Abstract: This article is dedicated to the discussion of problems of higher education that are associated with globalization. Russia's entrance to the Bologna process alongside the transition onto the three-level system of education "bachelor's degree - master's degree - post-graduate school" for increasing the rating of Russian education abroad, provide educational services to foreign citizens in Russian universities, expand and strengthen the country's positions in the world educational space, can be viewed as a process of globalization of education in Russia.  Based on the example of mathematical training of sociology students, the work analyzes the occurring problems, as well as the possible ways for their resolution. The classical and modern theoretical positions of the social and humanitarian branches of scientific knowledge formed the methodological basis of the research, which allows analyzing the Federal Program for the Development of Education over the period of 2016-2020 and the content of the training program for bachelor's sociologists on the GEF standard. The authors come to the conclusion that the impact of globalization processes upon education has positive and negative sides. Negative sides, such as, for example, the shortage of hours for acquiring new knowledge beyond the scope of the standard, can be balanced by the development and implementation of the remote forms of education. The graded rating system of the assessment of knowledge as a concurrent factor to the globalization of education must be implemented with consideration of the national pedagogical achievements. Meeting this requirements will lead to the successful acquisition of standards, and eventually, to the competitiveness of future Russian sociologists.

Abstract: This article emphasizes that the issues of modern Russian higher education cause direct damage to socioeconomic development of the country, thus there is a need for optimization of the system that will consider the interests of all participants of the educational services market. Accent is made on the necessary change in the approach towards understanding of goals of the educational process, tasks of the government and boards of the higher educational facilities. The author analyzes the erroneous and questionable decisions in the field of state policy as a whole, as well as the actions of the boards of the universities at the local level in particular. In the course of this research, the author applied personal organizational-pedagogical experience, methods of analysis and synthesis, information from the open sources, including modern monographs of the national and foreign experts in the area of organization of higher education. The main results are the following: introduction of the concept of “stakeholders of educational process”; determination of six groups of such stakeholders, each one has its own goals, interests, and demands. At the same time, the author indicates that the key problem at the present stage is the disagreement between the knowledge and skills of the university graduates and the requirements of the current job market and innovation economics. Solution of the aforementioned problem lies in the aligning of interests of all groups of stakeholders through identification, analysis, and overcoming of the problems of each group. The author conducted a comprehensive analysis of the first two groups, which allowed formulating a number of conclusions and particular recommendations.

Abstract: This article is a second part of explication of the research results on the problems of modern Russian higher education, and represents a direct continuation of the first part. The author analyze the goals, tasks and problems of such participants of the national educational process in higher school as the faculty members, students, parents of the students, and employers. Leaning on the conducted research, each of the indicated four groups of stakeholders of the educational process, the author formulates a number of key conclusion and provides specific practical recommendations. In the course of this work were applies the methods of analysis and synthesis of the information of open sources, including modern articles and monographs of the Russian and foreign experts in the area of higher education. The author’s personal pedagogical experience was considered. The key results of the second part of the case study include the profound analysis of the four groups of stakeholders of the educational process, with subsequent formulation of the corresponding conclusions and recommendations. The article provides the generalized conclusions on both parts of research, as well as conclusions and recommendations on the vectors of modernization of the modern Russian system of higher education.

Abstract: The goal of this article lies in proving a hypothesis that the methodology of QS World University Rankings and monitoring of the efficiency of Russian universities are based on the uniform principles and indicators that define the single vector of development. The object of this research is the Russian universities participating in the QS World University Rankings. The subject is the comparison of ranking positions of the Russian universities built on the methodology of the QS World University Rankings and monitoring of the efficiency of Russian universities. The author suggests the ranking method of the universities using sum of the rankings method, as well as conducts correlational analysis of rank positions of the universities. The following conclusions were made: 1) global academic rankings of world universities is the tool for estimating their competitive capacity; 2) university ranking in accordance with the QS methods and monitoring of the efficiency of Russian universities are based on the uniform principles and single-vector indicators; 3) Russia is the leader among EAEU member-states in the QS World University Rankings.

Abstract: The relevance of the research is due to the fact that corporate universities are experiencing an era of transformation today. Despite the rapid growth in the last 20 years of the population of corporate universities around the world, including in Russia, their global and regional associations are young and logically focus on the development of formats for the exchange of experience of their participants and, to a lesser extent, other tools for the institutionalization of the professional community. The subject of this research is to identify and review the main factors influencing the transformation of the role of corporate universities in the modern world, and the key global trends in corporate education to date. In the course of the work, the best practices and cases of the largest companies were analyzed. The empirical basis of the study was the cases of Sberbank Corporate University, Engie, Lufthansa, Unilever, GlobalCCU, etc. Each analyzed source was evaluated for the content of information about factors that affect and may affect corporate training, and global trends in the field of corporate training. The scientific novelty of the research consists in determining the factors influencing the trends of corporate training, their prioritization and a structured description of the identified factors and trends. The practical significance of this research lies in determining the role of a corporate university in the modern world, which will allow companies to form drivers of all transformations: business, operations, technologies and people.

Abstract: The subject of this research is the methods for encouraging international academic mobility. The object of this research is the international academic mobility. The author examines such topics as the forms of international academic mobility, statutory regulation and approaches for its promotion. Special attention is given to determination of current problems during the process of implementation of incoming and outgoing international academic mobility in the Vladivostok State University of Economics and Service, as well as formulation of particular recommendation on reinvigorating international academic mobility in this higher education establishment. The main conclusion of this study lies in substantiation of the need for the development of academic mobility as a priority direction of university’s international activity within the framework of integration, globalization and creation of the unified educational space, which requires harmonization of educational standards, curriculums, approaches to teaching techniques considering the specificities of other world countries. Vladivostok State University of Economics and Service constantly expands the field of cooperation with the foreign educational establishments and actively uses these contacts for implementation of the academic mobility policy. In order to evaluate the efficiency of such polity with regards to academic mobility, the author carried out questionnaire-based survey that revealed certain problems, such as certain ambiguity in assessment and credit transfers for foreign students, lack of information awareness of the Russian students, and lack of qualification of academic mobility. In the course of this research, the author developed the “Provision on Internal Mobility” and proposed amendments to the “Provision on Outgoing Mobility”.

