Abstract: The authors give a complex characteristic to the relevant problems in improvement of the flight security system in state aviation that is based on the joint examination of the aircrafts and human factor, considering the experience of operation of aircraft in all phases of the lifecycle with concentration on aircraft testing. Two components of ensuring safety – the aircraft and human factor were being examined separately, and then comprehensively, as interrelated, cooperating, and mutually substantiated components of the unified ergatic system “airplane – pilot”. The main conclusions of this research consist in concretization of the relevant issues of ensuring flight security in civil aviation: complexity of the modern airplane, especially in organization of the information field in the flight deck; average flying skills of the majority of the current military aviators; unfinished testing of the aviation complexes; and various types of aircrafts. Indeed, each question requires a separate and more detailed examination for the purpose of determining the causes and threats to flight security, as well as understanding of them and developing a state strategy on elimination of the of accidents in state aviation.  First and foremost, it should be clear that the corner stone of ensuring flight security is the human.

Abstract:   This scientific article is dedicated to the study of internationalization of transport as the prerequisites for development of the global trade. The author conducts a detailed analysis of the concept of internationalization of transport which is being actively used in domestic and foreign academic, scientific and specialized literature, due to the fact that in the modern conditions of economic development along with the evident trends of globalization of the world economy, internationalization of economic life, and regionalization of countries, a special significance gains the transportation of cargo that has achieved 15% of the world GDP by 2016. The article presents the author's original definition of the "internationalization of transport", which is being understood as a phenomenon in the world economy, inevitably resulting from the internationalization of all spheres of social reproduction (production and capital) as well as expressing the process of establishment and development of relationship between the national transportation systems, when such system of a single country acts as a part of the global transportation space.

Abstract:   This article is dedicated to the research of multimodal transportation in the conditions of intensification of global trade. The author substantiates the position that the multimodal transportation allows to intensify world trade, reduce the cost of freight, optimally aligning the temporary convenience of air transportation with the reliability and volume of sea freight, flexibility and low cost of long-distance transport of goods by rail and the convenience of road transportation. This work examines the main trends in the development of multimodal transport in the world, including the Russian Federation. The author believes that as the result of implementation of the multimodal transportation, the transportation of the "organized units" is being carried out through the combined use of the several modes of transportation according to the logistic technology "door to door", which allows the suppliers and recipients of products significantly reducing the cost of transportation, as well as the cost of products.

Abstract: The subject of this research is the normative legal acts that regulate the relations associated with the application of administrative responsibility in the area of civil aviation. The authors carefully examine such questions, as the essential features of administrative responsibility and possibilities of their manifestation within the researched area; presence of gaps in the legislation, which defines the legal status of individuals that are the subject of the studied relations. Peculiar attention is given to the articulation of the concept of “official”. The establishment of the fact of exercising the organizational-regulatory and administrative-economic functions in commission of the administrative offence serves as the substantial grounds for holding individuals responsible for administrative violations. The scientific novelty lies in elucidation of the various scientific points of view upon the administrative responsibility, as well as justification of the necessity of legislative consolidation of the aforementioned concept.

Abstract: The transport insurance in the developed countries is a process of compensation of economic damage to those affected as a result of theft or use of their vehicles. Transport insurance in Russia indemnifies the participants of traffic, to third parties, who inadvertently fall victim to a road accident. The subject of this research is the peculiarities of trends in transport insurance. The aim of the article is to study the development of transport insurance market in Russia at the present stage. The authors examine the place of transport insurance within the sectoral structure of various types of insurance, as well as suggest a scheme of the system of socioeconomic relations within the framework of transport insurance. The analysis of specificities of the Russian insurance market alongside the main trends is being conducted. In establishment of an insurance fund on protection of property rights of private and corporate entities, transport insurance can be viewed in form of the system of socioeconomic relations, in which the insurance fund is intended for compensation of losses associated with the use of a vehicle, with the help of insurer, and considering the internal and external factors.  Transport insurance is a type of insurance, which compensates for the losses incurred as a result of the partial damage of any type of vehicle or its complete destruction. The analysis demonstrates that the vast majority of accidents and incidents in 70% of cases happen due to the human factor. Further research should be aimed at the institutionalization of the security system of socioeconomic relations in transport insurance, taking into account the dynamics of road accidents, their causes, violations by the insurance companies, dealers, or insurers.

Abstract: This article is dedicated to the study of international transport regions and their impact on regional economic development in the Russian Federation. The author substantiates the necessity of creation in Russia of international transport corridors that will help to boost the economic development of a number of constituent entities of the Russian Federation to attract investments in the Russian economy, provide new jobs. International transport corridors play an important role in world trade and cargo transportation in the conditions of globalization.The work justifies the need for creation of the international transport corridor "Volga-Don" enabling pass free shipping, General, container and other goods from Turkey, Ukraine, and other European countries, including Russia (Tuapse, Novorossiysk, Temryuk, Yeisk) in the ports of the Caspian countries with the help of vessels of type "river-sea".In the present scientific article has been used a number of methods of scientific research: formal-logical; logical; concrete historical; statistical; scientific and economic experience; a production of the approbation of the research results; mathematics; comparative studies.
