Abstract: This article is devoted to the consideration of Agile management tools and the possibility of their application in the construction industry. The subject of the study is the toolkit of flexible project management methodology. The object of the study is the enterprises of the construction industry. The author examines in detail such aspects as scrum and lean tools in a flexible methodology, identifies the advantages and disadvantages of a flexible methodology in relation to the traditional one, the possibility of using a management decision system in the construction industry. Particular attention is paid to the formulation of problems relevant to construction, which are the postponement of completion dates and changes in the project budget, the external and internal causes of their occurrence are considered, the possibilities of solving with the help of flexible methodology tools are determined. A special contribution of the author to the study of the topic is the determination that construction is currently an industry for which the most characteristic is the cascade project management technique. In the course of the research, the concepts of flexible project management for the construction industry were studied and generalized. Following the induction method, the author came to conclusions about the inexpediency of using a standard flexible methodology for managing construction and investment projects. As a result of the research, it was possible to make a logical study of the collected facts and to make a judgment about the need to switch from the cascade methodology to a new one. Examining the flexible project management tools provided in the course of the study, conclusions were drawn about the conclusion of a new hybrid project management methodology.

Abstract: The object of this research is the commercial block of the food industry. The subject of this research is the process of interconnection between sales and marketing of food companies. The goal consists in the analysis of the main schemes of interaction between sales and marketing. The author carefully examines the existing interaction schemes, describing their advantages and disadvantages. Particular attention is paid to the integration of marketing into the system of sales management, where marketing is not fully integrated into sales, rather marketing functionality is separate from sales and integrated into other divisions or is fully stand-alone. The method of partial integration of marketing into sales is based on the search for optimal solutions in pricing of the assortment, development of new products, as well as formation of incentive system for employee of the departments of sales and marketing. The results of this research solve an important task for the companies – to properly coordinate the interaction between sales and marketing, eliminate conflicts on various levels, as well as create a clear structure of operation for both departments to improve the bottom line. The scientific novelty of this research lies in systematization and generalization of the methods of interaction between sales and marketing.

Abstract: Object of research are features and regularities of formation of foreign investments in chemical industry. As object of research the chemical industry of the Russian Federation in general and its separate types of economic activity acts. Authors in detail consider such aspects of a subject as dependence between the level of specialization of chemical industry of the region and its investment appeal, and on this basis critical values of the indicators of specialization attractive to growth of investment activity from foreign investors come to light.The special attention is paid to questions of the analysis of volatility of chemical production Russian Federation as a result of change of external and internal tactical factors, for definition of a complex assessment of investment appeal of the analyzed economy sector. The methodology of research is based on use of tools of mathematical statistics, and also methods of the structural and logical analysis defining interrelations and interdependence between the studied phenomena. The main conclusion of the conducted research is justification of a hypothesis of inverse relationship of level of specialization of capital-intensive productions of chemical industry and level of the attracted foreign investments. Special contribution of authors is development of methodological approaches to studying and justification of the main mechanisms of an intensification of investment activity from foreign agents. Novelty of research consists in justification of need of carrying out the structural transformations directed on growth of a share of the productions of chemical industry generating the high level of a value added. These sectors of chemical production are capable to create the favorable conditions of attraction of investments directed on growth of global competitiveness of products. Production with the low level of repartition doesn't promote the motivational growth of optimization of economic processes owing to their high competitiveness in the world markets in view of limitation of resources and developments of investment activity don't create progressive conditions.

Abstract: In his article Chernyshev examines the current problems and prospects for the development of branches of the metallurgical sector in Russia. As it is known, the development of modern economy follows the path of the formation of cross-industry network - tightly interconnected industries, with the overall result of production and economic relations developed. Metallurgical industry is one of such industries. The industry has huge economic significance and belongs to the basic and strategically important industries. The role of metallurgy in the territorial organization of the economy is crucial. When writing the article the author used the following methods of research: observation, comparison, analysis, generalization, systematization, and classification. Analyzing the development of the metallurgical industry in Russia, the author makes a conclusion that the industry has almost completely overcome the effects of the financial crisis, restored cooperation ties and production potential. Some branches of the metallurgical industry especially non-ferrous metallurgy managed not only to reach the pre-crisis production volumes, but to exceed them.

