Abstract:   The object of this research is the bases of strategic planning in the area of Japan’s national security in the context of comparative analysis of the existing issues of ensuring national security in Russia. The subject of this research is the long-term threats to national security of the Russian Federation, verified through the developed by the authors expert analytical approach. The subject of the work meets the scientific and methodological task stipulated by the Position of Scientific Council under the Security Council of the Russian Federation. The article is called to make contribution into the further development of theoretical positions and practical applications of the comparative method for the purpose of determination and establishment within the law enforcement practice alongside the system of long-term planning and update of the lists of threats to national security. The authors provide a formalized structure of the National Security Strategy of Japan, as well as approach towards its decomposition onto the key signs and structural elements. The positive and negative aspects of such models are being demonstrated. On one hand, the simplicity of organization and strategic planning and basing upon the century-long spiritual and national traditions, and on the other, the strong dependence on the doctrinal religious and party ideologies, including the high persistence and weal level of reaction upon the changes in the surrounding world. The authors believe that the successful determination of trends of the sustainable development of state and society in the modern conditions of geopolitical instability and complication of the transnational relations fully depends on the accuracy and precision of identification of threats to national security, as well as forecasting of the strategic risks of socioeconomic development.

Rabkin S.V. - Arctic macroregion: search for the new institutional model of relationship between the Federal Center and regions pp. 21-33

Abstract:   The subject of this research is the formation of a new institutional model of relationship between the Federal Center and regions aimed at realization of the national development priorities in the Arctic macroregion. The article examines such aspects as the current directions of development of the Russian federalism model and implementation of the state regional policy, development of the system of strategic planning, institutionalization of the criteria that ensure economic security on the regional level. The institutional basis of territorial development in the Russian Arctic zone is defined by the criteria of ensuring economic security at the regional level, established by the new amendment to National Security Strategy of the Russian Federation. Leaning on the methodology of institutional analysis alongside the methods of political regional studies, the conclusion is made about the need for improving the regional policy and shifting towards the horizontal integration model. For the purpose of increasing efficiency of regional development strategic planning, the author suggests returning to the practice of elaboration of the scientifically substantiated schemes of development and allocation of the productive forces of the territories. The article underlines the need for coordinating the socioeconomic programs of development of constituents of the Federation based on the general concept of macro-regional development, including the realization of transport accessibility of the Russian Arctic Zone of the Federation and the adjacent territories.

Abstract:   The results of carried out analysis of the essence, key functions as well as strategic and tactical tasks of information management are presented. The tasks for the formation and support of the ideology of national development, formation of human potential and social stability ensuring are considered as the basic functions of information management.   It is shown that in the current international situation, characterized by severe geopolitical confrontation the information management should be focused on the achievement of the two groups of strategic objectives: creative (to ensure sustainable domestic socio - economic development) and protective (to protect the development of Russian society from external threats).   In order to solve the applied and practical problems of improving the efficiency of information management. it is proposed to use the methodology of the systemic analysis of the consequences of information, economic and political interactions in the community, as well as scenario analysis of complex information confrontation processes. The results of the analysis have shown that under present conditions the crucial  task of information management consists in ensuring harmonization and coordination processes of the effective protection of sovereignty of the Russian society and the state from external and provoked from outside internal threats, as well as to preserving and developing its own model of a man, society, system of meanings, moral and historical values. Successful solution of this interrelated set of tasks is a necessary condition for ensuring the civilizational, political, economic, and informational independence of the Russian state. For effective counteraction, the informational aggression is now especially needed the purposeful and thoughtful structural transformation of the information security of the state, as well as the creation of a powerful and effective scientific-methodological base for providing information sovereignty of the country. Practical use of the results of research contribute to the formation of a unified state multilevel information management system, which would play a key role in the crisis-free sustainable socio-economic development of the Russian Federation.

Beshukova Z.M. - Sustentation of the objective side of financing extremist activity and possible ways for optimization of its legislative description pp. 86-97

Abstract: This article provides a criminal legal characteristic of the objective side of financing extremist activity (Article 282.3 of the Criminal Code of the Russian Federation). The author reveals the content of such notions as “means”, “provision”, “collection”, “providing financial assistance” in the context of disposition of the Article 282.3 of CCRF. In addition, the article conducts a comparative legal analysis of the objective side of indicated offence with the objective side of crime stipulated by the Article 258 of the Criminal Code of the Republic of Kazakhstan, which regulates the responsibility for corresponding action. Conclusion is mane that in regulating responsibility for such type of criminal offence, the approach of legislators of the Russian Federation and the Republic of Kazakhstan have both, similar and distinct features. Methodological foundation of this work consists in the basic provisions of dialectic method of cognizing the phenomena and processes of the objective reality. Separate issues emerging in qualification of the actions are being determines. The author claims that the legislator, attempting to increase responsibility for the extremist activity through introducing the Article regulating responsibility for its financing, for inexplicable reasons, mitigated the responsibility for financing the more dangerous forms of its manifestation. Taking into account the positive foreign experience, the propositions are made on improving the legislative description of the objective side of criminal offence stipulated by the Article 282.3 of the Criminal Code of the Russian Federation.

