Tikhanychev O.V. - “Hybrid” warfare: history, current state, and framework for countermeasures pp. 39-48

Abstract: The object of this research is the “hybrid” methods of confrontation, while the subjects is the structure of “hybrid” confrontation and its transformation over time. The author examines the key components of “hybrid” actions, as well as using the analysis of historical experience, concludes that such approaches have deep historical roots. The examples of such actions, as demonstrated by the historical analysis, can be found in wars of the XVI-XVII centuries. It is noteworthy that the leaders, in their practical implication, were the counties of Anglo-Saxon Alliance. Systemic approach alongside the methods of decomposition and comparative analysis allowed considering the questions of organization of the “hybrid” (in other terminology of “nontraditional” or “diffuse”) warfare. Based on the analysis of experience acquired in waging war and armed conflicts, the conclusion is made that the threat of “hybrid” actions is extremely relevant, both currently and in the foreseeable future. The author underlines the need or ensuring Russia’s readiness to defuse such treats, as well as describes the possible approaches towards implementation of countermeasures.

Abstract: This article examines the factors influencing the socioeconomic development of Russia. The systemic development of entrepreneurship is one of the key factors of stabilization, revitalization and gradual ramp-up of the Russian economy. The current conditions for the development of Russian entrepreneurship are characterizes by the absence of clear and targeted organizational-economic policy. The questions regarding the development of entrepreneurship in Russia remain relevant, as their pendency negates the effectiveness of the separate business structures, as well as the business community overall. The author underlines that the achievement of economic growth requires a set of qualitative, productive measures, including the expansion of structural reforms in the economy, improvement of the investment and entrepreneurial climate, increase of opportunities for small and medium businesses, implementation of innovations, and improvement of legislation. The formulation of measures aimed at reducing the various types of business risks is a paramount component within the mechanism of the development of entrepreneurship.