Abstract: Prospects for the development of national economy in the context of integration of blockchain technologies into the system of economic processes testify necessitate elaboration of the methods and algorithms for formalized assessment of their impact upon the key parameters of socioeconomic dynamics. If within scientific-and-expert space, one may occasionally come across the works dedicated to separate aspects of this scientific methodological problem, the questions of the impact of blockchain technologies upon individual economic sectors are yet to be explored within the information-analytical and scientific space. The methods of empirical research of the impact of blockchain technologies upon the parameters of economic development currently did not find their consolidated solution, and are of fragmentary nature. This research is an attempt to strengthen the positions of formalized approaches towards examination of the articulated scientific and practical problem. The subject of this research is the economic relations of economic agents pertaining to implementation of blockchain technologies in the economic activity and formation of the new business models. The object is the types of economic activity of the national economy of the Russian Federation and their sensitivity to the diffusion of blockchain technologies. The article offers an algorithm for studying the dynamics of gross value added of the economic sectors of the Russian Federation through the prism of possible transformation of the key parameters of functionality of the financial and real sectors of the economy as a result of diffusion of blockchain technologies. Leaning on the advanced hypotheses, the author builds co-integration models for the indicated types of economic activity, which reveal the contribution of exogenous factors that are being adjusted under the pressure of infiltration of the distributed data storage technologies into the economic environment to the degree of incremental value added. This allows conducting cluster analysis of the economic sectors under review in accordance of their sensitivity to institutional changes caused by integration of the blockchain technologies into the economic environment.

Abstract: In this research Nesterenko touches upon the problems of the state strategic planning, in particular developments of the construction sphere, under the conditions of the escalating economic crisis. The object of the research is the system of state strategic planning in the Russian Federation. A subject – are processes of development and updating of documents of the state strategic planning in the construction sphere. The author has in details considered the main problems constraining development of the state strategic planning in the country that is especially actual under the conditions of crisis manifestations in the national economy. Special emphasis is put on studying modern positions of the state, business and science concerning development and implementation of documents of the state strategic planning as well as efficiency evaluation of the existing system of state planning in the country. Methodical and methodological basis of the research includes the analysis of data of Rosstat including assessment of dynamics of the index of entrepreneurial confidence in construction, synthesis of estimates of representatives of the state, business and science concerning development and implementation of documents of the state strategic planning, and also instruments of scenario planning and forecasting that has allowed to draw, within the system approach to management, a number of conclusions and to develop recommendations about enhancement of documents of strategic planning in the construction sphere. The novelty of the research is caused by the fact that the author defines endemic problems of formation and development of the state strategic planning in the country, mainly in the sphere of construction that is especially actual in case of implementation of the requirements set by the Federal Law of the Russian Federation dated June 28, 2014 No. 172-FZ "About strategic planning in the Russian Federation" and the Federal Law dated November 12, 2014 No. 488-FZ "About industrial policy in the Russian Federation".

Abstract: The downturn in tourism sector due to the COVID-2020 pandemic requires active measures taken by the governments towards reorientation of national tourism markets towards domestic tourism. The subject of this article is the economic health of tourism. The object is the tourism market of the Russian Federation. The article is dedicated to statistical analysis of the Russian tourism market. The research methodology is based on the systematic approach towards management. Using the official data of Rosstat, the author examines the 2014 – 2019 period of development of the tourism market. The analysis of the results of 2020 is conducted via using relevant statistical data and expert evaluations published by the recognized organizations. Description is given to the current concept of tourism market, adopted by Rosstat for data collection. The author provides the results of comparison of the official statistical data that reflect the situation and trends in the development of Russian tourism market over the period from 2014 to 2019. Assessment is given to the long-term trends that determine the pre-crisis state of the tourism market. The conclusion is made on the growth of tourism market in the indicated period. The article reveals the peculiarities of consumer behavior developed in the market by the end of 2019. Sustained imbalance of the demand for international tourism is observed. The key outcome of the crisis for tourism sector 2020 are presented in form of comparison of numerical data in the beginning and in the end of the year. The trends established in the behavior of consumers and companies are described. The author underlines the need for comprehensive management of the market in order to fulfill the potential of domestic tourism.