Abstract: This article explores the problems of organizing distance teaching of information technologies to medical workers in the conditions of continuous postgraduate education. The research leans on the analysis of the existing collective experience in the sphere of teaching of information technologies to 277 medical workers in postgraduate education in the department of Medical Informatics and Physics of Mechnikov North-West State Medical University; assessment of learning efficiency based on the results of monitoring of academic performance (test assignments and benchmark tests); analysis of the anonymous survey results conducted among students, as well as online discussions. The author examines such aspects of the topic as the methodology and organization, peculiarities and challenges of e-learning, and the attitude of students towards it. The conclusions is made on the lack of communication between the pedagogue and the students; heightened motivation of students for achieving success in e-learning; technical support difficulties. As a result, the author notes the lower attainment level, namely as far as practical skills. It is established that approximately one third of the students is not ready for e-learning. At the same time, there article revels  the advantages of e-learning, such as ability to combine study and work, taking online courses at any convenient time in a comfortable environment and without transport expanses.

Abstract: Subject of research: the article contains theoretical and practical material about one of the acute problems of higher defectological education – the quality of training of young specialists coming to a modern school to work with students with disabilities. Method, methodology of research: the paper considers a practice-oriented approach to the university training of students-defectologists as one of the ways to improve the quality of professional training, which involves expanding the scope of cooperation of higher education institutions with general education organizations, integrating the resources available to them for the formation of professional competencies of future defectologists. The joint work of higher education organizations and general education institutions ensures an increase in the level of training of students-defectologists according to modern practice requirements, and the school gives the opportunity in the future to get a young specialist, motivated, involved in solving the problems of the modern education system. The novelty of the research: the experience of interaction between a higher education institution and an educational organization carrying out educational activities according to programs adapted for students with disabilities in the field of training future defectologists is analyzed and summarized. The potential and forms of such interaction, its influence on the formation of professional competencies of special pedagogical personnel are revealed. Conclusions: the constructive interaction between the school and the higher educational institution, the joint solution of tasks for the training of future defectologists within the framework of a practice-oriented approach should be carried out in different directions, such as: organization of different types of practice; involvement in research activities of both students and school staff; analysis and generalization of scientific, practical and scientific-methodological experience of educational organizations.

Abstract: The subject of this research is the phenomenon of mystical viewed in context of the history of religion and culture of mankind. Reference to the mystical experience attains special meaning at the current stage of civilizational development – the search for exiting the spiritual crisis. The “mystical” is typified as the “internal religion” opposite to the “external religion” – the religious cult and religious organization. Mysticism, being the inner part of religion, is identified with the most sacred knowledge and human feelings aimed at cognizing the Absolute. Mysticism is a conceptual core of the religious experience and the overall goal of any religious practice. Based on the conducted research, the author concludes that the evolution of religions took a path from magical to mystical. The magical (primal) religions are deprived of mystical beginning. The phenomenon of mystical occurs only within the national and world religions that recognize a human as a carrier of the absolute beginning. The peculiarity of current situation consists in the return to pre-mystical religious representations. The author determines the two types of mystical teachings – the immanent and the transcendent immanent. The importance of mystical religious first and foremost lies in development of the gnoseological abilities of a human, and then in the revolutionary psychological transformations of mind and personality.

Abstract: In this paper, the issues of modeling the real communicative foreign language environment in the conditions of the institutional educational process by means of redundancy of foreign language information are considered. The role and place of this phenomenon in pedagogical science and in educational practice are designated and justified. The specific conditions and specifics of the redundancy application are considered. Thus, the object of the study is a communicative-oriented language–forming process, and the subject is the modeling of redundancy in it by foreign language means. In the paper, the author substantiates the redundancy of information as a permanent property of the modern communicative environment, which determines the importance of modeling information redundancy in modeling real social communication in the educational process. The novelty of the work lies in the consideration of information redundancy as a regulatory idea claiming to be a local private didactic principle in language teaching in the context of institutional education. Thus, the proposed work fills a gap in research on communicative language learning, in which the redundancy of foreign language information is positioned as something taken for granted and certainly positively affects the process of mastering them. As the main conclusion, the author comes to the position that the redundancy of information can claim the role of a particular didactic principle in modern language education because of its conceptuality on the one hand and specific methodological expression on the other.

Abstract: This article review the conceptual structure of regional society and its connection with the university culture. It is determined that the participation of a university in the structure of modernization potential of regional society is important for the development of the regional social space. The article analyzes the model of formation of the university space as a universal structure that will be responsible for the development and modernization of a region. The authors examine the questions of emergence of the effective grounds and forms of realization of interaction between the university and regional society. The goal of the work consists in formulation of the concept of optimization of a regional university, as well as socio-philosophical analysis of the expected results from the perspective of their purposefulness. Methodology for this study is based on the generalization of scientific research works dedicated to the analysis of various models of regional university. The authors’ main contribution consists in combination of all analyzed elements into the unified structure by means of establishing a basic space (university) as the overall control subsystem for the elements of regional society. Without the developing regional culture, all achievements of a university such as trained specialists, technologies and innovations will bypass into the other developing cultural centers within the country or abroad. Therefore, a university faced the task of forming the bases of multifacetedness within the surrounding social space and regional culture through the educational and scientific activity.

Abstract: This article describes the model of metadisciplinary methodical system on the problems of maintenance of language culture, include speech culture, reading culture, and culture of communication on the Russian language. Such model serves as the foundation for reorganization of education for the purpose of increasing language culture of the students based in the use of metadisciplinary methodical system that allows translating the necessary content not as a set of information for memorization, but as a set of knowledge for sensible usage. The author underlines the need for creating a model based on the principle that reflect the mechanisms of maintenance of language culture of students at the stage of public education, as well as describes the technology and conditions for implementation of the model. This model is development in terms of the project Joint Venture "Concord" LLC supported by the Ministry of Education of the Russian Federation. The scientific novelty consists in structural-algorithmic representation of the sequence, nature, and specificity of the model of metadisciplinary methodical system on the problems of maintenance of language culture of the students. The main conclusion consists in the observation that the creation of such model would improve the quality of public education overall, and with regards to formation of language culture of the students in particular.

