Abstract: The subject of the research is non-military means for neutralizing military threats. The object of the research is the provision of the national security of the Russian Federation. The author examines such aspects of the topic as expert analysis of non-military means of ensuring military security, a list of which was formulated on the basis of legislation regulating relations in the field of national defense and military doctrinal documents. Particular attention is paid to determining the significance of the use of non-military means to prevent and neutralize a wide range of military threats on the basis of the results of the survey that involved representatives of the expert group. The research methodology is based on the systems approach and integrates the methods of military strategy, political science, conflict resolution, source, collection and processing of expert information. The main conclusions of the research are political, diplomatic, economic, legal and information non-military means of neutralizing military threats selected on the basis of the classification produced. The special contribution of the author to the research topic is that the author emphasizes the need to extend the list of non-military means of ensuring military security by addressing social and spiritual (socio-cultural) resources.

Abstract: The subject of the study is problematic issues of control systems for illicit trafficking of narcotic drugs and psychotropic substances. The author analyzes the control systems of the Russian Federation, as well as foreign states, analyzes the relationship of the control system for illicit trafficking in narcotic drugs and psychotropic substances with the national security system of the state. Particular attention is paid to the search and justification of common features and features of control systems for illicit trafficking in narcotic drugs and psychotropic substances in existing legal systems. The author examines in detail such aspects of the topic as the classification of control systems, the principles of functioning of control systems and the extension of the tools of existing control systems to new potentially dangerous psychoactive substances. The novelty of the research lies in a comprehensive analysis of existing legal norms aimed at suppressing illicit trafficking in narcotic drugs and psychotropic substances. The author introduces the term "control system for illicit trafficking of narcotic drugs and psychotropic substances", and classifies existing control systems. The main conclusions of the study are: 1) currently, there are individual, universal and mixed control systems for illicit trafficking in narcotic drugs and psychotropic substances; 2) the Russian control system is individual; 3) the universal control system is most consistent with the goals of ensuring national security. The results of the study are applicable in law-making, law enforcement and research activities.

Abstract: The object of the study is the relations in the field of ethical regulation of the use of artificial intelligence technologies. The subject of the study is represented by the regulatory documents of Thailand, which establish prescriptions for the design, development, research, training, deployment and application of artificial intelligence technologies. The features of the Thai approach to the regulation of relations in this area are highlighted. The subjects involved in the regulatory mechanism of artificial intelligence are determined. The ethical requirements for the use of artificial intelligence technologies in relation to certain categories of subjects are investigated. The interrelation of ethical regulation of artificial intelligence technologies and security in the information space is traced. The national model of ethical regulation of artificial intelligence is characterized. Thailand implements a state-centrist model of ethical regulation of artificial intelligence, in which the state defines the basic ethical principles of artificial intelligence and regulates in detail the activities of public and private sector entities on each of these principles. A feature of the Thai model is the emphasis on the importance of training and advanced training of civil servants who are able to use digital technologies in management processes and effectively implement ethical principles in the course of performing their functions. Thailand has included artificial intelligence users in the circle of subjects responsible for the implementation of ethical requirements, as active participants in regulatory processes that can quickly influence the content of algorithms by providing the necessary information to artificial intelligence operators. The Thai model is designed to educate not a passive, but an active user of digital technologies, who is encouraged to raise awareness and improve skills in their use, which leads to strengthening the legal status of users with the help of "soft law" tools. Thailand's implementation of its model of ethical regulation of artificial intelligence will have a positive impact on ensuring information security.