Abstract: The problem of determination of the the objective mechanism of social reproduction of agriculture is yet to be resolved. Its cognition furnishes the clue ti the rational solution of a range of socioeconomic, environmental, scientific-technological, ideological, political, and practical tasks for successful development of the sector and its branches in the Russian Federation. The existing domestic and foreign experience proves the inadequacy of the used theories, methodologies and practices, which give only a partial representation in the conditions of considerable uncertainty. The modern theories, methodologies, and practices are incapable of determining the objective mechanism for agricultural development in relation to social reproduction, and thus, ensure the development of agriculture in the current context of sanctions and increased competition in the world market. The author offers an alternative approach with a fundamentally new scientific base, systemic and comprehensive methodology, an adequate theory that fully reflects all aspects of the objective reproduction mechanism on all economic levels. The pivotal link in transformation in the strategy of agricultural development of the Russian Federation is the drastic change in the socioeconomic ideology and state policy aimed at improvement of living conditions for all members of the society based on the legislative consolidation, which via state coercion, ensures the increase in the share of advantageous  spending and reduction of disadvantageous, harmful spending within the budget structure of a social worker and spare time of each person or society in nature. Successful transition of agriculture to an innovative type of reproduction becomes possible only in terms of the accelerated (5-7 years) second Industrialization of the Russian Federation in all production sectors.

Abstract: The subject of the research is the food market of the country functioning in the conditions of embargo action. It is revealed that any of the main components of food strategy of Russia isn't carried out in full. It is caused by primary support of large agricultural producers while small forms of agrobusiness need it, first of all. Low efficiency of anti-sanctions measures is proved, need of their cancellation is proved. It is also established that because of a low share of producers of agricultural raw materials in the price of finished goods, rural toilers have no sufficient motivation in increase in production and it is one of the reasons of shortage of the food in the country. A methodological basis of work were dialectic and system approach, and also econometric methods of research (abstract and logical, economical and statistical, etc.) . Justification of need of cancellation of preferential crediting of economic entities of agrarian and industrial complex because of a high corruption component of the mechanism of distribution of soft loans, and the direction of the released funds for decrease in a uniform credit rate for all agricultural producers therefore equal conditions of managing in branch will be created is result of research. New approaches in subsidizing of the created wholesale distribution centers at the heart of which priority formation of the municipal cooperative logistic centers in close proximity to agricultural producers, at 50% to the state support are offered. The received results of research can be used when forming food strategy at the federal and regional level in the conditions of geopolitical uncertainty.

Abstract: The object of this study is the changes in the development of the Moscow aviation hub in the second decade of the XXI century. The subject of the study is a statistical analysis of changes in the volume of air transportation of passengers, cargo and mail at the Moscow Aviation Hub from 2014 to 2021, both in general and for individual airports in comparison. The change in the share of Sheremetyevo, Domodedovo and Vnukovo in the total volume of the listed types of air transportation is analyzed. The dynamics of the ratio of domestic and international air transportation is investigated. The share of the Moscow aviation hub in the total volume of passenger traffic, cargo turnover and postal air transportation in Russia is considered. The research is based on statistical, historical-geographical, problem-analytical methods, as well as the method of system-structural analysis. This made it possible to conduct an objective, scientifically-based analysis of the processes of changing the volume of air traffic in the Moscow aviation hub. The main conclusions of the study are: air transportation of passengers at the Moscow Aviation hub decreased from 2014 to 2021, while air transportation of cargo and mail increased during this period. The share of Sheremetyevo Airport in all respects increased, the share of Domodedovo decreased, the share of Vnukovo either grew or remained unchanged. The main contribution of the authors to the study of the topic is to consider changes in the statistical parameters of the Moscow aviation hub airports in the context of socio-economic and geopolitical processes, in historical and geographical conditionality; in identifying the key factors of the current dynamics. The novelty of the study is to identify the main trends in the development of the volume and structure of air transportation of the Moscow aviation hub from 2014 to 2021 under the conditions of sanctions pressure and restrictions associated with the COVID-19 pandemic.

