Abstract: The article is devoted to national interests and national security as a category of a political science. The author defined the peculiarities, content and main forms of the mentioned above political and social phenomena. The author also considered the evolution of official conceptions and doctrines of national interests and defined the main trends of social and political discussions on national interests and ways of ensuring national security in modern Russia. The author described the system of essential and strategic national interests of Russia at a modern stage and ways of their improvement.

Abstract: The article describes the results of an analysis of a complex of methodological and practical problems of information support of the Russian Federation state policy in Arctic Region under conditions of an active opposition of geopolitical opponents. The author described the formalized methodology of assessment of effectiveness of information campaigns in the context of information support of national target projects in the sphere of development of Arctic Sector.

Abstract: The article is devoted to the guarantees for international collective and national security. The author of the article studied a number of aspects of international criminal cooperation such as: combating and struggling with terrorism, separatism and extremism, legislation (‘washing off’) proceeds of criminal activities, illegal traffic in narcotic drugs and psychotropic substances and corruption. According to the author, all these aspects of cooperation are closely connected with the problem of guarantees for national security.

Abstract: The article develops the problems of prevention of terrorist financing in North Caucasian region, Russia. The author showed the Russian normative legal base as well as positions of the Model Law on Combating the Financing of Terrorism (CIS), quoted data from a Report by the United Nations Counter-Terrorism Implementation Task Form on Combating the Financing of Terrorism (United Nations, October 2009), made certain suggestions on improvement of the existing legislation on combating the terrorist financing and rewarding the persons rendering help in deduction, prevention, stopping and investigation of financing of a terrorist action and deduction and arresting the persons preparing, committing or having committed financing of such an action.

Abstract: The article is devoted to the influence of international factors on retention and development of Russian statehood. The author evidently proved the need for holding a structural modernization of economy of the Russian Federation and raising living conditions of Russian citizens as an essential condition for insuring state sovereignty and independence of Russia in the 21st century. The author studied international factors preventing from retention and development of a federal status and analyzed possible scenarios of development of the Russian Federation in a middle-term and long-term perspectives. The author also gave a number of recommendations on strengthening the federal status including formation of an ideological basis as well as global political, social and economic changes in the world.

Poltorakov, A. Yu. - Modern Frameworks of Civil-Military Relations (Samuel Huntington’s Conception Applied to the Realities of the 21st Century) pp. 0-0
Abstract: According to the author, the main principals of civil-military relations include the functional and social principles defined by Samuel Huntington. Based on Huntington, functional imperative is derived from the dangers for social security and the social imperative reflects the social structure, ideology and agencies with a dominating status in a political system. Interaction between these two imperatives interpreting military functions is a theoretical base of experience of civil-military relations. In difficult realities of a ‘security centralized’ world, civil-military relations reach a completely new level, — relations between a civil society and a forceful element of state power. According to the author, a new model of such relations must be supplied with international political and historical and cultural components in the first place.

Abstract: The author of the article suggested to form the national idea based on the main positions of the National Security Strategy of the Russian Federation until 2020 and Conception of a Sustainable Development of the Russian Federation. According to the author, it would allow to combine the peculiarities of a Russian state and society and their participation in the global process. It is suggested that the future national idea would acquire both the ‘noospheric’ continuation and possibly an official formalization in the form of a state strategy of Russia’s sustainable development.
