Abstract: The subject of this research is the process of strategic development of the Eurasian Economic Union (EEU) and the joint innovative systems on the example of Russia and a number of other countries. The object of this research is the innovative systems of the EEU and European Community. The tasks solved in article consist in identification of interrelation between development of the joint innovative system and a strategic development of Russia and a number of other countries. Novelty of this work consists in the need for justification of creation of the joint innovative system of EEU as the long-term interest, making the EEU stable and attractive to its member-countries and other countries in the block with Russia for the accelerated transition of these countries to innovative type of development. The research demonstrates direct interrelation between development of the joint innovative system of EEU and intensive and effective development of its member-countries. Importance of creation of the joint innovative system of EEU for ensuring the accelerated transition of these countries to innovative type of development is proved in this article. The main conclusions of the conducted research is that creation of the joint innovative system of EEU will provide more fast-forming innovative-economy in its member-countries than if they performed this transition independently, and will promote their participation in the world innovative process as equal partners. The main contribution of the author to the research of this topic is the recommendation that Russia in case of concentration of resources on critical technologies and latest technological advancements can provide the accelerated high-technology development, and become the leader in the sphere of high technologies for which the joint approach of member-countries of the EEU to the solution of strategic tasks within their transition to innovative type of development by means of forming joint innovative system of EEU is necessary.

Abstract: The subject of this research is the legislative regulations of the Russian Federation on education, anti-corruption management, bylaws and departmental normative legal acts, as well as the local normative acts of educational organizations that enshrine the anti-corruption security measures. The article carefully examines the role and place of anti-corruption security measures within the corruption prevention system. The author demarcates the security measures and other preventative measures (social preventative measures, compensation measures, and responsibility measures). Particular attention is given to classification of the anti-corruption security measures in the sphere of education. The conducted research allows determining the characteristic features of security measures in educational sphere, as well as formulate their definition. An important methodological importance for ensuring the systemic approach within the framework of corruption prevention in the sphere of education consists in allocation of the security rules and security sanctions in the content of security measures in the sphere of education. Unlike the responsibility sanctions (punishment), the implementation of security sanctions in educational sphere does not require the determination of all constituent elements of the corruption-related offence (legal infraction). The ground for implementation of anti-corruption security sanctions in the sphere of education is the occurrence of legal fact stated in the security rules. The anti-corruption security rules in the sphere of education encapsulate the anti-corruption responsibilities, prohibitions and limitations established with regards to the employees of educational sphere.

Abstract:     This article examines the development issues of national economy, advancing on the basis of reproduction of the mergers and acquisitions of non-financial corporations in risk-generating environment. The author implements a positive approach towards the analysis premised on the priority formation of representation on the ideal (model) economic climate as a dynamic system that determines the vector of solution development on its system-preserving modernization with subsequent identification of a significant cause the impeded the achievements of this condition. Such cause lies in a risk-generating nature of economic development on the basis of reproduction of the mergers and acquisitions of non-financial corporations.  Using the abstract-logical and heuristic methods, the author demonstrates that the important condition of economic equilibrium in its neoclassical interpretation consists in ensuring the real sector of the economy by means of the own financial resources. Based on the comparison and evolutionary synthesis of the concepts of sustainability and balance, the author formulates the definition of the financial and economic equilibrium in macroeconomics. The nature of adverse effect upon the financial and economic equilibrium of the consumer and speculative mergers and acquisitions of non-financial corporations is revealed. It allows proving the relevance of the development of national economic mechanism towards imparting the ability to stimulate the reproduction of the productively motivated and effective projects of corporate integration.

Abstract: As of today, the exchange rate of Russian ruble is considered floating; in other words, it is affected by the market factors that are beyond control of the monetary authorities. This situation threatens the economic security of Russia, thus the development of national economy for elimination of risks association with the fluctuations of ruble’s value is especially pertinent. The object of this research is the exchange rate of the Russian ruble, while the subject is its interconnection with the indexes of national economy. The goal of this work consists in analysis of the impact of macroeconomic indexes of the Russian Federation upon the dynamics of the exchange rate of the Russian ruble. The relevance of this work lies in the fact that the study of the macroeconomic indexes of the Russian Federation and value of the ruble will allow determining the strongest and weakest facets within the economy for coordination of economic policy in the context of national security. The article explores the factors affecting the dynamics of national currency, including econometric analysis of the strength of connection between the indexes of economic development of the Russian Federation and the value of Russian ruble. The work presents the economic interpretation of the interdependence of the exchange rate and the macroeconomic indexes. The authors come to a conclusion on the factor exerting the most influence upon the exchange rate and construct a model for determining the impact of the global oil prices upon the exchange rate.

Abstract: The subject of this research is the combination of trade and investment relations between Russia and BRICS in the context of Russia’s economic security. The object of this research is the indexes of the focus of foreign economic ties of Russia with BRICS countries that define the extent of risks with regards to mutual cooperation. The author assesses the current level of economic security in accordance with the key indexes in the area of production and science, social sphere, currency circulation, and foreign economic activity. Having analyzed the dynamics of export and import, direct foreign investment flow between Russia and BRICS countries, the author determines the development trends of the trade and investment cooperation, and thus, Russia’s dependence of the BRICS countries in foreign economic sphere and the degree of their impact upon Russia’s economic security. A conclusion is made on the presence of risks for decline in the level of economic security of the Russian Federation in the foreign economic sphere due to the growing role of China in Russia’s foreign trade. As a solution, the author recommends to expand the investment cooperation with the People’s Republic of China, which alongside the all-round development of foreign economic relationship with other BRICS countries, will allow strengthening the economic security of the Russian Federation.

Abstract: The author meticulously examines such aspects of the subject as the difficulties of empirical research of political values, dependence of research methods and their combination choice on the goals of the research and the probable goals themselves, specifics of qualitative and quantitative methods in terms of scientific axiological endeavors, the main political values classifications used in scientific literature. The work demonstrates the logic of the proposed approach on the example of a real empirical research, which concerns the study of the hierarchy of political values of such social group as modern students. To answer the question of optimal research method of group political values the author uses the traditional method of the scientific sources analysis. Author’s contribution to the study of the issue lies in identifying the main goals and the most adequate types of political values research methods. The scientific novelty of the study is in determining the number of difficulties encountered by scientists dealing with value issues. Readers will be able to not only choose the aim of their group political values research, but also select an optimal set of qualitative and quantitative methods for their study.