Abstract: The object of this research is distance learning, while the subject is the organization of distance learning in professional educational institutions with a long-term view. The author emphasizes the relevance of this research in the real and hypothetical epidemic conditions. The current stage is viewed as a period of contemplation or reconsideration of distance learning. The article employs the methods of theoretical and empirical analysis. The results of sociological surveys conducted among the students, pedagogues, rectors and vice-rectors of the Russian universities are analyzed. The  author indicates the conservatism of the modern system of education, and the importance of interaction between the main actors of the educational process. The fundamental difficulties in organization of distance learning are outlined. The scientific novelty of consists in creation of the model of educational process based on the empirical data underlying the development of distance learning. It is demonstrated that the conduct scientific research, development of information technologies, and improvement of the normative framework open new opportunities for creating a more effective learning environment. The key moment in increasing the effectiveness of the new form of learning consists in reaching the full presence effect, which allows implementing the traditional pedagogical technologies. Description is given to the possibilities of telepresence technology. The conclusion is formulated that distance learning can be transformed into a new form in accordance with the status of technological and technical development.

Abstract: The subject of this article is ensuring the sustainable development of universities in the period of a new technological order; the object of the article is the university; the purpose of the work is to ensure the sustainable development of universities in the process of forming a new technological order. To achieve this goal, the following tasks of this study are solved: research and clarification of the concept of sustainable development of the university; study of sources of risk of loss of stability in the process of transition of the university to a new technological order; analysis of the structural components of the concept of sustainable development of universities. Scientific methods used in this article are the theory of sustainable development, historical and logical analysis, theory of higher education, theory of technological structures, theory of hierarchical systems, system analysis, forecasting theory, theory of lean manufacturing, and expert methods. The scientific novelty of this article is determined by the formation of the concept of sustainable development university in the period of a new technological order.

Abstract: The authors thoroughly examine the problems of recognition of professional competencies acquired outside the system of formal education such as improvement of legislation in the area of adult education; elimination of contradictions between social partners and the government; development and use of the effective instruments and systems of recognition, certification and accreditation of non-formal education, including the authorities and procedures of ensuring quality. The implementation of the system of recognition on non-formal and distance education contributes to the promotion of lifelong learning, creation education that is more effective and meets economic standards and the labor market, and also allows reducing the spending on education and advanced training. The authors present a review on the world practice of acknowledgement of professional competencies and conduct a comparative analysis of the systems and instruments of recognition of professional competencies in a number of European countries, Canada and South Korea. The main conclusion consists in the fact that majority of the countries reform their systems of acquiring education in which the systems of recognition of non-formal and distance education become a significant component.

Abstract: The object of this research is an important and relevant question of modern education – the realization of educational activity with application of the information and communication technologies. The subject is the assessment of the quality of math classes with application of the information and communication technologies. Special attention is given to the development of mechanism for creating the system of models considered as exemplary for the math class (content area, presentation style, etc.). The article describes (from various perspectives) the criteria for the system of exemplary models that allow assessing the quality of the content of math class. Methodology of the research is based on the modelling theory. The following conclusions were made: 1) the content of math class, developed with implementation of the formalized system of exemplary model, produces the more extensive pedagogical effect that the content selected by certain private methods; 2) the described system of exemplary models can be used not only as an apparatus for assessing the quality of the existing mathematical content, but also as instrument of projecting the new math disciplines; 3) the suggested approach can be applied to the assessment of quality not only of the mathematical educational content, but also other areas of education. Unlike the existing studies on the questions of application of the information and communication technologies in math education, the accent is made not on the quality of content solution, but rather the quality of the content of math classes. The proposed approach allows harmoniously combine the unification and diversification of presentation of the educational discipline, as well as ensure to the student a possibility of structuring of an individual educational trajectory.

Abstract: This article examines the question of formation of the regulative universal learning activities as teaching learning techniques among the elementary school students. Attention is focused on the action of planning as a skill to detect an academic problem, provide its classification, and structure work over this problem. The author describes the pedagogical conditions for implementing into the educational process of the developed strategy on formation of the action of planning among the 1st and 2nd grade students, considering their inner resources based on the individual plan as a factor of increasing their proficiency level. The article demonstrates the approbation experience of the pedagogical program on formation of the act of planning, which consists in detecting, classification, and creation of plan for correction by the students of the problems they face in the educational process; as well as describes the goals, tasks and stages of such program. The author specifies the characteristic features and substantiates the need for formation of the action of planning within the elementary school educational process. The following peculiarities in formation of the action of planning among elementary schoolers are determined: ability to detect a problem and understand the causes of its occurrence; exercising mostly individual work that creates conditions for planning the correction work over the problem detected in the learning process, including the choice of methods and tools for its elimination by the students themselves; organization of individual mental and practical activity of the students, activation of cognitive processes. The author develops the strategy of formation of the action of planning among elementary schoolers and formulated recommendations for the teachers.

Abstract: The strategies of professional self-realization of the future medical worker are defined by the challenges of modern society. Formulation of such strategies that meet the priorities of the development of society, is ensured by the modern medical education oriented towards the requirements of healthcare and training of a physician who is responsible before the society, masters the scientific research, and has an active public position. Practice of the continuous medical education throughout the entire socially active life, suggest the development and implementation of strategies of the professional self-realization, choice of the promising directions of career growth, as well as directions and levels of training. Methodology of this work contains the theoretical historical-pedagogical analysis, experimental research, including the factor analysis and foresight technologies. The work experience in the context of network experimental foresights platform allowed the authors to formulate the new pedagogical classifications of the strategies of professional self-realization of a student of medical discipline. The authors determine the three types of strategies: traditional (classical), innovation, and foresight.