Abstract: The subject of this research is the economic relations formed as a result of operation and development of military-industrial complex, which affect economic growth of the country. The object of this research is the military-industrial complex. The goal consists in determination of peculiarities of functionality of military-industrial complex. The author explores such aspects of the topic, as the evolution of approaches towards studying the military-industrial complex, as well as nuances of its functionality. Special attention is paid to the structure of military-industrial complex, highlighting its key components and determining interaction between them. The author’s main contribution lies in the proposed interpretation of the military-industrial complex, formulated as a result of critical analysis of relevant scientific representations on its essence, and reflecting the specifics of its functionality. The novelty consists in the analysis and systematization of scientific approaches to definition of military-industrial complex; its structural perception in form of modified scheme of O. Williamson with indication of major stakeholders and relations between them, which is based on the concept of “iron triangle”; identification of basic transformation trends of the military-industrial complex, as well as characteristics that differentiate it from other economic macro-sectors.

Abstract: The subject of this research is the development of the domestic service sector within the framework of digitalization of economic space. The goal consists in determination of the processes of dependence of the development of service sector in the context of digital transformation of the economy of the Russian Federation at the current stage of development of the national economy. The author sets the following tasks: to analyze the key economic indicators of the development of service sector in the Russian Federation; to reveal the peculiarities of digital transformation of business in this sphere; to determine the development patterns in service sector under the influence of digital processes. As a result, the author identifies the patterns and trends in the development of service sector under the influence of digital processes – increase in activity ratio and decrease in staff size. The acquired materials can be used for promoting the development of service sector on the macro- and micro-levels, which defines the value of this research. The scientific novelty consists in the formed matrix of interrelation between the development of separate branches of service sector and the processes of business digitalization. The article reveals heterogeneity in the sphere of digitalization of business processes in the service sector of the Russian Federation, as well as the trend of relative increase of the efficiency of enterprises in the industries characterized by high digital activity.

Abstract: The subject of the study is the content of the energy efficiency management process of the enterprise. In accordance with the proposed approach, energy efficiency management is a complex of consistently implemented functions of analysis, planning, organization, motivation, control and evaluation of the actual effectiveness of measures to reduce the level of energy intensity of production and other activities, formed taking into account the requirements and capabilities determined by formal institutions, and focused on ensuring stable growth of financial and economic and social efficiency of the enterprise. The object of the study is the classification of types of energy efficiency management of the company. The research methods are a critical analysis of the specialized literature on energy efficiency, the synthesis of various scientific and methodological approaches, the study of time series. The scientific novelty consists in the fact that the author supplemented the classification of types of energy efficiency management of the enterprise according to such criteria as the time factor, the degree of centralization of management, sources of financing, the involvement of external practices and third-party consultants, the degree of validity of management activities. The classification supplemented by us allows us to determine the type of energy saving management depending on the goals and objectives of the long-term financial, economic and social development of the enterprise itself, the available resource base, the available human resources of the engineering and energy profile, the state and likely trends of changes in the fuel and energy market, primarily individual tariffs for energy resources and other factors. All other things being equal, the most potentially financial and socially effective is the management of the energy efficiency of the enterprise, which is justified on the basis of a set of modern econometric models, is centralized, carried out at the expense of its own sources of financing, is appropriately balanced in strategic, tactical and operational management sections.

Abstract: The article is devoted to identifying the positive and negative consequences of the digital transformation of pharmaceutical companies in modern economic conditions. The purpose of the article is to identify the positive and negative consequences of the digital transformation of pharmaceutical companies in order to find ways to overcome the negative consequences. The authors analyzed the main trends in the development of the modern pharmaceutical industry in Russia, identified and systematized the positive and negative consequences of the influence of digitalization processes on it. The research methods include content analysis, statistical data analysis, description, generalization. According to the results of the study, it was revealed that one of the most important positive consequences of the digital transformation of pharmaceutical companies is to increase labor productivity, accelerate operations for the development of medicines and their promotion in the pharmaceutical market, as well as optimize and reduce the costs of pharmaceutical companies for the promotion of medicines in modern conditions. Among the negative consequences of the digital transformation of pharmaceutical companies in modern economic conditions, cybercrime and unemployment as a result of the automation of business processes of pharmaceutical companies, as well as the need to retrain employees as a result of the disappearance of some professions, were highlighted. In order to overcome the identified negative consequences of digital transformation on the pharmaceutical industry in Russia, it is necessary to address issues of strengthening cybersecurity, as well as the issue of retraining of employees and the redistribution of the labor market.