Abstract: This article examines the topical questions of the Russia-Mongolia collaboration in the context of protection of transboundary waters in the basin of Baikal Lake. The author analyzes the plans for development of hydroelectricity in Mongolia, as well as reveals the peculiarities of the modern system of natural resource management in the international basin of Selenga River. The preliminary forecast of transboundary impact from the Mongolia’s side is conducted. The article substantiates the key direction of ensuring balance between the environmental and economic interests of the parties on the basis of the universally acknowledged procedures of assessing the impact upon environment in the transboundary context. The scientific novelty consists in determination of the theoretical and methodological foundations and practical measures aimed at establishment of the economic and legal base of the mutually beneficial use of the transboundary waters in the basin of Baikal Lake, which allows ensuring balance of the environmental and economic interests of Russia and Mongolia within the framework of the universally accepted system of principles and rules of international collaboration.

Abstract: The subject of this study are non-military means and non-military measures neutralizing military threats. The object of this study is to ensure national security of the Russian Federation. The author examines in detail such aspects of the topic, as a form of geopolitical confrontation in modern conditions; maintenance facilities and measures used in the system of military security; assessment of productivity of implementation of measures aimed at neutralizing the military threats; stages of application of the non-military measures for neutralizing the military threats; peculiarities of the single and combined implementation of means and measures for neutralizing the military threats. Methodology of this research leans on the system approach and integrates the methods of military strategy, political science, conflict studies, historiography and source. The main conclusions of the study consist in reasonable positions that only the combined use of non-military means with measures for neutralizing military threats provides the military security with flexibility and resource validity, expands the circle of its actors, implement the concept of the earliest possible diagnostics of the conditions of the military threats occurrence, as well as take preemptive action before they transform into the military threats.

Abstract: The subject of this research is the points of view of the modern Russian politicians regarding the impact of Russia’s entrance into the WTO (World Trade Organization) upon the agroindustrial complex. The article provides assessments of the modern Russian politicians and entrepreneurs pertaining to the consequences of entrance of the Russian Federation into WTO for the Agroindustrial Complex, which have already took place or expected. The majority of feedbacks coincide in one important aspects: the consequences could turn out not as disastrous if not the long decline period in the infrastructure of rural areas throughout the period of 1990’s. A big portion of decline in population among the rural residents who have moved to the cities on the background of demographic downturn, schools closure, lack of financial support for rural medicine, uncontrolled import of agricultural products containing GMO, protection of Russian lands and mineral resource – these are namely the questions currently discusses by any authors on the topic of Russian rural life. The article introduces the numbers of downfall in Russia’s agricultural production during the 1990’s, as well as suggestions of analytics regarding the normalization of situation with the agricultural production. The author leans on the comparative analysis of mass media materials, retrospectively provides the expert opinions of politicians and public figures, and civil society representatives. The main conclusion consists in the thesis that the attitude towards the carried out economic reforms from the perspective of their impact upon the Agroindustrial Complex among the experts is quite ambiguous. Being unsatisfied with the state of agriculture, they give opposite recipes for its recovery. The author notices that the critical part of public speeches of the politicians is similar in many ways. The state of the Russian Agroindustrial Complex is affected by Russia’s entrance into WTO.  However, this step of the Russian government overlaps with multiple preceding and future political events. The very questions about Russia’s entrance into WTO is strongly politicalized, which indicates the relevance of this topic for the various groups of civil society.

Abstract: This article presents a brief critical analysis of the current state of activity aimed at formation of the Russian World. The need for application of project approach towards its organization and promotion is substantiated. The object of this research is the Russian World as a global project, while the subject is the system of relations between the participants of the project “Russian World”. Considering the problems of development of the “Russian World” as a global project, the authors attempt answering the objective questions: which purpose does this project pursue; what are the crucial requirements to its formulation? Thus, the article invites the entire concerned audience of readers to take part in the open discussion, the goal of which lies in the search for answers to the questions at hand. Methodological and information foundation of this research consist in analysis of study of the Pew Research Center in the context of assessing the efficiency and productivity of work of the Russian World Fund, Rossotrudnichestvo, and information TV network Russia Today, aimed at realization of the state policy of international humanitarian cooperation and establishment of the objective and favorable perception about the modern Russia abroad. The conclusion is made that Russian World is not the purpose within itself, but rather designed by the state communication environment that contributes unto implementation of the foreign policy strategy. At the same time, the gaining justified popularity within the system of public administration project approach, is capable of ensuring the formation of effective structure and functional parameters of the Russian World global project, attaching an instrumental value to it.