Abstract: The means of formation of the expert checked by time as "man of culture" with deep social and personal views through the native and regional educational technologies are presented in article for the first time in literature. Authors claim that scientific researches of the last years revealed also such important means of culturalization of education as the domestic native history studies having deep historical roots and huge potential for being applied in modern conditions. They prove that today's technologies and services used in native history and regional studies can resolve a number of serious educational and pedagogic problems. As teachers at higher education institutions of Tambov and members of a unique public association of researchers of regional history and culture "Tambov Center for Regional Studies" (TCRS) at the Tambov regional office of the Russian Academy of Natural Sciences (has been working since 1995), the authors of the present article developed measures for further development of both traditional and new techniques which are approved in the course of pedagogical work at higher education institutions of Tambov. The TCRS' practice-oriented program-compendium "History and Culture of the Tambov Region" is aimed at culturalization of teaching and educational processes at educational institutions. Even in the course of development many theses were submitted not only during international and all-Russian scientific and practical conferences but also presented at departments of a number of educational institutions. Authors prove importance of studying of the native land and the local history education connecting intellectual and spiritual resources of man and society with the life environment for increasing culturological competence of future experts. The authors also reveal the definition and content of the term 'native history'.  Ways and means of culturalization of education through cultural regional studies based on the example of higher education are presented by the authors: 1. For all directions of training in general. 2. For Master degrees. They are focused on students of new type who have to proceed from various techniques of the analysis of difficult modern humanitarian situations, possess ideas of the historical sources and roots arising in the society of problems to understand that the advancing character of modern educational model means its orientation to formation of innovative and creative type of conceptually clever person. And in training of this kind of experts disciplines of a humanitarian cycle have the special importance. The uniting moment in the offered measures is orientation to development of active forms of thinking, to designing finally some steady the "sphere of meanings" characterizing dynamics of regional sociocultural processes. Authors draw a conclusion about need of scientific and public consolidation for the solution of this problem.

Abstract: The subject field of this research is the educational organization and its place within the regional space of innovations creation. Based on this, the article determines the key directions and barriers of innovation development of a state and its regions, as well as the role and importance of the professional potential for ensuring the necessary level of innovation activity of the enterprises. On the precise example the author examines the forms and results on interaction between the university, industrial enterprises, and region, as well as defines the vectors of increasing efficiency of collaboration of all parties interested in innovation development. The scientific novelty of this work consists in reviewing the region’s innovation potential and determination of the role of educational organizations in its application. Conclusions made during the course of this research identify the actual directions and efficient tools of managing interaction between the key actors of innovation space. Abstract: In his article Nemtsev tries to describe social, philosophical and organizational aspects of the model of education for sustainable development. The researcher gives a critical evaluation of the existing system of education and shows that modern education does not work for sustainable development. Netmsev suggests that we should view school education and up-bringing as the platform for developing a sustainable life style which would enable to implement the strategies of sustainable development. The researcher offers a new system of education, i.e. education for sustainable development. He analyzes the methods and concepts of environmental education that correspond to the paradigm of sustainable development. The methodological basis of the present research is the dialectical method as the opposition to the traditional system of education and the requirement to proceed to the model of education for sustainable development. The researcher has also used general scientific methods such as abstraction, idealisation, comparison, simulation, analysis, synthesis, etc. The objectives of the research are achieved based on provisions and conclusions on the matter found in works of contemporary Russian and foreign researches and philosophers. Nemtsev concludes that it is necessary and possible to create the system of education that would be oriented at sustainable innovation-based development of the society. The researcher also describes the concept of school (EcoSchool) and the system of education for sustainable development (the model of environmental education, implementation of a number of paticular disciplines, etc.) as well as the steps needed to be taken to adopt the system of education for sustainable development.

Abstract: This article develops a theoretical approach towards formation of cognitive-active learning environments, which possess an effective creative function along with the technologically complex content. The subject of this research is the models of creative environments that comprise the university’s epistemic-didactic basis in the conditions of advancement of knowledge society. The main theoretical questions of the study include: 1) differentiation of the terms “knowledge” and “information”; 2) combination of cognitive processes and environment within the concept of “creative space”; 3) design of structural-functional model of creative environment considering the first two dispositions. The interdisciplinary solution contains the methods of philosophical epistemology, theory of the inquiry-based learning, cognitive linguistics, social ontology, and theory of systems. The author suggests the differentiating criteria for the terms “knowledge” and “information”, which manifests as the basic principle of functioning of the creative environment. The article examines the theoretical content of the notion “generativity” applicable to the cognitive-active environments and learning process, which allows defining the creative space as the cognitive-generative system. The analysis is conducted on the perception of creative space within the scientific sources and information resource of a university. Based on the acquired results, the author highlights the three types of conceptualization of the creative space in the forms of environment, cognitive process, and process-environmental system; as well as demonstrates the advantages of the latter. Leaning on the original concept of generativity, the author develops the model of creative environment of a university, and the methodological approach towards its structural-functional analysis. The conclusion is made on the key role of creative system of a university in realization of its mission aimed at the advancement of the knowledge society.

Abstract: This article introduces the results of the analysis of peculiarities of state control over the scientific development in the Federative Republic of Germany. The contemporary German experience represents interest for Russia due to the fact that both countries are federations, which leads to the emergence of more complex mechanisms of development and realization of the scientific policy, rather than in the countries with Unitarian form of government structure. The work carefully examines the fundamental elements of the system of strategic planning in the area of scientific development and innovations, including the key legal acts. The conclusion is made that the main specificities of the German management model for scientific development (absence of strict hierarchy; use of communicational mechanisms for the formation of “agreement platform” between all the political actors and groups of interest; delimitation of responsibilities, authority, and finances between the level of federation, level of lands, and others) are the result of implementation of the principles of cooperative federalism (“maximum agreement, minimum force”)  into all the spheres of social life. The effectively operating on all levels mechanisms of achieving political consensus, as well as extensive use of high-tech support of decision-making, help the government to provide the successiveness of the general strategic line in combination with the adaptiveness of the current scientific policy.