Abstract: The subject of this research is the mechanisms of structuring long-term economic cycles of cutting-edge development that form representation and forecasting assessment regarding the prospects and horizons of phase shifts of the ecosystem in the future. The object of this research is the evolution of the national economy in the context of modelling long-term economic cycles. Using modeling mechanism of long-term prospects of economic agents for the period of 1962-2000, the authors determine the trajectories of the phase shifts in the national economic system. This allowed not only identifying the character of cyclic development of national economy within the examined timeframe, but also scientifically substantiating the prospects and parameters of the arrival of the so-called Fourth Industrial Revolution in the Russian Federation. It is proved that based on the developed methodology of structuring cycles of cutting-edge development and its trial on the system of statistical data of national economy over the recent 60 years, that the socioeconomic crisis of the 1990’s was caused not only by the institutional transformations, but also the fact that during this period the long-term economic cycle entered the decline phase, which transformed on the brink of the end of 2000’s and beginning of 2010’s into the inclination phase, allowing substantiation of the conclusion that the phase of long-term growth in Russian economy will not arrive before 2020-2025.

Abstract: This article reviews the definitions of budgeting and budget model, their role in cost management of investment construction projects, and the subject field of budget modeling of a project. The author indicates the relevance of implementation of budgeting in management of investment construction projects, as well as the factors of low efficiency of this process. The subject of this research is the system variables of the budget model: functions, content, structure, levels, quantitative and qualitative indicators, standards, methodological and analytical parameters, and financial modeling processes. The peculiarity of the subject of research lies in systematicity, need for consolidation of budgets in various aspects, and compatibility of the local budget models for creating a reasonably universal system for supporting managerial decision-making. Description is given to the basic methodological provisions of the development of budget models of investment construction projects. This article is first to elaborate on the analytical parameters of budget modeling of investment construction projects, as well indicate various parametric levels in reference to each other. The author develops the financial planning processes and the pattern of project budgeting, as well as adapts the cybernetic principles of “input – output”. It is suggested to use a special accounting scheme in the budget model of the project, which is based on the managerial accounting policy approved by the subject. For achieving compatibility of the methods of financial administration, the author offers to coordinate the cost pool in estimates and budgets, maximal expenditure accounting, reduce scheduling uncertainty, and consider dynamic factors. The budget model is viewed as an input parameter of cost control over the investment construction projects. The vectors of further improvement of budgeting of investment construction projects are proposed.

Abstract: This article reflects the results of a research on the impact of the transportation factor upon the functionality of the local markets on the example of the petroleum products market in the Republic of Sakha (Yakutia). Due to absence of local production on the territory of the region, functionality of the local petroleum products markets completely depend on the level of development of the transportation system with the specificities of the “Northern territories”. The peculiarities of the pricing and specific organizational economic relations within the transportation-logistical system are the results of the impact of the transportation factor. The object of the research is the local markets of petroleum products in the Republic of Sakha. The issues of research of the impact factors of the transportation system upon optimal functionality and development of the local markets with consideration of the specificity of the Northern regions have not been sufficiently studied. The authors determine the key causes of problems in pricing of the petroleum products market, which consists in the territorial disproportions of the level of transportation system and access to these markets; high coefficient of logistics costs of the arctic group of regions in the final pricing of the petroleum products, which leads to uneven competitive conditions in the main petroleum products market.

Abstract: The subject of this research is development of the concept of “lean manufacturing”. The author describes the advantages of using the key instrument of this concept – the Just-in-time system, implementation of which requires creation of certain prerequisites at the plants, widely defined in manufacturing management literature. However, modern management circumstances are characterized by dynamicity, high level of uncertainty and risk, which can be reduced by accounting for as many factors as possible. The article presents results of analysis of the types of movement of labor objects in accordance with the conditions of utilization of the “Just-in-time system”. Research methodology includes comparative and categorical analysis, system approach, methods of induction and deduction. The author’s major contribution into this research consists in substantiation of extension of the list of criteria with regards to implementation of “lean manufacturing” concept through substantiation of the reasonableness of application of parallel-sequential type of movement of labor objects from operation to operation. The acquired results may be valuable in organization of manufacturing at industrial plants.

