Borisenkov A.A. - Provisions of the current Russian Constitution on power. pp. 19-44

Abstract: The article contains analysis of the ideas of public power and its role in the system of state and society according to the text of hte current Russian Constitution. The methodology of studies is based upon the knowledge of nature of public power, types and means of its existence, specificities of its use, its correlation and interactions with its types, such as political power and state power.  The novelty of the study is due to defining the public power and substantiating the need to distinguish various types of power within the state system, in discussing the value of these types of power for the public government. The author formulates the provision that any public power is by its nature an institutionally formed social force. It is stressed, that use of public power is not possible, unless the power competence is obtained. It is noted that within the state administration system there is implementation of both the state power and the political power. The author substantiates the inseparable link between political power within the state system and its political institution, forming the state superstructure, as well as executive nature of state power and its nonseparability from the executive institutions of the state. Finally, the author refers to the need to improve the contents of constitutional articles regulating some aspects of public power.

Abstract: The article is devoted to the essence and elements of the political system, peculiarities of its development, its close connection with the political life and meaning for the political development. The author states that the political system is conditioned by the existence of political relations. The author makes and justifies the conclusion that the political system is the general form of political life constituting the functional relationship between components of the political body. Guidance and opposition are viewed as the most important elements of the political system. These functions are closely connected and essential for the political democratic process. There can be other elements of the political system as well. These elements form the substructures of the political body. Definition of the political system allows to set forth and define the law of political development. The author also analyzes the official definition of political system offered by the political studies.

Abstract: The article is devoted to the nature and forms of political relations, their connection with the political life and their meaning for the political development. The author discovers the dependence of political relations on political activity and makes the conclusion that political relations in itself are different forms of political life constituting functions of the political body. The most important forms of political relations that are interrelated and complete each other in the political development are the guidance and opposition. These are the basic forms of political relations in the democratic governance and the most important functions of the political body. They are interdependent and obligatory for the democratic political process. Besides these, there are other forms of political relations that can be built upon the basic political relations and create a more complex structure of the political body. The author offers a definition of political relations which allows him to formulate the rule of political development triggered by these political relations.

Abstract: The article is devoted to the concept of political development. The author of the article describes the contents, stages, means, grounds and forms of political development and shows the close connection between political development and political life. The author also establishes the provision that poltical life is one of the means of political development that appears in the form of political evolution. Based on the analysis of the structure of political development, the author describes the grounds and forms of political life as well as factors of its destruction.

Abstract: The article is devoted to the meaning and kinds of political authority, the relation between political authority and state authority and the role of political authority in state management. The author shows that the political authority and state authority are the two differet kinds of public authority, each of them having its own purpose and method of enforcement. Noteworthy that these two kinds of authority can be closely linked when we talk about the political authority as a part of the state system. The author substantiates the position that the public authority in itself is the institutionally executed social force. The author also describes the relation between the political authority and political institutions, in particular, governmental political institutions building up the state substructure. The author underlines the role of these institutions in the overall system of state management. Based on the definition of the political authority, the author formulates the main law of political development.

Abstract: The author of the article studies the definition of political activity and describes the features and criteria of political activity. The author states that the definition of political activity is usually replaced with the definition 'political behavior'. The author proves that there is a close connetion between political power and political authority, in particular, provision about political power being the method of political activity. The author also suggests that we should analyze the definition of 'political participation'. At the end of the article the author concludes that the features and criteria of political activity include, firstly, the ability to use political power and secondly, the target of political activity achieved through the decision making process. Noteworthy that the 'ability to use politial power' is underlied as the main feature and criteria of political activity. The author offers the defintion of political activity as the form of social activity that uses political power and serves to make governing decisions. Based on that definition of political activity the author formulates the principle of political development.

Abstract: This article examines political consciousness as a special kind of consciousness, one which reveals its nature and close connection with political knowledge. It also proposes a definition of the term and focuses on the necessity to separate political consciousness from ideological consciousness, and thus from the ideologies associated with it. This helps to overcome misconceptions in relation to prevailing political consciousness. Different types of political knowledge, and the contradictions that exist in their classification, are also analyzed.

Abstract: The article is devoted to politics as a particular administrative phenomenon. The author of the article studies the essence and forms of politics. Noteworthy that there is a great diversity of policies at different levels of the system of social administration which once again shows the essence of politics as the phenomenon of public administration. Such diversity proves that politics is a widely spread phenomenon and plays a very significant role in the sphere of public and social administration. Special attention is paid to the state policy. The author of the artile shows that the state policy of a democratic state is the most complex and developed form of politics. It reveals not only the nature of all policies but also peculiarities and rules of political environment. The state policy is becoming one of the leading forms of social life and it is also a very interesting subject to be researched. In conclusion, the author offers an essential definition of politics as the administrative phenomenon shown in resolutions and determining the directions of executive activities.

Abstract: The article concerns the definition of political activities, its criteria and characteristic features. It is shown that their definition and value for the political being are de facto substituted by definition and supposed meaning of "political behavior".  The author establishes the unseverable connection between the political activities and the political power, and in particular, the statement that use of political power is way of political activities.  The author then offers analysis and definition of the term "political participation".  Finally, eh concludes that elements and criteria of political activities are, firstly, use of political power, and, secondly, political decision-making as a goal of political activities.  At the same time "use of political power" is considered to be the main element and criterion for the political activities. The author then offers the following definition:  political activity is a type of social activity with the use of political power, which is meant for decision-making. Based upon the contents of political activities the author formulates the law of political development, which is closely related to political activities.

Abstract: The article is devoted to politics as a special regulatory phenomenon, its essene and policies. It is noted that there is a great number of policies established at different levels of social management. Such a variety of political forms forms a typical feature of politics as a regulatory phenomenon because this diversity proves that politics are a widely spread phenomenon that is essential for social management. Special attention is paid at state policy. It is shown that state policy formed under conditions of a modern democratic state is the most complicated and developed political form. State policy allows to reveal not only the essense of politics but also peculiarities and laws of a particular political system. State policy becomes one of the leading forms of social life and, among other matters, it is quite a developed sphere of special scientific interest. As a result, the author provides an assential definition of politics as a regulatory phenomenon that is formed by the governmental decisions defining the direction of executive activity.

Abstract: This article investigates the nature and types of administrative decisions and their implications for political power and social control. It analyzes the problems of interpreting administrative decisions. It shows that an administrative decision is a distinct executive phenomenon, designed to determine the direction of executive action. The article considers the peculiarities of democratic administrative decisions and how they differ from democratic decisions.