Abstract: In the article, the author proposes the concept of tutor education. The incentive for its construction is the ambiguity of the picture of modern education as a whole, although the author shares most of the principles of the tutor's approach. The idea of the picture of the whole and the principles of the tutor's approach in comparison with the principles of the traditional paradigm of education are briefly characterized. The position is formulated that education should become a common cause for the tutor. The tutor should accompany the young person, help him become educated, share his educational experience, support the tutor's independence and at the same time, noticing that the latter has stopped in his development, figuratively speaking, try to bring the tutor out of balance by initiating a discussion of the circumstances, plunging him into a situation that requires resolution and the next step of development. The tutor should try to become an adult, independent, competent, ready for political life and saving the planet, and simply disposed to live, enjoy it, as well as overcome difficulties, solve problems that arise in life. In addition to education, several more concepts are introduced and characterized: "cultural-semiotic environment", "cultures of life" (cultures of childhood and adulthood), "life world", "development" (the processes of "formation", proper development and "completion" differ in it), "personality evolution", and finally, the concept of "modernity and the near future". These concepts are illustrated by examples and analysis of two cases (the organization of education in the family (non-) school "Seekers" by Pavel Shivarev and the spiritual revolution that took place in the life of Pavel Florensky).

Abstract: This article analyzes the research on European youth policy. The subject of the study is the main trends, typology, and principles of functioning of youth "transitions" in European countries. The need to study the phenomenon of youth "transitions" is relevant and timely as today, there is no generally accepted view on the ways to study these processes. The methodological basis of the study was analysis and synthesis, as well as institutional, systemic, and comparative approaches. Based on the studied material, the authors conclude that when considering strategies for youth "transitions," it is necessary to consider several institutional areas, such as the type of socially-oriented state and the specifics of the transition from study to work. The interaction of these strategies provides different models of youth transitions. These studies highlight important interethnic differences depending on the modes of distribution of social assistance, types of capitalism, as well as growth strategies. Thus, we have considered various strategies for structuring the transition to adulthood: to explain the different models of youth "transitions," it is necessary to consider several institutional areas, such as the type of socially oriented state and the specifics of the transition from study to work. The interaction of these strategies gives different models of youth transitions. Although many European researchers argue that age policy is important in this regard due to the aging of society and the growth of "gray power," most of the works devoted to this issue actually refute the hypothesis of bias in favor of the elderly: these studies emphasize important interethnic differences depending on the modes of distribution of social assistance, types of capitalism, as well as growth strategies. As a result, we conclude that young people should be considered part of society as a whole, and, therefore, to understand how they move into adulthood, it is necessary to see the full institutional, political, and economic picture.

Abstract: This article discusses the features of forming a personality-developing educational environment in the context of global digitalization. The concept of the digital educational environment is revealed in the context of its personality-developing nature, the basic scheme of the functioning of the subject-generated environments in the digital educational environment is substantiated, the factors determining the personality-developing potential of the digital educational environment are highlighted, as well as the features of the teacher's activity on the formation of the developing the environment by digital means in the refraction of traditions and innovations. The traditional understanding of the educational environment is undergoing a significant transformation due to digitalization. The study showed that the formation of a developing digital educational environment should be carried out with a mandatory emphasis on the subject-generated characteristics of the environment, resolving the contradiction between the diversity and openness of potentially developing resources, on the one hand, and the uncertainty, non-obviousness of the results of interaction of subjects, on the other hand. For the teacher, the digital educational environment acts as a discrete education, whereas for the student, it is a single structured digital space (a single environment). A teacher's activity is the formation of a developing environment by digital means, giving it developing functions associated with pedagogical competence to fill the environment with appropriate situational and event content, contributing to the generation of environments in education by students themselves and filling them with authentic meaning. The teacher's specified competencies depend on the completeness of the theoretical understanding of the peculiarities of the emergence of subject-generated environments in the digital educational environment. The scientific novelty of this research lies in the fact that, for the first time, a personality-developing digital educational environment is considered through the concept of subject-generated environments, which brings the student's personality to the center of relevant educational projects. The development of the student's personality in the DEE is a multifactorial and open subject-dependent process with variability of resources for self-change, the research attitude corresponding to the post-non-classical stage of the development of science.

Abstract: The subject of this research is the key capabilities and competencies of the higher education institutions that are formed by the modern reform in the system of education within the Russian universities and the leading world educational establishments that achieved significant success. The authors carefully examine such aspects of the topic as the analysis of processes of development of capabilities and key competencies in Russian universities within the framework of the three directions of the work of educational establishment: scientific, educational, and innovational. Special attention is given to the analysis of gaps and realization of benchmarking of the educational processes and results of a university. Abstract: The subject of this research is the basic models of continuing education used by the representatives of business, higher education and the government. The object of this research is the process of continuing education in Russia as the response to the challenges of the new job market. Analysis is conducted on the context of the emergence of the need for continuing education of the professionals alongside the currently implemented models of such education in Russia and worldwide. The data acquired in the authorial quantitative research conducted in September 2021 in the format of online questionnaire served as the empirical basis for this research. The survey involved 211 specialists from 26 different fields of activity responsible for staff training in Russian organizations. The analytical research is based on the data of the VI International Conference “Beyond Training: Continuing Education for the New Job Market” held jointly by SberUniversity and the European Foundation for Management Development (EFMD) with the participation of the Sberbank Charitable Foundation “Contribution to the Future”. The author seeks to scientifically substantiate the question of why continuing education of the professional has become a topical issue for the organizations. A list of cyclical and sudden trends affecting the organizations, their strategies and business models is explored. The author traces the changes in professions and skills essential for the future specialists. The practical importance of this work lies in description of the new models of continuing education in the organization, which would allow the companies to set the new skill sets that can be acquired in the course of continuing education system the new paradigm in the conditions of new reality.

