Abstract: International law does not only support and contribute to national interests but also defend them. The problem of sovereignty is the very fundamental issue of international law which needs comes out in the process of globalization. The doctrine of international law contains the basic principles of insuring state sovereignty. At this stage the questions of economic sovereignty come first. Being an important activator of globalization, foreign investments do not only create favorable social and economic conditions for a receiving state but also bear a threat for its economic sovereignty. A well-balanced investment policy of a state requires a reasonable combination of social and private interests of foreign investors.

Abstract: Recently our country has made several steps towards an active strategy of deliberate development which is now a topic of discussions at many national levels. Under new conditions Accounting Chamber of the Russian Federation has started to carry out a strategy audit together with a financial audit. The strategy audit is rather aimed at evaluating feasibility and efficiency of strategy goals from the point of view of their resource intensity and resource availability.

Abstract: The author analyzed the problem of security from the point of view of general theory of development and universal evolutionism. The article contains a hypothesis that self-preservation of the material is a more fundamental principle than evolution. The author introduced the term of 'security corridor' and showed that a sustainable development combined progressive development with security protection of the society and environment.

Abstract: The author of the article analyzed the modern perspectives of optimization of preventing illegal drug distribution in the places of leisure and youth activity. Until now there has been mostly the position of penalty treatment of heads of such places in order to stop drug distribution there. The article contains the results of the opinion surveys of safeguards and security officers of such organizations (in St. Petersburg and Surgut) and suggestions on how to improve the state policy in this sphere.

Transformation of national security systems
Poltarakov, A. Yu. - State Institution as an Actor of International Security: Functional and Thematic Approach pp. 0-0
Abstract: In the international context, special attention should be paid at functional and thematic structuring of a 'state hierarchy' within the system of modern international relationships through the prism of their 'political influence' as subjects of international security. According to the system approach, hierarchy of international security structure determines how state institutions behave, by 'suggesting' or openly 'forcing' their role within which these subjects of international security must perform their functions. In other words, the question is the 'functional roles' of state institutions as the key actors of international security. Based on their functional role, a state institution can be 1) 'superpower' or a global leader, 2) 'great power' (global), 3) regional leader, 4) 'average state', 5) 'small state'. Based on their role or a thematic function, a state institution can be a state-partner or a state-outsider. It is also necessary to distinguish the actual status of a state institution (its objective status based on its resource potentials).

Abstract: The end of the cold war expanded the range of potential destabilizing factors in the sphere of security. On this evidence, the system of export control, being one of the components of security, gains its importance. The author of the article described the regimes of export control in the sphere of foreign economic relations. The author described the terms ‘control list’, ‘licensing system’, ‘total control’, ‘system of technical testing’, ‘mechanism of interagency coordination and information exchange system’. The article contains a suggestion to come back to the practice of scientific assistance of works and studies in the sphere of export control.

Abstract: In the article it is evidently shown that the world crisis is nothing more but the completion phase of another global cycle of centralization and liberation. In order to overcome the crisis state institutions are using centralized government now. However, in Russia the period of centralization is much longer than the period of linearization. Therefore, it will be essential to change the liberal identity of Russia's elite. Economic and political security of Russia needs a new system of state planning and management of economy and scientific and technological progress. Creation of a Russian center of the capital, in its turn, is closely connected with the development of intellectual organizations which compatibility would be based on the results of fundamental scientific researches.

Abstract: Analyzing the reasons of criminal activity in Ingushetia, the author of the article concluded that actions of the President of Ingushetia Yu. B. Evkurov, aimed at crime prevention (including economic crime and corruption) provoked a well-organized and well-prepared infringement on his life. According to the author, the infringement was initiated by economic criminals and supported by the members of criminal terrorist organizations.

It is underlined that there is an evident connection between the technology of Irani "Green Revolution" and other famous color revolutions. The author also described the nature of the ‘Green Revolution’ as a technology of managing the political situation in the country under the conditions of artificially created instability.