Abstract: The subject of the research is the mechanisms of cluster principles applied to organisation of industrial interaction at the regional level, in particular, the mechanisms that influence the innovative potential of the Central Federal District regions. The object of the research is the clusters of industrial regions in the Central Federal District. The author of the article covers such aspects as increasing innovative activity of regions and industrial clusters. He pays special attention at the  evidence base that the strategy of increasing economic competitiveness of the Russian Federation in general and RF regions in particular implies developing efficient industrial network systems and promoting cluster principles of industrial interaction organisation at the regional level. This provides better opportunities to both raise competitiveness of local business and boost up efficiency of the regional economic policy. The methodology of the research involves analytical, forecasting, and expert methods as well as the method of mathematical modelling of cluster evaluation. The scientific novelty of the research is caused by the fact that the author proves the need to conduct particular activities to create cluster-based innovative network clusters, to include measures aimed at developing priorities of national and regional clusters as part of the region's development programs and to involve scientific and educational centers into studying the global experience of clusters and training specialists to work under conditions of economy clusterization. According to the author, development of cluster compounds should be based on strategic solutions aimed at monitoring a profit zone related to the stages of social reproduction process.

Abstract: The main goal of this research consists in the comparison of two approaches toward increasing labor productivity in the Russian Federation and China. The authors assess the currents state of labor productivity in both countries, as well as the mechanism of its improvement. The significance of growth of labor productivity as an instrument for increasing the country’s gross domestic product (GDP) is emphasized. The existing problems and new key trends in the area of increasing labor productivity in Russia are highlighted. The authors conduct a comparative analysis of Decree of the President of the Russian Federation of 05.07.2018 No.204 and “May Decrees” of 2012 with regards labor productivity and economic growth; as well as of the existing economic systems management for determining the optimal growth points in the area of labor productivity. The conclusion is made that labor productivity in the Russian Federation should be viewed as one of the key factors for restoring the lost potential, and its increase may be ensured exclusively by comprehensive interaction of all participants of economic relations.

Abstract: The article deals with the issues of studying the sectoral structure of the economy of the Russian Federation and the transformation of the sectoral structure of industry. A sample of macroeconomic indicators characterizing the structure of industrial production by gross value added, the number of employed personnel, the value of exports for the period 1990-2022 was formed and analyzed. Open statistical data consolidated by the UN International Organization for Industrial Development (UNIDO) and Rosstat were used. Calculations of structural shifts in the manufacturing industry of the Russian Federation have been carried out. The article shows that the sectoral structure of the Russian economy has undergone tremendous structural transformations. During the period under review, the sectoral structure of industry in terms of gross value added was significantly transformed: the share of oil refining, chemical industry, metallurgy is increasing, while the share of machine-building and instrument-making is decreasing. In the sectoral structure of employment, the share of high-tech industries such as machine building and electronics and agriculture is decreasing, while the share of employment in trade and construction, transportation and communication is increasing. In the sectoral structure of exports, the share of manufacturing industries is decreasing and the share of extractive industries is increasing. It is concluded that for a long time the sectoral structure of the Russian economy has been under the influence of deindustrialization.

Abstract: The subject of this article is to study the strategy of food security primarily on the example of Russia. The urgency lies in the fact that the current situation in Russia, due to sanctions against it as not seen in recent years, has drastically increased demand for state support of agriculture. Despite numerous program international instruments prohibiting the use of food supplies as a tool of political pressure, the events of recent decades suggests otherwise. In this regard, particular attention is paid to the study of the historical perspective of the complex measures used by Russian authorities in order to achieve the main goal: providing the population with high-quality food products based on its own resources. The methodological base of the research consists of the comparative-historical method and system analysis method. The main conclusion of the study is the need to build multistructure approach in Russia, combining small farms and large agricultural holdings. It is stated that during the XX century both Soviet and Russian authorities made crucial miscalculation, which focused on one fundamental factor in the development of agriculture: the destruction of communities and the planting of private land ownership, forcing mass collectivization under Stalin's rule. It is shown that in modern conditions, an important factor in increasing the marketability of agricultural production will shift towards a "green economy".