Abstract: The subject of this research is the system of educational structures in higher education. The object of this research is the experience of European countries in formation of the single educational space. Comparative characteristics of the European and Russian educational structures is presented. This allows formulating the contradictions within educational infrastructure of the system of Russian higher education. The article carries an analytical-problematic character. The relevance is substantiated by the fact that Russia’s accession into the European educational space led to a number of contradictions, since each European country had its own “coordinate system” within the system of higher education, while the job market is uniform for everyone. The article analyzes the European experience with regards to establishment of single educational space, as well as pursues correlation between the European and Russian educational structure. The main conclusion consists in the formation of interrelation matrix of the elements of educational process. The author’s special contribution is the application of systemic approach towards creation of educational structures within the system of higher education. Abstract: The subject of this study is the scientific approaches implemented in the conditions of distance pedagogy. The authors examine three main approaches within the traditional pedagogy: pragmatic, personal-oriented, and metathematic; later, they analyze the specificity of the adjustment of these scientific educational approaches in the conditions of distance pedagogy. A special attention is given to the comparison of positive and negative sides of application of these approaches within the traditional and distance pedagogy. During the course of this research, the authors refer to the publications of scholars, who study the issues of implementation of various scientific theories and approaches in both, the traditional, as well as in distance pedagogy. The authors come to a conclusion that the scientific methods applied within the traditional pedagogy fairly easily adjust to the terms of distance pedagogy. At the same time, distance pedagogy is able to balance some of the negative sides of the implementation of the scientific educational approaches, manifesting in the traditional pedagogy.

Abstract:  The subject of this work is the IT-competence in the information culture of municipal education management. The object is the municipal Informatization of education management. The author examines the main reasons of the inefficient application of the results of Informatization of education management at the municipal level. Special attention is paid to the problem of formation of the IT-competence of the municipal officials. Particularly, it is proposed to develop the algorithms for the purpose of improvement of IT- competencies of the municipal officials based on the continuous and advanced education. The subject of this article is the correlation between motivation and preferred team roles among university students. The formation of teams during the education process, selection of the preferred roles by the participants for the joint achievement and effective realization of goals, expert survey, questionnaire and self-esteem, generalization of psychological experiences; R. M. Belbin’s test “Team Roles”, V. E. Milman’s diagnostics “Personality Motivation Structure”, and A. Mehrabian’s “Achievement Motivation”. For accomplishing the set task in the context of the Federal Targeted Program for the Development of Education for 2016-2020, the university professors of various disciplines require extensive knowledge in the area of establishment of effective teamwork within the groups of students. Abstract: This article examines the question of cooperation between professional educational institutions and profile enterprises and companies. The article describes different approaches towards the organization of educational and industrial cooperation in other countries, such as Germany, Sweden, and France. The author analyzes the educational programs of a technical university; as well as demonstrates the possible development trends in the regional educational-industrial cooperation on the example of the Novosibirsk State Technical University. The conclusion is made on the need for specification of employer’s requirements to the competencies of specialists in technical fields for various types of activity; analysis of satisfaction of particular employers with the quality of education; attraction of employers into the educational process of a university, as well as the university professors into the work process of an enterprise. The scientific novelty consists in generalization of experience of a particular university with regards to development of educational-industrial cooperation in the region. Abstract: The subject of this research is the organization of educational process in IT postgraduate training in terms of continuous medical education. Therewith, the cycles of improvements in the context of the system of continuous medical education become separate modules of the modular approach. This requires the organization of educational process in the indicated circumstances. Therefore, the goal of this research is the identification of problems and tasks occurring in organization of IT training for medical workers, their analysis and possible ways of solution. Expert assessment and generalized practical experience are used in determination of the key trends and issues emerging in organization of educational process. Moreover, the questionnaire survey of the trainees is conducted in the course of the specifically organized examinations. As a result, the author determines the requirements imposed upon the organization of educational process, as well as demonstrates the possible ways of solution of the arising questions. Abstract: The goal of this article lies in the analysis of theoretical conceptual-methodological grounds of inclusive education in the Russian Federation for the effective management and coordination of the work of educational institutions. For achieving the set goal, the author examines the general theoretical conceptual-methodological grounds of inclusive education; competence approach towards inclusive education in Russia; theory of implementation the inclusive form of education; basic elements of the concept of inclusive education; as well as methodology of inclusive education in the Russian Federation. The concept of inclusive education implies the mechanism for exercising human rights for people with health impairments. This mechanism is based on the interdepartmental cross-disciplinary formation of the barrier-free environment for any person to exercise their rights. The concept of inclusive education formulates social approach towards disability. The medical problem of disability shifts into the social sphere – a person with health impairments should not only receive treatment, but also live a normal life. Therefore, disability is viewed as a set of social barriers that stand in the way of realization of the abilities and needs of a person with physical or mental impairments. The goal is to eliminate such social barriers. The modern strategy of the Russian Federation in the area of education and social policy is aimed at bringing into compliance the institutional systemic conditions in order to turn inclusive education into the priority area of education.

Abstract: Currently, there has established a consistent trend in development of cooperation between the employers and universities for the purpose of meeting the demands of country’s economy in the effective human capital. Such trend substantiated the choice of the subject of this research aimed at analyzing the potential interaction and correlation between the sphere of professional education, job market and social behavior of young specialists of economic disciplines based on the complex approach that considers the interests and need of all interested parties. Leaning on the research results on the problems, expectations and offers of job market for young specialists, the goal of this study consists in presenting a roadmap of interaction between the employees and university students. The following research methods were applied: verbal and online survey, content analysis of the documents and official publications on the subject, mathematical methods of information processing; 497 graduate students from the Ural State University of Economics and other universities of Yekaterinburg, as well as 26 experts – representatives of employers and employers of organizations of various fields of activity took part in the survey. The conclusion is made that the existing system of interaction between the government, university, employer and students with regards to training highly qualified personnel is yet not fully adjusted to the changing demands of economics, which is the reason that a certain number of graduates do not obtain employment in their field. Therefore, the article suggests the key vectors and measures within the framework of implementation of the roadmap of cooperation between a university and employers.

