Abstract: Ubiquitous implementation of the modern technologies of digital economy allows eliminating a number of barriers that impede the growth of economic activity of economic actors, as well as decreasing high transaction expenses that hinder interaction between the participants of economic processes. The article examines the questions of creation of the information analytical platform for big data collection and processing for the purpose of researching the innovative development processes of the regional economic agents on the basis of convergent approach. The platform is intended for modular integration of instrumental means that resolve the tasks of searching, collection, processing and upload of data for intellectual analysis of the indicators of innovative activity of enterprises. The results of intellectual analysis are used for the assessment and forecast modelling of the dynamics of integral criteria of the regional innovative development, identification of innovative leaders, comparative benchmarking analysis between economic agents and leaders, synthesis of cybersocial strategies for managing the mechanisms of innovative development and formulation of recommendations on enhancing the efficiency of innovative activity of enterprises. The authors conduct the analysis of convergent and hyper-convergent systems, as well as substantiate the need for creation of the convergent platform for collection and analytical processing of big data regarding the innovations and innovative enterprises in the regions. The authors propose the principles of structuring the dataflow architecture of data integration system for solving the tasks of searching, parallel processing and upload of information onto cloud storage and distributed register. The key components of the convergent information analytical platform are being reviewed.

Surovitskaya G.V., Gamidullaeva L.A. - Transformation of Russia’s flagship universities: results of implementation of development programs in the context of expansion of education exports pp. 45-62

Abstract: There are currently 33 universities functioning across 32 regions of the Russian Federation that received the status of “flagship university”. Under the current circumstances, there is a need to define the internal and external factor of development of the flagship universities that directly impact the expansion of education exports. The key internal condition for development of flagship universities consists in modernization of educational and research activity. The article is dedicated to the analysis of modernization and transformation processes of flagship universities of the Russian Federation in the context of efficiency assessment of the development programs and correspondence of the system national higher education to the current trends of development. The article explores the following issues: prerequisites for implementation of the national initiative “Education Development”; evaluation of the dynamics of the national university ratings formed by the Interfax International Information Group, including a number of private ratings; assessment of the efficiency of international activity of the flagship universities by data of efficiency monitoring of universities carried out by the Ministry of Education and Science of the Russian Federation. The article contains arguments supporting the adjustment of the development programs of flagship universities for the purpose of ensuring better participation in the implementation of the “Education Development” national initiative, as well as the composition of strategic projects of flagship universities for solution of tasks of the federal project “Increasing Competitiveness of the Russian Higher Education” contained therein.

Abstract: This research examines the various theoretical-methodological approaches towards the problem of innovation system management and the formation of innovation policy. Following the foreign experience of the majority of countries, besides the government regulation oriented towards support of innovations, the effective innovation system must also be attributed to the critical conditions of socioeconomic development of the state. Moreover, the establishment of innovation system in modern world becomes an essential need, which is proven by the scholars and politicians. Despite the successful implementation of the model of innovation systems by multiple foreign countries, for Russia it becomes more relevant as the time progresses. Methodology contains the systemic approach; logical, comparative, structural-functional, strategic, evolutionary analysis; dialectical methods of cognition for comprehensive and objective research. The author determines the essential features inherent to each of the approaches, as well as their disadvantages. A conclusion is made that the practice of government administration should combine various approaches towards realization of full potential of government administration and regulation for the establishment of innovation economy. The author emphasizes the need for correlation and coherence between the macroeconomic and innovation policies of the state. At the same time, the innovation policy should be formed with consideration of the patterns of long-term economic growth, global trends of innovation development of the economy, as well as existing competitive advantages of each country or particular region.

Abstract: The main barrier hindering efficient interaction of innovation activity actors is the high level of transaction costs of innovation activity. The growth of interaction between innovation system actors is the mechanism of the development of innovation activity at different stages of the innovation process, from the moment when the idea appears till the moment when innovation is commercialized. The subject of the research is the organisation of secure interaction between innovation activity actors in economic regional systems. The article also covers the issues of creating the mechanism of safe and reliable interaction of regional innovation system actors on the basis of smart contracts created in teh blockchain system. The research methods include scientific inquiry, axiomatization, analysis, blockchain, object-oriented approach, algorithmization, planning and construction of hypotheses. The technology developed by the authors allows to reduce the probability of deception from the side of dishonest participants as well as to eliminate the need in the third party by transferring functions of the third party to the smart contract. This is important for ensuring trustworthy and clear relationship between innovation project participants and concerned actors of socio-economic activity in the region. Smart contracts are created using the blockchain platform Ethereum. Based on that platform, the authors develop transaction components to be used during conclusion of treaties, creation and implementation of innovations, cession of intellectual property rights, use of rights and licences for innovation activity, etc. The main component of the system is the distributed registry of transactions with digital copies of innovation objects.

Abstract: Globalization of the economy encourages the escalation of innovation activity; development of the interfirm collaboration and chain organizational structures; functional integration and cooperation within the firms alongside state and private laboratories, universities; as well as transformation of the business models. The authors examine the theoretical-conceptual basis of the regional innovation system under the conditions of the so-called “glocalization” of the economy. The evolution of network approach in the research of foreign authors is presented. The subject of hits work is the establishment and development of regional approach towards the examination of innovation processes. The article demonstrates the factors that substantiated the transition from the dominant over many years in theory and practice innovation activity of the concept of national innovation system to the concept of innovation systems of the regions. The network approach towards establishment of the innovation systems of the regions is rationalized. The authors form an original perspective of the premises of development of the theory of regional innovation systems, as well as substantiate the advantaged of examination of the innovation processes at the regional level.

Abstract:  The authors have developed a method of evaluating the effectiveness of the system of state support at the regional level, which makes it possible to assess the actual level of management efficiency in a particular region, and identify existing reserves. Correlation and regression analysis, which gives an opportunity to identify the most important factors that have the greatest impact on the effectiveness of the state support system in the sector. Also proposed correlation and regression models (for example, the model showing the influence of the effectiveness of information support for innovative activity of organizations in the region; model showing the influence of accessibility of innovative infrastructure on the number of small businesses in the region, per 100,000 inhabitants, and others). Application of this method in the practice of public administration of the small innovative business sector will take into account the influence of the qualitative factors in evaluating the effectiveness of the system as a whole.

Application of this method in the practice of public sector of small innovative business administration will take into account the influence of qualitative factors in evaluating the effectiveness of the system as a whole.