Abstract: The goal of this research is the systemic examination of theoretical bases and practical issues pertinent to regulation of price mechanism of the economic management of agrarian sector in the conditions of development of market relations, considering their peculiarities and formulation of practical recommendations and methodical framework for their implementation in Chuy Region of the Kyrgyz Republic. The subject and object of this research is the complex of organizational-economic problems associated with the formation of price mechanism in agro-industry. The author makes emphasis on the development of specific proposals on pricing with regards to agrarian sector. The theoretical and methodological foundation contains the works of the classics of economic theory, leading foreign and Kyrgyz academic economists, legislative bills of the Kyrgyz Republic on the questions of development of agrarian economy. In the course of this study, the author applies the statistical and economic data, as well as the materials of agro-industries collected in Chuy Region of the Kyrgyz Republic. Abstract: The object of the research is enterprises of ferrous and non-ferrous metallurgical production in the Republic of Bashkortostan. The subject of the research is the competitive ability of these enterprsies on the Russian and international markets. The authors of the article examine such aspects of the topic as development trends in non-ferrous metallurgical production constituting holdings and corporations. Special attention is paid to non-ferrous metallurgical enterprises in the Republic of Bashkortostan including: 1) OAO 'Uchalinsky GOK', manufacturer of zinc concentrate, copper concentrate, sulphurous flotation pyrite and building broken rock. 2) OOO 'Bashkir Copper' that deals with extraction and copper ore recovery in Podolsky and Yubileny deposits. 3) ZAO 'Buribaevsky GOK' that supplies ore and zinc concentrate to Russian and foreign metallurgical plants. 4) Siberian branch of OAO 'Uchalinsky GOK' that deals with extraction and treatment of polymetallic ore in the New Sibaisky and other deposits. 5) Bashkir sinking administration. 6) ZAO 'Bashkir gold-mining company'. Analysis of statistical reports, corporate development strategies, foreign economic activity using M. Porter's competitive ability inventory, and assessment of the influence of various factor groups on the development of foreign economic activity (SWOT-analysis). The author of the article conducts qualitative and quantitative analysis of the metallurgical production in the Republic of Bashkortostan. The author also gives evaluation of the current status and development trends and defines the structure and role of the economic sector in the Republic of Bashkortostan. The author also analyzes the resource base and efficiency of the sector and evaluates the contribution of small and medium businesses in the development of the aforesaid sector as well as studies investment and innovation activity in this sector. The author also makes particular recommendations regarding the development of the sector such as developing technologies of complex waste management of mineral-processing industries (refinement tailings) for non-ferrous metallurgical enterprises, production of ferrous alloys and development of low-tonnage production as well as creation of joint enterprises.

Abstract: Object of research are the revealed and created needs of the population of regions of the Russian Federation for food products. The economic relations arising in the course of consumption by the population of food products act as an object of a research. The purpose of this work consists in optimization of widely known marketing approach to a research of needs of buyers. The author performed the theoretical overview of approaches to studying of consumer potential as element of the investment climate of the region. Special attention in article is paid to assessment of results of the carried-out questioning and its optimization for the purpose of elimination of the revealed shortcomings. Statistical materials of Rosstat, and also results of the conducted questionnaire formed information base of accomplishment of a research. Marketing approach to identification of the factors creating needs of buyers is the basis for methodology of a research. On the basis of comparative, statistical and settlement methods by the author of article the model of enhancement of marketing approach to detection of consumer preferences in the regional food market is developed. Scientific novelty of the received results consists in development of methodical approaches to a research of system of consumer preferences and assessment of degree of satisfaction of consumers with the goods offered in the market for the purpose of increase in the consumer demand. The practical importance of the results received during writing of article consists that they can form a theoretical and methodical basis for carrying out researches in the field of studying of needs of buyers and optimization of system of assessment of consumer preferences.