Abstract: The problem articulated in this article is associated with the role of physical education within the modern system of education, its value potential and difficulties currently experienced by this branch. The role of physical education consists in the development of physical culture of an individual and the related components of basic personality culture, solution of social and public tasks. The subject of this research is the sphere of physical culture and supply of professional personnel. Physical education instructors should possess personal and professional competences for working with children and teaching sports; such profession imposes numerous requirements that have to be fulfilled by a specialist. The established situation affects the human resource potential in this sphere and prospects overall. The conducted empirical research reveal correlation between the importance of the subject of “physical culture” in school and popularity of the specialty of physical culture among graduates. It was determined the students’ attitude on the subject of “physical culture” in many ways depends on personality of the pedagogue. At the same time, in modern school, the pedagogues face pressure from the school community, which reduces the importance of this subject and its educational potential. All of these facts shape students’ opinion on the profession of physical culture instructor as an unpromising specialty. The school experience of physical culture later manifests in the university. The conclusion is made on the shortage of specialists that meet the demands of profession in the area of physical culture on the current job market. The solution of this problem may be found through heightening interest of the youth to this profession through the development of stable positive attitude towards physical culture.

Abstract: The author of the article offers an original approach to studying attitudes to space exploration in large age groups (schoolers and students) as well as how attitudes to space exploration and development of cosmonautics have been changing in our country over the past decade. The author also offers to study social and psychological aspects of  attitude of different social groups to space exploration during the last four decades. It is the author's opinion that space exploration can become the national idea of Russia in different social groups. The author shows that modern astronauts are most optimistic about it. The author uses a practical experiment to study the attitudes of the younger generation of Russian citizens towards cosmos and space exploration. By using an original questionnaire, the author has studied what ideas modern schoolers and students have about the timeline of space exploration, whether they would want to work on this problem, and so on. The author notes that there is a certain relation between the increase in interest towards space exploration in different social groups of our country and actual achievements in space exploration. Based on the results of research, the author concludes that at the present time the interest of the younger generation towards space exploration is growing. The author states that the idea of space exploration can become the national idea only if it is accepted by the younger generation. In order to make young people and teenagers interested in space exploration, it is necessary to develop a special pedagogical program for the younger generation.

Abstract: This work examines the influence of the educational activities upon the development of professional reflection in freshmen students for Bachelor in psychology and pedagogical at the stage of entry into a profession. The need for developing reflection in students at the stage of entry into a profession is evident, which also relates to introduction of new educational standards that led to changes in the requirements to the teacher’s professional qualification currently regulated in occupational standard. At the same time, within the framework of classical university education, remains the deficit for educational activities aimed at development of the professional reflection in students. The relevant task is to determine the correlation between the implementation of educational activities and the formation of professional reflection. In the course of this research, the author carried out a forming experience that included educational activities of scenario planning of educational activities, as well as writing an essay. The diagnostics of level of reflexivity and influence of its development upon the professional formation of future teachers is conducted. The study proves the effectiveness of such activities with regards to development of reflection in students, as well as demonstrated the approach to teaching the Bachelors of psychological and pedagogical directions based on the scenario planning of the educational-developmental situations. The research expands the theoretical representations on the peculiarities of reflection of the professional formation of Bachelors of psychological-pedagogical direction at the stage of entry into a profession. The acquired results and conclusions can be valuable for university pedagogues for developing reflexive abilities in students.

Abstract: This article presents a comprehensive analysis of the normative legal, methodological, and practical requirements towards implementation of inclusive education in the modern educational institution. The author examines the fundamental international legal acts ensuring the rights of persons with health limitations; list of laws ensuring implementation of inclusion into the Russian education; normative-legal documents regulating the efficient functioning of inclusive activity of educational institution in the Russian Federation; main methodological requirements towards implementation of inclusive education in the educational institution; requirements to practical results of implementation of the dynamic process of inclusive education. The article highlights the three key mechanisms of realization of inclusion: 1) development and realization of an individual curriculum; 2) devising a program of individual psychological and pedagogical support of a student; 3) development of intervention program that must become a part of the curriculum. The main conclusion lies in the thesis that inclusion is a dynamically developing process that contains the three independent sub-processes: educational process; assistance and support; socialization, integration to culture and system of social relations.

Abstract: This article examines the problematic questions of creating and growing of portfolios of individuals studying in higher education facilities. The creation of portfolio is set by the federal education standards of third generation. The requirement to have a portfolio in the electronic information educational environment of an organization that conducts educational activities essential. However, there is no precise content defined by the education standard. Only  separate components are specified: works of the students, peer reviews and evaluation made by any participants of educational process. The author applies the following methods: analysis of electronic information educational environment of an organization conducting educational activities; generalization of the known experience of its establishment; synthesis of web resource containing the portfolios of individuals studying in the educational organization and meeting the security policy requirements of the interaction of services posted on the Internet with the resources of local network. The scientific novelty consists in the analysis of problematic of substantive content of the electronic information educational environment of an organization conducting educational activity, carried out by the author, and creation of automated means for formation of student portfolio.

Abstract: This article describes the concept of STREAM education in Russia and abroad (S stands for science; T – for technology; R – for reading; E – for engineering; A – for art; M – for mathematics). STREAM technology is designed for introducing classic literature to modern schoolers based on the development of innovative thinking and skills of the XXI century. The object of this research is the peculiarities of STREAM education within educational process of modern school. The subject of this research is the resources of STREAM education of acquainting modern schoolers with classic literature. The main research methods include: studying and analysis of pedagogical and special literature; conceptual analysis of the previously conducted research on the problems of implementation of STREAM in education; generalization of theoretical insights and their comparison with the current sociocultural situation; experimental data measurement acquired in the course of research, as well as their systemic and qualitative analysis. The scientific novelty consists in designing an original technology “ExSTREAMal Reading of Russian Classics” that acquaints modern schoolers with classic literature based on the development of innovative thinking and skills of the XXI century. The main conclusions lie in substantiation of the efficiency of application of such technology for developing educational motivation and encouraging modern schoolers to read.

Abstract: The object of this research is the process of advanced training of teachers; the subject is the system of distance education for teaching staff to acquire tutoring skills. Tutoring is analyzes as the teacher skills to plan the individual educational course for a particular student considering his intellectual and emotional inclinations, basic knowledge and optimal learning capabilities. The comparative analysis of functions and optimal character traits for the positions of a teacher, curator and tutor is provided. The author underlines that mastering tutoring techniques substantially complements the initial specialty of a teacher. The scientific novelty consists in implementation of distance education technologies for converting teacher’s position into tutoring on the basis of his pedagogical experience. It is concluded that distance education for training tutoring skills is based on the informational and communicative competence and caters to the distance consulting methods and system of complex educational-methodical tasks. It is noted that tutoring is a specific pedagogical position of a modern teacher that suggests the implementation of new pedagogical technologies, transformation in the structure of discipline and lesson, as well as organization of educational-upbringing process.

Abstract: Article opens the purpose, tasks and the contents developed by teachers of higher education institutions of Tambov, members of unique public association of researchers of regional history and culture "The Tambov center of study of local lore" at the Tambov regional office of the Russian academy of natural sciences (TTsK) (actively is valid from 1995) educational program compendium "History and Culture of the Tambov Edge". Already in the course of its development many plots were approved not only at the international and All-Russian scientific and practical conferences, but also in audiences of educational institutions. Authors of the program prove importance of studying of the native land, the local history education connecting intellectual and spiritual resources of the person and society with habitat, for increase of culturological competence of future expert. They consider the program as a perspective form of integration of education on cultural Wednesday. The program compendium purpose – acquaintance of future experts with the main stages of process of folding of the multilayered world of culture (cultural space) the region (in borders of the Tambov edge), with its concrete historical dynamics and specifics of its manifestation at each stage of history. For realization of this purpose the version of creation of the program is offered interdisciplinary (historical and sociological on a joint from culturological). In it local history and culturological foreshortenings of consideration of regional culture taking into account the general lines of concrete historical dynamics and tendencies of formation of the Russian culture, ripening and transformations of its spiritual ideals, region roles in the course of folding of a national cultural heritage connect. At creation of a compendium the priority is given to culturological and local history approaches, methods comparative-historical, descriptive are used, reconstruction and other methods of research and a material statement that allows to reveal the general and special in development of the country and its regions, separate parts of the Tambov edge, the reason of their similarities and distinctions, helps interpretation of dynamics of "meanings" of the regional world of culture, its historical and modern stratifications. The interdisciplinary version of creation of the program considers a number of provisions actively developed by modern Chinese philosophy (Zhang Liwen, etc.) "a harmony method" (õýõýôàíôà). It is considered as a complementarity method when "all things develop, without doing harm each other, and correspond with each other without mutual rejection". Nodal links and the selected material are subordinated as idea of identification of internal mechanisms of cultural development within separate territorial space, and use of a local history material in culturological training of students. Thus cultural process is considered as one of the main mechanisms of development, some kind of spring providing dynamics of functioning of various territorial processes and spiritual formation of future expert.

Abstract: The object of this research is the process of teaching mathematics to the economists and engineers. The subject of this research is the formation of skills for comprehensive and multilateral assessment of adequacy of the phenomena under consideration in the process of teaching mathematics to the economists and engineers. The goal of this work lies in structuring the model of multilateral assessment of mathematical activity (its objectives, methods, and results) and the application of mathematics as the component of economic and engineering education. The authors suggest the multi-criteria approach towards assessing the indicated phenomena on the basis of the original theory of modelling and theory of adequacy. The estimation of quality of the model in the theory of adequacy is defined via comparing the assessable model with the stated reference model. Research methodology includes the theoretical analysis of the modern mathematical education, theory of modelling, competence and activity approaches. In Y. B. Melnikov’s theory of modelling, the estimation of adequacy of the model is viewed as a result of comparison of the assessable and reference models. Evaluation of adequacy is viewed as a function, which arguments are the assessable and reference models. This allowed acquiring new scientific results: formalization of a specific attribute of adequacy can begin either with the structuring of reference model (with further concretization of the corresponding functions), or with the formation of the comparison method (with further determination of referenced model and formalization of the corresponding function).

Abstract: The subject of this research is the assessment of formation of competencies of a student as a component of the portfolio provided in digital information educational environment of the educational organization. The article discusses the methods of assessment of the level of formation of competencies of a student based on the results of interim attestation and creative output of a student throughout the entire period of education. The authors examine the use of the matrix of competencies of the main curriculum in evaluation of the level of formation of single competencies of a student. The application of information resources in organization of the educational for automation of building a portfolio is being discussed. The main conclusion of the conducted research lies on the thesis that for consideration of the results of interim attestation on the main curriculum disciplines in assessment of the level of formation of competencies, it is necessary to introduce the new weighted coefficients into the matrix of competencies. The three-level evaluation of competencies of a student suggests considering the results of creative works and participation in the competitive examination only for making changes between the second and third levels.

Abstract: Over the recent decade, network interaction became a relevant topic for multiple researchers. However, the problematic of innovative development of educational organizations on the basis of network interaction did not receive due coverage. The conducted study demonstrated the absence of universal approach towards the formation of network interaction and the need for its structuring. The goal lies in development of a roadmap that can improve efficiency of the process of organization of network interaction between educational establishments. The theoretical substantiation of using network interaction as an instrument of innovative development of educational organizations allowed describing the step-by-step scenario of the development of network interaction in form of a roadmap. The originality of the roadmap lies in the following: firstly, by visual presentation of guided scenario of organization and development of network interaction that connects vision of the future, strategy for its creation and outline sketch; secondly, the possibility of development of network interaction via a spiral method, in other words, recurrence of the cycle. The recommendations of structuring the organization process and implementation of network interactions are grouped precisely by stages and call for creation of information support for network interaction.
